External conditions, e.g. an increased social pressure towards HEI, often require the continuous development, improvement and assurance of quality within the whole organization. Quality assurance methods within academic and administrative processes have to be cross-linked in order to satisfy the complexity in the HEI's scope of duty. An efficient tool for such linkages is a quality management system (QMS) for HEI. Even though national and international regulations demand the introduction of QMS in HEI they do not offer information on the structure or assistance with design, implementation, and introduction. This paper presents the approach of RWTH Aachen University in the process of structuring, developing and implementing a QMS in a HEI. [ABSTRACT FROM AUTHOR]
