The object of this study is the process of planning the work of a manufacturing enterprise that needs transport and forwarding services when exporting goods to counterparties in different countries of the world. The problem being solved is predetermined by the need to devise recommendations for choosing a transport and forwarding company when serving an individual customer, based on its individual needs and conditions of cooperation. A simulation model for the selection of a transport and forwarding company was constructed and implemented to meet the customer’s needs when exporting goods, applying the GPSS World simulation automation package. The model provides for the optimization of the choice of a transport and forwarding company for servicing counterparties based on the assessment of their activity indicators over previous periods of cooperation. When building the model, the types of commercial conditions of the exporter’s cooperation with the transport and forwarding company, indicators of the quality assessment of the basic level of service and the duration of service at all stages of the foreign trade operation were taken into account. The application of the constructed model in practice will enable exporters and importers to choose a transport and forwarding company depending on the individual needs of customers in the delivery of goods. The simulation results reflect the performance indicators of the provision of transport and forwarding services by various specialized enterprises. This will make it possible to involve in the transport and forwarding service of a separate counterparty an organization that will meet all the requirements of goods buyer in accordance with the terms of the international economic contract. At the same time, the duration of choosing and agreeing the terms of cooperation could be reduced by 12–15 % while the efficiency of transport and forwarding services would increase by 13–16 % [ABSTRACT FROM AUTHOR]

The sustainable implementation of resources and the transition to low-carbon construction is on the world's daily agenda. This paper describes the development of criteria for the efficient management of material resources in low-carbon construction. Net income, gross profit, balance sheets, and equity are proposed as indicators that serve as criteria for assessing the efficient use of resources. Nonlinear regression models were the methodological basis for the establishment of cause-and-effect relationships of the volume of construction of transport structures. It was established that since construction companies do not purchase materials for storage, the cost of materials for use in low-carbon technological construction work is directly proportional to the cost of construction. The volume of production in the construction industry is determined by construction costs. More efficient use of low-carbon materials reduces cost and construction waste. In this paper, we have established the relationship between the indicator of efficiency for the functioning of the construction enterprises in Ukraine and the use of low-carbon materials for the construction of transport structures. The practical value of the obtained results for low-carbon construction management lies in proving the relationship between the performance indicators of the construction enterprise (net profit, gross profit, output volume, balance sheets, and equity capital) and the use of low-carbon material resources. The object of this study is the process of planning the work of a transport and forwarding company when serving different categories of customers who need organizational support for the delivery of goods by road transport in international traffic. The solved problem is due to the need to devise recommendations for organizing the work of forwarders when interacting with customers of transport and forwarding services that export or import different categories of cargo. A simulation model of the transport and forwarding company’s work in customer service was developed and implemented in the GPSS World simulation automation package. The model provides for the optimization of organizational and management processes in cooperation with customers of transport and forwarding services. When developing the model, the duration of the types of work in which freight forwarders are involved in the export and import of goods by road transport was taken into account. The model also predicts the probability of errors in the forwarder’s work and the duration of their elimination. The application of the developed model in practice will enable the owners of transport and forwarding companies to plan the full-time number of forwarders and the duration of service provision under different conditions of interaction with customers. The simulation results reflect the performance indicators of the enterprise in serving different categories of customers. This will make it possible to optimize the work of the enterprise by planning personnel support. At the same time, the duration of transport and forwarding services will be reduced by 10–15 %, the capacity of the enterprise will increase by 6–11 %, and the reliability of service provision will increase by 8–14 % [ABSTRACT FROM AUTHOR]

The operational stock of signals and interlockings is necessary to ensure the uninterrupted operation of the electric interlocking systems in the event of their component failure. The existing standards for the composition and number of signals and interlockings available in the operational stock of railway stations are not mathematically based. It is considered the task of justifying the number of signals and interlockings in the operational stock of railway stations, and the factors affecting its quantity are indicated. It is proposed the mathematical model for rationing the amount of equipment necessary to ensure the uninterrupted operation of station signals and interlocking systems with a specified probability. The process of using and replenishment of reserve equipment is described using the the single-channel Markov queuing system model with a limited queue. The proposed probabilistic methodology approbation for the rationing of the amount of reserve equipment was carried out at the stations of the two Belarusian Railway divisions totaling to 58 stations equipped with relay and computer-based electric interlocking. It is shown the efficiency of the calculated amount of equipment in comparison with the existing values.

