2. The first Palaeozoic spider (Arachnida: Araneae) from Germany.

- Abstract
The first Palaeozoic spider (Arachnida: Araneae) from Germany is described as Arthrolycosa wolterbeeki sp. nov. and comes from the late Carboniferous (Moscovian) strata of Piesberg near Osnabrück in Lower Saxony. Characteristic for the genus, the new fossil reveals a posteriorly tuberculate dorsal opisthosoma, and relatively elongate and setose legs in which the first leg is longer than the second and third legs. Spinnerets are also preserved, confirming its status as a genuine spider rather than being part of an extinct spider-like arachnid lineage. Carboniferous spiders in general are rather rare. While modern spiders are a megadiverse group, the published fossil record suggests they were only moderately diverse in the late Carboniferous compared to other Coal Measures arachnids. Part of the explanation must be that major radiations within Araneae occurred later, probably during the Mesozoic. If the lifestyle of the Carboniferous fossils was similar to that of modern mesothele spiders their rarity as fossils might also relate to them spending much of their lives in burrows, or similar retreats, with limited opportunities for preservation. The so-called Lange Encrinite, designated as one of two syntypes of Encrinus liliiformis Lamarck, 1801, was regarded as missing or forgotten since the late 1760s. Only recently the specimen was identified as one of Lamarck's syntypes in the collections of the Bergakademie Freiberg (Saxony). The intricate history of finding, ownership, and research of this iconic crinoid leads to the ideas and thoughts in the time of Enlightenment in Central Germany. According to contemporary witnesses the crinoid was found near Schraplau or Farnstädt respectively (Querfurt Depression, Saxony-Anhalt, Central Germany) about 1740 and was obtained by the Halle professor J. J. Lange. In 1755 it was published by G. W. Knorr in Nuremberg in a large-size copper engraving. As early as in the 1770s the Jena professor and expert in fossils J. E. I. Walch was unable to localise the crinoid despite all his enquiries. Lange had already sold the specimen to the Saxony Oberberghauptmann (chief mining director) Baron von Gartenberg. Afterwards, the Muschelkalk slab probably came from his possession into the local collections shortly before the foundation of the Bergakademie Freiberg (Saxony) in 1765. Several individuals of the brachiopod Tetractinella trigonella on the bedding plane allow to unequivocally assign the finding horizon to the Tetractinella Bed close to the base of the Trochitenkalk Formation. The syntype first mentioned by Lamarck from the Trochitenkalk of the Asse Hill (Lower Saxony) was already described and figured as Fig. 1 on Plate 1 by M. R. Rosinus (1719). This specimen was probably obtained with the collection of von Schlotheim in 1833 by the Berlin Natural History Museum but could not yet be located. However, the crown on his Plate 1, Fig. 2, from the same locality that also belonged to Rosinus's collection is still preserved in the Berlin collection (Quenstedt-Katalog E. 4.). 4. Neglected and forgotten: The fire lilies (Lilium bulbiferum agg.) of the NW European lowlands.

Lower Saxony hosts numerous populations of Lilium bulbiferum L., which are grouped into four taxa based on different patterns of vegetative and generative reproduction. The groups are confirmed by quantitative differences in leaf and flower morphology. The taxa occupy the light soils of the old moraine (lowland) landscape and the Harz Mountains. Populations in the landscape and in farm gardens were investigated. In the latter, it was possible to establish differences in pollination biology by controlled pollinations within and between taxa. Based on the very different states of expression of the analyzed traits, four taxa were described: Lowland saffron lilies (L. croceum Chaix), Highland fire lilies (L. bulbiferum L.), and two additional Lowland fire lilies (L. buchenavii Focke ex R. J. Koch and L. buchenavii var. govelinense R. J. Koch). L. bulbiferum s.l. is thus treated here as an aggregate of four distinct taxa (L. bulbiferum agg.). [ABSTRACT FROM AUTHOR]

The newly discovered group of Jingmenviruses has been shown to infect a wide range of hosts and has been associated with febrile illness in humans. During a survey for Jingmenviruses in ticks from Lower Saxony, Germany, Alongshan virus (ALSV) was identified in Ixodes spp. ticks. Additional virus screenings revealed the presence of ALSV in the bodies and saliva of ticks collected at several locations in Lower Saxony. Vector competence studies that included Ixodes ricinus and Dermacentor reticulatus validated the replication of ALSV within those tick species. In vitro feeding experiments with ALSV-injected Ixodes ricinus demonstrated effective viral transmission during blood feeding. To evaluate the potential viral transmission during a natural blood meal, sera from wild game and domestic animals were investigated. One serum sample from a red deer was found to be positive for ALSV RNA, while serological screenings in game and domestic animals revealed the presence of ALSV-specific antibodies at different locations in Lower Saxony. Overall, those results demonstrate the broad distribution of ALSV in ticks in Lower Saxony and hypothesize frequent exposure to animals based on serological investigations. 7. Hydromorphological Assessment as a Tool for River Basin Management: Problems with the German Field Survey Method at the Transition of Two Ecoregions.

