Significant use of forest biomass in the iron and steel industry (ISI) to mitigate fossil CO2 emissions will affect the biomass availability for other users of the same resource. This paper explores the market effects of increased forest biomass competition when promoting the use of forest-based bio-products in the ISI, as well as the interactions between the ISI and the forest industries. We employ a soft-linking approach that combines a geographically explicit techno-economic energy system model and an economic partial equilibrium model of the forest industries and forestry sectors. This allows for iterative endogenous modelling of new equilibrium price developments for different biomass assortments, determining locational choice of bio-products and assessing optimal bio-products technology choices. The results indicate an upward pressure on biomass prices when bio-products are introduced in the ISI (up to 62%), which affects both forest industries and the ISI itself. Prudence is thus warranted not to render bio-production investments uneconomical ex-post by neglecting to include potential price effects in investment decisions. The estimated price effects can be mitigated by increased domestic biomass supply, adjustments of international trade or by revising relevant policies. Even though the results suggest that the price effects will affect the geographical preferences for individual bio-production plants, proximity to the ISI production facility and integration benefits are more important than the proximity to cheaper biomass feedstocks. Product gas production integrated at ISI sites emerges as particularly attractive, while charcoal production exhibits sensitivity to fluctuating markets, both regarding resulting cost for the ISI, and preferred production locations.

OBJECTIVES: The present study aimed to evaluate the iLead intervention and to investigate whether or not transfer of training can be supported by contextualising the intervention (recruiting all managers from one branch of the organisation while focusing on one implementation case, as well as training senior management). DESIGN: A pre-evaluation-postevaluation design was applied using mixed methods with process and effect surveys and interviews to measure the effects on three levels. SETTING: Healthcare managers from Stockholm's regional healthcare organisation were invited to the training. PARTICIPANTS: 52 managers participated in the iLead intervention. Group 1 consisted of 21 managers from different organisations and with different implementation cases. Group 2, representing the contextualised group, consisted of 31 managers from the same organisation, working on the same implementation case, where senior management also received training. INTERVENTION: iLead is an intervention where healthcare managers are trained in implementation leadership based on the full-range leadership model. PRIMARY OUTCOME MEASURES: Reactions, knowledge and implementation leadership are measured. RESULTS: Quantitative and qualitative analyses indicate that iLead was perceived to be of high quality and capable of increasing participants' knowledge. Mixed effects were found regarding changes in behaviours. The contextualisation did not have a boosting effect on behaviour change. Hence, group 2 did not increase its active implementation leadership in comparison with group 1. CONCLUSIONS: iLead introduces a new approach to how implementation leadership can be trained when knowledge of effective leadership for implementations is combined with findings on the importance of environmental factors for the transfer of training. Even though managers reported general positive effects, transfer was not facilitated through the contextualisation of the intervention. There is a need to further develop

Objectives This study aims to describe the creation of a scale-the iLead scale-through adaptations of existing domain-specific scales that measure active and passive implementation leadership, and to describe the psychometric properties of this scale. Methods Data collected from a leadership intervention were used in this validation study. Respondents were 336 healthcare professionals (90% female and 10% male; mean age 47 years) whose first-line and second-line managers participated in the intervention. The data were collected in the Stockholm regional healthcare organisation that offer primary, psychiatric, rehabilitation and acute hospital care, among other areas. The items for measuring implementation leadership were based on existent research and the full-range leadership model. Confirmatory factor analysis was performed to evaluate the dimensionality of the scale, followed by tests for reliability and convergent, discriminant and criterion-related validity using correlations and multilevel regression analyses. Results The final scale consists of 16 items clustered into four subscales representing active implementation leadership, and one scale signifying passive implementation leadership. Findings showed that the hypothesised model had an acceptable model fit (Ï ‡ 2 (99) =382.864∗∗, Comparative Fit Index=0.935, Tucker-Lewis Index=0.911, root mean square error of approximation=0.059). The internal consistency and convergent, discriminant and criterion-related validity were all satisfactory. Conclusions The iLead scale is a valid measure of implementation leadership and is a tool for understanding how active and passive leader behaviours influence an implementation process. This brief scale may be particularly valuable to apply in training focusing on facilitating implementation, and in evaluating leader training. Moreover, the scale can be useful in evaluating various leader behaviours associated with implementation success or failure.

