3. Assessment of Soil Functions : An Example of Meeting Competing National and International Obligations by Harnessing Regional Differences

Abstract

The increased demand for bio based products worldwide provides an opportunity for Eastern European countries to increase their production in agriculture and forestry. At the same time, such economic development must be congruent with the European Union’s long-term climate and biodiversity objectives. As a country that is rich in bioresources, the Latvian case study is highly relevant to many other countries—especially those in Central and Eastern Europe—and faces a choice of transition pathways to meet both economic and environmental objectives. In order to assess the trade-offs between investments in the bioeconomy and the achievement of climate and biodiversity objectives, we used the Functional Land Management (FLM) framework for the quantification of the supply and demand for the primary productivity, carbon regulation and biodiversity functions. We related the supply of these three soil functions to combinations of land use and soil characteristics. The demand for the same functions were derived from European, national and regional policy objectives. Our results showed different spatial scales at which variation in demand and supply is manifested. High demand for biodiversity was associated with areas dominated by agricultural land at the local scale, while regional differences of unemployment rates and the target for GDP increases framed the demand for primary productivity. National demand for carbon regulation focused on areas dominated by forests on organic soils. We subsequently identified mismatches between the supply and demand for soil functions, and we selected spatial locations for specific land use changes and improvements in management practices to promote sustainable development of the bio-economy. Our results offer guidance to policy makers that will help them to form a national policy that will underpin management practices that are effective and tailored toward local climate conditions and national implementation pathways.

19. Assessment of land use change scenario to increase primary productivity function at local scale

Abstract

The global population has begun to rise exponentially; therefore, the demand for bioresources including food and fibre is increasing. An increasing demand for food and fibre necessitates more sustainable use of natural resources especially for soilbased ecosystem services. In this context, Functional Land Management was developed to optimize agricultural soilbased ecosystem services to meet both agricultural and environmental targets simultaneously. The aim of the research is to evaluate unmanaged agricultural land use change impact on primary productivity function in three parishes in Latvia by using Functional Land Management framework. Evaluation of primary productivity function was accomplished for both sectors agriculture and forestry by using profit and working hours as a proxyindicators. Production of vegetables and perennial plantations have higher supply of primary productivity function comparing to other land uses. Land use changes affect all soil functions that we expect from our land, especially primary productivity function. After applying land use changes, an increase in profit is higher in Liezere parish for both areas on mineral soils (7.1%) and areas on organic soils (5.2%); while an increase in working hours is higher in Usma parish: 36.6% in areas on mineral soils and 1.0% increase in areas on organic soils. Shortterm benefits are received from agricultural land, while forest land provides long-term return which increases over time but can only be obtained after reaching the age of felling. Before applying land use changes or changes in management practices we have to consider other soil function and national commitments.

20. IMPACT OF LAND USE PRACTICES ON GREENHOUSE GAS EMISSIONS FROM AGRICULTURE LAND ONORGANIC SOILS.

Abstract

Greenhouse gas emissions (carbon dioxide, methane, nitrous oxide) from managed organic soils in cropland and grassland is significant part of greenhouse gas (GHG) emission profile of Latvia. Total area of organic soils in grassland and cropland in Latvia is around 8 %, but GHG emissions from this area constitute more than 30 % of the total agricultural GHG emissions (data vary by GHG inventory years and soil data set used). GHG emission measurement data characterizing different agricultural land use practices can support the most appropriate choice of organic soil management that contributes less to the total GHG emission amount. Within the scope of the LIFE REstore project "Sustainable and responsible management and re-use of degraded peatlands in Latvia" research was carried out to assess impact of the management practices to GHG emissions from agricultural land on organic soils. GHG gases from agricultural land were measured in two year cycle in permanent grassland and cropland sites. Ecosystem gas -- CO2, CH4, and N2O -- exchange measurements were done, using the opaque chamber method and the transparent chamber method. Research results demonstrate the net ecosystem exchange of GHG emissions in relation to different management practices in cropland and grassland on organic soils. Average CO2 emissions from cropland were 4.8t CO2 --C ha-1, but from grassland 4.4t CO2 --C ha-1. Study sites in cropland were sink of methane -- 0.59 kg CH4 C ha-1, but source of methane in grassland 57.8 kg CH4 C ha-1. Average N2O emissions from cropland were 7.1kg N2O --N ha-1, but from grassland 0.3kg N2O --N ha-1. Cumulative GHG emissions from organic soils on cropland and grassland show that cropland annually emits more - 20.8 t CO2eq ha-1 than grassland -- 18.1 t CO2eq ha-1thus looking from GHG emission budget perspective, perennial grassland is more advisable for management of organic soils in agriculture. 22. SOIL CARBON STOCK CHANGES IN TRANSITIONAL MIRE DRAINED FOR FORESTRY IN LATVIA: A CASE STUDY.

Abstract

The aim of the study is to evaluate the impact of drainage on soil carbon stock in a transitional mire drained for forestry. The study site is located in the central part of Latvia representing hemiboreal vegetation zone. Site was drained in 1960. It is located in a catchment area of the river Veseta. An undrained site at the same catchment area was chosen for control (ca. 2.5 km between sites). In both sites, the depth of peat is 4 - 4.5 m. Drained site is dominated by coniferous trees. Soil samples collected in 2014 were used to determine bulk density and carbon content, and to calculate soil carbon stock. Samples were collected down to 80 cm depth. Ground surface elevation was measured before and several times after the drainage to determine peat subsidence. Carbon stock has increased by 0.3 tons ha-1 yr¹ after drainage, although peat has subsided on average by 26 cm (13 - 48 cm). Subsidence was mainly caused by physical shrinkage of peat not by organic matter oxidation. Drainage was followed by compaction of aerated soil layer, which has caused most of the subsidence, especially during the first years after drainage. Soil bulk density has increased almost twice at soil surface layer 0 - 10 cm (from 75 kg m³ to 141 kg m³). Differences decrease at deeper sampling depths. It is concluded that drainage is not always followed by reduction of carbon stock in soil. Increased above and below ground litter production rates may offset accelerated decomposition of organic matter after drainage. [ABSTRACT FROM AUTHOR]