Since the Water Framework Directive (WFD) came into force in 2000, data on the hydromorphological quality have been collected for all rivers in Europe. In Germany, a reference-based classification scheme is used (LAWA 2000) for hydrological assessment. The question arises whether this method can compensate sufficiently for a change of ecoregion. In our study of the Hase River in NW Germany, the frequency of the river classes was compared between two ecoregions (Lower Saxonian Mountains vs. Northwest-German Lowlands). In the lowlands, the evaluation shows a significantly higher proportion of class 5 river sections. This can mainly be attributed to the main parameters, longitudinal section, riverbed structure and bank structure. While the bad results in the longitudinal section and bank structure can be explained by changes in geology and anthropogenic pressures, the evaluation scheme cannot sufficiently compensate for changes in the riverbed structure. This problem is aggravated by the inconsistent implementation of the evaluation scheme in Germany, where the federal states use different approaches with regard to section length. Using 100 m sections throughout the river course can lead to severely underestimating the number of structures. Further improvement and standardization in the evaluation scheme seem to be necessary for the adjustment of the field survey method to different ecoregions in Germany. [ABSTRACT FROM AUTHOR]

Universities are important economic actors and make a considerable impact on the demand and supply side of their local economies. The aim of this paper is to quantify, compare and classify the different economic demand-and supply-side contributions of the university locations within Lower Saxony (Germany) using a combination of multiplier analysis and spatial econometrics on a NUTS 3 level. In comparison to numerous other studies, this paper does not focus on the economic impact of individual cases or a selected university location but gives a complete picture of the importance and significance of all university locations within Lower Saxony. The income-induced direct and indirect demand effects are estimated using a rich data set of higher education statistics in combination with an income and employment multiplier derived from a regional input-output table. The supply-side effects, i.e. the impact of the education and research outcomes, are estimated with the help of spatial panel regressions, a model derived from human capital theory and knowledge spillover theory. The estimation results give a complete and reproducible impression of the importance and significance of the different university locations, offering the opportunity for comparisons and classifications.

The record of Cretaceous pterosaur remains from Germany is sparse. The material recovered to date includes the fragmentary holotypes of Targaryendraco wiedenrothi and Ctenochasma roemeri, as well as a few isolated pterodactyloid teeth and some indeterminate skeletal elements, together with a plaster cast of a large Purbeckopus manus imprint. Here, we report the discovery of a pterodactyloid pterosaur mandible from lower Valanginian strata of the Stadthagen Formation in the Lower Saxony Basin of Northern Germany. Based on the size and spacing of its alveoli, this fossil is attributable to the cosmopolitan Early Cretaceous pteranodontoid clade Anhangueria. Moreover, it represents the first and only known pterosaur from the Valanginian of Germany and is one of only a handful Valanganian pterosaur occurrences presently recognized worldwide. In addition to the approximately coeval Coloborhynchus clavirostris from the Hastings Bed Group of southern England, the Stadthagen Formation pterosaur mandible is among the stratigraphically oldest identifiable anhanguerians. Aufgrund von Globalisierungsprozessen in Zusammenhang mit zunehmender Individualisierung und Pluralisierung von Lebensstilen sowie flexibilisierten Arbeitswelten nimmt räumliche Mobilität zu. Dabei werden multilokale Lebensweisen, also Lebensführungen an mehreren Orten und über mehrere Orte hinweg, immer bedeutsamer. In diesem Beitrag werden erste Ergebnisse einer Analyse berufsbedingt multilokaler Lebensweisen in ländlichen Räumen vorgestellt. Ziel des Beitrages ist es, Herausforderungen und Potenziale multilokaler Lebensweisen für betriebliche und regionale Entwicklungen aufzuzeigen sowie damit zusammenhängende mögliche Handlungsfelder für die politisch-planerische und unternehmerische Praxis zu formulieren. Mithilfe von qualitativen Forschungsmethoden wurde eine Fallstudienanalyse im niedersächsischen Landkreis Diepholz durchgeführt. Der Beitrag diskutiert zunächst die Beweggründe und Umstände, die dazu führen, dass Beschäftigte an mehreren Orten leben (müssen). Danach wird die Gestaltung des Alltags- und Berufslebens der mehrörtig lebenden Personen in temporären, das heißt zeitweise bewohnten Räumen, erläutert. Des Weiteren wird gezeigt, welche betrieblichen und regionalen Rahmenbedingungen und Strukturen diese Lebensweisen beeinflussen und welche Bedeutung berufsbedingte Multilokalität für betriebliche und regionale Entwicklungen haben kann.

Coastal and marine areas represent an increasingly important and relevant action space for spatial planning. However, to a large extent marine (or maritime) spatial planning has emerged separately from terrestrial spatial planning, constituting its own epistemic community. In particular, previous studies indicate that Marine Spatial Planning often follows an expert-driven resource management rationale focused on sea-use regulation. This paper examines practices of Marine Spatial Planning and Integrated Coastal Zone Management at the German North Sea coast. The paper focuses in particular on the engagement of spatial planners with these practices and their perception of their role therein. We seek to understand what form spatial planning at the coast and at sea currently takes and how this might develop in the future in response to current and anticipated policy developments. We argue for the necessity of a communicative, cross-sectoral approach to spatial planning at sea, providing a spatial vision for the future that extends from the Exclusive Economic Zone to encompass both the coastal waters of the federal states and the land-sea interface in a substantive manner.

