7. Effects of weather conditions on concrete work task productivity - a questionnaire survey

Purpose This paper aims to study the effects of different weather conditions on typical concrete work tasks productivity. Weather is one important factor that has a negative impact on construction productivity. Knowledge about how weather affects construction works is therefore important for the construction industry, e.g. during planning and execution of construction projects. Design/methodology/approach A questionnaire survey method is used involving means to perform pairwise comparisons of different weather factors according to the analytical hierarchical process (AHP). The survey also contains means to enable assessment of the loss in productivity for typical work tasks exposed to different weather types. The survey targets practitioners involved in Swedish concrete construction projects, and the results are compared with previous research findings. Findings The survey covers responses from 232 practitioners with long experience of concrete construction. The pairwise comparisons reveal that practitioners rank precipitation as the most important followed by wind and temperature. The loss in productivity varies significantly (from 0 to 100%) depending on the type of work and the type of weather factor considered. The results partly confirm findings reported in previous research but also reveal a more complex relationship between weather and productivity indicating several underlying influencing factors such as type of work, type of weather (e.g. rain or snow) and the intensity of each weather factor. 8. FALK, a method to increase physical activity in school

- Abstract
Background: Physical activity (PA) promotes health in adults as well as children. A large proportion of schoolchildren don´t meet the recommendations for PA. Few scientific studies have investigated both effectiveness and feasibility regarding school-based efforts to increase PA. We have evaluated a method we call Physical Activity and Lesson in Combination (In Swedish: Fysisk Aktivitet och Lektion i Kombination, FALK). Purpose: To investigate the effectiveness and feasibility of FALK. Methods: Two schools participated, one constituted control group (C), the other intervention group (I). In addition to the same PA as C-group, the I-group had three FALK sessions of 30 minutes each week. We used pedometers to assess changes in physical activity and interviews to evaluate feasibility. A total of 164 pupils aged 7-9 wore pedometers for a whole week on four occasions over two semesters. The number of steps per day (SPD) and the proportion of pupils with <10,000 SPDs were compared. Interviews were carried out with students, parents, and educators (n = 35) and were analyzed by qualitative content analysis. Findings: Pedometer data shows that students who perform FALK sessions are more physically active, and the proportion of students with insufficient PA is smaller, compared to students who don´t have FALK. The interviews show both enabling factors and barriers, but overall FALK is experienced as positive, clear, and flexible. Conclusions: FALK increases PA and is assessed as a useful and feasible practice to integrate PA into theoretical teaching.

Detta kapitel tar sin utgångspunkt i ett hälsofrämjande perspektiv på det nutida och framtida arbetslivet. I kapitlet beskrivs framväxten av hälsofrämjande arbete och idéer om arbetsplatsen som en arena för hälsofrämjande initiativ. Beskrivningen utgår ifrån vad som krävs för att skapa hälsofrämjande arbetsplatser för anställda och chefer och hälsofrämjande organisationer som är hållbara för både anställda och organisationen i stort. I kapitlet beskrivs aktuell forskning om hälsofrämjande organisationer som tar fasta på möjliggörande och hindrande faktorer vid genomförande av hälsofrämjande insatser, liksom insatsernas hälsomässiga och organisatoriska effekter. Därtill innehåller kapitlet resonemang om policyer och ett praktiskt exempel som illustrerar hur idéer och prat om hälsofrämjande i organisationer kan omsättas i konkret handling. Avslutningsvis belyses även delar av den kritik som ibland riktas mot hälsofrämjande initiativ i organisationer, som bland annat handlar om ansvar och att hälsa ges alltför stort utrymme och blir för styrande i organisationer.

11. Water supply and Dracunculus medinensis in Africa

The thesis examines control and eradication of Guinea worm in West Africa and investigates factors, especially water supply, related to the incidence of Guinea worm. The study was carried out in North Zou, Benin between 1987 and 1990 and in Nigeria between 1989 and 1993 during water supply and Guinea worm eradication programme execution. About 5% of villages in Nigeria, located in one half the LGAs were infected. The number of annual cases in a region was related to the previous year's cases, although 5-10% of the regions changed between infected and non-infected. Cases were not statically focused in villages. The relative risk of infection in a village based on the previous year's infection was 1.74 in North Zou. Incidence varied inversely and endemicity varied directly with village population. Villages of all sizes were infected. Prevalence varies seasonally by region. Incidence was low at high altitudes, in sandy and alluvial soils, in areas with high or low annual rainfall and in densely populated areas. Incidence was not otherwise related to rainfall, vegetation, altitude, soils, geology or distance to rivers. Incidence among Muslims and Christians was the same but varied by ethnic group. Incidence in an area was strongly related to the ratio of females to males. School attendance in endemic areas fell during the transmission period. Losses in Nigeria in 1990/91 were £16 million. Provision of improved water supply lowered incidence by 50%. Endemicity was 20% lower in villages in North Zou with water supply but endemicity did not fall immediately following provision and a difference was not seen in Nigeria. Water supply to all infected villages in Nigeria identified in 1990/91 would cost £23 million. Three possible water supply strategies were examined. Ten water supply options were considered and roof rainwater catchment was found the most promising. Factors that reduce the effective use of water supply were examined. Water supply coverage in endemic countries is 27%. The countries are among the poorest and least developed in the world. The lack of static focus of cases in villages, the low impact of water supply, and the difficulty of supplying water to all endemic areas make Guinea worm eradication by 1999 unlikely.

