RIVM rapport:In oppervlaktewater is de aanwezigheid van actieve stoffen van gewasbeschermingsmiddelen in concentraties boven acceptabele drinkwaterniveaus vastgesteld. Daarom zijn de Nederlandse registratie- autoriteiten door de rechter gedwongen deze situatie nadrukkelijk in de toelatingsbeslissing te betrekken. Om de drinkwatervoorziening te beschermen is een instrument ontwikkeld om de concentraties van gewasbeschermingsmiddelen in oppervlaktewater te schatten na de toepassing op verhardingen. Tot nu toe bestond een dergelijke methodiek nog niet in het Nederlandse beoordelingsinstrumentarium voor de toelating van gewasbeschermingsmiddelen op basis van de EU-Richtlijn 91/414/EC. Het voorstel beschreven in dit rapport behelst een beslisboom met een getrapte benadering. De basis vormt de veronderstelling dat er een relatie bestaat tussen de toepassing van gewasbeschermingsmiddelen op verhardingen en de gevonden concentratie in ontvangende oppervlaktewateren. De methodiek kan worden gebruikt om te beoordelen of drinkwater bereid uit dit oppervlaktewater een te hoge concentratie residuen van deze middelen bevat. De ervaringen met een bestaande actieve stof, glyfosaat, zijn gebruikt om te anticiperen op evaluaties voor nieuwe stoffen. Om uiteindelijk te komen tot een goede schatting van de waterconcentratie van een actieve stof zijn verscheidene veronderstellingen gedaan voor onder andere: - de toepassingstechniek van het middel geschiedt volgens vastgesteld protocol; - de dosering op verhardingen is correct; - de totale oppervlakte in Nederland waarop de stof wordt toegepast wordt gebaseerd op gegevens in Nederland; - het ontvangende stroomgebied voor een bepaald drinkwateronttrekkingspunt voor de drinkwatervoorziening wordt gebaseerd op gemeentelijke gegevens in Nederland. Deze veronderstellingen zijn gecontroleerd aan de hand van de resultaten verkregen met de voorbeeldstof glyfosaat. In de komende tijd moet ervaring worden opgebouwd met de nieuwe methodologie door het system to, The presence of active substances of Plant Protection Products (PPP) in surfaces water has been shown to occur above acceptable drinking water limits. Therefore, the Dutch registration authorities were urged by the judge to take this situation into account in making decisions on the authorisation of PPPs. To protect the production of drinking water, an evaluation instrument has been developed to estimate the concentration of PPPs in surface water after application on hard surfaces. Up to now such a methodology was lacking in the evaluation system for the Dutch authorisation process of active substances based on the EU-Directive 91/414/EC. The proposal described in this report contains a decision making scheme with a tiered approach. The basis is the assumption that a relation exists between the application of PPPs on hard surfaces and the established concentration in receiving surface waters to prevent residues of active substances in drinking water. The method may be used to evaluate whether drinking water prepared from surface water contains too high residue concentrations of these active substances. To, finally, come to a good estimate of the Predicted Environmental Concentration (PEC) of an active substance in surface water several assumptions have to be made, for instance : - the application method used takes place according to a predefined protocol; - the dose applied on hard surfaces is correct; - the total area in the Netherlands to which the substance is applied is based on data available in the Netherlands; and - the catchment areas of the water courses to the intake points of the water works can be based on county data in the Netherlands. These assumptions have been checked against the results of the case of glyphosate. Now experience has to be gained with this new methodology in applying the system to new substances that could be used in the Netherlands on hard surfaces. RIVM rapport:Het Kennis- en Informatiepunt Risico's van Nanotechnologie (KIR-nano) van het RIVM heeft de potentiele risico's van blootstelling van gefabriceerde, vrije, onafbreekbare en onoplosbare nanodeeltjes in kaart gebracht. In dit rapport worden de risico's voor de mens als werknemer, patient en consument behandeld, evenals risico's voor het milieu. Drie toepassingsgebieden zijn daarbij relevant: geneesmiddelen en medische technologie, voedselproductie en consumentenproducten. De huidige stand van zaken van de wetenschap laat zien dat risico's niet uit te sluiten zijn. Er ontbreekt echter nog veel kennis om de risico's even goed in te kunnen schatten als voor 'chemische stoffen niet in nanovorm'. Toch zijn er al vele honderden producten waarin nanomaterialen zijn verwerkt op de markt. Dit vereist op korte termijn veel onderzoek naar de blootstelling en toxiciteit van deze materialen. Helaas is het aantal onderzoeksvragen dusdanig groot en fundamenteel van aard dat het nog jaren zal duren voordat alle informatie is vergaard. KIR-nano adviseert daarom het onderzoek vooral te richten op die vragen die cruciale informatie voor de risicobeoordeling voor mens en milieu bieden. Afhankelijk van het perspectief van werknemer, consument, patient of milieu zijn oplossingsrichtingen gedefinieerd voor het beheersen van de risico's. Informatie die in de streng gereguleerde wereld van medische toepassingen wordt gegenereerd kan met name vanuit methodologisch oogpunt zeer waardevol zijn voor andere toepassingsgebieden, waar de dossiervereisten en dus veelal ook de informatievergaring (veel) beperkter voor zijn. The focus is on free, non-degradable and insoluble nanoparticles present in medical applications, food, consumer products and the environment. Scientific data compiled to date demonstrate that negative effects of exposure to nanoparticles cannot be excluded. However, much more information is required to be able to estimate the risks of nanoparticles equally well as those of other (not nano) chemicals. Nevertheless, hundreds of products containing nanomaterials are currently available commercially, a situation which clearly necessitates that the exposure and toxicity of these materials be investigated in the near future. Unfortunately, the research questions to be answered are so numerous that it will take years to compile the relevant data. The advice of the KIR nano is to focus research primarily on those questions that provide information critical to the assessment of risks to man and the environment. Dependent on the perspective - worker, consumer, patient, or the environment - the points of departure can then be defined for controlling (or limiting) the risks. Information (eg. on methodology) generated in the strongly regulated world of medical applications can be a very valuable asset in other (research) areas of application, where the requirements for dossiers and compiling of pertinent data are not as exacting. Core concepts for the upcoming years include expanding our knowledge of nanoparticles and making this knowledge easily available to avoid any duplication of research, identifying and where necessary taking the appropriate risk management measures, choosing the areas of research in which the Netherlands wishes to contribute to this field, supporting Research & Development and promoting collaboration between