18. Holocene coastal landscape development in response to rising sea level in the Central Wadden Sea coastal region.

The Holocene sea-level rise has led to significant changes in present-day coastal zones through multifold retrogradational and slightly progradational displacements of the mainland coastline. During the course of this postglacial transgression, sediments characteristic of coastal environments accumulated first in palaeovalleys of the pre-Holocene landscape and later on the subsequently developed coastal plain. Based on a compilation of sedimentological, lithological and litho-chronostratigraphical data of more than 1200 sediment cores, we generated four palaeogeographic maps of the coastal zone of the central Wadden Sea to document with a high spatial resolution the landscape changes during characteristic phases of the Holocene sea-level rise, i.e. the periods 8600–6500 cal BP, 6500–2700 cal BP, 2700–1500 cal BP and 1500–1000 cal BP. Along three cross-sections, representing different hydrodynamic conditions and exposure, we exemplify how the Holocene landscape development and sedimentary facies types are controlled by the local palaeorelief, sea-level changes, sediment supply, accommodation space, the morphodynamic impact of channel shifts, and their erosion base. This leads to a better understanding of main factors controlling the local depositional processes of the coastal landscape along the central Wadden Sea during the Holocene transgression. Hyadina borkumensis sp. n. is described from the East Frisian Island of Borkum (Germany, Lower Saxony, Wadden Sea) based on a single female specimen. The new species is characterized by the basally bent, brown wings with large white spots in radial cells r2+3, r4+5 and apical of crossvein dm-cu and its short radial vein R2+3. The new species shares the lateroclinate fronto-orbital seta with representatives of the Australasian–Oceanian genus Parahyadina Tonnoir & Malloch, 1926. 20. Exploring the solar park market in Lower Saxony : Implications on foreign companies’ entry strategies
- Abstract
To meet the European Union’s target of climate neutrality by 2050 ambitious measures need to be taken. The electricity sector is one of the largest contributors to greenhouse gas emissions globally, which makes it an important sector to decarbonize. For this to happen, fossil fuels must be replaced by renewable energy sources. A relatively new way of generating renewable electricity is through solar parks, which is a technology that has seen rapid growth in the last decade. A solar park consists of a large collection of photovoltaic modules which converts solar energy to electricity which is later transferred to the grid. To meet the European Union’s target of climate neutrality by 2050 ambitious measures need to be taken. The electricity sector is one of the largest contributors to greenhouse gas emissions globally, which makes it an important sector to decarbonize. For this to happen, fossil fuels must be replaced by renewable energy sources. A relatively new way of generating renewable electricity is through solar parks, which is a technology that has seen rapid growth in the last decade. A solar park consists of a large collection of photovoltaic modules which converts solar energy to electricity which is later transferred to the grid. However, numerous external factors, such as permit-processes, grid capacity, social acceptance and land availability, can hinder the deployment of solar parks. The solar park market which was previously driven by small regional players is demonstrating a shift towards large multinational companies. Seinen zugrunde liegenden historischen Entwicklungen und aktuellen Handlungsräumen geht die Autorin in ihrer interdisziplinären Studie nach, indem sie historischen Vergleich, Diskursanalyse und qualitative Interviews miteinander verbindet. Universities are important economic actors and make a considerable impact on the demand and supply side of their local economies. The aim of this paper is to quantify, compare and classify the different economic demand-and supply-side contributions of the university locations within Lower Saxony (Germany) using a combination of multiplier analysis and spatial econometrics on a NUTS 3 level. In comparison to numerous other studies, this paper does not focus on the economic impact of individual cases or a selected university location but gives a complete picture of the importance and significance of all university locations within Lower Saxony. The income-induced direct and indirect demand effects are estimated using a rich data set of higher education statistics in combination with an income and employment multiplier derived from a regional input-output table. The supply-side effects, i.e. the impact of the education and research outcomes, are estimated with the help of spatial panel regressions, a model derived from human capital theory and knowledge spillover theory. The estimation results give a complete and reproducible impression of the importance and significance of the different university locations, offering the opportunity for comparisons and classifications.

Due to globalization processes in connection with increasing individualization and pluralization of lifestyles as well as flexible working environments, spatial mobility is increasing. A multi-local way of life, thus living in several places, is becoming more and more important. This paper presents the first results of an analysis of occupational multi-local lifestyles in rural areas. This contribution aims to identify challenges and potentials of multi-local lifestyles for operational and regional developments and to formulate associated possible fields of action for political-planning practice and entrepreneurial practice. With the help of qualitative methods, a case study analysis was carried out in the district Diepholz in Lower Saxony (Germany). The article first discusses the motives and circumstances that ensure that employees (have to) live in several places. Afterwards, the organization of everyday life and working life of the persons living in temporarily used places is explained. Furthermore, it will be shown which operational and regional framework conditions and structures influence these lifestyles, as well as the significance of job-related multi-locality for operational and regional developments.

Hyadina borkumensis sp. n. is described from the East Frisian Island of Borkum (Germany, Lower Saxony, Wadden Sea) based on a single female specimen. The new species is characterized by the basally bent, brown wings with large white spots in radial cells r2+3, r4+5 and apical of crossvein dm-cu and its short radial vein R2+3. The new species shares the lateroclinate fronto-orbital seta with representatives of the Australasian–Oceanian genus Parahyadina Tonnoir & Malloch, 1926. Introduction: Biliary atresia is a rare neonatal disease and the most common indication for pediatric liver transplantation. Kasai portoenterostomy is the initial treatment, aiming to prevent liver transplantation. Beyond age at Kasai, few prognostic factors are known. Multiple countries have established screening methods to reduce the age at Kasai and recent analysis shows significant better outcomes for screening cohorts. In 2016, we established a decentralized stool color card screening in Lower Saxony and we present our first 2 years of experiences.Methods: In cooperation with a major German health insurance company and the Medical Association of Lower Saxony, we established the screening project, printed 120,000 color cards, and distributed them to all maternity hospitals. Program advertises were printed in newspapers and medical journals. After the first year, the project was evaluated. Thirty maternity hospitals and local practitioners were contacted via telephone, Internet, intranet, and pediatric journals.Results: One out of seventy-six maternity hospitals (1.3%) refused to participate in the screening. 30 hospitals (40%) were contacted and 93.5% of the interviewed staff reported that stool color cards were handed out regularly and discussed with the parents. Only 20% of local practitioners assessed neonatal cholestasis to be a relevant problem during daily practice, and 55% regarded a stool color card screening to be useful.Conclusions: In the second year, we extended the screening project to outpatient maternity clinics. Based on the responses of local practitioners, we regard the voluntary screening as insufficient and we have contacted the Federal Joint Committee for the initiation of a nationwide obligatory stool color card screening. 28. Expedition report: Love / hate relationships: Monitoring the return of the wolf to the German state of Lower Saxony (July 2020 & June/July 2022)

