2. Measurement of differential polarizabilities at a mid-infrared wavelength in $^{171}\mathrm{Yb}^+$

An atom exposed to an electric field will experience Stark shifts of its internal energy levels, proportional to their polarizabilities. In optical frequency metrology, the Stark shift due to background black-body radiation (BBR) modifies the frequency of the optical clock transition, and often represents a large contribution to a clock's uncertainty budget. For clocks based on singly-ionized ytterbium, the ion's complex structure makes this shift difficult to calculate theoretically. We present a measurement of the differential polarizabilities of two ultra-narrow optical clock transitions present in $^{171}\mathrm{Yb}^+$, performed by exposing the ion to an oscillating electric field at a wavelength in the region of room temperature BBR spectra. By measuring the frequency shift to the transitions caused by a laser at $\lambda=7.17 \mu m$, we obtain values for scalar and tensor differential polarizabilities with uncertainties at the percent level for both the electric quadrupole and octupole transitions at 436nm and 467nm respectively. These values agree with previously reported experimental measurements and, in the case of the electric quadrupole transition, allow a 5-fold improvement in the determination of the room-temperature BBR shift. However, we note significant concerns over the validity of the uncertainty charactarization presented and draw the reader's attention to the Note on applicability section for a discussion.

Coatings comprised of carbon nanotubes are very black; that is, characterized by low reflectance over a broad wavelength range from the visible to far infrared. Arguably there is no other material that is comparable. This is attributable to the intrinsic properties of graphene as well as the morphology (density, thickness, disorder, tube size) of the coating. The need for black coatings is persistent for a variety of applications such as baffles and traps for space instruments. Because of the thermal properties, nanotube coatings are also well suited for thermal detectors, blackbodies and other applications where light is trapped and converted to heat. We briefly describe a history of other coatings such as nickel phosphorous, gold black and carbon-based paints and the comparable structural morphology that we associate with very black coatings. In many cases, it is a significant challenge to put the blackest coating on something useful. We describe the growth of carbon nanotube forests on substrates such as metals and silicon along with the catalyst requirements and temperature limitations. We also describe coatings derived from carbon nanotubes and applied like paint. Another significant challenge is that of building the measurement apparatus and determining the optical properties of something having negligible reflectance. There exists information in the literature for effective media approximations to model the dielectric function of vertically aligned arrays. We summarize this as well as other approaches that are useful for predicting the coating behavior along with the refractive index of graphite from the literature that is necessary for the models we know of. We provide an appendix of our best recipes for making as-grown, sprayed or other coatings for the blackest and most robust coating for a chosen substrate and a description of reflectance measurements., Comment: Submitted to AIP

The Stark shift due to blackbody radiation (BBR) is the key factor limiting the performance of many atomic frequency standards, with the BBR environment inside the clock apparatus being difficult to characterize at a high level of precision. Here we demonstrate an in-vacuum radiation shield that furnishes a uniform, well-characterized BBR environment for the atoms in an ytterbium optical lattice clock. Operated at room temperature, this shield enables specification of the BBR environment to a corresponding fractional clock uncertainty contribution of $5.5 \times 10^{-19}$. Combined with uncertainty in the atomic response, the total uncertainty of the BBR Stark shift is now $1\times10^{-18}$. Further operation of the shield at elevated temperatures enables a direct measure of the BBR shift temperature dependence and demonstrates consistency between our evaluated BBR environment and the expected atomic response., Comment: 5 pages, 3 figures, accepted to PRL

