Low-frequency gravitational-wave astronomy can perform precision tests of general relativity and probe fundamental physics in a regime previously inaccessible. A space-based detector will be a formidable tool to explore gravity's role in the cosmos, potentially telling us if and where Einstein's theory fails and providing clues about some of the greatest mysteries in physics and astronomy, such as dark matter and the origin of the Universe., Comment: White Paper submitted on March 7, 2019 to Astro2020 (2020 Decadal Survey on Astronomy and Astrophysics)

Following the selection of The Gravitational Universe by ESA, and the successful flight of LISA Pathfinder, the LISA Consortium now proposes a 4 year mission in response to ESA's call for missions for L3. The observatory will be based on three arms with six active laser links, between three identical spacecraft in a triangular formation separated by 2.5 million km. LISA is an all-sky monitor and will offer a wide view of a dynamic cosmos using Gravitational Waves as new and unique messengers to unveil The Gravitational Universe. It provides the closest ever view of the infant Universe at TeV energy scales, has known sources in the form of verification binaries in the Milky Way, and can probe the entire Universe, from its smallest scales near the horizons of black holes, all the way to cosmological scales. The LISA mission will scan the entire sky as it follows behind the Earth in its orbit, obtaining both polarisations of the Gravitational Waves simultaneously, and will measure source parameters with astrophysically relevant sensitivity in a band from below $10^{-4}\,$Hz to above $10^{-1}\,$Hz., Comment: Submitted to ESA on January 13th in response to the call for missions for the L3 slot in the Cosmic Vision Programme

LISA will use quadrant photoreceivers as front-end devices for the phasemeter measuring the motion of drag-free test masses in both angular orientation and separation. We have set up a laboratory testbed for the characterization of photoreceivers. Some of the limiting noise sources have been identified and their contribution has been either measured or derived from the measured data. We have built a photoreceiver with a 0.5 mm diameter quadrant photodiode with an equivalent input current noise of better than 1.8 pA/sqrt[Hz] below 20 MHz and a 3dB bandwidth of 34 MHz.

Arm locking is a technique that has been proposed for reducing laser frequency fluctuations in the Laser Interferometer Space Antenna (LISA), a gravitational-wave observatory sensitive in the milliHertz frequency band. Arm locking takes advantage of the geometric stability of the triangular constellation of three spacecraft that comprise LISA to provide a frequency reference with a stability in the LISA measurement band that exceeds that available from a standard reference such as an optical cavity or molecular absorption line. We have implemented a time-domain simulation of arm locking including the expected limiting noise sources (shot noise, clock noise, spacecraft jitter noise, and residual laser frequency noise). The effect of imperfect a priori knowledge of the LISA heterodyne frequencies and the associated 'pulling' of an arm locked laser is included. We find that our implementation meets requirements both on the noise and dynamic range of the laser frequency., Comment: Revised to address reviewer comments. Accepted by Phys. Rev. D

More precise lunar and Martian ranging will enable unprecedented tests of Einstein's theory of General Relativity and well as lunar and planetary science. NASA is currently planning several missions to return to the Moon, and it is natural to consider if precision laser ranging instruments should be included. New advanced retroreflector arrays at carefully chosen landing sites would have an immediate positive impact on lunar and gravitational studies. Laser transponders are currently being developed that may offer an advantage over passive ranging, and could be adapted for use on Mars and other distant objects. Precision ranging capability can also be combined with optical communications for an extremely versatile instrument. We report the design, construction, and operation of a multi-axis heterodyne interferometry (MAHI) system operating at MHz heterodyne frequencies, which provides a testbed for technologies to be used in the Laser Interferometer Space Antenna (LISA) space-based gravitational wave mission. The system was calibrated for measurement of the piston, pitch, and yaw of a three-axis piezo-actuated mirror, giving measured calibration values that closely match those predicted by a simulation based on Gaussian beam tracing. The piston sensitivity of the MAHI system in the LISA band was measured to be below 10pmHz 1/2 10pmHz1/2 for frequencies above 4 mHz and below 1pmHz 1/2 1pmHz1/2 for frequencies above 35 mHz. The sensitivity is limited above 2 Hz by the mechanical vibrations of the apparatus and below 1 mHz by dimensional changes caused by temperature fluctuations. Evidence points towards scattered light as the limiting noise source at intermediate frequencies. The angular sensitivity of the MAHI system was measured to be close to or below 10nradHz 1/2 10nradHz1/2 for frequencies above 4 mHz and below 1nradHz 1/2 1nradHz1/2 for frequencies above 100 mHz. Noise budgets for both length and angle were determined, indicating the areas in which improvements must be made in order to reach increased sensitivity. The current operating sensitivity already provides a useful testbed for LISA technologies and a potential blueprint for future ground segment equipment.

