We present long-term density trends of the Earth's upper atmosphere at altitudes between 71 and 116 km, based on atmospheric occultations of the Crab Nebula observed with X-ray astronomy satellites, ASCA, RXTE, Suzaku, NuSTAR, and Hitomi. The combination of the five satellites provides a time period of 28 yr from 1994 to 2022. To suppress seasonal and latitudinal variations, we concentrate on the data taken in autumn (49< doy <111) and spring (235< doy <297) in the northern hemisphere with latitudes of 0--40 degrees. With this constraint, local times are automatically limited either around noon or midnight. We obtain four sets (two seasons times two local times) of density trends at each altitude layer. We take into account variations due to a linear trend and the 11-yr solar cycle using linear regression techniques. Because we do not see significant differences among the four trends, we combine them to provide a single vertical profile of trend slopes. We find a negative density trend of roughly -5 %/decade at every altitude. This is in reasonable agreement with inferences from settling rate of the upper atmosphere. In the 100--110 km altitude, we found an exceptionally high density decline of about -12 %/decade. This peak may be the first observational evidence for strong cooling due to water vapor and ozone near 110 km, which was first identified in a numerical simulation by Akmaev et al. (2006). We have used X-ray data from the Neutron Star Interior Composition Explorer (NICER) to search for long time-scale, correlated variations ("red noise") in the pulse times of arrival from the millisecond pulsars PSR J1824$-$2452A and PSR B1937+21. These data more closely track intrinsic noise because X-rays are unaffected by the radio-frequency dependent propagation effects of the interstellar medium. Our Bayesian search methodology yields strong evidence (natural log Bayes factor of $9.634 \pm 0.016$) for red noise in PSR J1824$-$2452A, but is inconclusive for PSR B1937+21. In the interest of future X-ray missions, we devise and implement a method to simulate longer and higher precision X-ray datasets to determine the timing baseline necessary to detect red noise. We find that the red noise in PSR B1937+21 can be reliably detected in a 5-year mission with a time-of-arrival (TOA) error of 2 microseconds and an observing cadence of 20 observations per month compared to the 5 microsecond TOA error and 11 observations per month that NICER currently achieves in PSR B1937+21. We investigate detecting red noise in PSR B1937+21 with other combinations of observing cadences and TOA errors. We also find that an injected stochastic gravitational wave background (GWB) with an amplitude of $A_{\rm GWB}=2\times10^{-15}$ and spectral index of $\gamma_{\rm GWB}=13/3$ can be detected in a pulsar with similar TOA precision to PSR B1937+21, but with no additional red noise, in a 10-year mission that observes the pulsar 15 times per month and has an average TOA error of 1 microsecond., Comment: 21 pages, 13 figures

An ensemble of inspiraling supermassive black hole binaries should produce a stochastic background of very low frequency gravitational waves. This stochastic background is predicted to be a power law, with a spectral index of -2/3, and it should be detectable by a network of precisely timed millisecond pulsars, widely distributed on the sky. This paper reports a new "time slicing" analysis of the 11-year data release from the North American Nanohertz Observatory for Gravitational Waves (NANOGrav) using 34 millisecond pulsars. Methods to flag potential "false positive" signatures are developed, including techniques to identify responsible pulsars. Mitigation strategies are then presented. We demonstrate how an incorrect noise model can lead to spurious signals, and show how independently modeling noise across 30 Fourier components, spanning NANOGrav's frequency range, effectively diagnoses and absorbs the excess power in gravitational-wave searches. This results in a nominal, and expected, progression of our gravitational-wave statistics. Additionally we show that the first interstellar medium event in PSR J1713+0747 pollutes the common red noise process with low-spectral index noise, and use a tailored noise model to remove these effects., Comment: 14 pages, 13 figures, fixed typo in abstract of earlier version

