The study investigates residents behavior towards reducing the use of single-use plastic (SUP), specifically in the context of food packaging. The widespread view holds that pro-environmental behavior (PB) results from a persons moral and rational deliberations. In reducing single-use plastic (SUP) consumption and waste, the relative roles of rationality and morality models in validating PB among rural and urban residents are not yet clear. In this empirical study, we compared the relative efficacy of two models for explaining peoples SUP reduction behavior: the theory of planned behavior (TPB; rationality) and the value belief norm (VBN; morality). We investigated Thailands rural (Sichang Island) and metropolitan (Nonthaburi city) areas. As a result, we surveyed people living on Sichang Island (n = 255) and in Nonthaburi city (n = 310). We employed structural equation modeling (SEM) for data analysis in this study. Findings showed that while morality better justified all the study participants SUP reduction behavior, rationality underpinned behaviors of rural residents, while morality better explained the actions of city residents. We discussed future theoretical development and a policy roadmap based on these findings.

Increasing farmers' adoption of sustainable nitrogen management practices is crucial for improving water quality. Yet, research to date provides ambiguous results about the most important farmer-level drivers of adoption, leaving high levels of uncertainty as to how to design policy interventions that are effective in motivating adoption. Among others, farmers' engagement in outreach or educational events is considered a promising leverage point for policy measures. This paper applies a Bayesian belief network (BBN) approach to explore the importance of drivers thought to influence adoption, run policy experiments to test the efficacy of different engagement-related interventions on increasing adoption rates, and evaluate heterogeneity of the effect of the interventions across different practices and different types of farms. The underlying data comes from a survey carried out in 2018 among farmers in the Central Valley in California. The analyses identify farm characteristics and income consistently as the most important drivers of adoption across management practices. The effect of policy measures strongly differs according to the nitrogen management practice. Innovative farmers respond better to engagement-related policy measures than more traditional farmers. Farmers with small farms show more potential for increasing engagement through policy measures than farmers with larger farms. Bayesian belief networks, in contrast to linear analysis methods, always account for the complex structure of the farm system with interdependencies among the drivers and allow for explicit predictions in new situations and various kinds of heterogeneity analyses. A methodological development is made by introducing a new validation measure for BBNs used for prediction.

Information about human activities along the coast can help us understand human impacts on natural resources and the benefits people derive from marine protected areas (MPAs). In this project we examined human activities along the California coast from 2012 to 2020 using data from the MPA Watch community science network, gathered by more than 1,900 volunteer participants, and a handful of program staff. MPA Watch is gathering useful data at a statewide scale, and has successfully grown its network of volunteer monitoring programs over the last decade to include 12 local programs, 104 monitoring sites, and hundreds of volunteer surveyors each year. Among the observations recorded by MPA Watch surveyors, non-consumptive recreational activities vastly outnumber consumptive activities like fishing, both inside and outside of MPAs. This highlights the value of MPA Watch data for understanding human coastal use, underscores the importance of recreational activities in California’s coastal economy, and reinforces the need to monitor and understand non-consumptive uses in and around MPAs. Our analysis confirms that MPA Watch data can detect broad, statistically robust patterns in human activities along the coast, including among recreational activities that relate to Goal 3 of the Marine Life Protection Act, but have not been the focus of other socioeconomic monitoring projects. MPA Watch data can also be used to detect statistically significant differences between activities inside and outside of MPAs: we used occupancy modeling to investigate the likelihood of occurrence of seven different categories of human activities. From 2012 to 2020 at the statewide level, onshore fishing was less likely inside of MPAs, and tidepooling and recreational boating were more likely inside of MPAs (we found no difference in probability of occurrence for offshore fishing, domestic animals, or onshore or offshore recreation). We conclude with some recommendations for improving MPA Watch data collection protocols, for expanding the use of the data by managers and law enforcement, and for future in-depth analyses that incorporate more of the richness of the dataset