5. Developing a predictive model for low-temperature Laval nozzles with applications in chemical kinetics.

- Abstract
Laval nozzles are used in the CRESU ("Cinétique de Réaction en Écoulement Supersonique Uniforme") method to generate a collimated low temperature (5–200 K), low pressure (30–500 Pa), high Mach number (1 < M < 20) supersonic jet. Laval nozzles have been designed using the Method of Characteristics (MOC) since the development of CRESU, which is an analytical method that assumes inviscid, isentropic flow, and is routinely used to design nozzle profiles for a particular gas and temperature with a uniform shock free exit. This study aims to provide a robust computational framework to overcome the limitations of the MOC while also providing recommendations on the numerical model setup required to model a low-temperature supersonic jet. It also discusses the blockage effects when using the Pitot tube method for flow characterization, the influence of inlet turbulence and reservoir size. Numerical results are validated using two different experimental apparatuses from research groups at the University of Leeds and the University of Birmingham. Finally, a MATLAB framework was developed and has been provided as an open source toolbox to allow any user to perform computational fluid dynamics on any Laval nozzle, with the ability to change nozzle geometry, operating conditions and bath gas. The toolbox has been rigorously tested against many benchmark cases, which shows that steady-state Reynolds-averaged Navier–Stokes with the k-omega-shear stress transport turbulence model can be used to accurately predict global quantities, such as average temperature in the stable region of the supersonic jet. Background and purpose Prospectively collected data comparing the safety and effectiveness of individual non-vitamin K antagonists (NOACs) are lacking. Our objective was to directly compare the effectiveness and safety of NOACs in patients with newly diagnosed atrial fibrillation (AF). Methods In GLORIA-AF, a large, prospective, global registry program, consecutive patients with newly diagnosed AF were followed for 3 years. The comparative analyses for (1) dabigatran vs rivaroxaban or apixaban and (2) rivaroxaban vs apixaban were performed on propensity score (PS)-matched patient sets. Proportional hazards regression was used to estimate hazard ratios (HRs) for outcomes of interest. Results The GLORIA-AF Phase III registry enrolled 21,300 patients between January 2014 and December 2016. Of these, 3839 were prescribed dabigatran, 4015 rivaroxaban and 4505 apixaban, with median ages of 71.0, 71.0, and 73.0 years, respectively. In the PS-matched set, the adjusted HRs and 95% confidence intervals (CIs) for dabigatran vs rivaroxaban were, for stroke: 1.27 (0.79–2.03), major bleeding 0.59 (0.40–0.88), myocardial infarction 0.68 (0.40–1.16), and all-cause death 0.86 (0.67–1.10). For the comparison of dabigatran vs apixaban, in the PS-matched set, the adjusted HRs were, for stroke 1.16 (0.76–1.78), myocardial infarction 0.84 (0.48–1.46), major bleeding 0.98 (0.63–1.52) and all-cause death 1.01 (0.79–1.29). For the comparison of rivaroxaban vs apixaban, in the PS-matched set, the adjusted HRs were, for stroke 0.78 (0.52–1.19), myocardial infarction 0.96 (0.63–1.45), major bleeding 1.54 (1.14–2.08), and all-cause death 0.97 (0.80–1.19). Conclusions Patients treated with dabigatran had a 41% lower risk of major bleeding compared with rivaroxaban, but similar risks of stroke, MI, and death. Relative to apixaban, patients treated with dabigatran had similar risks of stroke, major bleeding, MI, and death. - Abstract
Quantifying animal movements is necessary for answering a wide array of research questions in ecology and conservation biology. Consequently, ecologists have made considerable efforts to identify the best way to estimate an animal’s home range, and many methods of estimating home ranges have arisen over the past half century. Most of these methods fall into two distinct categories of estimators that have only recently been described in statistical detail: those that measure range distributions (methods such as Kernel Density Estimation that quantify the long-run behavior of a movement process that features restricted space use) and those that measure occurrence distributions (methods such as Brownian Bridge Movement Models and the Correlated Random Walk Library that quantify uncertainty in an animal movement path during a specific period of observation). In this paper, we use theory, simulations, and empirical analysis to demonstrate the importance of applying these two classes of space use estimators appropriately and distinctly. Conflating range and occurrence distributions can have serious consequences for ecological inference and conservation practice. For example, in most situations, home-range estimates quantified using occurrence estimators are too small, and this problem is exacerbated by ongoing improvements in tracking technology that enable more frequent and more accurate data on animal movements. We encourage researchers to use range estimators to estimate the area of home ranges and occurrence estimators to answer other questions in movement ecology, such as when and where an animal crosses a linear feature, visits a location of interest, or interacts with other animals.

Space Processing - Abstract
The Materials Science Research Rack (MSRR) is a research facility developed under a cooperative research agreement between NASA and ESA for materials science investigations on the International Space Station (ISS). MSRR was launched on STS-128 in August 2009 and currently resides in the U.S. Destiny Laboratory Module. Since that time, MSRR has logged more than 1400 hours of operating time. The MSRR accommodates advanced investigations in the microgravity environment on the ISS for basic materials science research in areas such as solidification of metals and alloys. The purpose is to advance the scientific understanding of materials processing as affected by microgravity and to gain insight into the physical behavior of materials processing. MSRR allows for the study of a variety of materials, including metals, ceramics, semiconductor crystals, and glasses. Materials science research benefits from the microgravity environment of space, where the researcher can better isolate chemical and thermal properties of materials from the effects of gravity. With this knowledge, reliable predictions can be made about the conditions required on Earth to achieve improved materials. MSRR is a highly automated facility with a modular design capable of supporting multiple types of investigations. The NASA-provided Rack Support Subsystem provides services (power, thermal control, vacuum access, and command and data handling) to the ESA-developed Materials Science Laboratory (MSL) that accommodates interchangeable Furnace Inserts (FI). Two ESA-developed FIs are presently available on the ISS: the Low Gradient Furnace (LGF) and the Solidification and Quenching Furnace (SQF). Sample Cartridge Assemblies (SCAs), each containing one or more material samples, are installed in the FI by the crew and can be processed at temperatures up to 1400degC. ESA continues to develop samples with 14 planned for launch and processing in the near future. Additionally NASA has begun developing SCAs to support US PIs and their partners. The first of these Flight SCAs are being developed for investigations to support research in the areas of crystal growth and liquid phase sintering. Subsequent investigations are in various stages of development. US investigations will include a ground test program in order to distinguish the particular effects of the absence of gravity.