Pulsar-timing analyses are sensitive to errors in the solar-system ephemerides (SSEs) that timing models utilise to estimate the location of the solar-system barycentre, the quasi-inertial reference frame to which all recorded pulse times-of-arrival are referred. Any error in the SSE will affect all pulsars, therefore pulsar timing arrays (PTAs) are a suitable tool to search for such errors and impose independent constraints on relevant physical parameters. We employ the first data release of the International Pulsar Timing Array to constrain the masses of the planet-moons systems and to search for possible unmodelled objects (UMOs) in the solar system. We employ ten SSEs from two independent research groups, derive and compare mass constraints of planetary systems, and derive the first PTA mass constraints on asteroid-belt objects. Constraints on planetary-system masses have been improved by factors of up to 20 from the previous relevant study using the same assumptions, with the mass of the Jovian system measured at 9.5479189(3)$\times10^{-4}$ $M_{\odot}$. The mass of the dwarf planet Ceres is measured at 4.7(4)$\times10^{-10}$ $M_{\odot}$. We also present the first sensitivity curves using real data that place generic limits on the masses of UMOs, which can also be used as upper limits on the mass of putative exotic objects. For example, upper limits on dark-matter clumps are comparable to published limits using independent methods. We search for an isotropic stochastic gravitational-wave background (GWB) in the newly released $11$-year dataset from the North American Nanohertz Observatory for Gravitational Waves (NANOGrav). While we find no significant evidence for a GWB, we place constraints on a GWB from a population of supermassive black-hole binaries, cosmic strings, and a primordial GWB. For the first time, we find that the GWB upper limits and detection statistics are sensitive to the Solar System ephemeris (SSE) model used, and that SSE errors can mimic a GWB signal. We developed an approach that bridges systematic SSE differences, producing the first PTA constraints that are robust against SSE uncertainties. We thus place a $95\%$ upper limit on the GW strain amplitude of $A_\mathrm{GWB}<1.45\times 10^{-15}$ at a frequency of $f=1$ yr$^{-1}$ for a fiducial $f^{-2/3}$ power-law spectrum, and with inter-pulsar correlations modeled. This is a factor of $\sim 2$ improvement over the NANOGrav $9$-year limit, calculated using the same procedure. Previous PTA upper limits on the GWB will need revision in light of SSE systematic uncertainties. We use our constraints to characterize the combined influence on the GWB of the stellar mass-density in galactic cores, the eccentricity of SMBH binaries, and SMBH--galactic-bulge scaling relationships. We constrain cosmic-string tension using recent simulations, yielding an SSE-marginalized $95\%$ upper limit on the cosmic string tension of $G\mu < 5.3\times 10^{-11}$---a factor of $\sim 2$ better than the published NANOGrav $9$-year constraints. Our SSE-marginalized $95\%$ upper limit on the energy density of a primordial GWB (for a radiation-dominated post-inflation Universe) is $\Omega_\mathrm{GWB}(f)h^2<3.4\times10^{-10}$., Comment: 21 pages, 12 figures, 9 tables. Pulsar Timing Arrays (PTAs) are collections of well-timed millisecond pulsars that are being used as detectors of gravitational waves (GWs). Given current sensitivity, projected improvements in PTAs and the predicted strength of the GW signals, the detection of GWs with PTAs could occur within the next decade. One way we can improve a PTA is to reduce the measurement noise present in the pulsar timing residuals. If the pulsars included in the array display uncorrelated noise, the root mean square (RMS) of the timing residuals is predicted to scale as $\mathrm{T}^{-1/2}$, where T is the dwell time per observation. In this case, the sensitivity of the array can be increased by increasing T. We studied the 17 pulsars in the five year North American Nanohertz Observatory for Gravitational Waves (NANOGrav) data set to determine if the noise in the timing residuals of the pulsars observed was consistent with this property. For comparison, we performed the same analysis on PSR B1937+21, a pulsar that is known to display red noise. With this method, we find that 15 of the 17 NANOGrav pulsars have timing residuals consistent with the inverse square law. The data also suggest that these 15 pulsars can be observed for up to eight times as long while still exhibiting an RMS that scales as root T., Comment: 18 pages, 6 figures