Dit blijkt vaak niet het geval. Het gevolg is dat stoffen kunnen worden toegelaten die problemen veroorzaken voor de drinkwaterbereiding. Bovendien kunnen waterbeheerders en drinkwaterproducenten niet altijd over vertrouwelijke informatie beschikken die nodig is om probleemstoffen in een vroeg stadium te signaleren. Mogelijkheden om registratieprocedures aan te passen zijn soms beperkt, omdat Nederland gebonden is aan Europese regelgeving. Het RIVM adviseert om bij de toelatingsprocedure voor chemische stoffen een prioriteringssysteem op basis van de stofeigenschappen te introduceren. Daarmee kan snel worden gescreend worden welke stoffen relevant zijn voor de drinkwaterkwaliteit. Vervolgens kunnen de concentraties in drinkwater worden berekend of gemeten, om ze vervolgens te vergelijken met drinkwatercriteria. Voor zover de wetgeving het toelaat zou door betere communicatie tussen de registratieautoriteiten, waterbeheerders en drinkwaterproducenten potentikle probleemstoffen eerder kunnen worden gesignaleerd. Wanneer gegevens vertrouwelijk moeten blijven, kan de overheid de taak op zich nemen effecten op de drinkwaterkwaliteit te beoordelen. Indien zij een probleem signaleert, kan de waterbeheerder de desbetreffende stoffen in het water meten en eventueel vervolgstappen ondernemen., The RIVM has investigated whether European and national authorization frameworks of substances and products are linked to the quality requirements for drinking water in the Netherlands. The results of the study suggest that this is not often the case and, consequently, substances can be allowed into the drinking water production process that ultimately cause problems for water quality maintenance. In addition, water managers and drinking water producers often do not have access to the confidential information necessary to identify problem substances at an early stage. Possibilities to adapt registration procedures are - in some cases - restricted because the Netherlands is bound to European legislation. The RIVM recommends introducing a priority-setting system, based on the properties of each substance into the authorization procedure for chemical substances. This system would enable the rapid screening of substances assessed to be relevant for drinking water quality management. The concentrations of these substances in the drinking water can subsequently be estimated or measured and then compared to the specific criteria for drinking water. Even within the various restrictions imposed by current legislation, better communication between registration authorities, water managers and drinking water producers can lead to the earlier identification of potential problem substances. In cases where data must remain confidential, the government can take the responsibility to evaluate the effects on drinking water quality. When a problem is identified, water managers can then measure the substances concerned in the water and initiate, if necessary, any further steps that need be taken.

