The Indigenous Cultural Competency for Legal Academics Program (ICCLAP) was designed as a response to the Review of higher education access and outcomes for Aboriginal and Torres Strait Islander people (Behrendt review; Department of Education and Training 2012), which recommends (Recommendation 32) that universities develop Indigenous cultural competency (ICC) in staff and students, as one measure to promote Indigenous student success. Universities Australia’s (2011a) Guiding principles for developing indigenous cultural competency in Australian universities recommends (Recommendations 1, 2 and 4) that Indigenous knowledges and perspectives be embedded in all university curricula and that ICC be included as a graduate attribute, with the need for staff training to achieve this goal. The project’s aim was to promote the inclusion of ICC in legal education with a view to improving Indigenous student outcomes, and to build ICC in all students. An important step towards this aim was to build the capacity of legal academics to engage with Indigenous knowledges and ICC in their work. The project was led by the University of New England, together with partner institutions The Australian National University, Queensland University of Technology, RMIT University and the University of Technology, Sydney. The project’s final report was completed in April 2018.

Remote communities all over the world often face the problem of creating and sharing digital contents in ways that are appropriate for their values and customs while using tools that were designed for Western contexts. This paper advocates for a different approach that builds upon the own goals and ambitions of a specific community, leveraging existing skills, and reflecting local ways of knowing in spite of the higher costs. We present the design of a digital noticeboard tailored to the needs and values of the Australian Aboriginal community of Groote Eylandt. The noticeboard was designed to support communication and promote literacy by offering bi-lingual multimodal content creation and sharing. The final design mirrors the preference for orality and storytelling, is well suited to working in groups, and pays special attention to issues of moderation. The noticeboard does not rely on a stable connectivity, and notices can be shared to many locations using low-tech opportunistic mechanisms. Because the value of custom designs can hardly be assessed only in terms of cost and efficiency in this paper we propose to focus on community engagement as a measure of success for HCI4D projects.

We propose the concept of “Situational When”, an approach to understanding time in interface design not as a point on a calendar or clock, but as a set of converging circumstances that constitute “the time” for happenings to take place. Time is encoded both explicitly and implicitly in designed products. However, many technologies propagate business-centric, modernist values such as scheduling and efficiency, and marginalize broader socio-cultural aspects on which many activities are nonetheless contingent, e.g. the right people, the right weather conditions, and the right vibe. We derive our reflections from a case study of a cross- cultural digital noticeboard designed with an Australian Aboriginal community. Attention to the situational when opens up new possibilities for design that put greater emphasis on the social and relational aspects of time, the situational insights embodied in local narratives, and the tangible (e.g. people) and intangible (e.g. energy) circumstances that together make up the “right” time.

This paper explores the use of probes in a very remote Australian Aboriginal community where the rich traditional and post-colonial culture is worlds away from the urban Australian home of the research team. Cultural probes and technology probes have seen an enormous uptake in HCI as methods to develop inspiration from and insights into culture. Typically they are left behind, as unmanned probes, to collect and send data (or inspiring contributions) back to the design team. We investigate how probes align with indigenous ways of knowing, in particular a preference for situated knowledge creation, orality and co-presence. Through a case study we articulate how a technology probe became used as a means to engage in dialogue and co-creation with the local community. We found that co-presence of researchers and participants is crucial to foster engagement, unanticipated insights into culture and openings beyond the original problem-solution design framework. To highlight this, departing from the original conceptualization of probes, we propose and discuss the concept of manned cross-cultural dialogical probes.

This paper considers the issue of evaluation in cross- cultural contexts, where the focus on Western principles of technology quality can be problematic. We present a case study of designing a Digital Community Noticeboard with an Australian Aboriginal community, and discuss how its evaluation may be better approached in terms of ‘designing futures’. Rather than viewing evaluation as the validation of a designed artefact, our approach is focused on mapping progress towards a vision for a future world that shapes, and is shaped by the noticeboard, as the two have mutually evolved. The resulting insights go beyond the technical and lead to a better understanding of how the noticeboard may fit with everyday practices, local values and social protocols, and issues of sustainability. This shift in perspective helps to foreground these socio-technical factors and research problems that may otherwise pass unnoticed.

We present ongoing work that seeks to understand cross-cultural perspectives of time, and reflect these temporalities in the participatory design of a cross- cultural Digital Community Noticeboard. Time is a socio-cultural phenomenon that is experienced differently across cultures. Time practices in non- Western cultures can operate in tension with common interfaces for clocks and calendars, whereas other perspectives of time are underrepresented in interactive system design. We conducted community interviews and design workshops to investigate such themes. Two key design principles arising are that 1) time is social and relational, and 2) time is implicit and flexible. We propose ways to incorporate these principles in interface design.