This report details wolf Canis lupus lupus active monitoring fieldwork by Biosphere Expeditions in collaboration with the State Wolf Bureau of the German state of Lower Saxony and local wolf commissioners. Field work was conducted from 19 to 23 July 2020 in a small group of six people due to the Covid-19 pandemic. In 2022, field work was conducted in three groups from 25 June – 1 July (10 citizen scientists), 2 – 8 July (10 citizen scientists) and 16 – 22 July (7 citizen scientists). The aim of the expeditions was to collect samples for DNA and dietary analyses. This was done by sending small groups into the field to search for scat samples. Due to the Covid-19 pandemic, the expedition team in 2020 consisted of six citizen scientists only (all from Germany, except one person from Belgium). In 2022, 24 citizen scientists took part in the expedition, 12 from Germany or its immediate neighbour states (50%), six people from the United Kingdom (25%), and one person each came from USA, Australia, the Netherlands, Ireland and Belgium (4% respectively). Before commencement of field work, which was exclusively conducted on public paths and bridleways, citizen scientists were trained for 1.5 days in sample detection, sampling and data collection techniques. The study area covered various priority areas in Lower Saxony as advised or requested by the State Wolf Bureau, wolf commissioners, hunters and the State Forestry Authority. Thirty-one 10 km x 10 km grid cells of the European Environment Agency (EEA) reference grid system and almost 1087 km were surveyed on foot. Some grid cells were surveyed multiple times so that they were covered a total of 52 times. 349 wolf scat samples were identified during the field work in 2020 and 2022, 196 of which were included into the official wolf monitoring programme. 145 samples were frozen for dietary analysis and 22 of those were fresh enough for DNA analysis. A number of possible wolf paw prints and scats were also found, but did not pass quality assessment procedures directly after field work. One team in 2022 actually spotted an adult wolf coming towards them on a forest trail for a few seconds just before he recognized the team members. In 2022, a longer wolf track in direct registered trot as well as a wildlife carcass (mouse) were recorded additionally to the found scat and assigned to the species wolf by the official wolf monitoring. Twenty (5.7%) of the 349 scat samples collected were classified as C1 pieces of hard evidence on the SCALP classification system, 34 (9.7%) as C2 confirmed observation and 144 (41.3%) as C3 unconfirmed observations. The sighting in 2022 was assessed as C1 confirmed hint, based on the sighting video on hand, the wildlife carcass (mouse) was also assessed as a confirmed hint, as the species wolf could be detected based on the carcass sample. The DNA analysis of the 22 genetic scat samples showed that 19 originated from wolf. 15 samples could be assigned to individual wolves. All in all, five male wolves and eight female wolves were identified, of which one male and two females could be confirmed twice. Just like the 2017 and 2018 expeditions, the quantity and quality of samples collected by the active monitoring effort of the expeditions in 2020 and 2022 is remarkable. Official monitoring efforts in 2020 and 2022 yielded 1,201 scat samples of which 212 (18%) samples were found by the 2020 and 2022 expeditions. The expeditions also produced a considerable proportion of high-quality C1 and C2 records (22% in 2020 and 42% in 2022); this was roughly equivalent to, or higher than, records collected via the official monitoring programme separate from the expeditions (18% in 2020 and 15% in 2022). 29. The Impact of the Climate Action Programme 2030 and Federal State Measures on the Uptake of Renewable Heating Systems in Lower Saxony’s Building Stock

A heating transition is urgently needed to fulfil the national CO2 reduction targets in Germany. Thus, in 2019, there has been a strong policy push towards increasing the share of renewables in heating through the introduction of the Climate Action Programme 2030 and the reform of existing policies. In addition to the policy landscape on the national level, federal states have further leeway to implement policies; these options are currently largely unresearched. In order to fill this gap, we developed a System Dynamics Model for Lower Saxony to determine the effect of recent policy changes as well as additional regional subsidy schemes on the heating market. The results show that even though changes in subsidies can increase the renewable uptake considerably, the CO2e and energy demand reduction targets are not met in any of the examined scenarios. Furthermore, the model shows that policy formulation must take the inertia of the sector into account and completely turn away from fossil fuels to reach the stipulated emission reductions.

Aims To estimate the prevalence of extended-spectrum-β-lactamase (ESBL)-producing enterobacterales (ESBL-E) carriage in the general population of Lower Saxony, Germany, and to identify risk factors for being colonized. Methods and Results Participants were recruited through local press and information events. Detection of ESBL-E by culture was conducted using ESBL-selective chromagar plates containing third-generation cephalosporins. Identification of pathogens was performed using matrix-assisted laser desorption ionization time-of-flight (MALDI-TOF)_technology on Vitek mass spectrometry. Antibiotic susceptibility testing was conducted by microdilution (Vitek II) and an ESBL confirmation assay was carried out using a combination disk test. Of 527 randomly collected stool samples from healthy volunteers, 5.5% were tested positive for ESBL-E. Post-stratification for age and gender yielded a similar population estimate (5.9%). People traveling abroad and taking antibiotics had the greatest rectal ESBL-E carriage. Conclusions Potential risk factors (eg, working in healthcare facilities, recent inpatient stay) did not attribute to rectal ESBL-E carriage as other factors (eg, travelling, taking antibiotics). Rectal ESBL-E carriage within the general population seems to be high. Significance and Impact of the Study The known risk factors for carriage with MDRO might not be fully applicable to ESBL-E and require further examination in order to develop effective strategies for the prevention of ESBL-E dissemination within the general population.

