21. Reducing Teacher Turnover by Utilizing a National List of Reasons for Teacher Dissatisfaction or How to Keep Teachers from Declaring 'Dear Folks, I Quit'

Abstract

Background: Teacher turnover is a national problem and has been investigated on the national level since the 1920's. This study compares the reasons teachers give for leaving teaching positions from data collected nationwide with local data. Purpose: To examine whether the same problems that arise on the local level have been identified in the professional literature as reasons for teacher dissatisfaction that lead to teacher turnover. Setting: A public middle school on the island of Kauai in the state of Hawaii during school years 2007-08 and 2008-09. Study Sample: School staff size approximately 100, of which about 60 were teachers; approximately 1000 students served annually in grades 6 through 8; during the years of the study about 35% of the total student body qualified for free and reduced lunch, approximately 9% of the total student population qualified for special education services; about 6% of the total student body were English Language Learners. Research Design: Correlational. Data Collection and Analysis: A national list of reasons, entitled the "Dear Folks, I Quit" list, which teachers give for leaving teaching positions was compiled from the National Center for Education Statistics, Schools and Staffing Survey and its supplement, the Teacher Follow-up Survey, as well as from the professional literature. Team meeting minutes from the school were examined and coded for all teams during the years of the study. Team leaders during the years of the study were also interviewed. The frequency, or relative emphasis, for each of the major reasons cited from the "Dear Folks, I Quit" list were correlated to each item in the meeting minutes to determine whether or not the symptoms of teacher dissatisfaction were detected in any of the biweekly team meetings. Findings: All of the problems from the "Dear Folks, I Quit" list of reasons for teacher dissatisfaction leading to teacher turnover were identified by teachers at the school during biweekly team meetings. No additional items came up that were outside of the list of problems identified nationally. Discussion of the dissatisfaction topics varied by team and by year. In the case of the only team that had a change of team leader between year one and year two of the study, the discussion of dissatisfaction topics also varied according to team leader. The derived national list of problems therefore was applicable for examining the content of team meeting discussions at the school. The study contributed an additional insight into research available on the nature of problems faced by teachers by disaggregating the "Dear Folks, I Quit" list into two categories: internal and external problems. Internal problems are those within the control of the teams (or any of the teams' teacher members). External problems are those not within the control of any of the teams (or any of the teams' teacher members). Conclusion: Findings of this study, although not definitive, suggest the need for additional studies to determine whether and how external factors correlate with high teacher turnover. Abstract