The problems of railroad design technical reconstruction aimed at ensuring train protection in introduction of high-speed traffic on the rail lines have been addressed. The description of railroad technical system with certain specific features has been proposed. The pair of mutually dual problems regarding the optimal reconstruction of railway curves for raising train speeds at minimal capital investments has been addressed. The problem of determining the optimal speeds of trains of each category under optimum outer rail cant, increase of the unbalanced acceleration value, compliance with the condition of uniform load on rail tracks, comfortable carriage of passengers, in which reduced costs on increased speeds in curved tracks will be minimal has been formulated. To achieve the goals of the study, mathematical optimization techniques and algorithms of analysis of the rail lines of different nature are used. This, by finding and value engineering optimization, allows to minimize high-value and lengthy procedures of physical simulation. As a problem-solving technique, Lagrange multiplier method and its applicability have been proposed. Numeral solution to the problem of selection of certain stretches for increasing rolling stock speeds on operating lines without reconstruction or with minimum expenses on reconstruction of contour of track has been reviewed.

The object of this study is the process of goods delivery in international road transport using various types of logistics chains. The problem being solved is due to the need to develop recommendations for exporters of goods to reformat or design new supply chains during wartime. The expediency of organizing foreign trade operations by the cargo owners’ own forces or with the involvement of enterprises providing logistics consulting services is considered. A simulation model of goods delivery in international road traffic was built and implemented in the GPSS World simulation automation package. The model involves the optimization of organizational and technological processes related to the activity of both a separate link and the entire supply chain. The study takes into account the components of the time characteristics of the performance of preparatory work when establishing cooperation with institutions and organizations, as well as the direct service of the exporter. The application of the developed model in practical activities will provide an opportunity for exporters to obtain information about the duration and reliability of the stages of a foreign trade operation and the feasibility of involving consulting enterprises in cooperation. At the same time, the simulation results reflect the performance indicators of the proposed supply chains when delivering goods by road transport along various routes. The proposed simulation model will make it possible to reduce the time spent searching for links in the formation of a supply chain by 8–12 %, and the duration of a foreign trade operation by 10–14 %. A mathematical model of the information system (IS) for monitoring the state of objects that may be exposed to extreme influences has been built. The system consists of n devices that work independently of each other. To construct the specified information system, which has the minimum permissible reliability of event recognition, a class of structures of the type «k with n» is considered. Formulas for determining the probabilistic characteristics of n parallel reserved sensors for structures of the «k with n» type were derived; the probability of these events was calculated; and plots of their distribution were constructed. The peculiarity of the derived formulas is that they can be implemented on logical elements with which one can build a physical decision support device. The number of sensors and their corresponding probabilities of correct detection of fire at the given majority values of fire probability were also determined; the cost indicators of the information system were defined. A method for improving the reliability of IS has been developed, based on the use of the optimal number of information sensor. The ratio of finding probabilistic states of IS for structures of the «k with n» type was obtained. Algorithms for calculating the probabilities of IS states, as well as an algorithm for determining the number of information sensors and the corresponding probabilities of fire detection, have been developed. The feature of these algorithms is that they make it possible to determine the optimal number of information sensors. An estimate of the effectiveness of IS indicators of the considered types of structures was found: the probability of correct detection, the probability of non-detection, and false alarm. The reported results can be used to select the optimal structure for recognizing dangerous flight situations: choosing the number of sensors corresponding to the high probability of correct detection and the minimum probabilities of non-detection and false alarms, taking into consideration the cost of sensors. Transformation of Ukraine into a new European space, increasing requirements for the level and quality of the project approach in solving educational problems determine the use of effective communications at all stages of project implementation. EU support comes in the form of budget support, grants, loans, as well as education and community support programs. Currently, more than 250 different EU projects are being implemented in Ukraine. Stakeholder analysis is one of the parts of the project analysis model. It can be defined by the peculiarities of stakeholder interaction in innovative educational projects. Modeling of communication management processes in educational projects involves determining the level of values and expectations of project participants as well as identifying differences between their capabilities, needs, fears and assessing the validity of such differences. This needs stakeholder analysis of educational projects related to innovation activity. The research has identified main stakeholders of the implementation of education projects. The main interests and needs of stakeholders in the innovative educational projects have been shown. It has been determined that it is more efficient to analyze stakeholders using stakeholders’ matrices. The results of the analysis of stakeholders’ interests and needs made it possible to form groups of stakeholders of educational projects which allows to develop a generalized list of barriers to efficient communication in innovative educational projects. In addition, taking into account stakeholders’ interests will increase the level of communication efficiency and promote the development of innovative educational projects, as, in addition to achieving economic goals, it will allow to ensure the implementation of ethical and educational standards. Thus, stakeholder analysis in the implementation of innovative educational projects will form a list of barriers to effective communication in innovative educational projects and explore the level of values and expectations of representatives of different groups of stakeholders., Трансформація України в новий європейський простір, зростання вимог до рівня і якості проєктного підходу при вирішенні освітніх проблем зумовлює використання ефективних комунікацій на всіх етапах реалізації проєкту. Підтримка ЄС надходить у формі підтримки бюджету, грантів, кредитів, а також у формі програм підтримки освіти та громад. Наразі в Україні реалізуються понад 250 різних проєктів ЄС. Аналіз зацікавлених сторін – одна з частин моделі аналізу ситуації реалізації проєктів. При цьому діагностика зацікавлених сторін у процесі дослідження може бути визначена особливостями взаємодії зацікавлених сторін, саме в інноваційних освітніх проєктах. Моделювання процесів управління комунікаціями в освітніх проєктах передбачає визначення рівня цінностей і очікувань учасників проєкту, виявлення відмінностей між їхніми можливостями, потребами, страхами та оцінки достовірності таких відмінностей. Це потребує діагностики зацікавлених сторін освітніх проєктів, які пов’язані з інноваційною діяльністю. У дослідженні визначили основні залучені зацікавлені сторони до реалізації освітніх проєктів. Наведено основні інтереси та потреби зацікавлених сторін в інноваційних освітніх проєктах. Визначено, що найбільш доцільно вибрати діагностику стейкхолдерів (зацікавлених сторін) за допомогою матриці стейкхолдерів. Результати діагностики інтересів та потреб зацікавлених сторін допомогли згрупувати стейкхолдерів освітніх проєктів, що дасть змогу розробити узагальнений перелік бар’єрів для ефективних комунікацій в інноваційних освітніх проєктах. Окрім цього, урахування інтересів стейкхолдерів допоможе підвищити рівень ефективності комунікацій та сприятиме розвитку інноваційних освітніх проєктів, оскільки дасть змогу, окрім реалізації економічних цілей, забезпечити імплементацію етичних та освітніх стандартів. Отже, діагностика зацікавлених сторін в реалізації інноваційних освітніх проєктах дає змогу сформувати перелік бар’єрів для ефективних комунікацій в інноваційних освітніх проєктах та дослідити рівень цінностей і очікувань представників різних груп стейкхолдерів.