Coastal and marine areas represent an increasingly important and relevant action space for spatial planning. However, to a large extent marine (or maritime) spatial planning has emerged separately from terrestrial spatial planning, constituting its own epistemic community. In particular, previous studies indicate that Marine Spatial Planning often follows an expert-driven resource management rationale focused on sea-use regulation. This paper examines practices of Marine Spatial Planning and Integrated Coastal Zone Management at the German North Sea coast. The paper focuses in particular on the engagement of spatial planners with these practices and their perception of their role therein. We seek to understand what form spatial planning at the coast and at sea currently takes and how this might develop in the future in response to current and anticipated policy developments. We argue for the necessity of a communicative, cross-sectoral approach to spatial planning at sea, providing a spatial vision for the future that extends from the Exclusive Economic Zone to encompass both the coastal waters of the federal states and the land-sea interface in a substantive manner.

One of the main drivers is the promising potential, due to the region’s ambitious targets for solar parks, an expected increase in electrification as well as the halted use of nuclear and current phase out of coal. This will open a large share of the electricity production that needs to be covered, which gives solar parks the opportunity to gain large market shares. Additional drivers are the high public acceptance and the high electricity price, which enables a faster payback time on investment. One of the most significant barriers in the region is the lack of clear permit processes for establishing solar parks. Permit processes are handled on a local level, which means that they can differ between communities and be rather lengthy due to lack of resources in the communities. Another key barrier is the difficulties of accessing attractive land in Lower Saxony considering the importance of the agriculture sector resulting in competition of land. These barriers make Lower Saxony a rather uncertain market. However, an increasing amount of land is being released for solar park developments and the permit processes are anticipated to be clearer in the near future. The promising potential of the solar park market speaks in favor of entering the market with a wholly owned subsidiary due to the possibilities for a high return. The market uncertainties, such as unclear permit processes, uncertainties within the policies for solar parks, and the difficulties of accessing suitable land areas, are also in favor of entering with a wholly owned subsidiary due to the strategy’s flexibility. However, it has been found that having local connections is important since there are many processes with high local involvement, e.g., in the permit processes and land acquisition. This indicates that entering through a joint venture with a local partner might be more suitable for a foreign company when entering the solar park market in Lower Saxony. Entering through a joint venture is also a faster way to enter a rapidly growing market, which enables the company to become an early player and obtain larger market shares.

34. Landscape stewardship for a German UNESCO Biosphere Reserve: a network approach to establishing stewardship governance.

The German East Frisian Peninsula is a multiuse area with land demands by stakeholders with different goals, including agriculture, tourism, nature conservation, and housing. The state administration is in the process of extending the transition zone of the existing UNESCO Biosphere Reserve Wadden Sea of Lower Saxony onto the peninsula. In this paper, we explore the characteristics of the existing societal structures in order to identify both potential catalysts and possible pitfalls for the establishment of landscape stewardship as a governance approach for the transition zone. Landscape stewardship is a place-based concept integrating participation and relational values into environmental governance. We use Net-Map, a participatory social network method, to explore the types of relationships and influence that stakeholders perceive and the extent to which the landscape could serve as an operational unit for governance. We find various stakeholder groups on the peninsula, with agricultural groups and municipalities perceived as having the most influence and being the best connected. We identify five types of relationships (formal, institutionalized, informal, sporadic, none) and four kinds of influence (legal, political, land, financial). Additionally, the landscape has cultural importance that could foster stewardship. The Biosphere Reserve administration may function as a catalyst for establishing landscape stewardship on the East Frisian Peninsula by bringing stakeholders together and highlighting the shared goal of preserving the landscape for the future. 38. Kolostrummanagement in Betrieben mit hohen Kälberverlusten in Niedersachsen

Zusammenfassung Gegenstand und Ziel Das Ziel der Studie war, in Milchkuhbetrieben mit erhöhten Kälberverlusten in Niedersachsen das bestandsspezifische Management der Kolostrumversorgung zu erfassen und Probleme aufzudecken. Es erfolgte eine zielgerichtete Beratung zum Management, um zu evaluieren, ob diese Änderungen des Kolostrummanagements bewirken und die Kolostrumversorgung der Kälber in den Betrieben (gemessen an der Gesamteiweißkonzentration im Blutserum und der Häufigkeit des Auftretens von Durchfallerkrankungen) verbessern kann. Material und Methoden Die Untersuchungen fanden in 56 Milchkuhbetrieben in Niedersachsen statt, die im Jahr 2014 eine Kälberverlustrate von mindestens 20 % aufwiesen und mindestens 30 Milchkühe hielten. Untersucht wurden Kälber im Alter von 1–14 Lebenstagen. Jeder Betrieb wurde 2-mal im Abstand von 8–10 Monaten besucht, wobei zu beiden Zeitpunkten ein identischer Tagesablauf eingehalten wurde. Daten zu den Themen Kolostrummanagement und Kälbergesundheit wurden anhand eines Fragebogens erfasst, der Betrieb wurde besichtigt und alle Kälber in Einzelhaltung unterlagen einer klinischen Untersuchung. Bei Kälbern im Alter von 1–7 Lebenstagen wurde die Gesamteiweißkonzentration im Blutserum untersucht, um den Erfolg der Kolostrumversorgung zu bewerten. Ergebnisse In den Datensätzen der beiden Durchgänge differierte das Antwortverhalten der Landwirte im Fragebogen nicht signifikant, sodass sich keine Rückschlüsse auf die Einflussnahme der Beratung auf das Kolostrummanagement ziehen ließen. Dennoch zeigte sich anhand der Daten, dass das Kolostrummanagement in einem Großteil der Betriebe in Bezug auf Zeitpunkt der Fütterung, angebotene Menge, Methode der Versorgung und Überprüfung des Erfolgs verbesserungswürdig war. Die anhand der Gesamteiweißkonzentration beurteilte Kolostrumversorgung wies ebenfalls darauf hin, dass zu beiden Besuchszeitpunkten nur in einem kleinen Anteil der Betriebe alle Kälber ausreichend mit Kolostrum versorgt wurden. Schlussfolgerung Die große Bedeutung der Kolostrumversorgung bei neugeborenen Kälbern scheint vielen Landwirten noch immer nicht bewusst zu sein. In vielen der untersuchten Betriebe mit hohen Kälberverlusten war ein Verbesserungsbedarf im Bereich Kolostrummanagement zu verzeichnen.