We present high-precision timing observations spanning up to nine years for 37 millisecond pulsars monitored with the Green Bank and Arecibo radio telescopes as part of the North American Nanohertz Observatory for Gravitational Waves (NANOGrav) project. We describe the observational and instrumental setups used to collect the data, and methodology applied for calculating pulse times of arrival; these include novel methods for measuring instrumental offsets and characterizing low signal-to-noise ratio timing results. The time of arrival data are fit to a physical timing model for each source, including terms that characterize time-variable dispersion measure and frequency-dependent pulse shape evolution. In conjunction with the timing model fit, we have performed a Bayesian analysis of a parameterized timing noise model for each source, and detect evidence for excess low-frequency, or "red," timing noise in 10 of the pulsars. For 5 of these cases this is likely due to interstellar medium propagation effects rather than intrisic spin variations. Among efforts to detect gravitational radiation, pulsar timing arrays are uniquely poised to detect "memory" signatures, permanent perturbations in spacetime from highly energetic astrophysical events such as mergers of supermassive black hole binaries. The North American Nanohertz Observatory for Gravitational Waves (NANOGrav) observes dozens of the most stable millisecond pulsars using the Arecibo and Green Bank radio telescopes in an effort to study, among other things, gravitational wave memory. We herein present the results of a search for gravitational wave bursts with memory (BWMs) using the first five years of NANOGrav observations. We develop original methods for dramatically speeding up searches for BWM signals. In the directions of the sky where our sensitivity to BWMs is best, we would detect mergers of binaries with reduced masses of $10^9$ $M_\odot$ out to distances of 30 Mpc; such massive mergers in the Virgo cluster would be marginally detectable. We find no evidence for BWMs. However, with our non-detection, we set upper limits on the rate at which BWMs of various amplitudes could have occurred during the time spanned by our data--e.g., BWMs with amplitudes greater than $10^{-13}$ must occur at a rate less than 1.5 yr$^{-1}$., Comment: 12 pages, 7 figures. The North American Nanohertz Observatory for Gravitational Waves (NANOGrav) project currently observes 43 pulsars using the Green Bank and Arecibo radio telescopes. In this work we use a subset of 17 pulsars timed for a span of roughly five years (2005--2010). We analyze these data using standard pulsar timing models, with the addition of time-variable dispersion measure and frequency-variable pulse shape terms. Within the timing data, we perform a search for continuous gravitational waves from individual supermassive black hole binaries in circular orbits using robust frequentist and Bayesian techniques. We find that there is no evidence for the presence of a detectable continuous gravitational wave; however, we can use these data to place the most constraining upper limits to date on the strength of such gravitational waves. Using the full 17 pulsar dataset we place a 95% upper limit on the sky-averaged strain amplitude of $h_0\lesssim 3.8\times 10^{-14}$ at a frequency of 10 nHz. Furthermore, we place 95% \emph{all sky} lower limits on the luminosity distance to such gravitational wave sources finding that the $d_L \gtrsim 425$ Mpc for sources at a frequency of 10 nHz and chirp mass $10^{10}{\rm M}_{\odot}$. We find that for gravitational wave sources near our best timed pulsars in the sky, the sensitivity of the pulsar timing array is increased by a factor of $\sim$4 over the sky-averaged sensitivity. We describe the procedure, nuances, issues, and choices involved in creating times-of-arrival (TOAs), residuals and error bars from a set of radio pulsar timing data. We present an analysis of high-precision pulsar timing data taken as part of the North American Nanohertz Observatory for Gravitational waves (NANOGrav) project. We have observed 17 pulsars for a span of roughly five years using the Green Bank and Arecibo radio telescopes. We analyze these data using standard pulsar timing models, with the addition of time-variable dispersion measure and frequency-variable pulse shape terms. Sub-microsecond timing residuals are obtained in nearly all cases, and the best root-mean-square timing residuals in this set are ~30-50 ns. We present methods for analyzing post-fit timing residuals for the presence of a gravitational wave signal with a specified spectral shape. These optimally take into account the timing fluctuation power removed by the model fit, and can be applied to either data from a single pulsar, or to a set of pulsars to detect a correlated signal. We apply these methods to our dataset to set an upper limit on the strength of the nHz-frequency stochastic supermassive black hole gravitational wave background of h_c (1 yr^-1) < 7x10^-15 (95%). Pulsar timing now has a rich history in placing limits on the stochastic background of gravitational waves, and we plan soon to reach the sensitivity where we can detect, not just place limits on, the stochastic background. However, the capability of pulsar timing goes beyond the detection of a background. Herein I review efforts that include single source detection, localization, waveform recovery, a clever use of a "time-machine" effect, alternate theories of gravity, and finally studies of the noise in our "detector" that will allow us to tune and optimize the experiment. Pulsar timing arrays are no longer "blunt" instruments for gravitational-wave detection limited to only detecting an amplitude of the background. Rather they are shrewd and tunable detectors, capable of a rich and dynamic variety of astrophysical measurements., Comment: 8 pages, 1 figure. High-precision pulsar timing relies on a solar-system ephemeris in order to convert times of arrival (TOAs) of pulses measured at an observatory to the solar system barycenter. Any error in the conversion to the barycentric TOAs leads to a systematic variation in the observed timing residuals; specifically, an incorrect planetary mass leads to a predominantly sinusoidal variation having a period and phase associated with the planet's orbital motion about the Sun. By using an array of pulsars (PSRs J0437-4715, J1744-1134, J1857+0943, J1909-3744), the masses of the planetary systems from Mercury to Saturn have been determined. These masses are consistent with the best-known masses determined by spacecraft observations, with the mass of the Jovian system, 9.547921(2)E-4 Msun, being significantly more accurate than the mass determined from the Pioneer and Voyager spacecraft, and consistent with but less accurate than the value from the Galileo spacecraft. While spacecraft are likely to produce the most accurate measurements for individual solar system bodies, the pulsar technique is sensitive to planetary system masses and has the potential to provide the most accurate values of these masses for some planets., Comment: Accepted for publication in ApJ

