A total of 16 focus group discussions with mothers (45 respondents), fathers (21 respondents) and grandmothers (23 respondents) of children aged 6–23 months in households that were beneficiaries of the Productive Safety Net Program were conducted, along with four key informant interviews with health workers. Qualitative transcripts were complemented with field notes before qualitative content analysis was applied. The key findings suggest that UPF were widely provided to infants and young children as part of a pattern of suboptimal complementary feeding, including both early and late initiation of complementary foods. In particular, UPF (including juice, biscuits and lipid-based nutrient supplements) were diluted with or dissolved in water and fed to infants via bottle, often before the recommended age of initiation of 6 months. Mothers and caregivers reported that they perceived the products to be affordably priced and packaged, ready to use and convenient given their time constraints. The level of consumption of UPF and its effects on infant and young child feeding feeding practices and children's nutritional status in rural Ethiopia should be further explored.

Poverty, Gender, and Inclusion (PGI), Over the last 20 years, a burgeoning scholarly literature has analyzed the effects of cash transfer and cash plus interventions in a wide range of contexts and using a range of empirical designs. We conduct a systematic review and meta-analysis to estimate the pooled effect of any cash or cash plus intervention on livelihoods-related outcomes (consumption, income and labor supply), ultimately compiling 305 different treatment estimates from 155 treatment arms in 104 studies (and in 43 countries). Using random effects and multilevel models, our findings suggest that cash transfer programming is associated with an increase of between $1 and $2 in monthly household consumption and income per $100 in cumulative transfers, an effect that persists for a period of roughly three years (inclusive of the period of program implementation); this effect is meaningfully larger (as much as $4 larger) for cash transfer programs that also include a cash plus livelihoods intervention. There are no significant effects observed on labor force participation. We also present a range of estimates capturing the longer-term (cumulative) effects of cash transfers on consumption under alternate assumptions.

Ultra-Poor graduation in Somalia, Poverty, Gender, and Inclusion (PGI); Development Strategies and Governance (DSG), Somalia is among the most impoverished nations globally, grappling with severe poverty, persistent armed conflicts, and recurrent droughts and floods, leading to a humanitarian crisis marked by substantial internal displacement. The site of this evaluation, Baidoa, has 517 sites for internally displaced persons (IDPs), housing nearly 600,000 households. Notably, 64% of the residents in these sites are women and girls. The 2nd Somali High-Frequency Survey revealed that poverty is particularly pronounced in IDP settlements, compounded by high unemployment rates and a lack of income-generating opportunities, thereby exacerbating the challenging circumstances in this area.

The graduation program provided poor households enrolled in Ethiopia’s national safety net, the Protective Safety Net Program (PSNP), with additional livelihood programming including savings groups, business skills training and linkages to financial services. In addition, extremely poor households received a one-time livelihood grant on an experimental basis, as cash transfers or in-kind poultry grants, at a value much smaller than lump sum transfers in other graduation model programs in recent literature. The experiment compared a core nutrition model of nutrition information and sanitation and hygiene activities to an enhanced model that added more intensive nutrition messaging, supplementary feeding of malnourished children, mental health services, and a male engagement activity. Results show that interaction with health care workers and participation in community health activities increased significantly under the enhanced nutrition model, as did maternal nutritional knowledge. Nevertheless, neither nutrition model led to significant improvements in child dietary diversity or anthropometric outcomes on average. However, cash livelihood grants combined with the enhanced nutrition model reduced childhood stunting.

We use data from a large experimental trial of an integrated livelihood and nutrition intervention that supplemented the consumption support provided by Ethiopia’s Productive Safety Net Program (PSNP), conducted within a sample in which all households were beneficiaries of the PSNP. We match three rounds of household survey data to detailed satellite weather data to identify community-level exposure to droughts. We then exploit random assignment to the graduation program to evaluate whether exposed households show heterogeneous effects of drought on household food security and livestock holdings, women’s diets and nutritional status, and prevalence of intimate partner violence (IPV). We find that droughts have substantial negative effects on these outcomes, but the intervention serves to consistently moderate these effects, and for some outcomes (particularly diets and nutrition and IPV), the intervention fully protects households from any adverse drought affects. A further analysis exploits variation across treatment arms that received different program elements and suggests that the primary mechanism is enhanced household savings.

Using a randomized control trial design, combined with three rounds of data, we investigate the impacts on gender equitable attitudes and behaviors of a graduation program that seeks to simultaneously “push” households out of poverty and improve unequal gender norms in Ethiopia. We find that at midline all treatment arms lead to improvements in men’s gender equitable attitudes and their engagement in household domestic tasks as reported by both men and women; but at endline, impacts are only sustained in the treatment arms that introduced men’s engagement groups after the midline survey to further promote improvements in equitable gender norms.

In this paper, we present new evidence from a randomized trial of a lighter-touch graduation model implemented in rural Ethiopia. The primary experimental arms are a bundled intervention including a productive transfer valued at $374 (randomly assigned to be cash or an equivalent value in poultry), training, and savings groups; a simpler intervention including training and savings groups only; and a control arm. We find that three years post-baseline, the intervention inclusive of the transfer leads to some increases in assets, savings, and cash income from livestock, though there is no shift in consumption or household food security; these effects are consistent regardless of the modality of the transfer (cash versus poultry). The effects of training and savings groups alone are minimal.

