5. Non-closure of the global mean sea level budget since 2016: contributions of altimetry and Argo

- Abstract
The global mean sea level (GMSL) changes result from the sum of the steric and ocean mass global mean changes. Assessing the GMSL budget allows to cross-validate the consistency and stability of the observing systems involved. Many independent studies have shown that the GMSL budget is closed within uncertainties over the 1993-2016 time period. However, the sea level budget appears no longer closed after 2016 when using Jason-3 altimetry, Argo and GRACE/GRACE Follow-On gravimetric data. This non-closure may result from errors in one or several components of the sea level budget (altimetry-based GMSL, Argo-based steric sea level or GRACE-based ocean mass). We have investigated possible sources of errors affecting Jason-3 and Argo data. Concerning altimetry data, comparisons of Jason-3 GMSL time series with other altimetry missions show agreement within 0.4 mm/yr of standard uncertainty over 2016-2020. However, the comparisons of Jason-3 wet tropospheric correction with other altimetry missions and with climate data records show that Jason-3 radiometer is likely to drift. Such drift could be responsible for about 30 % of the non-closure of the budget. Concerning Argo in-situ data, a good agreement is found between all available thermosteric products. However, a decrease in the global mean halosteric sea level is observed since 2016 with strong discrepancies between the different data providers. A halosteric decrease corresponds to a salinity increase which is in contradiction with the global freshening of the oceans. This non-physical behaviour is attributed to uncorrected salinity measurement drifts and is responsible for about 40 % of the budget non-closure. Given that the halosteric component is expected to be negligible in global average, this spurious contribution should be neglected in the budget. The budget closure is significantly improved by taking into account a Jason-3 radiometer drift and assessing the sea level budget using only the thermosteric and ocean mass components. The remaining budget residual trends could be due to potential errors in the other components (i.e. thermosteric component based on Argo in-situ data, global mean ocean mass component based on GRACE and GRACE Follow-On satellite gravimetric data, missing physical contribution) that should be further investigated.

6. DUACS DT2021: 28 years of reprocessed sea level altimetry products

- Abstract
For more than 23 years, the multisatellite DUACS system has been providing high quality multi-mission altimetry Sea Level products for oceanographic applications, climate forecasting centers, geophysics and biology communities. They consist in directly usable and easy to manipulate Level 3 (along-track cross-calibrated Sea Level Anomaly SLA) and Level 4 (multiple sensors merged gridded gap-free) products. Global and regional datasets (Arctic Ocean, European Seas ...) are available. A full reprocessing of these products is carried out almost every 3 years, based on the state-of-the-art Level 2 to Level 4 algorithms. In Decembre 2021, a new version will be available within the Copernicus Marine Environment and Monitoring Service (CMEMS) and the Copernicus Climate Change Service (C3S) covering 28 years of altimetric data (i.e. almost a century of cumulated data using 24 altimetric missions). This version benefits from major improvements associated with new altimeter and mapping standards. Here, we report the first results of this DUACS DT2021 multi-mission reprocessing. We first describe the main steps of the altimeter production system. Then, we discuss the characteristics and limits of the different products (C3S, CMEMS) in order to help the ocean and climate communities on their optimal use for validation, assimilation activities and other scientific studies. Several comparisons with independent datasets (along-track, drifters, tide gauges) show that a significant improvement has been achieved at mesoscale with this new version: almost 20% of SLA error reduction at wavelengths [65, 500km] and around 10% of geostrophic currents error reduction compared to the previous version (DT2018). At decadal time scale, the trend of the global mean sea level has been estimated to 3.4 +/- 0.4 mm/yr. (90% Confidence Interval), in line with other estimates and previous reprocessing DUACS-DT2018. New altimeter corrections are also available for the users (internal waves, correction for the Topex-A instrumental drift, flag ice).

