Evidence Based Policing (EBP) exerts significant influence on how actors think, act and speak about UK policing to the point that it is becoming institutionalised. Inspired by the insights of Michel Foucault into power-knowledge, governmentality and institutional reform over time, this book provides a comprehensive account of the emergence of EBP in Britain as well as original discourse analysis and analytical research into the texts produced by EBP. It presents a new history of EBP presented around EBP's story-lines, subject positions and the institutional changes it has created. This history shows EBP shares a genealogical heritage with modern discourses of managerialism and neoliberalism. EBP's roots are traced and it is re-presented as an extension of the problematic relationship in the production of criminological knowledge and the British state. This history fundamentally challenges the notion on which EBP rests: basing policing policy upon independent, robust knowledge. Instead this book argues EBP should be subject to greater illumination and challenge, suggesting EBP is a contestable device that is doing political work. This book examines the UK's response to terrorist communication. Its principle question asks, has individual privacy and collective security been successfully managed and balanced? The author begins by assessing several technologically-based problems facing British law enforcement agencies, including use of the Internet; the existence of ‘darknet'; untraceable Internet telephone calls and messages; smart encrypted device direct messaging applications; and commercially available encryption software. These problems are then related to the traceability and typecasting of potential terrorists, showing that law enforcement agencies are searching for needles in the ever-expanding haystacks. To this end, the book examines the bulk powers of digital surveillance introduced by the Investigatory Powers Act 2016. This brief takes the reader through a 10-year journey of seeking to embed Evidence Based Policing within one of the largest police forces in the world - the Metropolitan Police Service in London, England - from the inside. This book analyses Labour's policies of local crime control from 1997 through to 2006. Picking up on the Conservative legacy, it follows the establishment of local crime and disorder reduction partnerships and tracks developments from Labour's attempts to subject them to a centrally-imposed performance management regime, through to the emergence of a strong neighbourhoods agenda, combined with the imposition of a largely enforcement-oriented attack on anti-social behaviour. It also explores Labour's attempts to address the causes of crime through a policy agenda that has crystallised around themes of social exclusion, social capital, community cohesion and civil renewal; and that operates through an architecture that aspires to be joined up centrally and locally, and neighbourhood-based. The main focus of the book is upon the unfolding of Labour's'third way'political project from the centre downwards, but the limitations of this project are exposed through an exploration of a number of key themes. These include Labour's dependence upon the different translations of local practitioners, with whom it engages in a discursive politics of crime reduction versus community safety, and through whom the conceptual and practical weaknesses of evidence-based practice, performance management and joined-up government are revealed.
