Local leadership has become of increasing interest in the context of a renewed focus on local government and local development. In parallel, new interpretations of thinking about leadership drawing on Aristotle, Machiavelli, and Foucault suggest that leadership needs to engage with a wider range of participants. In the modern context, one way of understanding this engagement has been termed 'facilitative leadership'. Using this literature, we analyse leadership in two contrasting 'places' (urban and rural) and we discuss how prevailing conditions facilitate, or hinder, the emergence of 'facilitative leadership' in relation to urban structure, economic structure, institutional capacity, and identity. Though scholars often argue that the relationship between procedural and distributive justice is crucial in planning practice, conceptual and empirical contributions are rare in the literature. In this paper, we suggest an analytical framework to better understand how procedural and distributive justice are interrelated in local development actions. Drawing on empirical findings from 22 case studies across Europe we identify promoting and inhibiting factors influencing the relationship between procedural and distributive justice. The objective of this research is to investigate the awareness and opinions concerning forest therapy within a public health institution, specifically as a green prescription for patients with stable chronic disease. Through qualitative preliminary analysis, this study compared the responses of a group to gather physical activity and wood frequentation insights, as well as forest therapy patients' attitudes. The results underline a general predisposition among respondents to engage in moderate physical activity and visit natural environments for relaxation purposes. Emerging parallelly is how forest therapy is largely an unknown practice, although it draws considerable interest and a general predisposition to participate. This research outlines the ideal conditions that emerge for participating in forest therapy sessions, including the availability to pay, pointing toward environmentally and socio-economically sustainable reflections. Further studies should extend this preliminary investigation using appropriate statistical methodologies on larger samples, involving different regions and medical conditions. [ABSTRACT FROM AUTHOR]

The spread of biodistricts (BDs) in Italy covers approximately 30% of the national territory. Their emergence is driven by specific local reasons and broader motivations, such as a favorable political climate and improved access to health and local food for all citizens. The rapid development of BDs has sparked significant interest from national and regional legislation, as well as from scientific and gray literature. However, there remain ongoing debates regarding the criteria for defining and identifying BD, the appropriate governance models to adopt, and the scope of their functions, particularly in relation to market and supply chain development. A three-round Delphi study was conducted to address these controversial issues and achieve expert consensus on the characteristics and potential direction for BDs as policy actors aligned with their mission. Beginning with a set of 12 open questions, the final round of the survey focused on the definition of BDs, their resilience in times of crisis, and their market strategies. According to the respondents, the specificity of BDs lies more in their functions than in their structural and organizational characteristics (such as the concentration of organic farming or the presence of a structured supply chain). Nevertheless, these structural elements must be pursued as objectives to enable meaningful territorial actions by leveraging local social capital. In this context, fostering interaction between producers and consumers and meeting local demand should be central to BD strategy. However, this does not preclude the possibility of entering national and international markets, especially when it supports the enhancement of local supply chains. This study aims to provide a comprehensive bibliometric analysis covering the common areas between artificial intelligence (AI) applications and research focused on local or regional contexts. The analysis covers the period between the year 2002 and the year 2023, utilizing data sourced from the Web of Science database. Employing the Bibliometrix package within RStudio and VOSviewer software, the study identifies a significant increase in AI-related publications, with an annual growth rate of 22.67%. Notably, key journals such as Remote Sensing, PLOS ONE, and Sustainability rank among the top contributing sources. From the perspective of prominent contributing affiliations, institutions like Duy Tan University, Ton Duc Thang University, and the Chinese Academy of Sciences emerge as leading contributors, with Vietnam, Portugal, and China being the countries with the highest citation counts. Furthermore, a word cloud analysis is able to highlight the recurring keywords, including "model", "classification", "prediction", "logistic regression", "innovation", "performance", "random forest", "impact", "machine learning", "artificial intelligence", and "deep learning". The co-occurrence network analysis reveals five clusters, amongst them being "artificial neural network", "regional development", "climate change", "regional economy", "management", "technology", "risk", and "fuzzy inference system". Our findings support the fact that AI is increasingly employed to address complex regional challenges, such as resource management