This article maps a meshwork of formal and informal elements of places called Disadvantaged Unincorporated Communities (DUCs) to understand the role of informality in producing unjust access to safe drinking water in California’s San Joaquin Valley. It examines the spatial, racial, and class-based dimensions of informality. The paper aims to both enrich the literature on informality studies and use the concept of informality to expand research on DUCs and water access. We use socio-spatial analyses of the relationships between informality and water justice to reach the following conclusions: DUCs face severe problems in access to safe drinking water; disparities in access have a spatial dimension; inequities in water access are racialised; the proximity of DUCs to safe drinking water offers good potential for improved water access; and the challenges of informality are targeted through water justice advocacy and public policy.

This article is a case study of one Community-University Research and Action Partnership (CURAP) focused on soil lead, urban gardening, and environmental justice in Sacramento, California. We argue that creating and sustaining CURAPs requires a process of weaving together diverse strands of knowledge, resources, and lines of accountability that connect all parties involved. Like the physical process of weaving fabric, weaving CURAPs involve creative and collaborative uses and responses to tension between all elements of a partnership. This is especially true in long-term partnerships intended to address systemic environmental injustices. This case highlights the power relationships and challenges associated with such partnerships and presents several lessons to enrich the scholarship and practices of action research.

The transition from single-media, single-location, and single point-in-time analysis to a cumulative approach represents a profound challenge – and opportunity – for policy makers, planners, advocates and researchers. These challenges and opportunities are, in part, methodological (e.g., data availability of pollution sources, uncertainty of chemical reactions among multiple pollutants, evaluating combined health effects of multiple environmental stressors). However, the social complexity of this issue has been acknowledged, but not systematically documented and analyzed. As a result, there is a significant gap between the development of cumulative impacts analysis and a limited ability to reap their benefit in resolving environmental justice conflicts. Framing cumulative impacts as a “wicked problem” can help highlight some of the challenges in implementing such approaches and can point the way towards applying these approaches to improving collaboration between policy makers, planners, and advocates. We present two case studies of cumulative impacts analysis in California using socio-spatial mapping and public participatory geographic information system (PPGIS). These cases will illustrate the challenges and opportunities for combining quantitative and socio-spatial science with PPGIS as strategies to address the wicked nature of assessing and acting to address cumulative environmental impacts. The case studies will emphasize the value of an adaptive, participatory, and transdisciplinary approach as an effective response to the wicked qualities of cumulative impacts themselves. These cases can help planners, policy makers, and community advocates to apply a cumulative impacts approach to their own wicked problems.

This article illuminates the value of the concept of the region in political ecology and environmental justice studies by presenting three arguments about the role of regions in environmental justice social movements engaged in climate change mitigation in California's San Joaquin Valley. First, regional planning agencies and environmental justice advocates are engaged in conflicts over not only the content of regional climate change plans, but the very definitions of region and the authority used to put these regional visions into action. Second, regional organizing provides environmental justice movements with new opportunities to address regional economic patterns and to negotiate with regional planning agencies, both of which influence local manifestations of environmental injustice. Third, regional strategies raise significant dilemmas for these movements as they try to sustain engagement across extensive spatial territories and engage with a broad set of policy and economic protagonists. Together, this analysis demonstrates that a dynamic approach to regions, regionalism, and regionalization can assist political ecology and environmental justice scholars in their common aim of understanding the co-production of social and environmental inequity and collective action to change it.

Environmental justice research driven by academics and policymakers often overlooks the valuable insights and leadership of the communities most impacted by environmental hazards. When institution-led research approaches are employed, inadequate community ownership and limited institutional accountability hinder the effectiveness of environmental public health interventions. In contrast, a community-owned and -managed approach to environmental justice research can guide community members in developing evidence-based interventions. This paper outlines a community-led environmental health assessment survey (sample= 100) and resulting community actions over six years (2017 to 2023) in a Northern California farmworker community with a perceived high prevalence of cancer and exposure to environmental hazards in households, neighborhoods, and job sites. Local resident experts in Knights Landing, CA, documented community risk factors and exposures in collaboration with interdisciplinary undergraduate and graduate student-researchers. The survey instrument focused on environmental hazards identified by local resident experts including vehicular and agricultural pollution, occupational pesticide contact, and sun exposure. Survey findings highlighted the need for targeted interventions to reduce environmental health risks, such as academic outreach programs, county investments in public services, and community-led mutual aid initiatives. Despite academic reservations about our non-random sampling method and data collection by local resident experts, our project sparked substantial actions and investments with minimal personnel and financial resources. Local leaders working with student-researchers developed more effective environmental public health interventions through a community-owned and -managed approach that went beyond the efforts of local regulatory and research institutions., Competing Interests: Conflict of Interest Statement The authors do not have any conflict of interest to disclose that is not already apparent in our funding or affiliations.