Many of California’s critical transportation infrastructure assets along the coast are vulnerable to sea level rise (Figure 1). Climate adaptation generally and sea level rise adaption specifically entail land-use and transportation decisions that affect multiple jurisdictional levels. These decisions involve many stakeholders, including local, regional, county, state and federal agencies, non-governmental organizations, and individual citizens. Adapting transportation infrastructure to sea level rise requires collaboration among these actors. This is a challenging task given that different agencies and stakeholders have different mandates and priorities, which imply different ways of looking at the common issue of adaptation to sea level rise. Researchers at the University of California, Davis examined four case studies of governance processes formed around transportation assets threatened by sea level rise: a state highway along the San Francisco Bay, a coastal highway and railroad in San Diego County, and the Port of Long Beach. The researchers interviewed stakeholders, consulted policy documents, and organized a workshop with agency stakeholders to identify lessons learned and develop practical suggestions for facilitating collaboration to address sea level rise.

This study was designed to identify lessons learned from experiences of multi-stakeholder collaboration in governance processes focused on adaptation to sea level rise for specific transportation corridors/assets across different areas of California. Four transportation assets in California were selected as case studies: State Route 37 in the Bay Area; the Cardiff Beach Living Shorelines Project and the LOSSAN railroad at Del Mar in San Diego County; and the Port of Long Beach in Los Angeles County. The study methods included attendance of policy meetings; document analysis; and interviews of staff at (local, regional, and state) government bodies, transportation agencies, climate collaboratives, etc. The study identified three major governance challenges shared among these cases: (1) stakeholder involvement or collaboration with ‘unusual’ partners; (2) jurisdictional fragmentation; and (3) lack of funding. The lessons learned to address these challenges were: (a) include a wide range of stakeholders early on in the project; (b) identify an intermediary or facilitator with relevant knowledge and social capital with the stakeholders; (c) establish a forum for negotiations and information exchange; (d) draft a memorandum of understanding with the rules of collaboration; (e) appoint a project manager to tie all the project parts and stakeholders together and sustain engagement; (f) structure the collaboration in tiers from technical/operational to executive/political; (g) explore options to make any given project a multi-benefit project; (h) advocate for a multi-year stream of funding rather than a lump sum; (i) leverage collaboration for funding and highlight, to potential funders, the collaborative element as a means to increase the efficiency of their investment. Issues to consider when deriving lessons from other jurisdictions were: differences in capacity, or available resources and staff; the numbers of actors involved; pre-existing positive collaborative relationships between the actors; exposure of transportation assets to sea-level rise; existing vulnerabilities of the corridor/asset; and the economic relevance of the corridor/asset.

Plant disease epidemics often transcend land management boundaries, creating a collective-action problem where a group must cooperate in a common effort to maximize individual and group benefits. Drawing upon the social-ecological systems framework and associated design principles, we review variables of resource systems, resource units, actors, and governance systems relevant to collective action in plant health. We identify a need to better characterize how attributes of epidemics determine the usefulness of collective management, what influences actors' decisions to participate, what governance systems fit different plant health threats, and how these subsystems interact to lead to plant health outcomes. We emphasize that there is not a single governance structure that ensures collective action but rather a continuum of structures that depend on the key system variables identified. An integrated social-ecological systems approach to collective action in plant health should enable institutional designs to better fit specific plant health challenges. [ABSTRACT FROM AUTHOR]

As the information revolution sweeps through the agricultural sector, extension professionals may be lagging behind their clients in the use of information and communication technology (ICT) such as social media, which could be a valuable tool for outreach and education. We surveyed sustainable agriculture stakeholders in California — extension professionals, county agricultural commissioners, and members of farm bureaus and producer groups — to measure their ICT behavior and attitudes. Drawing on diffusion of innovation theory, we characterized the innovation attributes of ICT that may influence the adoption and use of new technology among extension professionals. We also studied their demographic characteristics to establish whether there was a connection with ICT use. The main perceived benefit of ICT was that it can quickly reach larger, more diverse and more distant audiences. The perceived challenges included lack of professional support, the potential for misinformation on social media platforms, and the time requirements and technical complexity of technology use. Extension professionals experienced these challenges more than other sustainable agriculture stakeholders, creating a technology gap between extension professionals and their clientele. An ICT community of practice and clear organizational guidelines for measuring and reporting performance relating to ICT might help extension professionals close the gap.