Ziel der Studie Routinedaten von Krankenkassen sind als Datenquelle mittlerweile gut etabliert. Hinsichtlich der Verallgemeinerbarkeit der Ergebnisse bei Analysen mit Daten einer Krankenkasse treten Fragen der Reprasentativitat der Versichertenpopulation auf, insbesondere da nicht alle Studien auf soziodemografische Merkmale adjustieren. Diese Arbeit untersucht mittels deskriptiver Analyse, ob und inwieweit sich die Sozialstruktur der Versichertenpopulation der AOK Niedersachsen von der Sozialstruktur der Allgemeinbevolkerung und der sozialversicherungspflichtig Beschaftigten in Niedersachsen (NDS) und in der Bundesrepublik (BRD) unterscheiden. Methodik Die Datengrundlage bilden pseudonymisierte Daten der AOK NDS, die Beschaftigtenstatistik der Bundesagentur fur Arbeit und der Bevolkerungsstand in NDS und der BRD. Die Versichertenpopulation wird an zwei Stichtagen 31.12.2012 und 31.12.2017 hinsichtlich der Geschlechter-und Altersstruktur mit der Bevolkerung in NDS und der BRD verglichen. Anschliesend werden die Daten der sozialversicherungspflichtig Beschaftigten in der AOK NDS und aus der Beschaftigtenstatistik der Bundesagentur fur Arbeit gegenubergestellt, um Ausbildungsabschlusse, Komplexitat der ausgeubten Tatigkeit und elf Berufsbereiche zu vergleichen. Ergebnisse Die Geschlechterstruktur unterscheidet sich nicht zwischen den drei Vergleichspopulationen. Verglichen mit der Bevolkerung in NDS und der BRD ist der Anteil der unter 30-Jahrigen in der AOK NDS uberdurchschnittlich, der Anteil der Personen zwischen 50 und 76 Jahren etwas unterdurchschnittlich. Sozialversicherungspflichtig Beschaftigte mit Hochschulabschluss und in Tatigkeiten mit hoherer Komplexitat sind in der AOK NDS unterreprasentiert. Die Verteilung der sozialversicherungspflichtig Beschaftigten auf elf Berufsbereiche unterscheidet sich ebenfalls. Schlussfolgerung Die Studie zeigt, dass soziodemographische und sozio-okonomische Merkmale in Studien mit Krankenkassendaten wann immer moglich berucksichtigt werden sollten. In Zukunft wird das Informationssystem Versorgungsdaten krankenkassenubergreifende Analysen mit Sekundardaten ermoglichen. Fragestellungen der gesundheitlichen Ungleichheit konnen damit jedoch aufgrund des Fehlens von sozio-okonomischen Merkmalen nicht beantwortet werden. Auch die Identifikation von vulnerablen Gruppen, die gezielt geeigneten Masnahmen zugefuhrt werden konnten, ist ohne Berucksichtigung von sozio-okonomischen Merkmalen erschwert. Aim of the work Routine data from statutory health insurance funds are now a well-established source of data for scientific research. With regard to the generalizability of findings based on data from one health insurance fund, questions arise regarding the representativeness of the insured population, especially since not all studies adjust for socio-demographic characteristics. Our study examines whether and to what extent socio-demographic and occupational characteristics of the population insured with the AOK Lower Saxony differ from the total and working population of Lower Saxony and the Federal Republic of Germany. Methods The analyses are based on pseudonymised data from the AOK, the employment statistics of the Federal Employment Agency (FEA) and population statistics. The insured population was compared with the population of Lower Saxony and Germany at two cut-off dates (31.12.2012 and 31.12.2017) with respect to the distributions of age and gender. Subsequently, data of employed insured persons were compared with FEA-data in order to compare educational level, complexity of the work and occupational areas. Results The gender structure did not differ between the three populations. The proportion of insured women and men below 30 years of age was above the corresponding figures of Lower Saxony and Germany. Employed individuals holding a university degree or jobs with higher complexity were under-represented in the AOK. The distribution across eleven occupational areas in the AOK also differed from the reference populations. Conclusions The study shows that socio-demographic and socio-economic characteristics should be considered whenever possible in studies using statutory health insurance data. In future, the new database “Information System Health Care Data” will enable analyses across all statutory health insurance providers. However, research questions of health inequalities cannot be answered with this approach due to the lack of socio-economic characteristics in these data. Identifying vulnerable groups that could be targeted for appropriate interventions is also difficult without taking socio-economic characteristics into account.

Seinen zugrunde liegenden historischen Entwicklungen und aktuellen Handlungsräumen geht Jenny Hagemann in ihrer interdisziplinären Studie nach, indem sie historischen Vergleich, Diskursanalyse und qualitative Interviews miteinander verbindet. Sie liefert neue Erkenntnisse für Heritage Studies und Regionalgeschichte gleichermaßen und bietet erstmals Vorschläge zur Konzeptionalisierung von »regionalem Heritage« an.

