4. The Impact of National Culture on Innovation A Comparative Analysis between Developed and Developing Nations during the Pre and Post Crisis Period 2007_2021

Abstract

This empirical study investigates the impact of the Hofstede cultural dimensions (HCD) on the Global Innovation Index (GII) scores in four different years (2007, 2009, 2019 and 2021) to compare the impacts during the pre- and post-crisis (financial and COVID-19) period by employing ordinary least square (OLS) and robust least square (Robust) analyses. The purpose of this study is to identify the impact of cultural factors on the innovation development for different income groups during the pre- and post-crisis period. We found that, in general, the same cultural properties were required for countries to enhance innovation inputs and outputs regardless of pre- and post-crisis periods and time variances. The significant cultural factors (driving forces) of the innovation performance do not change over time. However, our empirical results revealed that not the crisis itself but the income group (either developed or developing) is the factor that influences the relationship between cultural properties and innovation. It is also worth noting that cultural properties have lost much of their impact on innovation, particularly in developing countries, during recent periods. 5. Motivations and locational factors of FDI in CIS countries: Empirical evidence from South Korean FDI in Kazakhstan, Russia, and Uzbekistan

Abstract

Considering the growing significance of Eurasian economic ties because of South Korea s New Northern Policy and Russia s New Eastern Policy, this study investigates the motivations and locational factors of South Korean foreign direct investment (FDI) in three countries in the Commonwealth of Independent States (CIS: Kazakhstan, Russia, and Uzbekistan) by employing panel analysis (pooled ordinary least squares (OLS), fixed effects, random effects) using data from 1993 to 2017. The results show the positive and significant coefficients of GDP, resource endowments, and inflation. Unlike conventional South Korean outward FDI, labour-seeking is not defined as a primary purpose. Exchange rates, political rights, and civil liberties are identified as insignificant. The authors conclude that South Korean FDI in Kazakhstan, Russia, and Uzbekistan is associated with market-seeking (particularly in Kazakhstan and Russia) and natural resource-seeking, especially the former. From a policy perspective, our empirical evidence suggests that these countries host governments could implement mechanisms to facilitate the movement of goods across regions and countries to increase the attractiveness of small local markets. The South Korean government could develop financial support and risk sharing programmes to enhance natural resource-seeking investments and mutual exchange programmes to overcome the red syndrome complex in South Korean society.

Abstract

Nervous necrosis virus (NNV) of the genus Betanodavirus is one of the simplest RNA viruses pathogenic to a wide range of fish species. We established the SeGF, SeGE-22 and SeGB cell lines persistently infected with NNV (PI-SeGFNNV, PI-SeGE-22NNV and PI-SeGBNNV cells) by repeatedly subculturing the cells that survived NNV infection. The PI-SeGFNNV and PI-SeGE-22NNV cells continued to stably yield NNV in culture fluids at 106 to 107 median tissue culture infectious dose (TCID50)/ml even after 30–50 subcultures. The PI-SeGBNNV cells initially yielded NNV at 103.9 TCID50/ml but stopped yielding NNV after several passages. No significant morphological differences were observed between the naïve and PI-cells in either cell line. Antiviral activity suppressing the multiplication of NNV was detected in the culture fluids of all PI-cell lines. It significantly suppressed the growth (metabolism) of each cell line but did not directly influence NNV infectivity. However, this antiviral substance was not an interferon but a heat-stable (100 ºC for 3 min), small molecule with Mr < 1000. When the PI-SeGBNNV cells stopped yielding NNV after subculturing several times, the production of the antiviral substance also ceased, indicating that the production of antiviral substance is initiated by NNV infection. 21. Trade strategy of European Union and the impact of EU-South Korea FTA

Abstract

When the global financial erupted, European Union (EU) had suffered from unprecedented economic downturn. Unemployment soared and consumption declined, causing negative effects on Europes per capita income growth. EU then started to realize the need for the utilization of Free Trade Agreements (FTAs), to alleviate the low growth trend of European economy. As the first initiative of EU Global Strategy, which was intended to significantly expand EUs export markets to offshore countries through FTAs, South Korea was selected as one of the first targets. After eight rounds of FTA negotiations started from 2006, FTA between EU and South Korea came into effect in 2011. Using UN Comtrades export and import data from 2000 to 2017, this paper discusses about changes in trade patterns of EU and South Korea before and after the EU-South Korea FTA, and empirically analyzes the impact of EU-South Korea FTA. The results of our regression models show that the FTA indeed has positive effects on growth of both trade volume and trade share in the world, between South Korea and the EU, with significance. The fact that there were increases not only in commodity trade, but also in service goods trade and foreign direct investment suggests that the virtuous cycle of EU-South Korea FTA can expand to related areas. Furthermore, as South Korea is East Asias FTA-centered country which signed FTAs with both US and China, the two largest economies in the world, the indirect benefits from the EU-South Korea FTA will become greater for the EU. This advantage is expected to help creating a virtuous cycle that induces economic growth of EU through increases in trade, productivity, and job creation.