Ook gegevens uit monitoring programma's kunnen bij de registratie van gewasbeschermingsmiddelen worden gebruikt. Bij de beoordeling van uitspoeling worden gegevens van monitoring programma's in de laatste stadia van de beoordeling gebruikt. Het CTB gaat bij de toelatingsbeoordeling uit van het voorzorgsprincipe. Dat wil zeggen dat een toelating pas wordt verstrekt als uit de evaluatie blijkt dat een stof voldoet aan wettelijke gestelde normen. Om bruikbaar te zijn in het evaluatieproces dienen monitoring gegevens dan ook een antwoord te geven op de vraag of een stof aan de wettelijke normen voldoet. Gezien de plaats in het evaluatieproces dienen aan opzet, uitvoering, interpretatie en evaluatie hoge eisen te worden gesteld. Dit rapport geeft richtlijnen voor elk van deze aspecten van monitoring studies. In USES is de risicokarakterisering een deterministische schatting of puntschatting. Dit rapport toont aan hoe een probabilisitische beoordeling de beleidsmaker beter inzicht kan geven ten behoeve van het risicomanagement van bestrijdingsmiddelen. De voordelen en mogelijkheden van een probabilistsiche beoordeling worden daartoe gepresenteerd en voorzien van voorbeeldberekeningen. Dit rapport is een discussiedocument en meer onderzoek is nodig voordat een kwantitatieve onzekerheidsanalyse routinematig kan worden toegepast in de risicobeoordeling van bestrijdingsmiddelen., Risk assessment of pesticides in the Netherlands is carried out using the computerised Uniform System for the Evaluation of Substances (USES). In USES the measure of risk is a single-point or deterministic estimate. Here, it is shown how a probabilistic assessment, incorporating knowledge about uncertainty and variability, can provide the decision-maker with improved insights into the risk management of pesticides. Advantages and possibilities of a probabilistic assessment are presented and provided with examples of calculations. This document is only intended for discussion; further efforts will be needed before a quantitative uncertainty analysis can be incorporated into the routine assessment of pesticides.

The guidelines developed by the working group enable a more consistent and comprehensive registration process for pesticide admission. This report deals with monitoring in the decision tree. USES 4.0 is an integrated risk assessment system for new and existing substances and agricultural and non-agricultural pesticides. The risk assessment system for new and existing substances in USES 4.0 is fully equivalent to EUSES 1.00, the European Union System for the Evaluation of Substances. USES is a decision-support system to be used by central governments, research institutes and the chemical industry for rapid, quantitative assessments of the general risks of substances. In 1994, USES 1.0, the first version of the Uniform System for the Evaluation of Substances, became available from the Netherlands' Ministry of Housing, Spatial Planning and the Environment (VROM).

The simulation will be used as a correction for the pesticide leaching computed for a scenario relevant for the registration of the pesticide., Er worden aanbevelingen gedaan voor een consistente en objectieve manier om veld- en lysimeterstudies te interpreteren. Expert judgement is zoveel mogelijk vertaald in expliciete, kwantitatieve regels. Een computer simulatie van de studie wordt vergeleken met de experimentele gegevens. RIVM rapport:Het rapport geeft een overzicht van de technisch-wetenschappelijke mogelijkheden om maatwerk te verrichten bij de toelating van landbouwbestrijdingsmiddelen. De diverse aspecten waarop de milieubeoordeling van deze middelen wordt beoordeeld worden aan een analyse onderworpen in hoeverre het mogelijk is door rekening te houden met de specifieke eigenschappen van de stof, de regionale of locale omstandigheden, de toepassingswijzen en toepassingstechnieken, de grondsoorten, enz. Voorstellen worden gedaan voor welke onderdelen op korte en welke op langere termijn realiseerbaar worden geacht. Van de onderwerpen voor de korte termijn wordt aangegeven in hoeverre opname in het standaard beoordelingssysteem USES mogelijk is. Voorgesteld wordt verder deze onderdelen in 1999 te realiseren., This document contains an overview of the technical and scientific possibilities for performing a tailored assessment of the environmental risks in the registration of pesticides in the Netherlands. Proposals indicating the components evaluated as being feasible at short- or long-term notice are presented. Finally, elaboration of these proposals in 1999 is recommended.