The LISA Mission proposal was selected by ESA's Science Program Committee (SPC) for the L3 Cosmic Visions launch opportunity, and is currently in a Phase A mission formulation study. An essential component of the instrument is a set of optical telescopes that make precision displacement measurements between pairs of proof masses that are flying drag-free in three separate satellites. We discuss the key requirements on the telescope, the current design, and discuss progress toward solving some of the key challenges for realizing the telescope designs.

The Laser Interferometer Space Antenna (LISA) Mission Proposal was selected in June 2017 for the L3 opportunity as part of ESA's Cosmic Visions Program. A space-based gravitational wave observatory requires optical telescopes to enable displacement measurements between pairs of drag-free proof masses with a precision of approximately 10 picometers/Hz over separations of 2.5 million km. We describe the somewhat unusual requirements for these telescopes and a proposed design that would meet these requirements.

The Laser Interferometer Space Antenna (LISA) has been selected as the third large class mission launch opportunity of the Cosmic Visions Program by the European Space Agency (ESA). LISA science will explore a rich spectrum of astrophysical gravitational-wave sources expected at frequencies between 0.0001 and 0.1 Hz and complement the work of other observatories and missions, both space and ground-based, electromagnetic and non-electromagnetic. Similarly, LISA technology may find applications for other missions. This paper will describe the capabilities of some of the key technologies and discuss possible contributions to other missions.

The study of the Universe through gravitational waves will yield a revolutionary new perspective on the Universe, which has been intensely studied using electromagnetic signals in many wavelength bands. A space-based gravitational wave observatory will enable access to a rich array of astrophysical sources in the measurement band from 0.1 to 100 mHz, and nicely complement observations from ground-based detectors as well as pulsar timing arrays by sampling a different range of compact object masses and astrophysical processes. The observatory measures gravitational radiation by precisely monitoring the tiny change in the proper distance between pairs of freely falling proof masses. These masses are separated by millions of kilometers and, using a laser heterodyne interferometric technique, the change in their proper separation is detected to approx. 10 pm over timescales of 1000 seconds, a fractional precision of better than one part in 10(exp 19). Optical telescopes are essential for the implementation of this precision displacement measurement. In this paper we describe some of the key system level design considerations for the telescope subsystem in a mission context. The reference mission for this purpose is taken to be the enhanced Laser Interferometry Space Antenna mission (eLISA), a strong candidate for the European Space Agency's Cosmic Visions L3 launch opportunity in 2034. We will review the flow-down of observatory level requirements to the telescope subsystem, particularly pertaining to the effects of telescope dimensional stability and scattered light suppression, two performance specifications which are somewhat different from the usual requirements for an image forming telescope.

Telescope to be tested double-pass from the small aperture side currently aligned to better than l3 deg room temperature operation only seems to be stable under normal lab conditions.