41. Comparing Sentinel-1 and -2 Data and Indices for Agricultural Land Use Monitoring

Agricultural vegetation development and harvest date monitoring over large areas requires frequent remote sensing observations. In regions with persistent cloud coverage during the vegetation season this is only feasible with active systems, such as SAR, and is limited for optical data. To date, optical remote sensing vegetation indices are more frequently used to monitor agricultural vegetation status because they are easily processed, and the characteristics are widely known. This study evaluated the correlations of three Sentinel-2 optical indices with Sentinel-1 SAR indices over agricultural areas to gain knowledge about their relationship. We compared Sentinel-2 Normalized Difference Vegetation Index, Normalized Difference Water Index, and Plant Senescence Radiation Index with Sentinel-1 SAR VV and VH backscatter, VH/VV ratio, and Sentinel-1 Radar Vegetation Index. The study was conducted on 22 test sites covering approximately 35,000 ha of four different main European agricultural land use types, namely grassland, maize, spring barley, and winter wheat, in Lower Saxony, Germany, in 2018. We investigated the relationship between Sentinel-1 and Sentinel-2 indices for each land use type considering three phenophases (growing, green, senescence). The strength of the correlations of optical and SAR indices differed among land use type and phenophase. There was no generic correlation between optical and SAR indices in our study. However, when the data were split by land use types and phenophases, the correlations increased remarkably. Overall, the highest correlations were found for the Radar Vegetation Index and VH backscatter. Correlations for grassland were lower than for the other land use types. Adding auxiliary data to a multiple linear regression analysis revealed that, in addition to land use type and phenophase information, the lower quartile and median SAR values per field, and a spatial variable, improved the models. Other auxiliary data retrieved from a digital elevation model, Sentinel-1 orbit direction, soil type information, and other SAR values had minor impacts on the model performance. In conclusion, despite the different nature of the signal generation, there were distinct relationships between optical and SAR indices which were independent of environmental variables but could be stratified by land use type and phenophase. These relationships showed similar patterns across different test sites. However, a regional clustering of landscapes would significantly improve the relationships.

43. Rural areas in transition: Village development in the light of new structures of responsibility
- Abstract
This article focuses on the challenges of rural areas, the formative power of citizens and the funding programme for village development in Lower Saxony. The article elaborates the importance of collective responsibility in villages by means of cooperation between local political representatives, the administration and village residents in their various functions. It points out the need for further research on the assumption of responsibility; using the example of the funding programme for village development in Lower Saxony, the article pursues options for methodically supporting these processes in future.

44. Erreichbarkeits- und Analyseinstrumente für die Daseinsvorsorgeplanung: Potenziale und Hindernisse

Systeme zur Entscheidungsunterstützung haben große Potenziale, Planungsprozesse im Rahmen der Daseinsvorsorge zu verbessern. Allerdings werden mit zunehmenden technischen Möglichkeiten Fragen nach verbesserter Anwendungsorientierung und Nutzbarkeit für Akteure der Planung deutlich. In einem Workshop haben Akteure aus Planungspraxis, Wissenschaft und Wirtschaft anhand von konkreten Fragen aus der Planung die Anwendung der web-basierten Tools „Daseinsvorsorgeatlas Niedersachsen“ und „GOAT 3.0“ diskutiert. Im Rahmen von Arbeitsgruppen wurden die Anwendbarkeit, Indikatoren und Modellierungen sowie Hindernisse für eine Integration in Verfahren erarbeitet.

45. Kommunale Unterstützung transformativer Nachhaltigkeitsinitiativen im Rahmen der Wirtschaftsförderung 4.0: eine Bedarfsanalyse am Beispiel von Initiativen in der Stadt Osnabrück
- Abstract
Im Rahmen des Forschungsprojekts "Wirtschaftsförderung 4.0" leistet die vorliegende Arbeit einen Beitrag zum besseren Verständnis der systematischen Stärkung zivilgesellschaftlicher Nachhaltigkeitsinitiativen. Das Ziel der Analyse besteht darin, Ansatzpunkte möglicher Unterstützungsmaßnahmen aufzuzeigen, die im Zuge kommunaler Wirtschaftsförderung aufgegriffen werden können. Zur Erarbeitung wurden zunächst mithilfe theoretischer Grundlagen aus der Transition- und Diffusionsforschung zentrale Einflussfaktoren zusammengetragen, die förderlich oder hemmend auf transformative Nachhaltigkeitsinitiativen wirken können. Mit dem Ziel, kontextangepasste Maßnahmen zu entwickeln, wurden die literaturbasierten Faktoren anschließend in einer qualitativen Befragung mit einer Praxisperspektive verglichen und ergänzt: Mittels leitfadengestützter Experteninterviews mit nachhaltigkeitsorientierten Initiativen in der Region Osnabrück wurden kommunale Gegebenheiten sowie die jeweiligen Erfolgsfaktoren, Herausforderungen und Bedarfe der Graswurzelinitiativen erfasst. Im Ergebnis zeigen sich sieben übergreifende Bedarfsfelder, die vor allem aus der empirischen Erhebung abgeleitet wurden. Aus ihnen wurden Handlungsempfehlungen und Ansatzpunkte kommunaler Unterstützung erarbeitet und diskutiert., Within the framework of the research project "Wirtschaftsförderung 4.0", the present thesis contributes to a deeper insight of a systematic enhancement of civil sustainability initiatives. The aim of this analysis is to show starting points for possible support measures that can be taken up by municipal economic development agencies. For this purpose, the main conductive and restraining influencing factors on transformative initiatives have been brought together, drawing on theoretical foundations from research on transition and diffusion processes. In order to develop custom-fit measures, the literature-based factors have been compared with and complemented by practical insights: Guided interviews with experts from sustainability initiatives in the German region of Osnabrück have collected municipal circumstances as well as success factors, challenges and requirements of local grassroots initiatives. As a result, seven overarching areas of need have been derived, especially from the empirical survey. Subsequently, recommendations for action and possible starting points for municipal support have been detected and discussed.

