11. Organisational fragility among urban FNOsin the era of New Public Management

Abstract

While Australian governments generally acknowledge that First Nations organisations (FNOs) have better reach into First Nations communities than mainstream not‐for‐profit (NFP) organisations and governments, as we document in this paper, a survey of community‐controlled FNOs in significant urban areas in New South Wales (NSW) suggests that funding and administrative arrangements in the era of New Public Management (NPM) are at odds, and in some instances, actually undermine the effectiveness of FNOs. To explore and gain an explicit insight into the potential tensions in, contradictions with and constraints of NPM on governments supporting and realising the full potential of FNOs in achieving community outcomes, this paper turns its attention to the results of a survey designed by senior position holders from six community‐controlled FNOs in the Greater Sydney region and three academics. The survey was designed to examine the relationship of the ability of FNOs to act in the interests of their community members with the normalisation of NPM as policy discourse and practice across all layers of government (Federal, State and Local). Urban areas within the state of NSW as its focus, the core findings from the survey suggest that in the NPM era, urban FNOs face numerous difficulties in realising their community mandates and simultaneously guaranteeing their sustainability for the future. The findings suggest that rather than extending the capacity of FNOs and their reach into their communities, NPM policy structures and mandates create increased administrative burdens, precarity and fragility, as well as decreased organisational autonomy and self‐determination.

Abstract

There is an absence of research into the effectiveness of service provision for First Nations LGBTIQSB+ young people in Australia. To address this gap, interviews were conducted in Australia to highlight young people's perspectives on essential components of service provision. Participants expressed their concerns about the ongoing impact of implicit and explicit settler-colonial heteronormativity and racism on services providing support for young First Nations LGBTIQSB+ peoples. Although set in Australia, this research supports the body of international research. This research has the potential to create policies and practices centered on the voices and needs of First Nations LGBTIQSB+ youth. [ABSTRACT FROM AUTHOR]

15. Dalarinji - 'Your Story': Final Report to Community

Abstract

This report provides the final findings of a research project called Dalarinji ��� ���Your Story���. The project worked with First Nations LGBTIQ+ people in NSW to capture their experiences and needs regarding their social, cultural and emotional wellbeing. This report draws upon two sources of information: a small community survey (people aged 14 years and older) and indepth qualitative interviews with Indigenous LGBTIQ+ people aged 14-25 years. The survey and interviews looked at experiences of growing up as First Nations LGBTIQ+ people in New South Wales (NSW). The project was interested in four primary areas including: What their experiences were of being First Nations and LGBTIQ+ for overall wellbeing; how people navigated family and community to maintain their wellbeing; what aspects of their journeys were supportive and respectful; what their experiences of service provision were and what they would recommend changing. The overarching goal was the development of targeted supports and services to effectively support First Nations LGBTIQ+ people.

Abstract

There has been little exploration of the social and emotional wellbeing of young Indigenous populations who identify as gender and sexuality diverse. Given the vulnerability of this cohort in settler colonial societies such as Australia, Canada and the USA, wider investigation is called for in order to respond to their needs and aspirations. Using a scoping review, this paper maps existing research on the intersections of youth, gender and sexuality diversity, Indigeneity and wellbeing. The evidence points to the importance of historical and contemporary experiences tied to colonisation and intergenerational trauma. For young Indigenous gender and sexuality diverse peoples, heteronormative colonial value systems converge to produce environments characterised by racism, phobia and marginalisation. The evidence base includes deficit models based on trauma and negative outcomes. However, there is also an emerging body of research highlighting the resistance and resilience of Indigenous gender and sexuality diverse youth. [ABSTRACT FROM AUTHOR]

20. Dalarinji – 'Your Story': Preliminary Report to Community

Abstract

This report provides the preliminary findings drawing upon indepth qualitative interviews with young Indigenous LGBTIQA+ people (14 - 25 years) and their experiences of growing up Queer across NSW and the eastern seaboard. Over a period of 12 months (September 2019 - September 2020) 16 young Indigenous people who self-identified as LGBTIQA+ were interviewed across four primary areas including: What it means to be young, Indigenous, LGBTIQA+ for their emotional and social wellbeing;how they navigated family and community to maintain social and emotional wellbeing; what aspects of their journey's were supportive and respectful; and finally, what areas would they recommend for improvement to increase social and emotional wellbeing and the transition to young adulthood. The primary objective of this project is to better understand how the interstice of Indigenous, LBGTIQ and youth impacts upon their social and emotional wellbeing to enable the development of tailored supports and services to effectively support young Indigenous LGBTIQA+ people. The interviews are Phase 1 of the NSW component of the national study funded.