RIVM rapport:Experimental data on airborne pesticide emissions from greenhouses are scarce due to their generally laborious, complex and costly determination. Therefore modelling may be helpful. USES 2.0 - a decision-support system for governmental institutions - includes a module to estimate airborne concentrations in the lee eddy within 25 meters of a greenhouse. In a 1998 study this module was used to estimate the concentrations of seven organophosphorous pesticides near greenhouses. The health-based limit values available for these pesticides allowed a preliminary risk assessment to be performed for inhabitants near greenhouses by comparing the estimated concentrations with these limit values. As both limit values and estimated air concentrations should be considered as being tentative, the outcomes of this risk assessment are indicative. For example, acute effects to inhabitants near a greenhouse due to the exposure to dichlorvos, chlorfenvinphos, mevinphos, parathion, or parathion-methyl cannot be completely excluded during the first hours after application in the greenhouse. Acute effects due to the exposure to azinphos-methyl or diazinon can probably be excluded. As the uncertainty margins for both the exposure and the effect assessment could be considered high, the outcomes of the present study plea for a more refined risk assessment., Experimentele gegevens met betrekking tot emissies van landbouwbestrijdingsmiddelen uit kassen zijn over het algemeen schaars vanwege het bewerkelijke, complexe en kostbare karakter van het vaststellen ervan. Het modelleren kan daarom van nut zijn. USES 2.0 - een beslissingsondersteunend systeem voor overheidsinstellingen - bevat o.a. een module om bestrijdingsmiddelenconcentraties in de lucht te schatten in de lijwervel tot op 25 meter van een kas. In een studie uit 1998 wordt deze module gebruikt om de concentraties te schatten van zeven organofaat bestrijdingsmiddelen dichtbij kassen. De humaan-toxicologische grenswaarden, die voor deze bestrijdingsmiddelen beschikbaar zijn, maken het mogelijk een initiele risicobeoordeling uit te voeren voor mensen die wonen in de nabijheid van kassen. Dit gebeurt door deze grenswaarden te vergelijken met de geschatte concentraties. Gezien het tentatieve karakter van zowel de grenswaarden als de geschatte concentraties in de lucht, moeten de uitkomsten van deze risicobeoordeling worden beschouwd als indicatief. Zo kan het optreden van acute effecten voor omwonenden van een kas niet geheel worden uitgesloten gedurende de eerste uren na toediening in een kas, als gevolg van blootstelling aan dichloorvos, chloorfenvinfos , mevinfos, parathion of methylparathion. Acute effecten als gevolg van blootstelling aan azinfos-methyl of diazinon kunnen waarschijnlijk wel worden uitgesloten. Omdat de onzekerheidsmarges voor zowel de effectbeoordeling als de blootstellingsschatting groot moeten worden verondersteld, pleiten de uitkomsten van deze studie voor een meer verfijnde risicobeoordeling.

RIVM rapport:A 1998 study discusses the (im)possibilities of a more structured and transparent system for assessing the environmental risks of microbial pesticides. As current environmental risk assessments by registration authorities are on a case-by-case basis, it is a challenge to transform the existing experience - most of it gained in Canada and the US - into a more systematic approach. A concurrent advantage of such a framework for risk assessment - with the prerequisite of a transparent rationale - may be the acceleration of registration procedures for such pesticides. Major impediments for the development of such a framework are: I the diversity and complexity of microbial organisms and their behaviour and interactions in the environment; II the lack of experience with in situ behaviour, fate, and adverse effects of pesticidal microorganisms to biota (apart from some work with Bacillus thuringiensis and several Baculoviridae); III small market shares to be expected in the near future for new microbial pesticides. Therefore, the present study successively stipulates for microbial pesticides general aspects of identification of hazards, exposure and effects assessment, and risk characterisation. As the identification of hazards includes the evaluation of individual tests, key items are listed and annotated for tests on distribution and fate. This is also done for effects on organisms in the environment. These lists can be used to screen for the purpose of summarising and evaluating experimental tests for pesticide registration., Deze studie uit 1998 gaat de (on)mogelijkheden na voor een meer gestructureerd en transparant milieu-risicobeoordelingssysteem voor microbiele bestrijdingsmiddelen. De uitdaging is om de bestaande case-by-case aanpak bij de registratie van dergelijke bestrijdingsmiddelen om te vormen tot een meer systematische aanpak zodat overheden beter en sneller in staat zullen zijn om de te verwachten toename van het aantal registraties voor microbiele bestrijdingsmiddelen te verwerken. Dit moet gebeuren op grond van de bestaande expertise op dit gebied, niet alleen in Nederland, maar vooral ook in de Verenigde Staten en Canada. Belangrijke belemmeringen voor de verdere ontwikkelingen van een dergelijk raamwerk zijn: I de diversiteit en complexiteit van micro-organismen, en hun gedrag en interacties in het milieu; II het gebrek aan in situ onderzoeksgegevens wat betreft het gedrag, lotgevallen en schadelijke effecten van microbiele bestrijdingsmiddelen in het milieu (m.u.v. Bacillus thuringiensis en sommige Baculoviridae); III de te verwachten kleine afzetmarkten voor nieuwe microbiele bestrijdingsmiddelen. Daarom worden in dit rapport een aantal 'grote gemene delers' op een rijtje gezet: de gevaarsidentificatie , de blootstellings- en de effectbeoordeling en de risicokarakterisatie. Omdat de gevaarsidentificatie de gegevensevaluatie van de aan te leveren individuele testen omvat, zijn tevens een aantal tabellen opgenomen met daarin geannoteerd de belangrijkste items wat betreft het gedrag en de lotgevallen in het milieu en de effecten op biota. Deze tabellen kunnen als leidraad dienen bij het samenvatten en beoordelen van experimenten in het kader van de registratie.

