Under the development path of green circular economy with the goal of “double carbon”, the highquality development of forestry economy is an important driving force for tapping the new momentum of green transformation of industrial structure. Based on panel data of 31 provinces in China from 2009 to 2018, this paper constructs a two-way fixed-effects model to explore the drivers of high-quality development of the forestry economy, using forestry economic output value as the explanatory variable. The study found that forestry protection efforts, average forestry salary levels, forestry employees, annual afforestation area, technology level and regional industrial structure significantly contributed to forestry economic development. Therefore, China should formulate targeted forestry development policies based on the drivers of the forestry economy, so as to support and ensure the quality development of the forestry economy.

The resilience of forests refers to the ability of a forest to withstand disturbance and maintain its function and control. After an early phase of historical logging to support economic development, changes in the socio-ecological resilience of key state-owned forest areas in Northeastern China (later collectively referred to as Northeastern state-owned forests) after implementing a total logging ban policy remain unknown. In this study, the Northeast state-owned forest area was selected as the study area, and based on the panel data from 2008 to 2021, the indicator system at both social and ecological levels was established, and the socio-ecological resilience of the Northeast state-owned forest area was assessed using comprehensive weights and set-pair analysis. The results show that (1) the logging ban policy effectively improves socio-ecological resilience, which reached the highest point of the whole measurement period in 2018. (2) The socio-ecological system has a certain self-adjustment and resilience but has shown a decreasing trend in recent years. By exploring the causes behind the results, we can provide guidance and suggestions for the further implementation of the logging ban policy and, at the same time, provide some lessons for other developing countries with similar problems. (1) Background--The key state-owned forest areas are unique regions formed under the specific historical periods and special development strategies, and the reform of their governance system is crucial to ecological protection, sustainable development and social well-being in the new era. Although the reform of the state-owned forest areas has lasted for many years, there are still some problems such as dysfunctional institutional reform, stagnant industrial development and imperfect livelihood guarantee. (2) Methods--Taking Yichun Forest Industry Group in Heilongjiang Province as an example, this paper integrated resources, systems and social capitals into the analysis framework, and used the method of multiple case studies to compare and analyze the two reform modes of complete integration of the government and enterprises with the incomplete integration of the government and enterprises. The reform mechanisms and realistic dilemmas in the process of separating the government from enterprises were explored by setting SES (Social-ecological System) key variables in eight typical cases extracted from the four forestry bureaus. (3) Results--First, although the two reform modes of separating the government from enterprises had their own characteristics, in general, the reform of separating the government from enterprises led to the reshaping of the institutional environment and the changes in the authorities and responsibilities of the local governments and forest industry enterprises. However, the deep-rooted "system of units" and the deepening of path dependence limited the smooth implementation of the reform. Second, the reform process of separating the government from enterprises was externally influenced by the completeness of the supporting policies for reform, and internally constrained by the resources allocation rights, relative discourse rights and interdependence of the actors and governance systems, which affected the action stages by affecting the allocation mechanism of the reform costs. Third, the separation of the government from enterprises involved multiple stakeholders, including the government, enterprises, employees, etc., which would inevitably lead to the reconstruction of interest relations. In the post-reform period, it also faced the dilemmas such as unclear boundaries of the government and enterprises functions, insufficient support of the reform-related supporting policies, and difficult balance in the resettlement of the forest employees, which restricted the release of reform dividends. (4) Conclusions and Discussions--First, the local governments need to adjust their roles and responsibilities from those of administrators in the past to those of market regulators and service providers. At the same time, we should establish the value concept of overall co-governance and shape a mature cooperative governance structure. Second, since the reform of separating the government from enterprises affects the action stages of the local governments and forest industry enterprises, it is necessary to reasonably determine the sharing mechanism of reform costs and coordinate funding channels. For the public services undertaken by the enterprises in the transitional period, the government can share the relevant costs by purchasing socialized services. Third, after the separation of the government from enterprises, the forest workers have changed from the original "unit people" to enterprise employees. In the face of the rapidly changing development situation, the forest employees should continue to carry forward the forest industry spirit of hard work and daring to venture, actively face the market, go to the market and integrate into the market, constantly learn new vocational skills, and create "gold mountains and silver mountains" through diversified channels while managing and protecting the "clear waters and green mountains". To promote the sustainable development of agriculture and forestry economy, it is of great significance to guide farmers to consciously pursue pro-environmental behaviors in the development of the understory economy. Based on field survey data from Yong'an city of Fujian Province and Luoshan County of Henan Province, factor analysis and Oprobit models were mainly used to analyze the influencing factors and influencing the degree of the pro-environmental behaviors of farmer households participating in the understory economy. Quantitative data showed that individual characteristics of farmers (i.e., gender, education, career, feasibility evaluation, and the proportion of farming labor to household labor) and forest land management status (i.e., forest land transfer, the working time in understory economy, and proportion of understory economic income) have an obvious effect on the adoption of pro-environmental behaviors. Findings also revealed three key variables (i.e., the farmers' environmental perception, social constraints, and government incentives) that are associated with the willingness to adopt pro-environmental behaviors. The contribution ratios of the influencing factors were environmental perception, social constraints, and government incentives. In addition to economic benefits, perceptual factors and informal institutions also play an important role in driving farmers to adopt pro-environmental behaviors. Based on the findings, it is necessary to strengthen the publicity and the education of farmers, increase environmental responsibility, accelerate the establishment and improvement of ecological reward-and-punishment mechanisms, and enhance the training of green production techniques. To compare the effects of different treatment modalities on active, moderate‐to‐severe Graves' orbitopathy (GO). We searched PubMed and Embase for randomized controlled trials published up to 30 Nov 2020, of different modalities for the treatment of active, moderate‐to‐severe GO. We performed Bayesian network meta‐analyses. This study is registered with PROSPERO (CRD42020166287). Fifteen RCTs were identified. Network meta‐analysis showed that in comparison with placebo, teprotumumab, mycophenolate plus intravenous glucocorticoids (IVGCs), mycophenolate, rituximab, azathioprine, IVGCs, orbital radiotherapy, oral glucocorticoids (OGCs) were effective treatments (ordered from most effective to least effective). Teprotumumab was more efficacious in reducing proptosis than IVGCs. No significant difference in changes in diplopia grade was recorded between teprotumumab, rituximab, orbital radiotherapy and IVGCs. Low (4.5–5 g), middle (6 g) and high (7–8 g) cumulative doses of IVGCs were shown to be more effective than OGC in improving the overall response rate, but the very low‐group (<3 g) seemed to have a lower risk of adverse events. We found that teprotumumab offered the highest level of efficacy in terms of the overall response rate and was more efficacious in reducing proptosis than IVGCs. With regard to different dosages of IVGCs, the cumulative dose of 4.5–5 g of IVGCs seems to be the most appropriate schedule in terms of efficacy and safety outcomes. Due to the limited number of patients treated with teprotumumab and the lack of comparison with other effective therapeutics, teprotumumab might not become the standard first‐line therapy for active, moderate‐to‐severe GO.
