19. Legal Design for the General Data Protection Regulation. A Methodology for the Visualization and Communication of Legal Concepts

Abstract

Privacy policies are known to be impenetrable, lengthy, tedious texts that are hardly read and poorly understood. Therefore, the General Data Protection Regulation (GDPR) introduces provisions to enhance the transparency of such documents and suggests icons as visual elements to provide “in an easily visible, intelligible and clearly legible manner a meaningful overview of the intended processing.” The present dissertation discusses how design, and in particular legal design, can support the concrete implementation of the GDPR’s transparency obligation. Notwithstanding the many benefits that visual communication demonstrably provides, graphical elements do not improve comprehension per se. Research on graphical symbols for legal concepts is still scarce, while both the creation and consequent evaluation of icons depicting abstract or unfamiliar concepts represent a challenge. More- over, precision of representation can support the individuals’ sense-making of the meaning of graphical symbols, but at the expense of simplicity and us- ability. Hence, this research proposed a methodology that combines semantic web technologies with principles of semiotics and ergonomics, and empirical methods drawn from the emerging discipline of legal design, that was used to create and evaluate DaPIS, the Data Protection Icon Set meant to support the data subjects’ navigation of privacy policies. The icon set is modeled on PrOnto, an ontological representation of the GDPR, and is organized around its core modules: personal data, roles and agents, processing operations, processing purposes, legal bases, and data subjects’ rights. In combination with the description of a privacy policy in the legal standard XML Akoma Ntoso, such an approach makes the icons machine-readable and semi-automatically retrievable. Icons can thus serve as information markers in lengthy privacy statements and support the navigation of the text by the data subject.

Abstract

When several agents are engaged in an argumentation process, they are faced with the problem of deciding how to contribute to the current state of the debate in order to satisfy their own goal, ie. to make an argument under a given semantics accepted or not. In this paper, we study the minimal changes (or target sets) on the current state of the debate that are required to achieve such a goal, where changes are the addition and/or deletion of attacks among arguments. We study some properties of these target sets, and propose a Maude specification of rewriting rules which allow to compute all the target sets for some types of goals

Abstract

This report documents the program and the outcomes of Dagstuhl Seminar 12111 ``Normative Multi-Agent Systems''. Normative systems are systems in the behavior of which norms play a role and which need normative concepts in order to be described or specified. A normative multi-agent system combines models for normative systems (dealing for example with obligations, permissions and prohibitions) with models for multi-agent systems. Norms have been proposed in multi-agent systems and computer science to deal with issues of coordination, security, electronic commerce and institutions, agent organization. However, due to the lack of a unified theory, many multi-agent system researchers are presently developing their own ad hoc concepts and applications. The aim of this Dagstuhl Seminar was to formulate a collective appraisal of the current perspectives in the field and the most promising venues for future activity. In particular, the seminar has been conceived for the writing of a volume titled "A Prospective view of Normative Multi Agent Systems" aimed to become a standard reference in the field and to provide guidelines for future research in normative multi-agent systems.

Abstract

On 18-19 May 2006, the Saarland University organized a two-day workshop about "Trustworthy Software" in order to present and foster the research competence in the SaarLorLuxWallonie region in the area of developing safe, secure and reliable software, computers and networks. As part of the Interreg III C E-Bird project "Recherches sans fronti\`eres/Forschen ohne Grenzen" it provided an excellent forum especially for young scientists to present and discuss recent results, new ideas and future research directions to a transnational audience from the SaarLorLuxWallonie region. The workshop consisted of 21 regular presentations and one invited talk. Abstracts of all presentations are collected in this paper, including links to extended abstracts or full papers. The first section directs to the preface of the proceedings.

Abstract

Explainable AI (XAI) has emerged in recent years as a set of techniques and methodologies to interpret and explain machine learning (ML) predictors. To date, many initiatives have been proposed. Nevertheless, current research efforts mainly focus on methods tailored to specific ML tasks and algorithms, such as image classification and sentiment analysis. However, explanation techniques are still embryotic, and they mainly target ML experts rather than heterogeneous end-users. Furthermore, existing solutions assume data to be centralised, homogeneous, and fully/continuously accessible—circumstances seldom found altogether in practice. Arguably, a system-wide perspective is currently missing. The project named “Personalized Explainable Artificial Intelligence for Decentralized Agents with Heterogeneous Knowledge ” (Expectation) aims at overcoming such limitations. This manuscript presents the overall objectives and approach of the Expectation project, focusing on the theoretical and practical advance of the state of the art of XAI towards the construction of personalised explanations in spite of decentralisation and heterogeneity of knowledge, agents, and explainees (both humans or virtual). To tackle the challenges posed by personalisation, decentralisation, and heterogeneity, the project fruitfully combines abstractions, methods, and approaches from the multi-agent systems, knowledge extraction/injection, negotiation, argumentation, and symbolic reasoning communities.

Abstract

This study is an approach to encompass uncertainty in the well-known Argumentation Scheme from Negative Consequences and in the more recent “Basic Slippery Slope Argument” proposed by Douglas Walton. This work envisages two new kinds of uncertainty that should be taken into account, one related to time and one related to the material relation between premises and conclusion. Furthermore, it is argued that some modifications to the structure of these Argumentation Schemes or to their Critical Questions could facilitate the process of Knowledge Extraction and modeling from these two argumentative patterns. For example, the study suggests to change the premises of the Basic Slippery Slope related to the Control and the Loss of Control.

Abstract

International audience; Requirements engineering research has for long recognized the leading role of goals as requirement artifacts during the requirements engineering specification processes. Given the large number of artifacts created during the requirements specification and the continuous evolution of these artifacts, reasoning about them remains a challenging task. Moreover, the rising complexity of the target domain under consideration during the requirements engineering process as well as the growth of geographically distributed projects explain why the number of collected requirements as well as their complexity also increase. In this context, providing support to stakeholders in achieving a common understanding of a set of goal-based requirements, in consolidating them and keeping them consistent over time is another challenging task. In this paper, we propose an approach to detect consistent sets of goal-based requirements and maintain their consistency over time. Our approach relies on argumentation theory which allows to detect the conflicts among elements called arguments. In particular, we rely on meta-argumentation, which instantiates abstract argumentation frameworks, where requirements are represented as arguments and the standard Dung-like argumentation framework is extended with additional relations between goal-based requirements.

Abstract

International audience; We propose a logical framework to represent and reason about some important aspects of a theory of institutional action: (1) the distinctions between physical facts and actions and institutional facts and actions; (2) the distinction between causality and ‘counts-as’; (3) the notion of institutional power. Technically, our contribution consists in extending a dynamic logic of propositional assignments with constructions allowing to express that an agent plays a given role; that a physical action causes another physical action; that a physical action performed by an agent playing a given role counts as an institutional action.