RIVM rapport:Dit rapport beschrijft de tweede versie van het Uniforme Beoordelingssysteem Stoffen, USES 2.0. Dit bestaat uit een zoveel mogelijk geintegreerd risicobeoordelingssysteem voor nieuwe en bestaande stoffen, landbouwbestrijdingsmiddelen (gewasbeschermingsmiddelen) en niet-landbouwbestrijdingsmiddelen (biociden). Het risicobeoordelingssysteem voor nieuwe en bestaande stoffen is volledig gelijk is aan EUSES 1.00 (European Union System for the Evaluation of Substances). USES is een beslissingsondersteunend instrument voor overheden, onderzoeksinstituten en chemische bedrijven bij het snel en efficient kwantitatief beoordelen van de algemene risico's van stoffen. De eerste versie van USES kwam in 1994 beschikbaar als een uitgave van het Ministerie van Volkshuisvesting, Ruimtelijke Ordening en Milieubeheer (VROM)., This report describes the second version of the Uniform System for the Evaluation of Substances, USES 2.0. USES 2.0 is an integrated risk assessment system for new and existing substances and agricultural and non-agricultural pesticides. The risk assessment system for new and existing substances in USES 2.0 is fully equivalent to EUSES 1.00, the European Union System for the Evaluation of Substances. USES is a decision-support system to be used by central governments, research institutes and the chemical industry for rapid, quantitative assessments of the general risks of substances. In 1994, USES 1.0, the first version of the Uniform System for the Evaluation of Substances, became available from the Netherlands' Ministry of Housing, Spatial Planning and the Environment (VROM).

RIVM rapport:The market for microbial pesticides is, though slowly, expanding. Therefore more research with these pesticides will be carried out in the near future, not only for agronomical and economical, but also for environmental reasons. As more chemical pesticides are going to be banned, microbial pesticides, with a more environmental friendly image, can be an interesting alternative for farmers. Regulatory agencies therefore need to build up a consistent framework for the requirement of various data. Such frameworks exist in the US and Canada ; they do not exist in Europe, although the European Commission (EC) is elaborating a proposal. All these frameworks deal with data requirements in general, and to a lesser extent with the test protocol (except the US and Canada), the format of the test report, and the quality of the required data. They, also, do not include guidance on how to carry out a proper environmental risk assessment, when all required data are submitted to the regulatory agencies. Therefore, it is recommended to construct a specific Dutch framework for data requirements, and, subsequently, environmental risk assessment, in addition to the current endeavour of the EC. This report entails a concise - but not exhaustive - overview of the data requirements for the notification of microbial pesticides in the US, Canada, Denmark, the Netherlands, and the United Kingdom. They are compared with an EC-proposal from January 1997. The report also entails various recommendations with respect to the further development of a Dutch framework for data requirements, risk assessment, and risk management., De afzetmarkt voor microbiele pesticiden is groeiende. Derhalve wordt in de nabije toekomst naar verwachting meer onderzoek uitgevoerd met dergelijke pesticiden, niet alleen om economische en agronomische, maar ook om milieu-redenen. Omdat steeds meer chemische pesticiden van de markt worden gehaald, kunnen microbiele middelen een interessant alternatief voor boeren en tuinders worden, temeer ook daar ze een meer milieuvriendelijk imago hebben. Bij de toelating betrokken instanties dienen een consistent raamwerk op te zetten wat betreft de gegevens die aangeleverd moeten worden door de firma's. Een dergelijk raamwerk bestaat in de VS en Canada, maar niet in Europa. Wel werkt de Europese Commissie (EC) momenteel een voorstel uit. Al deze raamwerken gaan vooral over de aan te leveren gegevens in het algemeen en in mindere mate over testprotocollen (VS en Canada uitgezonderd), de wijze van rapportage en de kwaliteit van de gegevens. Ook bestaan er geen richtlijnen hoe een risicobeoordeling uitgevoerd moet worden op grond van de aangeleverde gegevens. Het wordt derhalve aanbevolen om een specifiek Nederlands raamwerk - betreffende data vereisten en vervolgens de milieu-risicobeoordeling - op te zetten als aanvulling op het EC voorstel. Dit rapport bevat een beknopt overzicht van de door de overheid gevraagde gegevens bij de toelating van microbiele pesticiden in de VS, Canada, Denemarken, Nederland en Groot-Brittannie. Deze worden vergeleken met het EC voorstel van januari 1997. Dit rapport bevat eveneens diverse aanbevelingen met betrekking tot de verdere ontwikkeling van een Nederlands raamwerk voor de te vragen gegevens, de risicobeoordeling en het risicomanagement.

RIVM rapport:This interim report describes the updated risk assessment system for agricultural and non-agricultural pesticides. It will be integrated with the European Union System for the Evaluation of Substances, EUSES 1.0, into USES 2.0, the second version of the Uniform System for the Evaluation of Substances. Dit rapport is primair bedoeld als tussenstap in de programmeer- en testfase van USES 2.0.