We study the effect of affirmative action on effort in an experiment conducted in high schools in socioeconomically disadvantaged areas in Queensland, Australia. All participating schools have a large representation of indigenous Australians, a population group that is frequently targeted by affirmative action. Our participants perform a simple real-effort task in a competitive setting. Those ranked in the top third receive a high piece-rate payment and all the others receive a low payment. We introduce affirmative action by providing the lowest (bottom third) performers with a positive handicap increasing their chances to achieve the high payment target. Our findings show that the policy increases effort of those that it aims to favour, without discouraging effort of those who are indirectly penalized by affirmative action.

A Learning Management System (LMS) such as Blackboard, Moodle and Web City has been utilised for enhancing the quality of learning and teaching in Australian universities. Yet there are no specific university policies and guidelines addressing the digital divide in the use of an LMS. In particular, Indigenous cultural values are rarely considered in LMS based learning design. As a result, the equity gap in terms of the quality of learning opportunities for Indigenous students remains unidentified. In this context, the project was aimed at identifying cultural needs of Indigenous students in the online learning environment and articulating culturally inclusive learning for Indigenous students in an LMS. Based on the literature review in the fields of culturally inclusive learning, online and blended learning, and Aboriginal pedagogies, we created a conceptual framework for culturally inclusive learning with four dimensions: communication, collaboration, community, and interculturality that was used in the following three stages: policy and guideline review, quantitative data analysis, and qualitative data analysis.

We present our observations of Aboriginal Australian practices around a custom digital noticeboard and compare our insights to related research on cultural differences, literacy and ICT4D. The digital noticeboard was created, upon a request by the community Elders, to foster communication across the community. The initial design, informed by discussions and consultations, aimed at supporting the local Aboriginal language and English, both in written and spoken form, at supporting the oral tradition, and at accommodating for different perceptions and representations of time. This paper presents observations about the first encounters with the digital noticeboard by those members of the community that took part in its conceptualization. Such observations reinforce existing knowledge on such cultural phenomena as collectivism and time perception, issues related to literacy, moderation and censorship. We contribute to framing such knowledge within a concrete case study and draw implication for design of tools for bi-cultural content publication.

We describe the design of a digital noticeboard to support communication within a remote Aboriginal community whose aspiration is to live in "both worlds", nurturing and extending their Aboriginal culture and actively participating in Western society and economy. Three bi-cultural aspects have emerged and are presented here: the need for a bi-lingual noticeboard to span both oral and written language traditions, the tension between perfunctory information exchange and social, embodied protocols of telling in person and the different ways in which time is represented in both cultures. The design approach, developed iteratively through consultation, demonstration and testing led to an "unsurprising interface", aimed at maximizing use and appropriation across cultures by unifying visual, text and spoken contents in both passive and interactive displays in a modeless manner.

This paper explores an emerging paradigm for HCI design research based primarily upon engagement, reciprocity and doing. Much HCI research begins with an investigatory and analytic ethnographic approach before translating to design. Design may come much later in the process and may never benefit the community that is researched. However in many settings it is difficult for researchers to access the privileged ethnographer position of observer and investigator. Moreover rapid ethnographic research often does not seem the best or most appropriate course of action. We draw upon a project working with a remote Australian Aboriginal community to illustrate an alternative approach in Indigenous research, where the notion of reciprocity is first and foremost. We argue that this can lead to sustainable designs, valid research and profound innovation. This paper received the ACM CHI Best Paper Award, which is awarded to the top 1% of papers submitted to the ACM CHI conference.

In project management today, sustainability considerations are becoming increasingly necessary as an inclusion into project discovery, design and delivery phase methodologies. However, sustainability cannot always be tacked on to traditional project management approaches and still achieve the best project outcomes. Throw in the particular considerations for a culturally specific project, as for Aboriginal and Torres Strait Islander people, and the traditional project management approach is at risk of not meeting the needs of stakeholders or their engagement. In this presentation, we will briefly demonstrate how from beginning with sustainability considerations and integrating both project management principles and Aboriginal and Torres Strait Islander va lu es that QUT's Oodgeroo Unit is actioning a 'means to ends' integration approach for stakeholder engagement in two national Aboriginal and Torres Strait Islander projects. The iterative discovery and design of the federally Higher Education Participation and Partnerships Program (HEPPP) funded Aboriginal and Torres Strait Islander Higher Education Social Marketing Strategy (Strategy) and the Aboriginal and Torres Strait Islander Higher Education Portal (Portal) projects is being informed through a 'means' to 'ends' user- and design -led project management approach for inclusivity, visioning, and participation informing these projects for susta inable national deliverables. This approach draws upon the integration of Sustain ability Development Pillars and Project Management Pillars with the contextual lens of our proposed Aboriginal and Torres Strait Islander Pillars as the underpinning methodology of the Strategy and Portal Project's Communication and Collaboration Plan and approach with stakeholders. This project investigated 1) Australian web designers’ cultural perceptions towards Australian Indigenous users and 2) Australian Indigenous cultural features in terms of user interface design. In doing so, it reviews the literature of cross-cultural user interface design by focusing on feasible models and arguments to articulate and integrate Australian Indigenous Internet users’ cultural needs of web user interface. The online survey results collected from 101 Indigenous users and 126 Web designers showed a distinctive difference between them on the integration of Indigenous users' cultural in Web sites. The interview data collected from 14 Indigenous users and 14 web designers suggested practical approaches to the design implications of Indigenous culture.