and urban planning. AI applications, including machine learning algorithms and neural networks, have become essential for optimizing processes and decision-making at the local level. The study concludes with the fact that while AI holds vast potential for transforming local and regional research, ongoing international collaboration and the development of adaptable AI models are essential for maximizing the benefits of these technologies. The COVID-19 pandemic highlighted testing inequities in developing countries. Lack of lateral flow test (LFT) manufacturing capacity was a major COVID-19 response bottleneck in low- and middle-income regions. Here we report the development of an open-access LFT for SARS-CoV-2 detection comparable to commercial tests that requires only locally available supplies. The main critical resource is a locally developed horse polyclonal antibody (pAb) whose sensitivity and selectivity are greatly enhanced by affinity purification. We demonstrate that these Abs can perform similarly to commercial monoclonal antibodies (mAbs), as well as mAbs and other pAbs developed against the same antigen. We report a workflow for test optimization using nasopharyngeal swabs collected for RT-qPCR, spiked with the inactivated virus to determine analytical performance characteristics as the limit of detection, among others. Our final prototype showed a performance similar to available tests (sensitivity of 83.3% compared to RT-qPCR, and 90.9% compared to commercial antigen tests). Finally, we discuss the possibility and the challenges of utilizing affinity-purified pAbs as an alternative for the local development of antigen tests in an outbreak context and as a tool to address inequalities in access to rapid tests. Regional enlargement and Transit-Oriented Development (TOD) has in Sweden been an active policy and strategy at both municipal, regional, and national level to make society more resource efficient and strengthen local labour markets. The paper aims to explore and discuss how strategic local-regional planning can be used to counteract local, municipal and sub-regional uneven development enhanced by city-centric transit-oriented development. Mutual learning processes between local and regional actors can be used to benefit regional investments and manage local expectations. This means including local knowledge of the local situation and local knowledge of the regional context in the regional planning process and to institutionalize local-regional integration and common projections of TOD. This study attempts to identify corporate social responsibility (CSR) practices for small and medium-sized accommodation businesses (SMABs) in the hospitality industry and how they contribute to the economic, environmental, and social context. Using a holistic approach to CSR, we conducted qualitative semi-structured interviews with a sample of fifteen SMABs in Jordan, classified as three-star or less. The study presents the CSR practices in SMABs, some barriers and challenges faced (e.g., gender gap and employees with special needs), together with recommendations to overcome them. This is one of the first studies to examine the CSR practices of SMABs in the Middle East hospitality industry, and their social, economic, and environmental impact. Findings add to existing gasps on CSR in SMABs, more focused on large businesses, and CSR's impact on local community, a less researched dimension, and findings can be used by decision-makers to further improve CSR practices in the hospitality industry. Withholding tax collection has an undoubted advantage in that the tax is paid shortly after the income has been made available to the taxpayer (paid by the payer). Withholding tax can be treated as a kind of advance payment of income tax. With this method, the taxpayer is obliged to declare the amount of income earned in the annual tax return and has the right to reduce (reduce) the amount of tax due resulting from this tax return by the amount of withholding tax. We refer to tax collected at source as 'creditable withholding tax'. Alternatively, the withholding tax collected at source may be the final withholding tax. In such a case, the recipient of the income (taxpayer) is released from the obligation to submit a tax return and from the obligation with respect to the amount of tax withheld. Withholding taxes are usually levied at a fixed rate that is applied to revenue (not income), which means that no tax-deductible costs or the taxpayer's personal situation (earning capacity) are taken into account. Therefore, it can be concluded that taxes collected at source are cedular taxes.

Among the forms of public assistance of a passive nature are tax concessions and exemptions. A given form of aid can be of liquidity support, rescue and restructuring and pro-development nature for the enterprise. This form of assistance is reflected in the reduction of revenues to the state and local government budgets. Tax credits, used as investment incentives for entrepreneurs, can affect the growth of production, and in the case of new investments, the creation of new jobs or the retention of existing ones. The article presents the provisions of the tax law on real estate tax in correlation with the law on state aid, in the context of an assessment of - to what extent on the grounds of real estate tax it is possible to operate reliefs and exemptions that constitute state aid for entrepreneurs. The legal problems of providing state aid and the issues of tax procedures in the field of tax reliefs and exemptions and the calculation of the net value of state aid are presented.