Pulsar Timing Arrays (PTAs) use high accuracy timing of a collection of low timing noise pulsars to search for gravitational waves in the microhertz to nanohertz frequency band. The sensitivity of such a PTA depends on (a) the direction of the gravitational wave source, (b) the timing accuracy of the pulsars in the array and (c) how the available observing time is allocated among those pulsars. Here, we present a simple way to calculate the sensitivity of the PTA as a function of direction of a single GW source, based only on the location and root-mean-square residual of the pulsars in the array. We use this calculation to suggest future strategies for the current North American Nanohertz Observatory for Gravitational Waves (NANOGrav) PTA in its goal of detecting single GW sources. We also investigate the affects of an additional pulsar on the array sensitivity, with the goal of suggesting where PTA pulsar searches might be best directed. We demonstrate that, in the case of single GW sources, if we are interested in maximizing the volume of space to which PTAs are sensitive, there exists a slight advantage to finding a new pulsar near where the array is already most sensitive. Further, the study suggests that more observing time should be dedicated to the already low noise pulsars in order to have the greatest positive effect on the PTA sensitivity. Efforts to detect gravitational waves by timing an array of pulsars have focused traditionally on stationary gravitational waves: e.g., stochastic or periodic signals. Gravitational wave bursts --- signals whose duration is much shorter than the observation period --- will also arise in the pulsar timing array waveband. Sources that give rise to detectable bursts include the formation or coalescence of supermassive black holes (SMBHs), the periapsis passage of compact objects in highly elliptic or unbound orbits about a SMBH, or cusps on cosmic strings. Here we describe how pulsar timing array data may be analyzed to detect and characterize these bursts. Our analysis addresses, in a mutually consistent manner, a hierarchy of three questions: \emph{i}) What are the odds that a dataset includes the signal from a gravitational wave burst? \emph{ii}) Assuming the presence of a burst, what is the direction to its source? and \emph{iii}) Assuming the burst propagation direction, what is the burst waveform's time dependence in each of its polarization states? Applying our analysis to synthetic data sets we find that we can \emph{detect} gravitational waves even when the radiation is too weak to either localize the source of infer the waveform, and \emph{detect} and \emph{localize} sources even when the radiation amplitude is too weak to permit the waveform to be determined. We perform a brief census of velocities of isolated versus binary millisecond pulsars. We find the velocities of the two populations are indistinguishable. However, the scale height of the binary population is twice that of the isolated population and the luminosity functions of the two populations are different. We suggest that the scale height difference may be an artifact of the luminosity difference. We report the results of simultaneous observations of the Vela pulsar in X-rays and radio from the RXTE satellite and the Mount Pleasant Radio Observatory in Tasmania. We sought correlations between the Vela's X-ray and radio flux densities and radio arrival times on a pulse by pulse basis. We found significantly higher flux density in Vela's main X-ray peak during radio pulses that arrived early. This excess flux shifts to the 'trough' following the 2nd X-ray peak during radio pulses that arrive later. We suggest that the mechanism producing the radio pulses is intimately connected to the mechanism producing X-rays. Current models using resonant absorption in the outer magnetosphere as a cause of the radio emission, and less directly of the X-ray emission, are explored as a possible explanation for the correlation., Comment: Proceedings of the 363. The recently started Arecibo L-band Feed Array (ALFA) pulsar survey aims to find ~1000 new pulsars. Due to its high time and frequency resolution the survey is especially sensitive to millisecond pulsars, which have the potential to test gravitational theories, detect gravitational waves and probe the neutron-star equation of state. Here we report the results of our preliminary analysis: in the first months we have discovered 21 new pulsars. One of these, PSR J1906+0746, is a young 144-ms pulsar in a highly relativistic 3.98-hr low-eccentricity orbit. The 2.61 +- 0.02 solar-mass system is expected to coalesce in ~300 Myr and contributes significantly to the computed cosmic inspiral rate of compact binary systems., Comment: 8 pages, invited review for the Hanas Pulsar Symposium, ChJAA in press