The existence of gravitational waves was established by the discovery of the Binary Pulsar PSR 1913+16 by Hulse and Taylor in 1974, for which they were awarded the 1983 Nobel Prize. However, it is the exploitation of these gravitational waves for the extraction of the astrophysical parameters of the sources that will open the first new astronomical window since the development of gamma ray telescopes in the 1970's and enable a new era of discovery and understanding of the Universe. Direct detection is expected in at least two frequency bands from the ground before the end of the decade with Advanced LIGO and Pulsar Timing Arrays. However, many of the most exciting sources will be continuously observable in the band from 0.1-100 mHz, accessible only from space due to seismic noise and gravity gradients in that band that disturb ground-based observatories. This poster will discuss a possible mission concept, Space-based Gravitational-wave Observatory (SGO-Mid) developed from the original Laser Interferometer Space Antenna (LISA) reference mission but updated to reduce risk and cost.

Humankind will detect the first gravitational wave (GW) signals from the Universe in the current decade using ground-based detectors. But the richest trove of astrophysical information lies at lower frequencies in the spectrum only accessible from space. Signals are expected from merging massive black holes throughout cosmic history, from compact stellar remnants orbiting central galactic engines from thousands of close contact binary systems in the Milky Way, and possibly from exotic sources, some not yet imagined. These signals carry essential information not available from electromagnetic observations, and which can be extracted with extraordinary accuracy. For 20 years, NASA, the European Space Agency (ESA), and an international research community have put considerable effort into developing concepts and technologies for a GW mission. Both the 2000 and 2010 decadal surveys endorsed the science and mission concept of the Laser Interferometer Space Antenna (LISA). A partnership of the two agencies defined and analyzed the concept for a decade. The agencies partnered on LISA Pathfinder (LPF), and ESA-led technology demonstration mission, now preparing for a 2015 launch. Extensive technology development has been carried out on the ground. Currently, the evolved Laser Interferometer Space Antenna (eLISA) concept, a LISA-like concept with only two measurement arms, is competing for ESA's L2 opportunity. NASA's Astrophysics Division seeks to be a junior partner if eLISA is selected. If eLISA is not selected, then a LISA-like mission will be a strong contender in the 2020 decadal survey. This Technology Development Roadmap (TDR) builds on the LISA concept development, the LPF technology development, and the U.S. and European ground-based technology development. The eLISA architecture and the architecture of the Mid-sized Space-based Gravitational-wave Observatory (SGO Mid)-a competitive design with three measurement arms from the recent design study for a NASA-led mission after 2020-both use the same technologies. Further, NASA participation in an ESA-led mission would likely augment the eLISA architecture with a third arm to become the SGO Mid architecture. For these reasons, this TDR for a future GW mission applies to both designs and both programmatic paths forward. It is adaptable to the different timelines and roles for an ESA-led or a NASA-led mission, and it is adaptable to available resources. Based on a mature understanding of the interaction between technology and risk, the authors of this TDR have chosen a set of objectives that are more expansive than is usual. The objectives for this roadmap are: (1) reduce technical and development risks and costs; (2) understand and, where possible, relieve system requirements and consequences; (3) increase technical insight into critical technologies; and (4) validate the design at the subsystem level. The emphasis on these objectives, particularly the latter two, is driven by outstanding programmatic decisions, namely whether a future GW mission is ESA-led or NASA-led, and availability of resources. The relative emphasis is best understood in the context of prioritization.

A document discusses a nanostructure apodizing mask, made of multi-walled carbon nanotubes, that is applied to the centers (or in and around the holes) of the secondary mirrors of telescopes that are used to interferometrically measure the strain of space-time in response to gravitational waves. The shape of this ultra-black mask can be adjusted to provide a smooth transition to the clear aperture of the secondary mirror to minimize diffracted light. Carbon nanotubes grown on silicon are a viable telescope mirror substrate, and can absorb significantly more light than other black treatments. The hemispherical reflectance of multi-walled carbon nanotubes grown at GSFC is approximately 3 to 10 times better than a standard aerospace paint used for stray light control. At the LISA (Laser Interferometer Space Antenna) wavelength of 1 micron, the advantage over paint is a factor of 10. Primarily, in the center of the secondary mirror (in the region of central obscuration, where no received light is lost) a black mask is applied to absorb transmitted light that could be reflected back into the receiver. In the LISA telescope, this is in the center couple of millimeters. The shape of this absorber is critical to suppress diffraction at the edge. By using the correct shape, the stray light can be reduced by approximately 10 to the 9 orders of magnitude versus no center mask. The effect of the nanotubes has been simulated in a stray-light model. The effect of the apodizing mask has been simulated in a near-field diffraction model. Specifications are geometry-dependent, but the baseline design for the LISA telescope has been modeled as well. The coatings are somewhat fragile, but work is continuing to enhance adhesion.