Cost-benefit trade-offs for individuals participating in social behaviors are the basis for current theories on the evolution of social behaviors and societies. However, research on social strategies has largely ignored solitary animals, in which we assume that rare interactions are explained by courtship or territoriality or, in special circumstances, resource distributions or kinship. We used directed network analysis of conspecific tolerance at food sources to provide evidence that a solitary carnivore, the puma (Puma concolor), exhibited adaptive social strategies similar to more social animals. Every puma in our analysis participated in the network, which featured densely connected communities delineated by territorial males. Territorial males also structured social interactions among pumas. Contrary to expectations, conspecific tolerance was best characterized by direct reciprocity, establishing a fitness benefit to individuals that participated in social behaviors. However, reciprocity operated on a longer time scale than in gregarious species. Tolerance was also explained by hierarchical reciprocity, which we defined as network triangles in which one puma (generally male) received tolerance from two others (generally females) that also tolerated each other. Hierarchical reciprocity suggested that males might be cheating females; nevertheless, we suspect that males and females used different fitness currencies. For example, females may have benefited from tolerating males through the maintenance of social niches that support breeding opportunities. Our work contributes evidence of adaptive social strategies in a solitary carnivore and support for the applicability of theories of social behavior across taxa, including solitary species in which they are rarely tested.

The deployment of large numbers of plug-in electric vehicles (PEVs), in order to satisfy zero-emission-vehicle (ZEV) goals in California, brings both potential benefits and costs for the electric grid. Since early 2009, the issue of so-called vehicle-grid integration (VGI) has become a center-stage policy discussion among the electricity and transportation sectors. By conducting a policy process analysis, this research addresses the questions of how the policy process for VGI regulations has been formed in California, and what have been the major challenges in policy-making. A series of interviews were conducted between with representatives of 18 organizations from the government, electric utility, and PEV sectors. The qualitative data is analyzed under the three dimensions of policy process; problem, politics, and policy as suggested by Multiple Streams framework (Kingdon, 1995). The results show that a policy window for VGI regulations was opened for the first time by the political stream, through State Senate Bill 626 in 2009, and later, supported by the Governor’s ZEV action plan in 2012. In response, the California Public Utility Commission became a policy entrepreneur, and has adopted an incremental policy-making strategy targeting investor-owned utilities (IOUs). The two largest barriers facing an effective policy solution are identified as the complexities involved in quantifying economic value from VGI and the feasibility concerns about adopting VGI enabling technologies on the grid.

Grazed rangeland ecosystems encompass diverse global land resources and are complex social-ecological systems from which society demands both goods (e.g., livestock and forage production) and services (e.g., abundant and high-quality water). Including the ranching community's perceptions, knowledge, and decision-making is essential to advancing the ongoing dialogue to define sustainable working rangelands. We surveyed 507 (33% response rate) California ranchers to gain insight into key factors shaping their decision-making, perspectives on effective management practices and ranching information sources, as well as their concerns. First, we found that variation in ranch structure, management goals, and decision making across California's ranching operations aligns with the call from sustainability science to maintain flexibility at multiple scales to support the suite of economic and ecological services they can provide. The diversity in ranching operations highlights why single-policy and management "panaceas" often fail. Second, the information resources ranchers rely on suggest that sustaining working rangelands will require collaborative, trust-based partnerships focused on achieving both economic and ecological goals. Third, ranchers perceive environmental regulations and government policies-rather than environmental drivers-as the major threats to the future of their operations.

Social learning, learning from others, has value in extending knowledge about farm management through networks of growers. Exactly how much value depends on the structure of the networks. We employed social network analysis to study knowledge networks and social learning in three American Viticulture Areas in California: Central Coast, Lodi and Napa Valley. In a survey, growers confirmed that experiential and social learning are more useful for accessing information about farm management than formal learning. UC Agriculture and Natural Resources Cooperative Extension (UCCE) was found to be well positioned to access and spread knowledge through the grower networks but a bottleneck exists — many knowledge-sharing relationships and relatively few staff. We also found that grower participation in traditional outreach activities, e.g., meetings and demonstrations, is a strong predictor of their number of knowledge-sharing relationships, so UCCE and other agricultural support organizations have an important role to play in strengthening networks. Several network-smart extension strategies might help alleviate the bottleneck and rewire networks to more efficiently connect those with questions to those with solutions.