- Abstract
Aim: The SAMe-TT2R2 score helps identify patients with atrial fibrillation (AF) likely to have poor anticoagulation control during anticoagulation with vitamin K antagonists (VKA) and those with scores >2 might be better managed with a target-specific oral anticoagulant (NOAC). We hypothesized that in clinical practice, VKAs may be prescribed less frequently to patients with AF and SAMe-TT2R2 scores >2 than to patients with lower scores. Methods and results: We analyzed the Phase III dataset of the Global Registry on Long-Term Oral Antithrombotic Treatment in Patients with Atrial Fibrillation (GLORIA-AF), a large, global, prospective global registry of patients with newly diagnosed AF and ≥1 stroke risk factor. We compared baseline clinical characteristics and antithrombotic prescriptions to determine the probability of the VKA prescription among anticoagulated patients with the baseline SAMe-TT2R2 score >2 and ≤ 2. Among 17,465 anticoagulated patients with AF, 4,828 (27.6%) patients were prescribed VKA and 12,637 (72.4%) patients an NOAC: 11,884 (68.0%) patients had SAMe-TT2R2 scores 0-2 and 5,581 (32.0%) patients had scores >2. The proportion of patients prescribed VKA was 28.0% among patients with SAMe-TT2R2 scores >2 and 27.5% in those with scores ≤2. Conclusions: The lack of a clear association between the SAMe-TT2R2 score and anticoagulant selection may be attributed to the relative efficacy and safety profiles between NOACs and VKAs as well as to the absence of trial evidence that an SAMe-TT2R2-guided strategy for the selection of the type of anticoagulation in NVAF patients has an impact on clinical outcomes of efficacy and safety. The latter hypothesis is currently being tested in a randomized controlled trial. The performance of a 10 mm diameter pyroelectric detector coated with a single-wall carbon nanotube (SWCNT) was evaluated in the 0.8 to 20 [micro]m wavelength range. The relative spectral responsivity of this detector exhibits significant fluctuations over the wavelength range examined. This is consistent with independent absorbance measurements, which show that SWCNTs exhibit selective absorption bands in the visible and near-infrared. The performance of the detector in terms of noise equivalent power and detectivity in wavelength regions of high coating absorptivity was comparable with gold-black-coated pyroelectric detectors based on 50 [micro]m thick LiTa[O.sub.3] crystals. The response of this detector was shown to be nonlinear for DC equivalent photocurrents > [10.sup.-9] A, and its spatial uniformity of response was comparable with other pyroelectric detectors utilizing gold-black coatings. The nonuniform spectral responsivity exhibited by the SWCNT-coated detector is expected to severely restrict the use of SWCNTs as black coatings for thermal detectors. However, the deposition of SWCNT coatings on a pyroelectric crystal followed by the study of the prominence of the spectral features in the relative spectral responsivity of the resultant pyroelectric detectors is shown to provide an effective method for quantifying the impurity content in SWCNT samples. - Abstract
This report documents ideas for improving the field of machine learning, which arose from discussions at the ML Retrospectives workshop at NeurIPS 2019. The goal of the report is to disseminate these ideas more broadly, and in turn encourage continuing discussion about how the field could improve along these axes. We focus on topics that were most discussed at the workshop: incentives for encouraging alternate forms of scholarship, re-structuring the review process, participation from academia and industry, and how we might better train computer scientists as scientists. The performance of a pyroelectric detector with a carbon multiwalled nanotube coating was evaluated in the 0.9-14 [micro]m wavelength range. The relative spectral responsivity of this detector was shown to be flat over most of the wavelength range examined, and the spectral flatness was shown to be comparable to the best infrared black coatings currently available. This finding is promising because black coatings with spectrally flat absorbance profiles are usually associated with the highest absorbance values. The performance of the detector (in terms of noise equivalent power and specific detectivity) was limited by the very thick (250 [micro]m thick) LiNb[O.sub.3] pyroelectric crystal onto which the coating was deposited. The responsivity of this detector was shown to be linear in the 0.06-2.8 mW radiant power range, and its spatial uniformity was comparable to that of other pyroelectric detectors that use different types of black coating. The carbon nanotube coatings were reported to be much more durable than other infrared black coatings, such as metal blacks, that are commonly used to coat thermal detectors in the infrared. This, in combination with their excellent spectral flatness, suggests that carbon nanotube coatings appear extremely promising for thermal detection applications in the infrared. GaAs micro-electromechanical RF relays fabricated by surface micromachining techniques were characterized for their response to total ionizing dose. Microrelays with two different geometries were studied. For one geometry, changes in switch actuation voltage at moderate dose levels were observed. For an alternative geometry, no change in actuation voltage was observed. A mechanism for dielectric charge trapping and its effect on the electrostatic force is proposed.