The article is devoted to solving the problem of improving the effectiveness of communications in educational projects. Today, there are many works on value-oriented project management. But in all these works, when considering the implementation of educational projects, insufficient attention is paid to effective communication management in their implementation. The paper analyzes the peculiarities of communications in educational projects. The process model of communication management of the educational project is given, the functional analysis of the communication management subsystems is carried out and the model of the "black box" of communications in educational projects is considered. The conducted researches allowed to develop a system model of communication management in educational projects, which made possible to identify the main stakeholders of the project. There are three main types of stakeholders that are represented by government entities, business units and the community. Identification of possible stakeholder values that affect the effectiveness of the educational project, has allowed to form a system of effective communication of the educational project, depending on the existing need to improve the professional knowledge of its participants. Each stakeholder has a set of values that relate to the expectations and outcomes of the educational project. As a result, a stakeholder value model has been developed., Вирішено проблему підвищення ефективності комунікацій в освітніх проєктах. На сьогодні відомо багато праць, присвячених питанням ціннісно-орієнтованого управління проєктами. The conducted researches allowed to develop a system model of communication management in educational projects, which made possible to identify the main stakeholders of the project. There are three main types of stakeholders that are represented by government entities, business units and the community. Identification of possible stakeholder values that affect the effectiveness of the educational project, has allowed to form a system of effective communication of the educational project, depending on the existing need to improve the professional knowledge of its participants. Each stakeholder has a set of values that relate to the expectations and outcomes of the educational project. As a result, a stakeholder value model has been developed.

The article is focused on the rationale behind transport technology professionals' training evaluating the current workforce situation in the market for transport and logistics services in Ukraine. The aim of the paper is to assess economic reasons for transport technology professionals' training through the analysis of these specialists' status in Ukraine's labour market according to the following parameters: the average number of employees by the lines of business per quarter, workforce movement, the number of workers who were forcedly put on short time, full-time employees' average monthly wages in 2019. The methods used are the system-structural analysis, systematization, comparison and generalization of the relevant sources. The obtained results lie in the fact that in Ukraine there is a controversy between the actual needs of the economy for transport professionals, the economic potential the transport sector is characterized by, and the actual number of professionals, negative labour movement tendencies and low compensation received in the transport sector. The discussion points are centered around the reasons for this happening -- the overall level of Ukraine's economic development, a lack of interest in the field or a lack of awareness of prospects of the industry as well as transportation and logistics functions.