Designing across cultures requires considerable attention to inter-relational design methods that facilitate mutual exploration, learning and trust. Many Western design practices have been borne of a different model, utilizing approaches for the design team to rapidly gain insight into “users” in order to deliver concepts and prototypes, with little attention paid to different cultural understandings about being, knowledge, participation and life beyond the design project. This paper describes a project that intends to create and grow a sustainable set of technology assisted communication practices for the Warnindilyakwa people of Groote Eylandt in the form of digital noticeboards. Rather than academic practices of workshops, interviews, probes or theoretical discourses that emphasize an outside-in perspective, we emphasize building upon the local designs and practices. Our team combines bilingual members from the local Land Council in collaboration with academics from a remote urban university two thousand kilometers away. We contribute an approach of growing existing local practices and materials digitally in order to explore viable, innovative and sustainable technical solutions from this perspective.

In 2012, the Australian Council of Deans of Education (ACDE), through the Queensland University of Technology, led a MATSITI project focusing on issues related to the retention, support and graduation of Aboriginal and Torres Strait Islander teachers in initial Teacher Education programs across Australia. While some of the barriers that impact on the graduation of Aboriginal and Torres Strait Islander teachers are well, known, this was the first large-scale Australian study to look at the issues nationally and in depth. Thirty-four Teacher Education programs across the country were audited, meetings were held in each state, both Aboriginal and Torres Strait Islander and non-Indigenous Faculty were consulted and approximately 70 Aboriginal and Torres Strait Islander pre-service teachers interviewed. This paper reports on the outcomes of that project, including the evidence that while recruitment into Teacher Education has, in some sites, reached parity, retention rates are well-below expected across the nation. The paper focuses both on the quantitative data and, even more significantly, on the voices of the pre-service teachers themselves, offering insights into the ways forward. As a result of this study, Deans and Heads of School of Teacher Education programs across the country have developed Action Plans alongside their university's Indigenous Higher Education Centres to improve support and retention of Aboriginal and Torres Strait Islander teachers.

Participatory design prioritises the agency of those who will be most affected by design outcomes. However in cross cultural innovation involving indigenous and non-indigenous communities there is much work to do to develop the cross cultural innovation practices that can best bring together different skills, perspectives and ways of knowing in order to realise the aspirations of indigenous peoples. In this short paper we outline a work-inprogress method based upon relationship development and reciprocity over practical, tangible and culturally appropriate activities. We argue that in a cross-cultural setting the participatory innovation process must be part of a larger relationship building process. The paper centres around a proposed design project with a remote indigenous community on the Groote Eylandt archipelago. A project proposal has evolved from a relationship built through ecological work between scientists and the local community to study native populations of animal species. We describe the context and history and our proposed approach to engaging indigenous knowledge in design.

The project itself has evolved from a relationship built through ecological work between scientists and the local community on the Groote Eylandt archipelago to study native populations of animal species over the long term. In the course of this work the aspiration has emerged to explore how digital noticeboards might support communication on the island and externally. This paper introduces the community, the context and the history of the project. We then reflect upon the science project, its outcomes and a framework empowering the Aboriginal viewpoint, in order to draw lessons for extending what we see as a pragmatic and relationship based approach towards cross-cultural design.

The project itself has evolved from a relationship built through ecological work between scientists and the local community on the Groote Eylandt archipelago to study native populations of animal species over the long term. In the course of this work the aspiration has emerged to explore how digital noticeboards might promote and communicate aspects of work and life on the island through both the web and touchscreen noticeboards. This paper introduces the community, the context and the history of the project. We then reflect upon the science project and its outcomes, in order to draw lessons for extending what we see as a pragmatic and relationship based approach towards design.
