We conducted a between‐subjects experiment (N = 1626) to examine the effects of instructing information, an important theoretical keystone in crisis communication research, in predicting two key outcomes in the literature—protective behavioral intentions and message retransmission intentions. Given the communicative context, high‐impact weather warnings, we additionally considered the moderating role of linguistic features use in predicting these outcomes. Based upon theory and research in this area, we examined the mediating roles of self‐efficacy and perceived instructing information in predicting protective behavioral intentions and message retransmission intentions, respectively. Results mainly support our hypotheses. The instructing information conditions predicted the proposed intervening variable, which in turn predicted both outcomes. Linguistic features use moderated the direct effect of instructing information in predicting protective behavioral intentions, but not message retransmission intentions. Communication scholars have studied the persuasive power of humor messages, but research provides mixed results. Also, the literature has been slow in demonstrating the practical effects of humorous messages on desired outcomes (e.g., organization–public relationships). Through an online experiment in the context of weather messages with samples of U.S. adults residing in the Southeastern U.S. (N = 209), we compared a humorous social media message designed to build relationships with the public to a non-humorous message in predicting OPRs and perceived community resilience when there is no high-impact weather on the horizon. Compared to a humorous message, a non-humorous message appeared to be more effective in increasing perceived community resilience and three dimensions of positive OPRs – trust, control mutuality, and commitment. The effects were more robust for community members with low to moderate levels of weather salience (i.e., the psychological value and importance that people have for the weather). Weather warnings are critical risk communication messages because they have the potential to save lives and property during emergencies. However, making warning decisions is challenging. While there have been significant advances in technological weather forecasting, recent research suggests that social factors, including communication, influence warning meteorologists’ decisions to warn. We examine the roles of both scientific and social factors in predicting warning meteorologists’ decisions to warn on tornadoes. To do so, we conducted a cross-sectional survey of National Weather Service forecasters and members of management in the southern and the central regions of the United States, as well as conducted a retrospective data analysis of cross-sectional survey data from the central region Tornado Warning Improvement Project. In the context of disaster research, trust is ubiquitous. Despite its reach across multiple research domains, the devil is in the lack of a comprehensive understanding of how trust is defined, measured, and applied in the context of government risk and disaster communication. This article presents a systematic literature review of trust research undertaken in the context of government as opposed to corporate, risk, and disaster communication. Findings show that trust is rarely defined, but those articles that do define it draw on multiple definitions, which has implications for the operationalization of trust in communication research and practice. Another source of variance is around the theoretical or conceptual frameworks for trust. Research mostly treats trust at the periphery, assuming its existence rather than exploring how it operates in government risk and disaster communication settings. In terms of its application, the majority of empirical work around trust is focused on the response phase of disasters. Following from this review, this study offers a research road map for trust and argues for a centralized view of trust in government risk and disaster communication. [ABSTRACT FROM AUTHOR]

Given the potential of modern warning technology to save lives, discovering whether it is possible to craft mobile alerts for imminent events in a way that reduces people’s tendency to seek and confirm information before initiating protective action is essential. The purpose of this study was to examine the possibility of designing messages for mobile devices, such as Wireless Emergency Alert (WEA) messages, to minimize action delay. The impact of messages with varied amounts of information on respondents’ understanding, believing, personalizing, deciding, and intended milling was used to test Emergent Norm Theory, using quantitative and qualitative methods. Relative to shorter messages, longer public warning messages reduced people’s inclination to search for and confirm information, thereby shortening warning response delay. The Emergent Norm Theory used herein is broader in application than the context-specific models provided by leading warning scholars to date and yields deeper understanding about how people respond to warnings.