We report the parallax and proper motion of millisecond pulsar J0030+0451, one of thirteen known isolated millisecond pulsars in the disk of the Galaxy. We obtained more than 6 years of monthly data from the 305 m Arecibo telescope at 430 MHz and 1410 MHz. We measure the parallax of PSR J0030+0451 to be 3.3 +/- 0.9 mas, corresponding to a distance of 300 +/- 90 pc. The Cordes and Lazio (2002) model of galactic electron distribution yields a dispersion measure derived distance of 317 pc which agrees with our measurement. We place the pulsar's transverse space velocity in the range of 8 to 17 km/s, making this pulsar one of the slowest known. We perform a brief census of velocities of isolated versus binary millisecond pulsars. We find the velocities of the two populations are indistinguishable. However, the scale height of the binary population is twice that of the isolated population and the luminosity functions of the two populations are different. We report the discovery of PSR J1906+0746, a young 144-ms pulsar in a highly relativistic 3.98-hr orbit with an eccentricity of 0.085 and expected gravitational wave coalescence time of 300 Myr. The new pulsar was found during precursor survey observations with the Arecibo 1.4-GHz feed array system and retrospectively detected in the Parkes Multibeam plane pulsar survey data. From radio follow-up observations with Arecibo, Jodrell Bank, Green Bank, and Parkes, we have measured the spin-down and binary parameters of the pulsar and its basic spectral and polarization properties. We also present evidence for pulse profile evolution, which is likely due to geodetic precession, a relativistic effect caused by the misalignment of the pulsar spin and total angular momentum vectors. Our measurements show that PSR J1906+0746 is a young object with a characteristic age of 112 kyr. From the measured rate of orbital periastron advance 7.57+/-0.03 deg/yr, we infer a total system mass of 2.61+/-0.02 Msun. While these parameters suggest that the PSR J1906+0746 binary system might be a younger version of the double pulsar system, intensive searches for radio pulses from the companion have so far been unsuccessful. It is therefore not known whether the companion is another neutron star or a massive white dwarf. Regardless of the nature of the companion, a simple calculation suggests that the Galactic birth rate of binaries similar to PSR J1906+0746 is 60/Myr. This implies that PSR J1906+0746 will make a significant contribution to the computed cosmic inspiral rate of compact binary systems., Comment: 19 pages, 3 figures, accepted for publication in ApJ

We report on timing and single-pulse observations of 17 pulsars discovered at the Arecibo observatory. The highlights of our sample are the recycled pulsars J1829+2456, J1944+0907 and the drifting subpulses observed in PSR J0815+0939. For the double neutron star binary J1829+2456, in addition to improving upon our existing measurement of relativistic periastron advance, we have now measured the pulsar's spin period derivative. This new result sets an upper limit on the transverse speed of 120 km/s and a lower limit on the characteristic age of 12.4 Gyr. From our measurement of proper motion of the isolated 5.2-ms pulsar J1944+0907, we infer a transverse speed of 188 +/- 65 km/s. This is higher than that of any other isolated millisecond pulsar. An estimate of the speed, using interstellar scintillation, of 235 +/- 45 km/s indicates that the scattering medium along the line of sight is non-uniform. We discuss the drifting subpulses detected from three pulsars in the sample, in particular the remarkable drifting subpulse properties of the 645-ms pulsar J0815+0939. Drifting is observed in all four components of the pulse profile, with the sense of drift varying among the different components. This unusual `bi-drifting'' behaviour challenges standard explanations of the drifting subpulse phenomenon., Comment: 9 pages, 6 figures. Accepted for publication in MNRAS