Purpose: The purpose of this paper is to investigate line managers’ influence on employee usage of a web-based system for occupational health management. Design/methodology/approach: Questionnaires were used to measure line managers’ transformational leadership at baseline and their change-supportive managerial activities during weeks 16–52. Employee initial (weeks 16–52) and sustained (weeks 53–144) use of the web-based system was measured by extracting their frequency of logins to the system from electronic records. Data were collected from six white-collar organizations from 2011 through 2013. Mixed Poisson regressions were used to analyze the influence of transformational leadership and change-supportive managerial activities on employee usage. Findings: As predicted, line managers’ change-supportive activities influenced the employees’ initial and sustained use of the system. Line managers’ transformational leadership had no direct effect on employees’ use of the system, however transformational leadership was indirectly associated with employees’ initial and sustained use of the system through line managers’ change-supportive activities. Originality/value: The study adds to the understanding of the role line managers’ play during the implementation of occupational health interventions. The findings suggest that the line managers’ change-supportive activities directed toward the intervention are important for employees’ initial and sustained use of the system. The influence of transformational leadership was indirect, suggesting that line managers may need to direct their leadership behaviors toward the intervention to facilitate implementation. © 2018, Emerald Publishing Limited.

Line managers' behaviours are important during implementation of occupational health interventions. Still, little is known about how these behaviours are related to intervention outcomes. This study explored the relationship between line managers' intervention-specific transformational leadership (IsTL), intervention fit (the match between the intervention, persons involved, and the surrounding environment), and change in intrinsic motivation and vigour. Both direct and indirect relationships between IsTL and change in intrinsic motivation and vigour were tested. Ninety employees participating in an organizational-level occupational health intervention provided questionnaire ratings at baseline and after 6 months. The results showed IsTL to be related to intervention fit and intervention fit to be related to intrinsic motivation. Using intervention fit as a mediator, the total effects (direct and indirect combined) of IsTL on change in intrinsic motivation and vigour were significant. In addition, IsTL had a specific indirect effect on intrinsic motivation. This study is the first to use IsTL as a measure line managers' behaviours. It is also the first to empirically evaluate the association between intervention fit and intervention outcomes. By including these measures in evaluations of organizational-level occupational health interventions, we can provide more informative answers as to what can make interventions successful.

The present paper introduces an integrated spatially explicit framework for assessing price impact on forestry markets in Sweden. The framework is based on the “soft-link” of a price determination model, the SpPDM model with the BeWhere Sweden model. The aim is to analyse the impacts of increased forest-based biofuel production for transportation within the Swedish context by 2030. To that effect, we develop scenarios analyses based on the simulations of successive biofuel production targets, under different assumptions concerning the competition intensity for forest biomass and the use of industrial by-products. The results suggest marginal impacts on the prices of forest biomass. The average across spatial-explicit prices varies from 0% to 2.8% across feedstocks and scenario types. However, the distribution of the spatial-explicit price impacts displays large variation, with price impacts reaching as high as 8.5%. We find that the pattern of spatial distribution of price impacts follows relatively well the spatial distribution of demand pressure. However, locations with the highest price impacts show a tendency of mismatch with the locations of the highest demand pressure (e.g. sawlogs). This is a counterintuitive conclusion compared to results from non-spatial economic models. The spatial-explicit structure of the framework developed, and its refined scale allows such results to be reported. Hence, from a policy-making perspective, careful analysis should be devoted to the locational linkages for forestry markets of increased biofuel production in Sweden.

Rationale, aims and objectives: In the evidence-to-practice pathway, guidelines are developed to provide a practical summary of evidence and stimulate change. However, when guidelines are used in practice, adherence to the recommendations in guidelines is limited, and adaptations are common. Thus, we need more detailed knowledge about adherence and adaptations when guidelines are used in practice to understand the end of the evidence-to-practice pathway. Subsequently, the aim is to examine adherence to and adaptations of recommendations in the Swedish National Guidelines for Methods of Preventing Disease. Material and methods: A questionnaire was sent to healthcare professionals and managers in Stockholm between January and March 2014. Adherence to the recommendations was compared between practice settings, and the frequency of different adaptations and reasons for adaptations was analysed. Results: Partial adherence to the guidelines was found. The adherence was significantly greater within primary care than at the hospitals (P <.001). Modifications formed the most common category of adaptations (55%) and included mainly prioritization of specific patient groups and increased patient customization. The most common reason for adaptations (25%) was to meet the patients' specific needs and capabilities. Conclusions: This study provides insight into adherence and adaptation when guidelines are used in practice. Work with lifestyle habits was partially done in accordance with the guidelines. Lack of time and lack of resources were not the most common reasons for adaptations. Rather, the findings suggest that when patient needs and capabilities contrast with guideline recommendations, patient needs trump adherence to guidelines.