- Abstract
High quality and well-managed climate data are the cornerstone of all climate services. Consistently assessing how well the data are managed is one way to establish or demonstrate the trustworthiness of the data. This paper presents the World Meteorological Organization’s (WMO) Stewardship Maturity Matrix for Climate Data (SMM-CD) and the subsidiary SMM-CD for National and Regional Purposes (SMM-CD_NRP). Both these matrices have been developed with the support of the WMO and its High-Quality Global Data Management Framework for Climate (HQ-GDMFC). These self-assessment tools enable data managers to discover WMO recommended data stewardship practices, determine a roadmap for future development and improvement, as well as compare their process against other data providers. Datasets which have been maturity assessed are included in the WMO Climate Data Catalogue, where users can include the results of these maturity assessments into their decision-making process. The SMM-CD contains four categories (data access, usability and usage, quality management, and data management) each of which has a number of aspects, with scores assigned to one of five levels. A smaller number of categories in the SMM-CD_NRP are assigned to four levels appropriate for operationally produced datasets which are national or regional in scope. We explore a number of case studies where these matrices have been applied, as well as supply links to where the Guidance Documents and Assessment Templates (which may be updated) can be found., Robert Dunn was supported by the Met Office Hadley Centre Climate Programme funded by BEIS and Defra. - Abstract
Climate-related sea level changes in the world coastal zones result from the superposition of the global mean rise due to ocean warming and land ice melt, regional changes caused by non-uniform ocean thermal expansion and salinity changes, and by the solid Earth response to current water mass redistribution and associated gravity change, plus small-scale coastal processes (e.g., shelf currents, wind & waves changes, fresh water input from rivers, etc.). So far, satellite altimetry has provided global gridded sea level time series up to 10–15 km to the coast only, preventing estimation of sea level changes very close to the coast. Here we present a 16-year-long (June 2002 to May 2018), high-resolution (20-Hz), along-track sea level dataset at monthly interval, together with associated sea level trends, at 429 coastal sites in six regions (Northeast Atlantic, Mediterranean Sea, Western Africa, North Indian Ocean, Southeast Asia and Australia). This new coastal sea level product is based on complete reprocessing of raw radar altimetry waveforms from the Jason-1, Jason-2 and Jason-3 missions.

- Abstract
Present-day global mean sea level rise is caused by ocean thermal expansion, ice mass loss from glaciers and ice sheets, as well as changes in terrestrial water storage. For that reason, sea level is one of the best indicators of climate change as it integrates the response of several components of the climate system to internal and external forcing factors. Monitoring the global mean sea level allows detecting changes (e.g., in trend or acceleration) in one or more components. Besides, assessing closure of the sea level budget allows us to check whether observed sea level change is indeed explained by the sum of changes affecting each component. If not, this would reflect errors in some of the components or missing contributions not accounted for in the budget. Since the launch of TOPEX/Poseidon in 1992, a precise 27-year continuous record of sea level change is available. It has allowed major advances in our understanding of how the Earth is responding to climate change. The last two decades are also marked by the launch of the GRACE satellite gravity mission and the development of the Argo network of profiling floats. GRACE space gravimetry allows the monitoring of mass redistributions inside the Earth system, in particular land ice mass variations as well as changes in terrestrial water storage and in ocean mass, while Argo floats allow monitoring sea water thermal expansion due to the warming of the oceans. Together, satellite altimetry, space gravity, and Argo measurements provide unprecedented insight into the magnitude, spatial variability, and causes of present-day sea level change. With this observational network, we are now in a position to address many outstanding questions that are important to planning for future sea level rise. - Abstract
For more than 20 years, the multi-satellite Data Unification and Altimeter Combination System (DUACS) has been providing near-real-Time (NRT) and delayed-Time (DT) altimetry products. DUACS datasets range from along-Track measurements to multi-mission sea level anomaly (SLA) and absolute dynamic topography (ADT) maps. The DUACS DT2018 ensemble of products is the most recent and major release. For this, 25 years of altimeter data have been reprocessed and are available through the Copernicus Marine Environment Monitoring Service (CMEMS) and the Copernicus Climate Change Service (C3S).Several changes were implemented in DT2018 processing in order to improve the product quality. New altimetry standards and geophysical corrections were used, data selection was refined and optimal interpolation (OI) parameters were reviewed for global and regional map generation.This paper describes the extensive assessment of DT2018 reprocessing. The error budget associated with DT2018 products at global and regional scales was defined and improvements on the previous version were quantified (DT2014; Pujol et al., 2016). DT2018 mesoscale errors were estimated using independent and in situ measurements. They have been reduced by nearly 3 % to 4 % for global and regional products compared to DT2014. This reduction is even greater in coastal areas (up to 10 %) where it is directly linked to the geophysical corrections applied to DT2018 processing. The conclusions are very similar concerning geostrophic currents, for which error was globally reduced by around 5 % and as much as 10 % in coastal areas.