Background: Climate-smart agriculture (CSA) addresses the challenge of meeting the growing demand for food, fibre and fuel, despite the changing climate and fewer opportunities for agricultural expansion on additional lands. CSA focuses on contributing to economic development, poverty reduction and food security; maintaining and enhancing the productivity and resilience of natural and agricultural ecosystem functions, thus building natural capital; and reducing trade-offs involved in meeting these goals. Current gaps in knowledge, work within CSA, and agendas for interdisciplinary research and science-based actions identified at the 2013 Global Science Conference on Climate-Smart Agriculture (Davis, CA, USA) are described here within three themes: (1) farm and food systems, (2) landscape and regional issues and (3) institutional and policy aspects. The first two themes comprise crop physiology and genetics, mitigation and adaptation for livestock and agriculture, barriers to adoption of CSA practices, climate risk management and energy and biofuels (theme 1); and modelling adaptation and uncertainty, achieving multifunctionality, food and fishery systems, forest biodiversity and ecosystem services, rural migration from climate change and metrics (theme 2). Theme 3 comprises designing research that bridges disciplines, integrating stakeholder input to directly link science, action and governance. Outcomes: In addition to interdisciplinary research among these themes, imperatives include developing (1) models that include adaptation and transformation at either the farm or landscape level; (2) capacity approaches to examine multifunctional solutions for agronomic, ecological and socioeconomic challenges; (3) scenarios that are validated by direct evidence and metrics to support behaviours that foster resilience and natural capital; (4) reductions in the risk that can present formidable barriers for farmers during adoption of new technology and practices; and (5) an understanding of how climate affects the rural labour force, land tenure and cultural integrity, and thus the stability of food production. Effective work in CSA will involve stakeholders, address governance issues, examine uncertainties, incorporate social benefits with technological change, and establish climate finance within a green development framework. Here, the socioecological approach is intended to reduce development controversies associated with CSA and to identify technologies, policies and approaches leading to sustainable food production and consumption patterns in a changing climate.

Linking knowledge to action requires understanding how decision-makers conceptualize sustainability. This paper empirically analyzes farmer "mental models" of sustainability from three winegrape-growing regions of California where local extension programs have focused on sustainable agriculture. The mental models are represented as networks where sustainability concepts are nodes, and links are established when a farmer mentions two concepts in their stated definition of sustainability. The results suggest that winegrape grower mental models of sustainability are hierarchically structured, relatively similar across regions, and strongly linked to participation in extension programs and adoption of sustainable farm practices. We discuss the implications of our findings for the debate over the meaning of sustainability, and the role of local extension programs in managing knowledge systems.

Extreme droughts like the recent 2011-2013 drought impacting the central and western United States present a challenge to sustaining livestock ranching operations and the ecosystem goods and services they produce. Wyoming ranchers manage half of this drought-prone state and are at the forefront of this challenge. We examined Wyoming ranchers' drought management strategies and how ranch characteristics affect drought management flexibility, a key component of resilience, through a mail survey. We find that many survey respondents manage drought in similar ways, by selling livestock and buying feed, highlighting the market risks associated with drought. Ranches that are larger, include yearling livestock, use shorter grazing periods, and/or incorporate alternative on-ranch activities (e.g., hunting) use more drought management practices and thus have greater flexibility. Larger ranches experience fewer drought impacts, highlighting advantages of a larger resource base. Our findings suggest three components of national drought policy that encourages flexibility and thus increases resilience of ranches to drought: (1) encouraging forage-sharing mechanisms; (2) promoting income diversification that is independent of climatic variability; and (3) facilitating a shift to diversified livestock production systems. These measures could increase sustainability of ranching livelihoods and provision of ecosystem services despite predicted increases in intensity and duration of future droughts. © 2014 Kachergis et al.

