The subject matter of this paper are the changes in the directions and content of the agrarian strategy and policy in the Republic of Serbia during the last two decades, which occurred primarily due to the need to adjust to the standards of the Common Agricultural Policy of the European Union. The paper starts from the assumption that the process of creating agrarian policy and its transmission to economic flows is very complex and slow and requires the activity of a large number of actors and relevant institutions. Key strategic documents in the field of agriculture as well as measures of the current agricultural policy were analyzed. The aim of the paper is to examine the compliance of current agricultural policy measures with the priorities of agricultural development that are determined by these strategic documents, and above all the Strategy of Agriculture and Rural Development of the Republic of Serbia for the period 2014-2024.

The paper explains the historical and legal development of criminal sanctions on the territory of today's Republic of Serbia. The paper deals with the research of criminal sanctions and their effects in the Principality of Serbia, the Kingdom of Serbia and the Kingdom of Yugoslavia. The analysis of criminal sanctions in the paper was performed on the basis of the oldest legal monuments, both in our country and beyond. In this way, a systematic and thorough analysis of historical characteristics and opportunities leads to a complete understanding of today's knowledge regarding criminal sanctions, their types, their application and purpose. Observing the differences between the former way of punishment and today's way of resocialization of people enables a detailed analysis of the efficiency or inefficiency of more rigid criminal sanctions. By sublimating the basic criminal sanctions and their various forms throughout history, we strive to eliminate all illogicalities, ambiguities and dilemmas regarding this topic in criminal legislation of Serbia.

In the context of the new reality caused by the COVID 19 pandemic, it is necessary to point out the threats to maintaining the stability of the energy system of the Republic of Serbia. Reliance on oil and natural gas imports remains the biggest threat to energy security as countries exporting these energy sources have the opportunity to introduce unilateral measures to restrict their supply and influence changes in their prices. In addition, the constriction of the infrastructure for the renewable energy sector also depends on a regular supply of critical resources such as oil and gas. In a situation burdened with uncertainty and in the impossibility of reliable strategic planning, in the geo-economics sense, the appearance of changed dependence relations in the energy sector can be expected.

After the fall of the Berlin Wall and the collapse of the Eastern Bloc as an integral part of the transitional processes, the process of dismantling of the welfare state took place almost invisibly. This process minimized the impact of institutional mechanisms in all spheres of human activity in both transition and developed capitalist countries. The process is particularly prominent in the sphere of social policy, but also in the business environment of business entities. Business entities under the pressure of globalization, which implies liberalization of trade and business, keep losing the protection of state institutions, which was implied earlier. The default privileged position on the domestic market and the protection of the business system from the hostile operation of competition is becoming a past. New business opportunities offered by the global market bring with it new challenges in terms of business success and survival on such a market. Corporations are forced to take into account a number of parameters that affect the results of their activities when planning and realizing their operations. A very important moment is the economic environment and the conditions of life and work of the users of their services, as well as the employees in the system. The concept of human security provides a good analytical framework for understanding new conditions and identifying important factors for business success.

The development of modern democratic states implies respect for the principle of subsidiarity, which means bringing down decisions and their execution to the local level. The decisions regarding the use of agrarian potential in the Republic of Serbia are still under the jurisdiction of the central government authorities, which contributes inadequately to the overall stability and development of agriculture in modern geopolitical correlations. The goal of this paper is to point out to the necessity of understanding the need to enable as much as possible the authorities at the local self-government level of the Republic of Serbia to implement the strategic goals of agrarian policy while improving permanently their agricultural capacities. Based on the research on the opinions of relevant state and local authorities and on empirical and theoretical arguments, the authors support this claim and provide a new perspective for the content of agrarian policy, as well as the development of the rich agricultural potential that the Republic of Serbia has at its disposal.
