Recent discussions on big data surveillance and artificial intelligence in governance have opened up an opportunity to think about the role of technology in the production of the knowledge states use to govern. The contributions in this volume examine the socio-technical assemblages that underpin the surveillance carried out by criminal justice institutions – particularly the digital tools that form the engine room of modern state bureaucracies.Drawing on ethnographic research in contexts from across the globe, the contributions to this volume engage with technology's promises of transformation, scrutinise established ways of thinking that becomeembedded through technologies, critically consider the dynamics that shape the political economy driving the expansion of security technologies, and examine how those at the margins navigate experiences of surveillance.The book is intended for an interdisciplinary academic audience interested in ethnographic approaches to the study of surveillance technologies in policing and justice. Policing and Intelligence in the Global Big Data Era, Volume I, the first of a two volume set, presents a rich and unique collection of global perspectives on data-driven predictive technologies and the expansion and use of surveillance apparatuses in policing and intelligence, both public and private. Smart societies pose new challenges for police organizations. Demands for more efficiency and effectiveness test police organizations which are often resistant to change. This book uses the concept of the abstract police to describe the way in which police organizations have tried to adapt to these new evolutions and the consequences. The chapters stem from a conference called “Street Policing in a Smart Society” which sought to frame and analyse these developments in policing. Calling All Cars shows how radio played a key role in an emerging form of policing during the turbulent years of the Depression. Until this time popular culture had characterized the gangster as hero, but radio crime dramas worked against this attitude and were ultimately successful in making heroes out of law enforcement officers. Through close analysis of radio programming of the era and the production of true crime docudramas, Kathleen Battles argues that radio was a significant site for overhauling the dismal public image of policing. However, it was not simply the elevation of the perception of police that was at stake. Using radio, reformers sought to control the symbolic terrain through which citizens encountered the police, and it became a medium to promote a positive meaning and purpose for policing.