Abstract Local economic development is becoming an increasingly important activity as it addresses the economic and employment challenges faced by all developing countries. Therefore, the purpose of this study was to determine the entrepreneurial skills of university students for the promotion of local economic development. A quantitative, non-experimental, cross-sectional, and interpretative causal approach was adopted for the research. The sample consisted of 240 students chosen through non-probabilistic convenience sampling. Questionnaires were used as a tool for data collection, validated by expert judgment in the field, with a reliability of 98.2% determined by the Cronbach’s alpha coefficient, and the survey was employed as a technique. Inference results provided by ordinal logistic regression, using the model goodness-of-fit test, χ 2 = 203.902, allowed demonstrating the explanatory variable. The goodness of fit for deviation was p = 0.099, determining the presence of an effect corresponding to the Nagelkerke predictor = 64.4% of the explained variability in the dependent variable. It was concluded that improving the entrepreneurial skills of university students has a significant positive effect on enhancing local economic development. Therefore, harnessing the entrepreneurial skills of university students requires a combination of educational approaches, financial support, networks, and specific policies. Collaboration among different stakeholders, including government, the private sector, and academic institutions, is essential to achieve a significant impact on local economic development.

This article aims to analyze the empirical and theoretical contributions of Brazilian studies dealing with Local Productive Arrangements in tourist regions in Brazil, with reference to the period between 2010 and 2023. To this end, we opted for a bibliographic and content analysis of fourteen articles published in Brazilian journals and events from 2010 to 2023. We usedtheIraMuteq software to apply lexical analysis of the content discussed in the conclusions of these articles, which were selected from the CAPES platform. The articles were grouped into six clusters which addressed the importance of Local Productive Arrangements in strengthening tourism production chains in Brazil and which indicated challenges in thetourism models, namely difficulty in innovating, seasonality and lack of cooperation and interaction between local players. Decentralised cooperation is key for achieving a range of policy goals, but we still know relatively little about how to create it in low-trust, institutionally weak settings. This article develops an account of Facilitative Overarching Institutional Frameworks (FOIFs) as macro-level institutions that abate the obstacles to local cooperation. Through qualitative evidence collected via fieldwork, it is shown that the EU's wine policy is a good example of a FOIF, and that it has crucially contributed to the puzzling emergence of demanding forms of local cooperation in the Greek wine sector. When combined with favourable local conditions, and particularly with local leadership, as in Santorini, a FOIF can have transformative implications for local cooperation. When local leadership is absent, as in Lemnos, the final degree of local cooperation will be more limited. While the rareness of embedded policymaking in Greece inhibits the adoption of public policies that favour decentralised cooperation, in the wine sector the EU's system of subsidies and geographical indications partially compensates for these for domestic institutional deficiencies. The article contributes to our knowledge about the emergence of decentralised cooperation in adverse circumstances and improves our understanding of the effects of transnational integration regimes on local governance arrangements. This paper examines whether heterogeneities in financial development among Vietnamese provinces matter for firm growth in Vietnam. Using a nationally representative firm survey that covers more than 41,000 firms for the period 2009 − 2013, we estimate the impact of provincial financial development on the growth rates of firms by accounting for sectoral differences in growth opportunities. We find that province-level financial development promotes the growth rates of sales, investment and sales per worker of small firms, and reduces the growth rate of the wage-to-sales ratio. Our results imply that firms grow faster in provinces with a higher level of financial development. Moreover, the effect of financial development on growth rates is larger when firms operate in sectors with better growth opportunities. [ABSTRACT FROM AUTHOR]

Organic Agriculture and Agroecology are production systems considered relevant for building up sustainable food systems at an environmental, social and economic level. In recent years there has been a growing interest in considering which processes can contribute to upscaling these systems. At a global level Agroecological Local Agri-food Systems and Bio-districts are becoming beacons for that purpose. This paper presents a case study of an organic and agroecological group of producers in the Argentinian Pampa Region where we used the Participatory Action Research (PAR) approach in implementing three interconnected methodologies: (i) Sustainability assessment using the FAO Tool for Agroecology Performance Evaluation (TAPE), (ii) Participatory Value chain Development and (iii) Stakeholder Analysis. This was done to verify if the combination of