The European Space Agency (ESA) is currently in the process of selecting a mission for the Cosmic Visions Program. A space-based gravitational wave observatory in the low-frequency band (0.0001 - 1 Hz) of the gravitational wave spectrum is one of the leading contenders. This low frequency band has a rich spectrum of astrophysical sources, and the LISA concept has been the key mission to cover this science for over twenty years. Tight budgets have recently forced ESA to consider a reformulation of the LISA mission concept that wi" allow the Cosmic Visions Program to proceed on schedule either with the US as a minority participant, or independently of the US altogether. We report on the status of these reformulation efforts.

Space-based interferometric gravitational wave observatories will measure changes in the distance between free falling proof masses inside widely separated spacecraft with pm sensitivity. These observatories will use fast telescopes to exchange laser beams. These telescopes are part of the probed optical distances and any length change in the gravitational wave band between secondary and primary can limit the sensitivity of the observatories. Furthermore, the large distance between and space constrains on the spacecraft require to use very fast telescopes with f-numbers approaching unity. These telescopes are very sensitive against any absolute length change which would reduce interferometer visibility and, ultimately, sensitivity. Our group has assembled a Silicon Carbide test structure and investigated its dimensional in the 1 OA-4 to 1 Hz frequency band at different operating temperatures. We also measured the overall length change and started investigating asymmetric length changes during cool down which would lead to misalignments in the telescope.

Laser ranging and interferometry are essential technologies allowing for many astounding new spacebased missions such as the Laser Interferometer Space Antenna (LISA) to measure gravitational radiation emitted from distant super massive black hole mergers or distributed aperture telescopes with unprecedented angular resolution in the NIR or visible regime. The requirements on laser frequency noise depend on the residual motion and the distances between the spacecraft forming the interferometer. The intrinsic frequency stability of commercial lasers is several orders of magnitude above these requirements. Therefore, it is necessary for lasers to be stabilized to an ultrastable frequency reference so that they can be used to sense and control distances between spacecraft. Various optical frequency references and frequency stabilization schemes are considered and investigated for the applicability and usefulness for space-based interferometry missions.

A method and system for stabilizing a laser to a frequency reference with an adjustable offset. The method locks a sideband signal generated by passing an incoming laser beam through the phase modulator to a frequency reference, and adjusts a carrier frequency relative to the locked sideband signal by changing a phase modulation frequency input to the phase modulator. The sideband signal can be a single sideband (SSB), dual sideband (DSB), or an electronic sideband (ESB) signal. Two separate electro-optic modulators can produce the DSB signal. The two electro-optic modulators can be a broadband modulator and a resonant modulator. With a DSB signal, the method can introduce two sinusoidal phase modulations at the phase modulator. With ESB signals, the method can further drive the optical phase modulator with an electrical signal with nominal frequency OMEGA(sub 1) that is phase modulated at a frequency OMEGA(sub 2)

The Laser Interferometer Space Antenna (LISA) is a gravitational wave observatory in the frequency range of 0.1 mHz - 100 mHz consisting of three spacecraft separated by :5 million km in an equilateral triangle whose center follows the Earth in a heliocentric orbit with an orbital phase offset of 20 degrees. Gravitational waves will be measured as distance fluctuations between test masses moving along geodetic trajectories that are located in different spacecraft. Quadrant photo diodes are used as detectors in inter-spacecraft laser interferometers to measure both angular orientation and separation with a sensitivity of better than 10 pm/(square root of (HZ)). A laboratory testbed for the characterization of photodetectors has been set up to measure noise levels, phase and amplitude spatial inhomogeneities and cross-talk level between detector quadrants We will present a detailed description of our test plan and current results of these investigations.