California pioneered the first conservation banking program in the nation in 1995. In contrast to the regulatory approach that penalizes landowners for harming protected species, conservation banking creates a market incentive for landowners to conserve wildlife. We investigated the implementation of the California Conservation Banking Program including a preliminary assessment of factors that limit the program's potential, both as an effective approach to conserving wildlife and as an economically rational option for ranchers and other landowners. We then surveyed the majority of wildlife agency conservation bank staff and conservation banking practitioners, and analyzed monitoring programs and ecological parameters of all approved banks. Most of the major challenges facing the Conservation Banking Program are linked to three fundamental problems: (1) the lack of clear standards and regulations, (2) the lack of adequate funding for dedicated wildlife agency coordinators and (3) the inefficiency and ecological constraints of managing stand-alone banks. Many of the challenges inhibiting conservation banking could be eliminated or reduced by enacting standards in statutes as well as by implementing a regional approach to planning for future sites.

This place‐based case study in an agricultural county in California’s Central Valley focused on the period of 2010–2050, and dealt with biophysical and socioeconomic issues related to both mitigation of greenhouse gas (GHG) emissions and to adaptation to an uncertain climate. In the past 100 years, changes in crop acreage has been more related to crop price and availability of irrigation water than to growing degree days during summer, and in fact, summer temperatures have increased less than winter temperatures. Econometric analysis indicated that warmer winters, as projected by Geophysical Fluid Dynamics Laboratory‐Bias Corrected Constructed Analog during 2035–2050, could result in less wheat acreage, more alfalfa and tomato acreage, and slight effects on tree and vine crops. The Water Evaluation and Planning (WEAP) model showed that these econometric projections did not reduce irrigation demand under either the B1 or A2 scenarios, but a diverse, water‐efficient cropping pattern combined with improved irrigation technology reduced demand to 12 percent below the historic mean.   Collaboration during development of Yolo County’s Climate Action Plan showed that nitrous oxide (mainly from nitrogen fertilizers) was the main source (≅40 percent) of agricultural emissions. Emissions from cropland and rangeland were several orders of magnitude lower than urbanized land per unit area. A survey distributed to 570 farmers and ranchers achieved a 34 percent response rate. Farmers concerned about climate change were more likely to implement water conservation practices, and adopt voluntary GHG mitigation practices. Use of the urban growth model (UPlan) showed that channeling much or all future urban development into existing urban areas will increase ecosystem services by preserving agricultural land and open space, immensely reducing the Yolo County’s GHG emissions, and greatly enhancing agricultural sustainability

This report analyzes the effectiveness of integrated regional water management (IRWM) in the San Francisco Bay-Area of California for decreasing fragmentation and increasing collaboration among water management stakeholders. The theory identifies the elements of traditional water management politics that lead to fragmentation and conflict. The water-politics-as-usual model is then compared to the collaborative model of integrated water management. The evolution of IRWM in California is briefly described. A survey of Bay Area stakeholders is used to assess whether participation in the Bay Area IRWM achieves the goals of collaboration and integration. The basic results suggest the Bay Area has made only incremental progress away from the fragmentation and conflict seen in the past.

This report analyzes the barriers and catalysts to sustainable growth and development in Central Valley cities at a crucial time of rapid population growth in that region. Sustainability has been described as “the current object of planning’s fascination” (Campbell 1996), yet the term’s exact meaning remains vague. This report aims to clarify the concept of sustainability as applied to cities in California’s Central Valley and identify some of the major factors influencing a city’s ability to achieve sustainability goals. The Central Valley is at a critical juncture: the 2009 population of about seven million people is expected to grow to 12 million people by 2040, according to California Department of Finance estimates. “By developed world standards, such growth is phenomenal,” outstripping any other region in California, the United States, and even Mexico (Johnson and Hayes 2004; p.7). It’s timely to assess the capacity of Central Valley cities to manage the economic, social, and environmental problems associated with this rapid population growth in a sustainable manner. The issues discussed in this report will take on added urgency as California’s response to climate change—including state laws like SB 375 and AB 32—encourage local governments to take action to reduce emissions.