En els darrers anys s'ha presentat la substitució de les cobertures naturals per superfícies artificials de concret i asfalt no permeable. Aquest fenomen ha generat entre altres problemes ambientals la reducció de la taxa d'infiltració de l'aigua d'escorrentia urbana superficial (AEUS) i l'arrossegament de contaminants que es descarreguen a les fonts hídriques naturals. Com a alternatives per posar remei als problemes anteriorment plantejats s'han desenvolupat i implementat els Sistemes Urbans de Drenatge Sostenible o SUDS, els quals són tecnologies sostenibles que apliquen els principis de la hidràulica i els sistemes de filtració naturals per captar les AEUS, aconseguint un increment en el seu taxa d'infiltració i descontaminació. Com a alternativa davant de les matrius filtrants a instal·lar als SUDS, s'ha proposat el formigó porós ja que és un material cimentici i compòsit amb un sistema de microporus, que permet la infiltració i el tractament de les AEUS. És així com en aquesta investigació es va avaluar l'aplicació del formigó porós com a material filtrant a SUDS per al tractament d'AEUS sintètiques contaminades amb Zinc, Plom, Coure i Crom. Per això es va dissenyar un espècimen de formigó porós basant-se en les equacions de disseny de SUDS proposades per l'Ajuntament de Barcelona. En total es van fabricar 6 provetes de formigó porós, 3 de tipus HP CEM-I52,5R i la resta de tipus HP CEM II-42,5R que complissin amb els paràmetres de disseny. Després es van realitzar assajos d'infiltració d'AEUS a cada proveta fabricada. Es va obtenir que el material que majoritàriament va remoure Zn, Pb i Cu va ser el HP CEM-I, sent el primer el millor remogut. També es va presentar l'alcalinització, el va incrementar de conductivitat i la lixiviació de Cr a les AEUS filtrades a través dels dos tipus de formigó porós avaluats., En los últimos años se ha presentado la sustitución de las coberturas naturales por superficies artificiales de concreto y asfalto no permeable. Este fenómeno ha generado entre otros problemas ambientales, la reducción de la tasa de infiltración del agua de escorrentía urbana superficial (AEUS), y el arrastre de contaminantes que se descargan en las fuentes hídricas naturales. Como alternativas para remediar los problemas anteriormente planteados se han desarrollado e implementado los Sistemas Urbanos de Drenaje Sostenible o SUDS, los cuales son tecnologías sostenibles que aplican los principios de la hidráulica y los sistemas de filtración naturales para captar las AEUS, alcanzando un incremento en su tasa de infiltración y descontaminación. Como alternativa frente a las matrices filtrantes a instalar en los SUDS, se ha propuesto el hormigón poroso pues es un material cementicio y compósito con un sistema de microporos, que permite la infiltración y el tratamiento de las AEUS. Es así como en esta investigación se evaluó la aplicación del hormigón poroso como material filtrante en SUDS para el tratamiento de AEUS sintéticas contaminadas con Zinc, Plomo, Cobre y Cromo. Para lo anterior se diseñó un espécimen de hormigón poroso basándose en las ecuaciones de diseño de SUDS propuestas por el Ayuntamiento de Barcelona. En total se fabricaron 6 probetas de hormigón poroso, 3 de tipo HP CEM-I52,5R y las restantes de tipo HP CEM II- 42,5R que cumplieran con los parámetros de diseño. Luego se realizaron ensayos de infiltración de AEUS en cada probeta fabricada. Se obtuvo que el material que mayormente removió Zn, Pb y Cu fue el HP CEM-I, siendo el primero el mejor removido. También se presentó la alcalinización, el incrementó de conductividad y la lixiviación de Cr en las AEUS filtradas a través de los dos tipos de hormigón poroso evaluados., In recent years, natural coverage has been replaced by artificial concrete and non-permeable asphalt surfaces. This phenomenon has generated, among other environmental problems, the reduction in the infiltration rate of urban surface runoff water (AEUS), and the dragging of pollutants that are discharged into natural water sources. As alternatives to remedy the previously mentioned problems, Sustainable Urban Drainage Systems or SUDS have been developed and implemented, which are sustainable technologies that apply the principles of hydraulics and natural filtration systems to capture AEUS, achieving an increase in their infiltration and decontamination rate. As an alternative to the filter matrices to be installed in the SUDS, pervious concrete has been proposed as it is a cementitious and composite material with a system of micropores, which allows the infiltration and treatment of the AEUS. Thus, in this research, the application of porous concrete as a filter material in SUDS for the treatment of synthetic AEUS contaminated with Zinc, Lead, Copper and Chromium was evaluated. For the above, a porous concrete specimen was designed based on the SUDS design equations proposed by Barcelona City Council. In total, 6 test tubes of pervious concrete were manufactured, 3 of type HP CEM-I52.5R and the remaining of type HP CEM II- 42.5R that met the design parameters. AEUS infiltration tests were then performed on each fabricated probe. It was obtained that the material that most removed Zn, Pb and Cu was HP CEM-I, the first being the best removed. Abstract

Despite the strong role played by the agri-food sector in Guatemala’s economic performance and employment, reflected in high exports and strong results by larger commercial agri-businesses, small producers face daunting levels of market access, revenue generation capacity, and resilience. Schools in remote areas, however, often lack information on which producer to buy their food from, as well as basic knowledge on safe and hygienic cooking practices. These challenges are further exacerbated for women producers, who face higher information gaps, lower market access, and higher informality than their male counterparts, compounded by restrictive social norms and disempowerment. Yet, women who are engaged in agriculture have ample potential to be engaged in the school feeding business, as they tend to specialize in the production of foods that are in high demand by school. The School Feeding Program (SFP) thus represents a crucial window of opportunity for rural women in Guatemala, and a vehicle for their evolution from invisible farmers to proper agri-preneurs – economic agents in their own right in the agribusiness space. Information diffusion through digital technologies can increase market participation in rural areas and holds promise to enhance the status of women in the business sphere. The World Bank’s DIGITAGRO project, piloted digital technologies to improve market access for women agripreneurs, so they could supply the School Feeding Program in a fair, safe, sustainable, and profitable way while helping schools improve children’s nutrition. The purpose of this report is to describe the DIGITAGRO project and to present the findings of the impact evaluation study on the information campaign, in order to derive lessons on the use of digital technologies to promote market access for rural women, with a specific focus on their inclusion in Guatemala’s School Feeding Program The rest of the report is organized as follows. Chapter 2 provides an overview of family farming in Guatemala, including an assessment of the gaps encountered by rural women, and highlights child nutrition issues in the country. Chapter 3 describes the School Feeding Program, highlighting its functioning, the main actors involved, its expected benefits and the challenges it faces. Chapter 4 presents the DIGITAGRO project, providing a rationale for the use of digital technologies in agriculture, describing the main activities of the project, and providing details on the set-up of the impact evaluation study. Chapter 5 presents the experimental setting and main findings of the impact evaluation, whereas the potential mechanisms that could be driving the results are explored in Chapter 6, together with recommendations for promoting participation in the School Feeding Program. Chapter 7 discusses lessons learned and concludes.
