Changes in the oil policy of Saudi Arabia are studied by analyzing the country's revenues, expenditures and balance of payments. The theoretical basis for oil policy is the target revenue theory, wherein oil revenues finance a country's public expenditures. It was argued that Saudi Arabia lessened its production during the first oil crises in order to increase prices. For the 1990s, it was suggested that Saudi Arabia will no longer limit its production to defend oil prices and will, in fact, increase its portion of OPEC production.