We report on 12 years of observations of PSR J1713+0747, a pulsar in a 68-day orbit with a white dwarf. Pulse times of arrival were measured with uncertainties as small as 200 ns. The timing data yielded measurements of the relativistic Shapiro delay, perturbations of pulsar orbital elements due to secular and annual motion of the Earth, and the pulsar's parallax, as well as pulse spin-down, astrometric, and Keplerian measurements. The observations constrain the masses of the pulsar and secondary star to be m1=1.3+-0.2 solar masses and m2=0.28+-0.03 solar masses, respectively (68% confidence). Combining the theoretical orbital period-core mass relation with the observational constraints yields a somewhat higher pulsar mass, m1=1.53-0.06+0.08 solar masses. The parallax is 0.89+-0.08 mas, corresponding to a distance of 1.1+-0.1 kpc; the precision of the parallax measurement is limited by uncertainties in the electron content of the solar wind. The transverse velocity is unusually small, 33+-3 km/s. We find significant timing noise on time scales of several years, but no more than expected by extrapolating timing noise statistics from the slow pulsar population. We discuss four recycled pulsars found in Arecibo drift-scan searches. PSR J1944+0907 has a spin period of 5.2 ms and is isolated. The 5.8-ms pulsar J1453+19 may have a low-mass companion. We discuss these pulsars in the context of isolated millisecond pulsar formation and the minimum spin period of neutron stars. The isolated 56-ms pulsar J0609+2130 is possibly the remnant of a disrupted double neutron star binary. The 41-ms pulsar J1829+2456 is in a relativistic orbit. We report on new pulsars discovered in Arecibo drift-scan data. Processing of 2200 square degrees of data has resulted in the detection of 41 known and 12 new pulsars. New pulsars include two millisecond pulsars, one solitary and one binary recycled pulsar, and one pulsar with very unusual pulse profile morphology and complex drifting subpulse behavior., Comment: 2 pages, 1 figure. We report the discovery and initial timing observations of a 55.7-ms pulsar, J0609+2130, found during a 430-MHz drift-scan survey with the Arecibo radio telescope. With a spin-down rate of $3.1 \times 10^{-19}$ s s$^{-1}$ and an inferred surface dipole magnetic field of only $4.2 \times 10^{9}$ G, J0609+2130 has very similar spin parameters to the isolated pulsar J2235+1506 found by Camilo, Nice & Taylor (1993). While the origin of these weakly magnetized isolated neutron stars is not fully understood, one intriguing possibility is that they are the remains of high-mass X-ray binary systems which were disrupted by the supernova explosion of the secondary star., Comment: 5 pages, 2 figures, accepted for publication in MNRAS (letters)

We calculate a new gravitational wave background limit using timing residuals from PSRs J1713+0747, B1855+09, and B1937+21. The new limit is based on 17 years of continuous data pieced together from 3 different observing projects: 2 at the Arecibo Observatory and 1 at the 140ft Green Bank Telescope. Pulsar timing measurements can be used to detect gravitational radiation from massive black hole binaries. The ~106d quasi-periodic flux variations in Sagittarius A* at radio wavelengths reported by Zhao, Bower, & Goss (2001) may be due to binarity of the massive black hole that is presumed to be responsible for the radio emission. A 106d equal-mass binary black hole is unlikely based on its short inspiral lifetime and other arguments. Nevertheless the reported quasi-periodicity has led us to consider whether the long-wavelength gravitational waves from a conjectured binary might be detected in present or future precision timing of millisecond pulsars. While present timing cannot reach the level expected for an equal-mass binary, we estimate that future efforts could. This inquiry has led us to further consider the detection of binarity in the massive black holes now being found in nearby galaxies. For orbital periods of ~2000d where the pulsar timing measurements are most precise, we place upper limits on the mass ratio of binaries as small as 0.06., Comment: 7 pages, 2 eps figures, accepted for publication in ApJ

We discuss PSR J1740+1000, one of five pulsars recently discovered in a search of 470 square degrees at 430 MHz during the upgrade of the 305-m Arecibo telescope. The period of 154 ms and period derivative of 2.1 x 10^-14 s/s imply a spin-down age of 114 kyr that is smaller than 95% of all known pulsars. The youth and proximity of this pulsar make it a good candidate for detection at X-ray and gamma-ray energies. Its high Galactic latitude of 20.4 degrees suggests a very high velocity if the pulsar was born in the midplane of the Galaxy and if its kinematic age equals its spindown age. Interstellar scintillations, however, suggest a much lower velocity. We discuss possible explanations for this discrepancy, taking into account (a) possible birth sites away from the midplane; (b) contributions from the unmeasured radial velocity; (c) a kinematic age different from the spin-down age; and (d) biasing of the scintillation velocity by enhanced scattering from the North Polar Spur., Comment: 27 pages, 9 figures, submitted to ApJ