- Abstract
The oceans regulate our weather and climate from global to regional scales. They absorb over 90% of accumulated heat in the climate system (IPCC Citation2013) and over a quarter of the anthropogenic carbon dioxide (Le Quéré et al. Citation2016). They provide nearly half of the world’s oxygen. Most of our rain and drinking water is ultimately regulated by the sea. The oceans provide food and energy and are an important source of the planet's biodiversity and ecosystem services. They are vital conduits for trade and transportation and many economic activities depend on them (OECD Citation2016). Our oceans are, however, under threat due to climate change and other human induced activities and it is vital to develop much better, sustainable and science-based reporting and management approaches (UN Citation2017). Better management of our oceans requires long-term, continuous and state-of-the art monitoring of the oceans from physics to ecosystems and global to local scales. The Copernicus Marine Environment Monitoring Service (CMEMS) has been set up to address these challenges at European level. Mercator Ocean was tasked in 2014 by the European Union under a delegation agreement to implement the operational phase of the service from 2015 to 2021 (CMEMS Citation2014). The CMEMS now provides regular and systematic reference information on the physical state, variability and dynamics of the ocean, ice and marine ecosystems for the global ocean and the European regional seas (Figure 0.1; CMEMS Citation2016). This capacity encompasses the description of the current situation (analysis), the prediction of the situation 10 days ahead (forecast), and the provision of consistent retrospective data records for recent years (reprocessing and reanalysis). CMEMS provides a sustainable response to European user needs in four areas of benefits: (i) maritime safety, (ii) marine resources, (iii) coastal and marine environment and (iv) weather, seasonal forecast and climate. - Abstract
Sea level is an essential climate variable (ECV) that has a direct effect on many people through inundations of coastal areas, and it is also a clear indicator of climate changes due to external forcing factors and internal climate variability. Regional patterns of sea level change inform us on ocean circulation variations in response to natural climate modes such as El Niño and the Pacific Decadal Oscillation, and anthropogenic forcing. Comparing numerical climate models to a consistent set of observations enables us to assess the performance of these models and help us to understand and predict these phenomena, and thereby alleviate some of the environmental conditions associated with them. All such studies rely on the existence of long-term consistent high-accuracy datasets of sea level. The Climate Change Initiative (CCI) of the European Space Agency was established in 2010 to provide improved time series of some ECVs, including sea level, with the purpose of providing such data openly to all to enable the widest possible utilisation of such data. Now in its second phase, the Sea Level CCI project (SL_cci) merges data from nine different altimeter missions in a clear, consistent and well-documented manner, selecting the most appropriate satellite orbits and geophysical corrections in order to further reduce the error budget. This paper summarises the corrections required, the provenance of corrections and the evaluation of options that have been adopted for the recently released v2.0 dataset (https://doi.org/10.5270/esa-sea_level_cci-1993_2015-v_2.0-201612). This information enables scientists and other users to clearly understand which corrections have been applied and their effects on the sea level dataset. For more than twenty years, the multi-satellite DUACS system has been providing Near Real Time (NRT) and Delayed Time (DT) altimetric products. These data are ranging from along-track to multi-mission maps of Sea Level Anomaly (SLA) and Absolute Dynamic Topography (ADT). A reprocessing of 25 years of data, namely: DUACS DT2018, has been carried out and is available through the Copernicus Marine Environment Monitoring Service (CMEMS) and Copernicus Climate Change Service (C3S) since April 2018. Several changes have been implemented in the DT2018 processing in order to improve the quality of the products. New altimeter standards and geophysical corrections has been used, refined data selection has been implemented and Optimal Interpolation (OI) parameters have been reviewed for global and regional map generation. Through this paper, an extensive assessment has been carried out. The error budget associated to the DT2018 products at global and regional scales has been refined and the improvements compared with the previous version quantified (DT2014; Pujol et al., 2016). The DT2018 errors at mesoscales are reduced by nearly 3 to 4% for global and regional products compared to the DT2014. This reduction is much more important in coastal areas (reduction is up to 10%) where it is directly linked to the altimeter geophysical corrections used in the DT2018 processing. Conclusions are very similar concerning geostrophic currents, where error is reduced by 5% and up to 10% in coastal areas. [ABSTRACT FROM AUTHOR]

Climate-related sea level changes in the world coastal zones result from the superposition of the global mean rise due to ocean warming and land ice melt, regional changes caused by non-uniform ocean thermal expansion and salinity changes, and by the solid Earth response to current water mass redistribution and associated gravity change, plus small-scale coastal processes (e.g., shelf currents, wind & waves changes, fresh water input from rivers, etc.). So far, satellite altimetry has provided global gridded sea level time series up to 10–15 km to the coast only, preventing estimation of sea level changes very close to the coast. Here we present a 16-year-long (June 2002 to May 2018), high-resolution (20-Hz), along-track sea level dataset at monthly interval, together with associated sea level trends, at 429 coastal sites in six regions (Northeast Atlantic, Mediterranean Sea, Western Africa, North Indian Ocean, Southeast Asia and Australia). This new coastal sea level product is based on complete reprocessing of raw radar altimetry waveforms from the Jason-1, Jason-2 and Jason-3 missions.