Background: The paper analyzes opportunities for integrating Open access resources (Abstract Sifter, US EPA and NTP Toxicity Value and Toxicity Reference [ToxVal/ToxRefDB]) and New Approach Methodologies (NAM) integration into Community Engaged Research (CEnR)., Methods: CompTox Chemicals Dashboard and Integrated Chemical Environment with in vivo ToxVal/ToxRef and NAMs (in vitro) databases are presented in three case studies to show how these resources could be used in Pilot Projects involving Community Engaged Research (CEnR) from the University of California, Davis, Environmental Health Sciences Center., Results: Case #1 developed a novel assay methodology for testing pesticide toxicity. Case #2 involved detection of water contaminants from wildfire ash and Case #3 involved contaminants on Tribal Lands. Abstract Sifter/ToxVal/ToxRefDB regulatory data and NAMs could be used to screen/prioritize risks from exposure to metals, PAHs and PFAS from wildfire ash leached into water and to investigate activities of environmental toxins (e.g., pesticides) on Tribal lands. Open access NAMs and computational tools can apply to detection of sensitive biological activities in potential or known adverse outcome pathways to predict points of departure (POD) for comparison with regulatory values for hazard identification. Open access Systematic Empirical Evaluation of Models or biomonitoring exposures are available for human subpopulations and can be used to determine bioactivity (POD) to exposure ratio to facilitate mitigation., Conclusions: These resources help prioritize chemical toxicity and facilitate regulatory decisions and health protective policies that can aid stakeholders in deciding on needed research. Community-engaged research is understood as existing on a continuum from less to more community engagement, defined by participation and decision-making authority. It has been widely assumed that more is better than less engagement. However, we argue that what makes for good community engagement is not simply the extent but the fit or alignment between the intended approach and the various contexts shaping the research projects. This article draws on case studies from three Community Engagement Cores (CECs) of NIEHS-funded Environmental Health Science Core Centers (Harvard University, UC Davis and University of Arizona,) to illustrate the ways in which community engagement approaches have been fit to different contexts and the successes and challenges experienced in each case. We analyze the processes through which the CECs work with researchers and community leaders to develop place-based community engagement approaches and find that different strategies are called for to fit distinct contexts. We find that alignment of the scale and scope of the environmental health issue and related research project, the capacities and resources of the researchers and community leaders, and the influences of the sociopolitical environment are critical for understanding and designing effective and equitable engagement approaches. These cases demonstrate that the types and degrees of alignment in community-engaged research projects are dynamic and evolve over time. Based on this analysis, we recommend that CBPR scholars and practitioners select a range of project planning and management techniques for designing and implementing their collaborative research approaches and both expect and allow for the dynamic and changing nature of alignment.

The identification of "environmental justice (EJ) communities" is an increasingly common element in environmental planning, policy, and regulation. As a result, the choice of methods to define and identify these communities is a critical and often contentious process. This contentiousness is, in turn, a factor of the lack of a commonly accepted method, the concern among many EJ advocates and some regulators that existing frameworks are inadequate, and ultimately, the significant consequences of such designations for both public policy and community residents. With the aim of assisting regulators and advocates to more strategically focus their efforts, the authors developed a Cumulative Environmental Vulnerability Assessment (CEVA). This CEVA is composed of a Cumulative Environmental Hazard Index and a Social Vulnerability Index, with a Health Index as a reference. Applying CEVA produces spatial analysis that identifies the places that are subject to both the highest concentrations of cumulative environmental hazards and the fewest social, economic and political resources to prevent, mitigate, or adapt to these conditions. We recommended that these areas receive special consideration in permitting, monitoring, and enforcement actions, as well as investments in public participation, capacity building, and community economic development.