RIVM rapport:Dit rapport beschrijft een semi-quantitatieve module om concentraties in het oppervlaktewater te schatten uitgaande van verschillende routes. Het accent ligt op de bijdragen van de runoff (op of vlak onder het bodemoppervlak) en de erosie na zware regenbuien. Met behulp van deze module (in een spreadsheet) kunnen de potentiele bijdragen van zowel de runoff als de erosie worden ingeschat. De module schat geen actuele concentraties. De module is gebaseerd op twee complementaire processen: enerzijds worden hydrofobe pesticiden verondersteld het oppervlaktewater te kunnen bereiken door het transport van bodemdeeltjes, waaraan de pesticide is gesorbeerd ; anderzijds kunnen wateroplosbare pesticiden het aangrenzende oppervlaktewater bereiken met de waterstroom zelf, waarin het pesticide is opgelost, hetzij ter hoogte van of vlak onder het maaiveld. Deze semi-quantitatieve benadering heeft als voordelen een heldere structuur en een makkelijke toepasbaarheid. Bovendien biedt het een gestandaardiseerde manier om pesticiden te prioriteren op hun potentiele verspreidingsroutes. Dit rapport geeft de huidige praktijk wat betreft de toelating van pesticiden in Nederland niet weer., This report offers a semi-quantitative tool to estimate concentrations of pesticides in surface water due to various routes of dissipation. The routes via runoff and erosion after rain storms are particularly focussed upon. By running this module (via a simple spreadsheet) the potential contributions by runoff and erosion can be assessed. The module does not estimate actual concentrations. The basic concept of this module consists of two aspects: first, hydrophobic pesticides are assumed to reach adjacent surface water by the translocation of soil particulates onto which the pesticide has been sorbed ; secondly, hydrophylic pesticides are assumed to reach adjacent water by the translocation of water on the soil or subsoil, in which a substantial fraction has been solved. This semi-quantitative approach has the advantage of being clearly structured and very feasible. It is also a standardised method for ranking pesticides on their dissipation potential. This does not reflect current regulatory practice with respect to the admission of pesticides in the Netherlands.

RIVM rapport:This report discusses the volatilization of pesticides from the soil surface, from within the soil and from plants. Not only during, but mainly also after, application of pesticides part of the applied substance volatilizes. The rate of volatilization is different for each substance and is in the first instance linked up with the vapour pressure of the substance. Beside it factors like temperature, water solubility, adsorption to soil or plant surfaces, soil moisture, air flow and the concentration of the pesticide are important. A large amount of measured volatilization data of pesticides are collected from literature and presented in tables. Data obtained from field studies and from laboratory studies are presented in different tables. Data for volatilization from within the soil, from the soil surface and from the plant surface are also split up in different tables. Literature data concerning models for estimating the volatilization of pesticides are also collected. Many models found are not useful because input parameters are not available. For estimating the rate of volatilization from the soil surface the so called "Dow-method" is proposed. Vapour pressure, water solubility and adsorption to soil are the factors in this model that are supposed to influence the volatilization substantially. As a first step to validate the "Dow-method" some values calculated with this method are compared with measured values. In general the agreement of these values was within a factor of 7. A useful model to estimate the volatilization of pesticides incorporated in soil and volatilization from plant surfaces could not be found. Finally an overview of percentages volatilized substance, calculated with the "Dow-method" at 1 and 4 days after application, is given for a large number of pesticides., Dit rapport bespreekt de vervluchtiging van bestrijdingsmiddelen vanaf en vanuit de grond en vanaf de plant. Niet alleen tijdens toepassing van bestrijdingsmiddelen, maar vooral ook daarna, verdampt een deel van de toegediende stof. De mate van vervluchtiging verschilt per stof en hangt in eerste instantie samen met de dampdruk van de stof. Daarnaast spelen factoren als temperatuur, wateroplosbaarheid, adsorptie aan grondoppervlak of plant, bodemvochtigheid, luchtstroom en de concentratie van de stof een rol. Uit de literatuur is een groot aantal gegevens verzameld omtrent gemeten hoeveelheden vervluchtiging van bestrijdingsmiddelen per tijdseenheid. Deze gegevens zijn gepresenteerd in tabellen. Gegevens van veldstudies en laboratoriumstudies zijn in afzonderlijke tabellen gezet. Gegevens over vervluchtiging vanuit de grond, vanaf het grondoppervlak en vanaf de plant zijn ook opgesplitst over verschillende tabellen. Daarnaast zijn literatuurgegevens verzameld omtrent modellen waarmee de mate van vervluchtiging van bestrijdingsmiddelen geschat kan worden. Veel van de gevonden modellen zijn vanwege niet beschikbare invoerparameters niet bruikbaar. Voor het schatten van de vervluchtiging van bestrijdingsmiddelen vanaf het grondoppervlak wordt het gebruik van de zgn. "Dow-methode" voorgesteld. Bij deze methode zijn dampdruk, wateroplosbaarheid en adsorptie aan grond factoren die geacht worden de mate van vervluchtiging daadwerkelijk te beinvloeden. Als eerste aanzet om de "Dow-methode" te valideren zijn enkele hiermee berekende waarden vergeleken met gemeten waarden. Over het algemeen bleek de overeenkomst tussen deze waarden binnen een factor 7 te blijven. Voor de vervluchtiging van in de grond ingewerkte bestrijdingsmiddelen en voor de vervluchtiging vanaf planten werd geen bruikbaar model gevonden. Tenslotte wordt voor een groot aantal bestrijdingsmiddelen een overzicht gegeven van de met de "Dow-methode" berekende percentages vervluchtigde stof, 1 en 4 dagen na toep