The Laser Interferometer Space Antenna (LISA) is a gravitational wave observatory consisting of three spacecraft separated by 5 million km in an equilateral triangle whose center follows the Earth in orbit around the Sun but offset in orbital phase by 20 degrees. LISA is designed to observe sources in the frequency range of 0.1 mHz-100 mHz by measuring fluctuations of the inter-spacecraft separation with laser interferometry. Quadrant photodetectors are used to measure both separation and angular orientation. Noise level, phase and amplitude inhomogeneities of the semiconductor response, and channel cross-talk between quadrant cells need to be assessed in order to ensure the 10 pm/Square root(Hz) sensitivity required for the interferometric length measurement in LISA. To this end, we are currently developing a testbed that allows us to evaluate photodetectors to the sensitivity levels required for LISA. A detailed description of the testbed and preliminary results will be presented.

This viewgraph presentation discusses a major potential source of noise for the Laser Interferometer Space Antenna (LISA) that is the laser frequency noise and the proposed mechanism to suppress the unstabilized frequency fluctuations. These fluctuations must be suppresed by about 12 orders of magnitude to achieve a stability that is sufficient for the detection of gravitational waves. This presentation reviews present a modification to the traditional cavity locking technique that allows the laser to be locked to a cavity resonance with an adjustable frequency offset. This presentation also discusses measurements of the system stability, demonstrating that the pre-stabilization level satisfies LISA requirements and a demonstration of a phase-lock loop which utilizes the tunable sideband locking technique as a pre-stabilization stage.

Laser Interferometer Space Antenna (LISA) is designed to observe gravitational waves in the frequency band from 10(exp -1) to 10(exp -4) Hz where a rich spectrum of sources is expected. The measurements must be made from space to avoid the large motions of the earth that prevent the current generations (eg. LIGO) from operating at these freq8uencies. The technology and expected performance behind this measurement capability will be reviewed with an emphasis on the interferometric measurement system., including recent laboratory results showing a novel tunable frequency stabilized laser.

Laser frequency noise mitigation is one of the most challenging aspects of the LISA interferometric measurement system. The unstabilized frequency fluctuations must be suppressed by roughly twelve orders of magnitude in order to achieve stability sufficient for gravitational wave detection. This enormous suppression will be achieved through a combination of stabilization and common-mode rejection. The stabilization component will itself be achieved in two stages: pre-stabilization to a local optical cavity followed by arm-locking to some combination of the inter-spacecraft distances. In order for these two stabilization stages to work simultaneously, the lock-point of the pre-stabilization loop must be frequency tunable. The current baseline stabilization technique, locking to an optical cavity, does not provide tunability between cavity resonances, which are typically spaced by 100s of MHz. Here we present a modification to the traditional Pound-Drever-Hall cavity locking technique that allows the laser to be locked to a cavity resonance with an adjustable frequency offset. This technique requires no modifications to the optical cavity itself, thus preserving the stability of the frequency reference. We present measurements of the system performance and demonstrate that we can meet implement the first two stages of stabilization.

A laser interferometer gravitational wave observatory (LIGO) is being developed with sensitivities which will have a high probability of detecting gravitational waves from astrophysical sources. A major component of LIGO is a total of 16 km of 1.2 m (48 inch) diameter tube at a pressure of less than 10 to the minus 8th power torr. It will be of 304L stainless steel procured directly from the steel mills with the initial hydrogen content specially reduced. Projections of the outgassing rates of hydrogen and of water vapor as a function of time are given and the uncertainties discussed. Based on these, a preliminary analysis of the vacuum system is presented.
