2. Social Impacts of Digitalisation Through the Lens of Hungarian Experts.

Nowadays, we live in the fourth industrial revolution (the so-called digital revolution), which is fundamentally reshaping industry and business as well as the economy and civil society. Within the research activities of the National Laboratory for Social Innovation project, a research plan has been drawn up taking into account the quadruple helix model. The aim of this research is to map the social impacts of digitalisation based on the perspective of Hungarian experts. The research aims to map the social impact of digitalisation, whether the perception of the impact of digitalisation on society depends on the individual perceptions of the experts involved in the research (age, education) or organisational (sector of the organisation represented). The research seeks to answer the following research questions: Q1. How can the social impact of digitalisation be described? Q2. Do individual (age, education) or organisational (sector of the organisation represented) characteristics influence the experts' opinion? Q3. Are there any significant relationships between experts' responses to questions on the social impact of digitalisation and, if so, how strong are they? The data analysed are the results of a qualitative and quantitative, empirical survey carried out in 2021 with experts from academia, government, business and civil society. The former was conducted in the form of focus group interviews with invited experts (n=9) and the latter, in the form of an online questionnaire survey (n=78) using descriptive statistics and relationship analysis methods (Cramer's V and Kendall's Tau). The results show that the majority of experts consider the social impact of digitalisation to be rather positive, highlighting for example more efficient problem solving. It can be shown that the development of digitalisation requires a well thought-out but not over-regulated framework. As the transfer of knowledge improves, the opportunities for those who use digital technologies increase, but so does awareness of its harmful effects. Social innovation grassroots initiatives play a pivotal role in addressing locally occurring problems - such as aging population, high unemployment, and inequality of disadvantaged groups - by recognizing them and responding with adequate answers that are in harmony with the needs of the local community. Therefore, focusing on the even more urgent difficulties of sustainable, bottom-up initiatives of social innovation, the balance of effective governance and locals has an enormous role in fostering real solutions. However, the process to solve these challenges is multifaceted, based on the renewal capacity of the local community that is rooted in the volume of involvement, effort and willingness to adapt and learn, including on the one hand the local inhabitants, and on the other hand the decision-makers, politicians and administrations. By examining the impacts of local developments and effective governance in the context of social innovation the authors seek answers how local developments and effective governance can contribute to enhance social innovation and what are the biggest challenges of local communities they are facing? What kind of instruments can contribute to create a positive change? With respect to the research question, the methodology contains qualitative focus group discussions, where professionals from business, academia, government, and civil organizations were asked. In conclusion, the results and novelty of the research show that local developments supporting the partnerships between the stakeholders, have a massive goal to jointly support the progress of public goods and life-quality, sustain and increase local wealth, knowledge transfer, strengthen the cohesion among locals, and support prosperity in a determined local territory. By drawing attention into real cases the authors introduce how to support social innovation in diverse areas of life through effective governance and local developments. The research emphasizes the importance of modern forms of local governance to establish an ecosystem that supports the processes of social innovation with appropriate instruments, including the capability, attitude, talent, and commitment of local governance leaders, role of cooperation culture among quadruple helix members and the necessity of knowledge transfer and adaptation between stakeholders. Globalisation “takes” its victims, which the authors believe means that the future of small- and medium-sized towns has become uncertain in Europe. The role of centres is continuously increasing, and most researchers prefer to analyse the competitiveness and innovativeness of metropolitan areas. In this study, we characterise the small- and medium-sized towns in the central–eastern European region as well as explore their possible development path. The authors are convinced that one way for these towns to survive is through strengthening of innovation abilities, which means increasing the innovation performances of economic stakeholders and new forms of interaction among other institutions in order to handle social problems. The theoretical starting point is the interpretation and presentation of the micropolitan (without big towns) regions as well as understanding the concept of technological and social innovation. As the result of the research, the innovation measurements carried out in some of the settlements will be represented. These experiences can help the small- and medium-sized towns keep up with global competition and cancel migration and erosion of intellectual potential.

6. Changes in Responsibilities and Tasks of Universities in Regional Innovation Ecosystems

Innovation process research is changing. In addition to the former territorial approach (examining countries or regions), the description of innovation cooperation in local areas is becoming more and more accepted. Instead of the innovation ability of the traditional large enterprises, research has begun to study the role of small and medium-sized enterprises, non-governmental organizations, local governments, and educational institutions (especially universities), which foreshadows the development of a new innovation system. In 2015, we conducted a study focusing on the civil and corporate relations of a major university. We tried to determine the new directions based on the economic and social cooperation as well as to search for the practical implementation of the theoretical helixes in these interactions. We came to the conclusion that universities not only are determinative according to the triple helix model but also have a prominent role in the creation of new innovation ecosystems, particularly in a well-defined geographical area.

