Austrian culture has been driven into exile at a faster rate than Germany's. Not quite five weeks after Adolf Hitler's occupation of Austria, the Vienna edition of the Völkischer Beobachter celebrated the cleansing of its literature, stage, music, and press. In the annihilation of Austrian culture with such lightning speed Hitler's personal animus was a factor of importance. In his youth he conceived a deep hatred for the intellectual life of his native country, from which he was excluded. The long list of prominent Austrian scientists arrested by the Nazis includes such well-known men as Armand Kaminka, founder of the Vienna Maimonides Institute; Othmar Spann, economist at the University of Vienna; and Sigmund Strauss, one-time collaborator of Heinrich Hertz of "Hertz wave" fame. The damage done to Austrian literature is beyond repair. The works of the men who have made Vienna renowned are on the index of forbidden literature.

Germany is carrying on war on two battlefronts: "Westwall" and "Centerwall." The press reports the operations on the former, while the activities of the latter are reported only orally. The "Centerwall," is the domestic battle line. Operations on a large scale were being conducted on this front when the author left Germany shortly after the outbreak of the war. The domestic enemy consists of divergent elements ranging from the Socialists all the way over to a certain section of the Nazis. Many Nazis had followed the Nazi dictator Adolf Hitler in the honest conviction that he was carrying on a crusade against Bolshevism. They compared themselves to the Teutonic Order, which carried on war against Oriental paganism and anarchy in the Middle Ages.

The Catholics are in revolt against the Third Reich, which they want placed under papal interdiction and boycotted by their coreligionists throughout the world. The Nazis, on the other hand, want to set up a totalitarian state that does not tolerate a rival God. While the Catholics are carrying on their war, the Socialists are squabbling about the united front with the Communists, unable to teach a decision. The Communists have also failed to become a serious menace to the Nazis through their underground organizations, which are too weak to harass the foe in a relentless guerrilla warfare.

The article analyses the influence of the German criminal law on the social and political situations there. The inconsistency of protecting the defendants in criminal trials with constitutional safeguards while exposing the rest of Germany to unmitigated tyranny was clearly seen in the system of law. The revolution in German law is accomplished by making the judges entirely subservient to Nazi ideology and by freeing them from the trammels of objective application of the law. The author also focuses on some amendments made in the criminal laws according to Nazi doctrine.

The article presents information on German culture. Culture, as that term is generally understood among the civilized people of the world, is in process of annihilation in the Nazi Third Reich. The eminence in the natural and social sciences, in the arts, and in literature which Germany had reached during the nineteenth and early twentieth century is being superseded by the Nazi Kultur a cult resting on widely propagated untruth imposed by blood and iron. It retains and exalts the worst aspects of Prussianism and Kaiserism, while rejecting as false and unworthy of the new Teutonism the great intellectual achievements of the Second Reich and of the Republic.

Five years ago six constituent assemblies were feverishly at work in Central Europe preparing to give legislative certificates of birth to six countries which had come into existence a few mouths previously. National constitutions in the making were resplendent with high-sounding assertions of inalienable human rights, vows were uttered to make each country the standard-bearer of unadulterated democracy, parties scrambled for strategic positions, special interests made friendly overtures to the new rulers. Groups which had formerly been irredentist nationalities celebrated their newly won independence and filled the air with songs of liberty.