46. Wird das Wasser knapp in Niedersachsen? : Bewertung der Standorteignung für die Wasserstoffproduktion bezogen auf den Landschaftswasserhaushalt in Zeiten des Klimawandels
- Abstract
Wasserstoff (H, bzw. als molekulare Form H 2 ) gilt als die Lösung für die Entkarbonisierung in den Bereichen, in denen eine Elektrifizierung nicht oder nur mit hohen Kosten möglich ist (BMU 2020: 1). Niedersachsen ist, aufgrund der bereits hohen Produktion an erneuerbarem Strom aus On- und Offshore-Windkraft, prädestiniert für die grüne, also CO 2 -freie Wasserstoffproduktion (NIEDERSÄCHSISCHES MINISTERIUM FÜR WIRTSCHAFT, ARBEIT, VERKEHR UND DIGITALISIERUNG o.J.: www). Neben dem erneuerbaren Strom ist auch Wasser für die Herstellung von grünem Wasserstoff erforderlich, welcher mithilfe von Strom während des Elektrolyseprozesses in Wasserstoff und Sauerstoff gespalten wird. Für ein Kilogramm Wasserstoff werden neun Liter Wasser benötigt. Hinzu kommt noch der Wasserverbrauch für die Wasseraufbereitung, denn für die Wasserstoffherstellung ist Prozesswasser notwendig, sowie Kühlwasser für die Kühlung der Elektrolyse (BLANCO 2021: www; FIUS 2020: 9; TGA FACHPLANER 2021: www). Daraus ergeben sich die Fragen, ob und wo in Niedersachsen überhaupt genug Wasser vorhanden ist, um Wasserstoff im großen Stil herstellen zu können, und, wie sich der Klimawandel auf die Wasserverfügbarkeit und den Wasserverbrauch der Raumnutzer auswirken wird. Damit bei der Auswahl der Standorte und bei der Planung der Elektrolyseanlagen direkt erkannt werden kann, ob an einem geplanten Standort für die Wasserstoffherstellung genug Wasser für diese und alle weiteren Raumnutzungen vorhanden ist, wurde in dieser Arbeit eine Methodik entwickelt, die die Wasserverfügbarkeit an dem gewählten Standort dem Wasserverbrauch der Elektrolyse sowie dem derzeitigen Verbrauch der weiteren Raumnutzungen gegenüberstellt. Although there is an increasing number of studies investigating the effects of attending music programs and classes, research on the impact of gender role self-concept on the decision to attend music classes is limited. Current research highlights the significance of gender role self-concept in decision-making processes. Accordingly, we conducted path analysis on a sample of n = 353 fifth-graders to identify interrelations and mediation effects of students’ gender role self-concept on the attendance of a specific music class through the self-concept in music, intrinsic value of music, and other relevant aspects. The results showed that only gender role self-concept of femininity revealed direct effects on attending a music class. Students describing themselves as feminine had a more positive self-concept in music and value music more. No mediation effects could be detected. However, a negative direct path from gender role self-concept of femininity on music class attendance was observed. No effect was found for gender role self-concept of masculinity and music class attendance. The intrinsic value for music showed the highest impact on music class attendance. After discussing the main results, recommendations for researchers, teachers, and school administrators are made with regard to an accessible music education, which is independent of gender role orientations.

Using data for Dutch municipal elections between 1998 and 2018, this paper finds two dominant trends: more political fragmentation and increasing electoral success of independent local parties. The relative size of local parties in the council rises from 25% in 1998 to 37% in 2018 and the relative share of their aldermen from 21% to 32%. When understanding the increasing share of local parties, the number of inhabitants, regional diversity, the share of elderly people and the election year dummies are important explanations. Looking at the changes after large decentralisations, also indications for a welfare hypothesis were found, if fixed effects are included. Following an empirical approach for AfD in local elections in German state of Lower Saxony, the impact of the anti-establishment Freedom Party on contesting local parties was analysed and this influence turned out to be small. This also gives an indication that Dutch local parties are becoming more established.

Teen dating violence (TDV) and school violence (SV) are two major social problems in adolescence. Until recently, the antecedents of both TDV and SV have been analyzed largely independently of each other. This study analyses and compares the determinants of both TDV and SV, with a focus on physical violence. Based on a comprehensive survey of ninth-grade adolescents at the average age of 15 years (N = 3,800) conducted in the German federal state of Lower Saxony, the findings showed that there is a significant but low correlation between both physical TDV and SV (r = 0.21). Concerning the determinants, we found that males carry out physical SV significantly more often, but physical TDV significantly less often than female respondents. Acquaintance with violent friends shows a stronger correlation with SV but not with TDV. Low self-control and violent media consumption are determinants of both TDV and SV. Empathy as a protective factor and parental violence as another risk factor were found to be only weak and sometimes not significantly correlated with both TDV and SV.

For cities, municipalities, counties and regions, the presence of a high quality education system is an important factor in the competition among localities both for public and private investment aswell as for the future viability of a region. In 2007, as one of the first regions of Lower Saxony, three counties, the city of Göttingen and roughly two dozen county-affiliated cities and municipalities set about establishing the Göttingen Educational Region („Bildungsregion Göttingen“). Over the past ten years, the Bildungsregion Göttingen has been built upon two pillars: In additionto networking and public relations, concrete projects have been implemented, in areas such as early childhood education, preparation of young adults for vocational training and cooperation between schools and businesses.At the point of transitionto the founding of the Bildungsregion Südniedersachsen as a new legal entity, the submission of the first report on education in Southern Lower Saxony has helped in creating optimal conditions for further intensification of education management in Southern Lower Saxony [ABSTRACT FROM AUTHOR]