Line managers may play a central role in the success of occupational health interventions. However, few studies have focussed on the relationship between line managers’ behaviours and the outcomes of occupational health interventions. We examined the influence of both line managers’ attitudes and actions towards an intervention as well as their transformational leadership on the expected outcomes of the intervention (i.e. employee self-rated health and work ability). The intervention consisted of the implementation and use of a web-based system for occupational health management. A sample of 180 employees provided data for the analysis. Self-rated health and work ability were measured at the baseline (Time 1) and follow-up (Time 3), while employee ratings of line managers’ attitudes and actions, and transformational leadership were measured during the intervention process (Time 2). The results revealed that line managers’ attitudes and actions positively predicted changes in both self-rated health and work ability. The influence of transformational leadership was indirect and mediated through line managers’ attitudes and actions towards the intervention. Based on the results, we suggest using process measures that include aspects of both line managers’ attitudes and actions as well as their transformational leadership in future process evaluation.

Background: Leadership is a key feature in implementation efforts, which is highlighted in most implementation frameworks. However, in studying leadership and implementation, only few studies rely on established leadership theory, which makes it difficult to draw conclusions regarding what kinds of leadership managers should perform and under what circumstances. In industrial and organizational psychology, transformational leadership and contingent reward have been identified as effective leadership styles for facilitating change processes, and these styles map well onto the behaviors identified in implementation research. However, it has been questioned whether these general leadership styles are sufficient to foster specific results; it has therefore been suggested that the leadership should be specific to the domain of interest, e.g., implementation. To this end, an intervention specifically involving leadership, which we call implementation leadership, is developed and tested in this project. The aim of the intervention is to increase healthcare managers' generic implementation leadership skills, which they can use for any implementation efforts in the future. Methods/design: The intervention is conducted in healthcare in Stockholm County, Sweden, where first- and second-line managers were invited to participate. Two intervention groups are included, including 52 managers. Intervention group 1 consists of individual managers, and group 2 of managers from one division. A control group of 39 managers is additionally included. The intervention consists of five half-day workshops aiming at increasing the managers' implementation leadership, which is the primary outcome of this intervention. The intervention will be evaluated through a mixed-methods approach. A pre- and post-design applying questionnaires at three time points (pre-, directly after the intervention, and 6 months post-intervention) will be used, in addition to process evaluation questionnaires related

Recently, there have been calls to develop ways of using a participatory approach when conducting interventions, including evaluating the process and context to improve and adapt the intervention as it evolves over time. The need to integrate interventions into daily organizational practices, thereby increasing the likelihood of successful implementation and sustainable changes, has also been highlighted. We propose an evaluation model—the Dynamic Integrated Evaluation Model (DIEM)—that takes this into consideration. In the model, evaluation is fitted into a co-created iterative intervention process, in which the intervention activities can be continuously adapted based on collected data. By explicitly integrating process and context factors, DIEM also considers the dynamic sustainability of the intervention over time. It emphasizes the practical value of these evaluations for organizations, as well as the importance of their rigorousness for research purposes.

© 2015 by the authors.This paper investigates whether shocks (economic effects) to wood fuel production for 18 countries of the European Union (EU) over the period 1961-2012 are temporary or persistent. A variety of time-series and panel data unit root tests are employed. The presence of structural breaks is taken into account when performing those tests. Wood production in approximately 78% of the countries is found to follow a non-stationary process supported by the result that most of the panel unit root tests also point towards a non-stationary process. This indicates that the economic effect will tend to be persistent and suggests that policies affecting wood fuel production, implicitly or explicitly, will have enduring effects. For instance, forest conservation policies will persistently reduce the wood fuel production level.