We report on X-ray observations of the solitary 4.8 ms pulsar PSR J0030+0451. The pulsar was one of the last targets observed in DEC-98 by the ROSAT PSPC. X-ray pulses are detected on a $4.5\sigma$ level and make the source the $11^{th}$ millisecond pulsar detected in the X-ray domain. The pulsed fraction is found to be $69\pm18%$. The X-ray pulse profile is characterized by two narrow peaks which match the gross pulse profile observed at 1.4 GHz. Assuming a Crab-like spectrum the X-ray flux is in the range $f_x= 2-3\times 10^{-13}$ erg s$^{-1}$ cm$^{-2} $ ($0.1-2.4$ keV), implying an X-ray efficiency of $L_x/\dot{E}\sim 0.5-5 \times 10^{-3} (d/0.23 {kpc})^2$., Comment: Accepted for publication in ApJ

We report the discovery of pulsars J0030+0451, J0711+0931, and J1313+0931 that were found in a search of 470 square degrees at 430 MHz using the 305m Arecibo telescope. The search has an estimated sensitivity for long period, low dispersion measure, low zenith angle, and high Galactic latitude pulsars of ~1 mJy, comparable to previous Arecibo searches. Spin and astrometric parameters for the three pulsars are presented along with polarimetry at 430 MHz. PSR J0030+0451, a nearby pulsar with a period of 4.8 ms, belongs to the less common category of isolated millisecond pulsars. We have measured significant polarization in PSR J0030+0451 over more than 50% of the period, and use these data for a detailed discussion of its magnetospheric geometry. Scintillation observations of PSR J0030+0451 provide an estimate of the plasma turbulence level along the line of sight through the local interstellar medium., Comment: 21 pages, 4 figures, Accepted for Publication in ApJ

We compute upper limits on the nanohertz-frequency isotropic stochastic gravitational wave background (GWB) using the 9 year data set from the North American Nanohertz Observatory for Gravitational Waves (NANOGrav) collaboration. Well-tested Bayesian techniques are used to set upper limits on the dimensionless strain amplitude (at a frequency of 1 yr(exp -1) for a GWB from supermassive black hole binaries of A(sub gw) less than 1.5 x 10(exp -15). We also parameterize the GWB spectrum with a broken power-law model by placing priors on the strain amplitude derived from simulations of Sesana and McWilliams et al. Using Bayesian model selection we find that the data favor a broken power law to a pure power law with odds ratios of 2.2 and 22 to one for the Sesana and McWilliams prior models, respectively. Using the broken power-law analysis we construct posterior distributions on environmental factors that drive the binary to the GW-driven regime including the stellar mass density for stellar-scattering, mass accretion rate for circumbinary disk interaction, and orbital eccentricity for eccentric binaries, marking the first time that the shape of the GWB spectrum has been used to make astrophysical inferences. Returning to a power-law model, we place stringent limits on the energy density of relic GWs, OMEGA(sub gw) (f) h squared less than 4.2 x 10(exp -10). Our limit on the cosmic string GWB, OMEGA(sub gw) (f) h squared less than 2.2 x 10(exp -10), translates to a conservative limit on the cosmic string tension with G mu less than 3.3 x 10(exp -8), a factor of four better than the joint Planck and high-l‚ cosmic microwave background data from other experiments.

We report new pulsars discovered in drift-scan data taken by two collaborations (Berkeley/Cornell and STScI/NAIC) during the latter stages of the Arecibo upgrade period. The data were taken with the Penn State Pulsar Machine and are being processed on the COBRA cluster at Jodrell Bank. Processing is roughly 70% complete and has resulted in the detection of 10 new and 31 known pulsars, in addition to a number of pulsar candidates. The 10 new pulsars include one pulsar with a spin-period of 55 ms and another with a spin period of 5.8 ms. At the completion of the processing, we expect to have discovered roughly 20 new pulsars. All new pulsars are being subjected to a program of followup observations at Arecibo to determine spin and astrometric parameters.
