"The problem of fit is about the interplay between the human and ecosystem dimensions in social-ecological systems that are not just linked but truly integrated. This interplay takes place across temporal and spatial scales and institutional and organizational levels in systems that are increasingly being interpreted as complex adaptive systems. In 1997, we were invited to produce one of three background papers related to a, at that time, new initiative called Institutional Dimensions of Global Environmental Change (IDEG), a research activity of the International Human Dimensions Program of Global Environmental Change (IHDP). The paper, which exists as a discussion paper of the IHDP, has generated considerable interest. Here we publish the original paper 10 years later with an extended introduction and with reflections on some of the issues raised in the original paper concerning problems of fit."

The empirical evidence in the papers in this special issue identifies pervasive and difficult cross-scale and cross-level interactions in managing the environment. The complexity of these interactions and the fact that both scholarship and management have only recently begun to address this complexity have provided the impetus for us to present one synthesis of scale and cross-scale dynamics. In doing so, we draw from multiple cases, multiple disciplines, and multiple perspectives. In this synthesis paper, and in the accompanying cases, we hypothesize that the dynamics of cross-scale and cross-level interactions are affected by the interplay between institutions at multiple levels and scales. We suggest that the advent of co-management structures and conscious boundary management that includes knowledge co-production, mediation, translation, and negotiation across scale-related boundaries may facilitate solutions to complex problems that decision makers have historically been unable to solve.

The southern Piedmont of the southeastern United States epitomizes the complex and seemingly intractable problems and hard decisions that result from uncontrolled urban and suburban sprawl. Here we consider three recurrent themes in complicated problems involving complex systems: (1) scale dependencies and cross-scale, often nonlinear relationships; (2) resilience, in particular the potential for complex systems to move to alternate stable states with decreased ecological and/or economic value; and (3) uncertainty in the ability to understand and predict outcomes, perhaps particularly those that occur as a result of human impacts. We consider these issues in the context of landscape-level decision making, using as an example water resources and lotic systems in the Piedmont region of the southeastern United States.

Scientists and researchers concerned with the behaviour of large ecosystems have focused in recent years on the concept of "resilience". Traditional perspectives held that ecological systems exist close to a steady state and resilience is the ability of the system to return rapidly to that state following perturbation. However, beginning with the work of C.S. Holling in the early 1970s, researchers began to look at conditions far from the steady state where instabilities can cause a system to shift into an entirely different regime of behaviour, and where resilience is measured by the magnitude of disturbance that can be absorbed before the system is restructured. This volume examines theories of resilience and change, offering readers a thorough understanding of how the properties of ecological resilience and human adaptability interact in complex, regional-scale systems. The book addresses the theoretical concepts of resilience and stability in large-scale ecosystems as well as the empirical application of those concepts in a diverse set of cases. In addition, it discusses the practical implications of the new theoretical approaches and their role in the sustainability of human-modified ecosystems.