We systematically reviewed and meta-analysed randomised controlled trials (RCTs) of community-level or group-based interventions to prevent IPV in lower- and middle-income countries, seeking to answer the following research question: do community- or group-based gender-transformative interventions reduce IPV, compared to a control arm of status-quo programming? Methods We conducted a systematic search from the inception of all databases employed until 20 July 2021. Eligible study outcomes included past-year experience of physical, sexual, emotional or economic IPV self-reported by women and perpetration of physical or sexual IPV self-reported by men. We assessed study risk of bias using the updated Cochrane tool for RCTs. We estimated the pooled odds ratio (OR) using a multilevel random-effects meta-analysis and also conducted a multilevel meta-regression to analyse how study characteristics moderated the effect size. Results After screening 7363 unique records, we included 30 studies on 27 unique RCTs. Our meta-analysis suggested that community-level or group-based interventions reduced the odds of women experiencing IPV in the past year: pooled adjusted odds ratio (aOR) = 0.78; 95% confidence interval (CI) = 0.63-0.97. While there was significant heterogeneity in the effect sizes between trials (I2 = 83%), potentially reflecting the diverse contexts of the included trials, our meta-regression did not indicate a significant association between intervention effectiveness and intervention type or target population. There was evidence of significant associations between effectiveness and intervention components and duration. PR, IFPRI3; 5 Strengthening Institutions and Governance, Poverty, Gender, and Inclusion (PGI); Food and Nutrition Policy, The COVID-19 pandemic has added new urgency to the question of how best to motivate people to get needed vaccines. In this article, we present lessons gleaned from government evaluations of eight large randomized controlled trials of interventions that used direct communications to increase the uptake of routine vaccines. These evaluations, conducted by the U.S. General Services Administration’s Office of Evaluation Sciences (OES) before the start of the pandemic, had a median sample size of 55,000. Participating organizations deployed a variety of behaviorally informed direct communications and used administrative data to measure whether people who received the communications got vaccinated or took steps toward vaccination. The results of six of the eight evaluations were not statistically significant, and a meta-analysis suggests that changes in vaccination rates ranged from -0.004 to 0.394 percentage points. The remaining two evaluations yielded increases in vaccination rates that were statistically significant, albeit modest: 0.59 and 0.16 percentage points. Agencies looking for cost-effective ways to use communications to boost vaccine uptake in the field—whether for COVID-19 or for other diseases-may want to evaluate program effectiveness early on so messages and methods may be adjusted as needed, and they should expect effects to be smaller than those seen in academic studies.

The second phase of the Strengthen PSNP Institutions and Resilience (SPIR) Resilience Food Security Activity (RFSA) aims to enhance livelihoods, increase resilience to shocks, and improve food security and nutrition for rural households vulnerable to food insecurity in Ethiopia. The RFSA is situated within Ethiopia’s Productive Safety Net Program (PSNP), one of the largest safety net programs in Africa. Funded by USAID’s Bureau for Humanitarian Assistance (BHA), SPIR II is implemented by World Vision International (lead), CARE, and ORDA in the Amhara and Oromia regions of Ethiopia. The IMPEL SPIR II impact evaluation employs an experimental design with three arms, comparing two treatment combinations of livelihood and nutrition graduation model programming provided to PSNP beneficiaries relative to a control group receiving only PSNP transfers. The treatment assignment is randomized at kebele level in 234 kebeles. In the first arm (the control group), PSNP is implemented by the government with SPIR II support for the provision of cash and food transfers only (no supplemental programming). In the second arm, SPIR II programming is rolled out to PSNP beneficiary households in conjunction with nurturing care groups (NCGs) targeting enhanced infant and young child nutritional practices. In the third arm, PSNP beneficiary households receive SPIR II programming and NCGs, supplemented with additional targeted cash grants to pregnant and lactating women.

This paper presents findings from a randomized controlled trial evaluating a three month intervention providing public works em ployment in rural Tunisia. The evaluation design incorporates two dimensions of randomization — community-level randomization to treatment and control, and individual-level randomization among eligible individuals — and a sample of 2,718 individuals was tracked over five years. The findings suggest that cash for work leads to significant increases in labor market engagement, assets, consumption, financial inclusion, civic engagement, psychological well being, and women’s em powerment one-year post-treatment; however, these effects have largely attenuated to zero five years post-treatment, with the exception of a positive effect on assets. There is also evidence of positive spillover effects within treatment communities, but these effects similarly attenuate over time.

We provide new evidence on this question using five waves of Chinese census data between 1990 and 2015, exploiting quasi-exogenous variation in FDI liberalization induced by multiple waves of regulatory relaxation. We find that counties more exposed to liberalization experience a relative shift out of agricultural employment into manufacturing and services for both men and women. Exposure to FDI liberalization also reduces the probability of marriage, and induces a decline in the birth rate and the share of women with children.

We present novel evidence about the prevalence of mental health challenges among adolescent students in rural Mozambique using data from an in-person survey conducted in 105 schools in 2021, immediately following the post-pandemic school reopening. In our sample, 31% of students reported low levels of well-being (though only 10% suffer from high anxiety): students enrolled in schools that used a wider variety of distance learning measures and who had more robust social networks reported lower anxiety, while students who experienced household-level disruptions linked to the pandemic reported higher anxiety and lower well-being.

The objective of this paper is to explore this relationship in longitudinal data from rural Burkina Faso. Methods: We analyze the association between empowerment measured using the project-level Women's Empowerment in Agriculture Index (pro-WEAI), and two additional outcomes of interest: stress (measured using the SRQ-20) and maternal depression (measured using the Edinburgh scale for post-partum depression). The analysis employs both cross-sectional specifications and panel specifications conditional on individual fixed effects.

We find that there are substantial within‐village frictions in both the land and capital markets linked to land institutions in rural China that disproportionately constrain the more productive farmers. These frictions reduce aggregate agricultural productivity by affecting two key margins: (1) the allocation of resources across farmers (misallocation) and (2) the allocation of workers across sectors, in particular the type of farmers who operate in agriculture (selection). Selection substantially amplifies the productivity effect of distortionary policies by affecting occupational choices that worsen average ability in agriculture.