RIVM rapport:(ABSTRACT-NEDERLANDS) Deze handleiding geeft richtlijnen voor het samenvatten en beoordelen van diverse milieu-aspecten van landbouwkundige en niet-landbouwkundige bestrijdingsmiddelen. Het betreft dat deel van de toelatingsprocedure in Nederland dat de risico-schatting voorafgaat. De eisen van de Nederlandse overheid voor de toelating van bestrijdingsmiddelen zijn opgenomen in deze handleiding. Omdat ze niet integraal zijn opgenomen wordt het aangeraden het CTB Aanvraagformulier te raadplegen, indien gewenst. De handleiding richt zich vooral op richtlijnen wat betreft het gedrag in water en bodem, de ecotoxiciteit voor aquatische en terrestrische organismen, en de bioconcentratie in aquatische organismen. De richtlijnen hebben betrekking op zowel de intrinsieke betrouwbaarheid van de door de fabrikant aangeleverde testrapporten als op de beknopte beschrijving van deze rapporten in een zogeheten RIVM Adviesrapport. Dit laatste wordt opgesteld door de afdeling Beoordeling Bestrijdingsmiddelen Milieu (BBM) ten behoeve van het College voor de Toelating van Bestrijdingsmiddelen (CTB). Dit College heeft de verantwoordelijkheid voor het al dan niet toelaten van bestrijdingsmiddelen op de Nederlandse markt in het kader van de Bestrijdingsmiddelenwet. Er is onderscheid gemaakt tussen de betrouwbaarheid en de bruikbaarheid van testen. Het eerste verwijst naar de intrinsieke aspecten van een test - methodologie, rapportage -, het laatste verwijst naar het nut van een dergelijke test voor een specifiek doel - bijvoorbeeld risico-schatting. De nadruk ligt in deze handleiding op de betrouwbaarheid, en het geeft een check-list per milieu-aspect om op grond hiervan onderscheid te kunnen maken tussen betrouwbare, minder betrouwbare en onbetrouwbare testen. Deze check-listen worden weergegeven als zogenoemde resume-tabellen ; zij vormen de kern van de handleiding. De handleiding is niet compleet. Talrijke milieu-aspecten zijn momenteel zowel nationaal als internationaal in discussie, This Manual gives guidance in summarising and evaluating the environmental aspects of agricultural and non-agricultural pesticides. Actually this is the part of the pesticide registration process in the Netherlands preceding the risk assessment. The requirements of the Dutch government for admission of pesticides to the market are included in the Manual. As they are not reported exhaustively, it is advised to consult the CTB Application Form, if felt necessary. This Manual focusses primarily on instructions with respect to studies on behaviour in water and soil, ecotoxicity for aquatic and terrestrial organisms, and bioconcentration for aquatic organisms. The instructions cover both the intrinsic reliability of test reports provided by the industry, and the summarised description of these reports in an Advisory Report of RIVM. The latter is prepared by the Department of Evaluating Environmental Aspects of Pesticides on behalf of the Dutch Board for the Authorisation of Pesticides (CTB). This Board has the responsibility for admitting or refusing pesticides on the Dutch market in view of the Pesticides Act. A distinction has been made between the reliability and usefulness of tests. The first refer to intrinsic aspects of a test - methodology, description -, the latter to the use of such a test for a particular purpose - e.g. risk assessment. In this Manual the emphasis is on the reliability, and it offers a check-list per environmental item to discriminate between reliable, less reliable and not reliable tests. These check-lists are presented as so-called summary tables, and they are the core of the Manual. This Manual does not claim to be complete. Many environmental issues are currently in discussion both nationally and internationally. Therefore this Manual represents the state of art. It will be updated regularly to cope with these national and international developments. The risk assessment is also not included and will be dealt with in a follow-up.