methodologies can be useful to (i) evaluate the current situation of the group in terms of LAFS development and (ii) identify which possible activities would be required for upscaling organic and agroecological practices at a regional level with a neo-endogenous approach. We conclude that the participative assessment implemented was useful to identify the group stage in terms of LAFS development and also to identify the activation requirements for upscaling the system at the same time that the participatory process addressed and organized a set of procedures in the hands of the group for implementing that process. The article analyzes the sustainability of the Coffee Cultural Landscape of Colombia from a fiscal and territorial perspective. The importance of collaboration between the nation and local entities for the management, protection, and sustainability of this heritage recognized by UNESCO in 2011 is highlighted. It is concluded that there are fiscal weaknesses that limit the capacity for self-management and the development of landscape protection and conservation programs. Additionally, the dependence of municipalities on national transfers and royalties is mentioned, reflecting a structural flaw in decentralization and limited capacity for generating their own resources. This paper examines the conflicts arising from the coexistence of traditional leadership and democratic local governance in Dukuduku, KwaZulu-Natal, a region marked by overlapping authority and contested land claims. Despite constitutional recognition, traditional leadership in post-apartheid South Africa remains ambiguously defined, leading to clashes with democratically elected structures over roles, responsibilities, and territory. This study uses a qualitative methodology to analyse archival materials, media sources, and meeting records and conducts semi-structured interviews with 25 stakeholders, including traditional leaders, senior citizens, and subsistence farmers. The findings reveal that introducing a local government system under the Amakhosi jurisdiction precipitates confrontations, particularly where duties intersect. In Dukuduku--proclaimed a state forest--the recognition of traditional authority creates disputes over land ownership and governance, complicating the administration of land and impacting service delivery. The analysis suggests that the institutional "invention" and subsequent "recognition" of traditional leadership in areas like Dukuduku not only challenge the perceptions of state land but also exacerbate power struggles, thereby affecting local development and governance. The study contributes to understanding the dynamic interplay between traditional and democratic governance systems in rural South Africa. It highlights the implications for policy and local administration in managing such dual governance structures effectively. This study explains how hard it is to combine traditional structures with a modern democratic framework. This contribution will examine the relationship between linguistic practices and the development of the indigenous Misak community in Colombia. Based on qualitative data from two field surveys conducted in the Guambfa resguardo, Cauca department, in 2021 and 2022, our approach includes semi-structured interviews, participant observations, and workshops in the indigenous language (TERPLO) with students at various levels. Our theoretical framework will be grounded in the principles of Giovanni Agresti's Social Development Linguistics, which emphasizes on-the-ground intervention in collaboration with language speakers to improve the quality of life for marginalized populations. By analyzing the Misak case, we will identify the crucial role of minority languages in the intergenerational transmission of ancestral knowledge and community practices, thereby promoting sustainable development and territorial reappropriation. Cuban Residents Abroad (CRA) have the potential to significantly contribute to Cuba's economy through tourism and remittances. CRA constitute a large diaspora, with strong ties to Cuba. Their travel to the island, even if primarily to visit family, has a notable economic impact, especially on private and local economies. Remittances from CRA are also substantial, representing a top source of foreign earnings for Cuba, though recently limited by US restrictions. However, various obstacles still hinder CRA's full economic participation, including outdated policies, limited travel services catering to CRA, and complicated remittance channels. The Cuban government could boost CRA contributions by facilitating their travel, investment, and remittances through updated policies, expanded local initiatives, allowance of more private sector participation, and overall reintegration of CRA into economic life. One of the main challenges facing rural areas in Iran is a lack of disaster risk management. This calls for a comprehensive framework for assessing resilience in small communities. This study seeks to establish such a framework based on the general principles of the Sendai Framework. So, an attempt is made to use a combination of quantitative and qualitative methods to operationalize and score indicators and risk management components, and then choose one of the rural areas in northern Iran as a sample for the framework's implementation. The results show that a resilience assessment on small communities should do two things: outline the resilience situation and create a platform for dialogue and mutual thinking. Residents should