The development of marine industry is highly dependent on marine resources, and it is of great significance to study marine industrial agglomeration, marine resource endowment and marine economic growth in the context of building a “strong marine country”. Based on the data of 11 coastal provinces and regions from 2006 to 2019, the paper analyzes the regulating effect of marine resource endowment on the basis of empirically examining the relationship between marine industrial agglomeration and marine economic growth using the fixed-effects model, and finally further analyzes the spatial spillover effect of marine industrial agglomeration on marine economic growth using the spatial Durbin model. The following conclusions are drawn: There is a significant inverted U-shaped relationship between marine industrial agglomeration and marine economic growth, Marine resource endowment plays a moderating effect in the process of marine industry agglomeration affecting the growth of the marine economy, and marine resource endowment can generate the “resource gospel” by promoting physical capital investment and lowering transaction costs, as well as squeezing out scientific and technological innovation in the marine industry and investment in human capital, thus generating the “resource curse”, Marine economic growth in coastal areas has obvious spatial positive correlation, and marine industry agglomeration has significant spatial spillover characteristics on marine economic growth.