© 2015 by the authors.This paper addresses the performance of the timber markets (Scots pine, Pinus silvestris L. and Norway spruce, Picea abies (L.) Karst.) by evaluating the order of market integration in three Swedish regions (Central, Northern, and Southern). Quarterly data of delivery prices are employed over the period 1999Q1-2012Q4. Various unit root and cointegration tests have been computed. The results indicate that the variables are integrated of first order and co-integrated, especially after controlling for structural breaks. This supports the law-of-one-price hypothesis (LOP). However, the effects of structural shocks on forestry are arguably significant and these are controlled for while performing a vector error-correction mechanism (VECM)-based Granger-causality test. Bi-directional causality between the Northern and central markets is uncovered in the short-run. In the long-run, a similar causal effect is detected between Northern and Southern markets while the central market emerges as the price leader. Further investigation is carried out using variance decompositions and impulse response functions and these approaches also tend to confirm the existence of a single market well, as price interdependence between markets.

This paper presents an alternative approach in estimating the effect that technological knowledge has on the cost structure facing individual firms. The suggested method is applied to the Swedish kraft paper industry and relies on a comprehensive dataset for eight individual integrated kraft paper mills. The developed model is based on a two-step process. Step one, the estimation of a pure cost reduction index is derived using a flexible variable cost function which is utilising mill-specific dummy variables. In addition, this approach allows for an estimation of the pure unit cost reduction index that is devoid of scale and price effects which, if not dealt with can produce spurious results when estimating learning effects. Step two, is the estimation of a two factor dynamic learning curve model (2FDLC) using the estimated pure unit cost reduction index as dependent variable. The results suggest that the Swedish kraft paper industry has relatively little to gain in terms of cost reduction through a further technological learning. However, the method performed well, producing intuitive and statistically significant estimates indicating its usefulness in further analyses.

The purpose of this paper is to estimate and analyze technical change in the Swedish newsprint industry over the time period 1974–1994. Using a variable Translog cost function as the basis, three different approaches toward estimating technical change are developed: (a) the Tornqvist index, (b) the standard time trend specification, and (c) the general index approach. The empirical results indicate that considerable differences exist between the three approaches, both in terms of their mean estimates of technical change and in their variation over time. Finally, the main determinants of technical change in the Swedish newsprint industry are identified and used to explain the three technical change indices within a simple econometric model. The results indicate that capacity utilization has been the dominant determinant of technical change, but that regulatory intensity and output prices are also important determinants.

This paper reconstructs the view of the European Commission regarding the allowance of a merger between two Brazilian iron ore mining companies, CVRD and Caemi, using data on the DRI pellet market. By using a simulation model, it is possible to directly simulate the total welfare effects from the merger and hence evaluate the merger from a new perspective. The results from the simulations suggest that the welfare effects are negative from the merger between CVRD and Caemi, which contradicts the final conclusion drawn by the European Commission in its decision. By performing different simulations between hypothetical merger candidates, our results show that only mergers between small candidates have the potential to be welfare enhancing.

The purpose of this paper is to analyse the rate and the impacts of technical change in the Swedish pulp and paper industry. In contrast to earlier research on this industry we replace the standard time trend with time-specific dummy variables enabling the estimation and decomposing of a general index of technical change. The analysis is made within a Translog cost function model, which is estimated using a panel data set with observations across individual paper and board mills over the time period 1974-1994. Our results indicate that the highest rates of technical change have generally occurred during the latter part of this period. Pure technical change is the primary component that has directed technical change over the entire time period. We also find evidence of non-neutral technical change. Energy use has been stimulated by technical improvements while labour use has been discouraged. Also, technical change has had wastepaper and woodpulp using impacts. However, the magnitudes of these latter impacts are relatively small, implying that the increase in wastepaper use during the last decades has mainly been stimulated by relative price changes.

The primary purpose of this paper is to analyse the short-run price responsiveness of wastepaper demand in Sweden for four different paper and board products, as well as any structural changes in demand behaviour for these products over time. The analysis is done within a variable Translog cost function model, and we employ data for individual paper and board mills over the time period 1974-1994. The results suggest that the short-run own-price sensitivity of waste paper demand is relatively high compared to those of other input factors, and it has also tended to increase over time for some of the paper products. In addition, wastepaper demand has also become more sensitive to changes in energy prices, and its use increases with increases in the price of energy. However, the relationship between wastepaper and woodpulp is more complex, and in many instances wastepaper and woodpulp are short-run complements. Overall this implies that price based recycling policies will be relatively successful in promoting wastepaper use, but they will not necessarily lead to the conservation of virgin forest resources.