be able to talk about risk reduction continuously and purposefully and take small, purposeful steps in this direction. It seems that Iran's centralized planning system is more flexible in entrusting affairs to small communities and is more likely to form active cooperative cores. For this reason, it can be seen that voluntary activities have played an essential role in providing social services during the COVID-19 pandemic and quarantine period, and the volunteers themselves have also benefited from voluntary activities. As a result, volunteer groups have gained opportunities to promote local development and foster ownership and responsibility. However, there are concerns about the sustainability of these activities, which are related to the two issues of ensuring financial stability and providing volunteers in the long term. The aim of this study is to assess the technical efficiency of the use of investment resources allocated to municipalities in Cameroon. The data used come from the Special Inter-municipal Equipment and Intervention Fund (FEICOM), the National Participatory Development Programme (PNDP) and the Public Investment Budget (BIP), for the period 2010 to 2020, and the Data Envelopment Analysis (DEA) method. The results shows that the BIP counter has the highest efficiency score, at 1 for the whole period, while the scores of the FEICOM and PNDP windows are 0.896 and 0.857 respectively. Secondly, the pooling of resources from the different windows increases the efficiency score obtained, an average of 0.96 for the whole period, even if the new scores remain lower than those of BIP. These results, which highlight the good performance of the BIP window, justified by the significant learning effects from which this window benefits. [ABSTRACT FROM AUTHOR]

Traditional inland salinas in Spain and Portugal are often located in rural, isolated areas with low agricultural value, and very few have survived in coastal areas under high land use change pressure. Before the advent of efficient transportation networks, about 500 small inland and ca. 250 coastal saltworks existed there. During the 20th century, these sites were gradually abandoned in favor of industrial salt from mines or larger coastal salinas. Only a few were able to transform a productive activity into a multifunctional, services-oriented landscape. This contribution discusses the recovery and patrimonialization processes of nine inland salinas in Spain and Portugal protected as monuments, plus three other successful cases in Denmark, France, and Slovenia. With an indicator-based tool, the degree of patrimonialization of each site was quantified. In recent decades, these cultural landscapes have invested in gastronomy, wellness, tourism, and innovation, transforming a cultural landscape in decline into a living landscape for the future. The different stages in their patrimonialization process have been characterized, helping identify the hinges and tipping points at which a traditional productive activity in danger can evolve into a consolidated heritage-based successful initiative. Good practices have been detected and described. Potential pitfalls and challenges in patrimonialization were also identified, serving as early warning signs. Although focused on traditional salinas, the results of this study may help manage and preserve similar cultural landscapes in Europe. In the digital era, highlighting the heritage resources of a mountainous region involves describing and advertising them to promote their visibility and attractiveness. Previous studies mainly assess the natural resources of such regions through a multi-indicator descriptive evaluation. This study aims to develop an effective evaluation of such indicators along the main tourist route of the M'Goun UNESCO Global Geopark, located in the central High Atlas of Morocco. The implementation of an experiential method to assess the tourism characteristics of this region is a notable aspect of our study. It includes analyzing the criteria for choosing this destination by segmenting tourists' consumption experiences. Statistical data analysis has identified five dimensions of destination choice and four visitor groups. Additionally, we created an interactive map and made it accessible online to promote the natural geoheritage of this region. This article proposes to discuss the findings of this research and their applicability in terms of tourism destination management and decision-making, which can assist local governments in allocating tourism resources and land use rationally. Tourism is a dynamic activity with mutual and effective influence, which includes all activities in the country inside and outside. It has importance that is reflected on all levels, including the economic, social, cultural and political levels of society, where tourism represents a major leader of development, including local, national and foreign, despite the divergence of economic opinions. However, the scientific evidence and the experiences of countries indicate a significant increase in the role of tourism, especially in development issues in its broad sense. So, medical tourism has become a significant aspect of tourism in various ways, enriching the experiences of both individuals and groups. Their abilities and their energies are renewed, as the latter has a mixture between entertainment and health treatment, specialized centers provide, through hospital centers such as treatment centers for febrile treatment, and usually the adjective combines both.