There are many definitions of social innovation, out of which the most commonly accepted may be that it is a complex solution or, sometimes disruptive, change that is more efficient, effective, sustainable and fair than existing alternatives on the broadest level of society. A further, essential characteristic of it is a community framework, manifested in the creation of new relationships and the restructuring of the entrenched modes of cooperation. Adding to the significance of the phenomenon is that nowadays every social challenge is deemed an economic one as well. Hence, its solution is in the interest of the national economy. The most important sectors and challenges: demography, poverty, climate change, education, digitalization, public administration, health care. Some highlighted recent examples of social innovation are the following: social enterprise, creating shared value (CSV), emissions trading, fair trade and social webshops. The goal of the paper is to interpret social innovation as widely as possible through individual examples within Hungarian context. Globalizacija zahteva svoje žrtve, kar po mnenju avtorjev pomeni negotovo prihodnost majhnih in srednje velikih mest v Evropi. Vloga centrov se nenehno povečuje, večina raziskovalcev raje analizira konkurenčnost in inovativnost metropolitanskih območij. V tej študiji nameravamo opredeliti majhna in srednje velika mesta v regiji Srednje in Vzhodne Evrope ter raziskati njihovo možno pot razvoja. Avtorji so prepričani, da je eden od načinov preživetja teh mest krepitev inovacijskih sposobnosti, kar pomeni povečanje inovacijske uspešnosti gospodarskih subjektov in nove oblike interakcij med drugimi institucijami za reševanje družbenih problemov. Teoretično izhodišče sta interpretacija in predstavitev mikropolitanskih regij (brez velikih mest), pa tudi razumevanje koncepta tehnoloških in družbenih inovacij. Kot rezultat raziskave bo predstavljeno merjenje, povezano z inovacijami, v nekaterih naseljih. Te izkušnje lahko pomagajo majhnim in srednje velikim mestom, da lahko sledijo globalni konkurenci in prekinejo migracije ter erozijo intelektualnega potenciala.

Raziskovanje inovacijskega procesa se spreminja, saj postaja poleg predhodnega teritorialnega pristopa (proučevanje držav in najmanj regij) opis inovacijskega sodelovanja v lokalnih območjih vse bolj sprejet. Namesto inovacijske sposobnosti tradicionalnih velikih podjetij se je začelo proučevanje vloge malih in srednje velikih podjetij, nevladnih organizacij, lokalnih vlad, izobraževalnih institucij – še posebej univerz, kar nakazuje razvoj novega inovacijskega sistema. V letu 2015 je bila izvedena študija, v kateri smo se osredotočili na projekt civilnih in korporacijskih odnosov glavne univerze. Poskušali smo določiti nove usmeritve, ki temeljijo na ekonomskem in družbenem sodelovanju, kot tudi poiskati praktično uporabo teoretičnih helixov v teh interakcijah. Prišli smo do zaključka, da univerze niso samo deterministične glede na trojni model helix, temveč imajo tudi ugledno vlogo v ustvarjanju novega inovacijskega ekosistema, še posebej v zelo dobro opredeljenem geografskem območju.

Corporate social responsibility is an important means of achieving sustainability. More and more companies recognize the fact that responsible operation has a number of results that supports sustainability and thereby the long-term competitiveness. The United Nations' Sustainable Development Goal 6 deals with the issue of Clean Water and Sanitation and to ensure sustainable water management. Previous research on the subject have revealed that most of the company executives are not aware of the elements of the CSR concept. This research examines the social responsibility of the Hungarian water industry. We wanted to know whether the water companies- who deal with water in the industrial and service sectors- operate in a responsible way, as the water is one of the Earth's most precious natural resources. The results of the research show the organizational factors that most contributes to responsible operation as well as the formed clusters based on the CSR intensity of the Hungarian water companies.

Tourism is one of the most developing branches of service sectors. The paper deals with a key area of a Central-Eastern-European country (Hungary) from the European perspective, i.e. tourism. Tourism provides a remarkable ratio of GDP, thus its importance is inevitable. Tourism destination management (TDM in further text) organisations are local building stones of this important branch. These organisations received remarkable development funds in the previous budget period. The aim was to turn tourism into a competitive and innovative branch. Quadruple helix model -- approach to innovation systems provides the opportunity to include the fourth helix -- the media-based civic society -- into the innovation performance, thus its performance influences the efficacy of the given innovation system. The paper assumes that these TDM organisations, as media-based civil organisations, appear as enterprises that are responsible for touristic innovation performance. The research objective is to prove, or deny that these institutions are important workshops of innovation. A survey research was conducted. In the meantime, feedback was collected about the structure, comprehensiveness and the logical structure of the questionnaire. Cooperation characteristics, the correlations between the innovation performances, the factors generating innovation and the reason for innovation are presented. The results of the study can be used by the state-governed tourism management, the vocational organisations and the Hungarian Tourism Ltd. in the process of establishing the framework of calls, and operational models in order to make international comparisons (with other countries).