RIVM rapport:Abstract niet beschikbaar, In this report a method is proposed for the derivation of standards for the concentrations of organic contaminants in organic fertilizers which are used on agricultural land. The method is based on the premises that the long-term accumulation level of contaminants in soil, may not cause a risk for the terrestrial ecosystem. Therefore, the estimated long-term accumulation level in soil of these compounds, determined by the annual addition and the half-life in soil, may not exceed the target values. As a first application of the above described method, standards for the concentrations of a number of organic micro contaminants in sewage sludge and compost are proposed. Besides that also standards for contaminants in very clean-compost and black soil are proposed. Because by the Dutch law very clean compost and black soil are considered as soils, which as any other soil have to meet the requirements of the target values in soil, the standards for very clean compost and black soil are considerably lower than those for sewage sludge and compost. The organic contaminants were selected because of their persistent character in soil.

RIVM rapport:Dit rapport vormt de Nederlandse bijdrage aan het Pilot Project van het Bestrijdingsmiddelen programma van de OECD. Nederland heeft als "lead Country" gefungeerd voor de actieve stof pyridaat om een vergelijking te maken van de evaluaties van zes deelnemende landen, namelijk Australie, Canada, Duitsland, Zwitserland, de Verenigde Staten en Nederland. De lay-out van de samenvattingen werd met elkaar vergeleken, waarbij werd aangetoond dat van alle landen alleen Nederland alle individuele studies op toxicologisch en ecotoxicologisch gebied apart samenvat. Van alle referentis van alle landen samen bleken slechts 61 van de in totaal 372 referenties beoordeeld te zijn door twee of meer landen. Van de gemeenschappelijke studies stelden de betrokken landen wel steeds hetzelfde eindpunt vast. Slechts voor enkele studies werden verschillende gedrag en effect gegevens gerapporteerd. In alle gevallen waren de verschillen slechts klein. Geconcludeerd kan worden dat het voor andere landen mogelijk moet zijn de samenvattingen en evaluaties van andere landen te gebruiken voor de vaststelling van hun eigen beoordeling van de actieve stof. Standaardisatie bleek voor diverse onderwerpen belangrijk te zijn., This report is the Dutch contribution in the Pilot Project of OECD's Pesticide Program. The Netherlands acted as lead country for pyridate for the comparison of evaluations of six participating countries, including Australia, Canada, Germany, Switzerland, the Netherlands and the United States of America. The lay-out of reviews are compared with each other and it was shown that of all participating countries only the Netherlands summarize all studies on toxicology and ecotoxicology individually. Of all references of all countries together only 61 out of 372 references were reviewed by two or more countries. From the common studies the countries established always the same endpoints. Only for some studies different final fate and effect data were reported. But in all cases the differences were only small. It can be concluded that it seems possible for countries to use reviews prepared by other participating countries for establishing their own results. The data mentioned are based on confidential information supplied by the manufacturers of the pesticides. For all pesticides mentioned a Final Environmental File, which is public, is derived. Tables with assorted data (sorted from high to low adverse environmental effect) for several environmental items are also included. Differences in environmental aspects per group of pesticides are illustrated in diagrams. These groups consist of pesticides with comparable structures and/or goals of application.

RIVM rapport:After the presentation of the Evaluation System for Pesticides (ESPE) 1. Agricultural pesticides (Emans et al. 1992) this present report is describing the logical successor ESPE 2: non-agricultural pesticides. Starting with an extensive emission analysis of the different types of nonagricultural pesticides the introduction into the environment is estimated. The distribution and risk-analysis follow thereafter the lines outlined in ESPE 1. The non-agricultural pesticides are distinguished in someclasses: 1. disinfectants, 2 industrial biocides, 3 preservatives, 4. household products, 5 wood preservatives and -protectors 6. antifouling paints. Taking into consideration the way of emission into the environment proposals are presented for the data that will be desiable for the registration evaluation. Thereafter, the data will be used, together with standardized assumptions on the environment, in calculation schemes, leading to the calculation of so-called Predicted Environmental Concentrations (PECs). The ratio between the PEC and the NEC (NO Effect Concentration) or sometimes the LC50 or EC50 leads then to a risk phrase, where a policy decision can be based upon. Besides the decision trees introduced in ESPE 1 two extra trees are developed additionally for beneficial micro-organisms in municipal sewage treatment plants (because an interference with these micro organisms can lead to an unacceptable organisms can lead to an unacceptable contamination of the surface water) and for bats (because remidial treatment of timbers in buildings has been considered a significant cause of mortality to bats). These trees take an analogous format as those in ESPE 1. With the presentation of part 2 of the evaluation system ESPE the first step to a methodology for the evaluation of pesticides within the scope of registration has been made. In the report several open ends are still present, because sufficiently accepted methods for all routes are not yet available in the literature. Th