Studiens syfte var att undersöka hur elever, vårdnadshavare och pedagoger upplever implementering av ämnesintegrerad fysisk aktivitet (FA) vid en kommunal grundskola. En kvalitativ forskningsansats användes där datainsamling genomfördes genom intervjuer med lågstadieelever, vårdnadshavare och pedagoger (n = 35). Insamlade data analyserades med hjälp av kvalitativ innehållsanalys. Resultaten visar att det nya arbetssättet kallat Fysisk Aktivitet ochLektion i Kombination (FALK) har upplevts positivt, tydligt och flexibelt. Att arbetssättet uppmuntrar till ökad rörelse och lärande parallellt beskrivs som en möjliggörande faktor. Svårigheter avseende pedagogernas arbetsplanering, tidsåtgång och praktiska utmaningar att kombinera FA med lämpliga läraktiviteter beskrivs som hinder. Förändringar av den yttre skolmiljön och utmanande väderbetingelser är ytterligare hinder. Slutsatsen är att FALK bedöms vara ett användbart och praktiskt genomförbart arbetssätt för att integrera FA i den teoretiska undervisningen.

15. Modelling and simulation of factors influencing on-site construction of concrete frameworks : Studying the effects of resource allocation, weather conditions, and climate-improved concrete

Concrete is the most common material used to build the structural framework in multistory buildings. However, the construction works carried out on the building site are affected by many different factors that may reduce productivity. Delayed material deliveries, poor planning and coordination of work tasks and production resources, as well as unfavorable weather are examples that reduce productivity. Reduced productivity results in extended construction duration and increased costs for the concrete framework, which ultimately can affect the entire construction project. It is therefore important to increase knowledge about how different factors affect productivity to avoid construction delays and increased costs.Studying how different factors affect productivity is complex as a production system may consist of a large number of factors that can affect the outcome. One method that makes it possible to describe and study complex production systems is discrete event simulation (DES).The aim of this research is to increase knowledge about how DES can be used to systematically analyze the impact of factors that affect productivity during construction of a concrete framework structure. Three factors that are considered to be particularly important for concrete production methods are included in this research study, namely: 1) utilization of labor and crane resources, 2) impact of varying weather conditions, 3) use of climate-improved concrete.Considering utilization of labor and crane resources (factor 1), this study shows that DES is a suitable method for studying in detail how the utilization of these resources affects construction time and cost of the framework. The study highlights the importance of describing the production process in detail to enable identification of workflow bottlenecks caused by resource allocation conflicts. To support identification and analysis of bottlenecks and corrective measures, it is suggested that the traditional performance measures time and cost are supplemented with two additional indicators, namely waiting time and utilization rate.Regarding the impact of weather (factor 2), this study contributes with new knowledge about how this can be described and studied by using DES. The basis for this is a definition of a weather function that describes the relationship between weather and labor productivity. In addition, another function is described that considers the effect of actual weather conditions on the development of concrete strength, which is also important for the productivity of the concrete production cycles. In this way, the impact of weather when using climate-improved concrete can also be studied (factor 3). By implementing these functions in a discrete-event simulation model together with weather statistics, the impact of different weather conditions was simulated. A separate calculation tool was also developed to supplement simulated construction duration of the framework with cost and climate impact. The results from the simulations show that the weather has a significant impact on construction duration of the concrete framework. For example, the construction duration increases in the range 8-42% compared with a reference scenario that is unaffected by weather. The extended duration depends on the season for construction and where the project is located, but also on the extent to which climate-improved concrete is used. The results also show that climate-improved concrete has a significant potential to reduce CO2-emissions of a concrete framework during the construction phase. But to realize the potential of climate-improved concrete also in periods with colder weather, selection of appropriate curing methods becomes imperative. At a more detailed level, a questionnaire survey was also conducted in which contractors estimated the impact of weather on productivity for typical concrete work. These results confirm the importance of the impact of the weather also at a work task level.This study describes how DES can be used to systematically study and analyze how the productivity of construction-related production systems is affected by various factors. The study also provides new insights into how resource utilization, weather, and climate-improved concrete affect the construction of concrete frames. In overall, this can lead to a better basis for planning and selection of production methods to enable increased productivity.

I rapporten sammanfattas ett delprojekt som undersökt en avgränsad del av Region Västmanlands kompetensförsörjningsprocess (KFP) som handlar om att kartlägga kompetensbehov och säkerställa att rätt kompetens finns för att uppnå verksamhetens mål. Syftet med delprojektet var att analysera betydelsefulla faktorer som underlättar eller hindrar implementeringen av KFP i Region Västmanland. Datainsamlingen gjordes med hjälp av enkäter till chefer och medarbetare i strategiska positioner. Resultaten visar att det nya arbetssättet för kartläggning och bedömning av kompetensbehov via dialoger är användbart. Vidare visar resultaten på ett antal underlättande och hindrande faktorer för KFP. Rapporten avslutas med slutsatser och rekommendationer för framtida organisationsdrivna förändringar och forskningssamverkan. Projektet har finansierats av Samhällskontraktet.

- Abstract
Using virtual internationalization as a key concept, this article adds to the body of experience-based knowledge on how to build partnerships and develop courses within higher education. The purpose of this article is to disseminate knowledge about the collaborative process that took place when Swedish and Canadian universities created an international online course focused on work and health. The article presents the challenges and mitigating strategies during course implementation and preconditions that enabled the co-production of the course. The conclusion provides critical reflections, questions and lessons learned that arose from the instructors reflections in relation to virtual internationalization. The self-reflexive experiences were analysed through the lens of internationalization in higher education and virtual internationalization literature, and the theory of social coordination and bureaucracy to enable an understanding of how we did it our way.

SAMMANFATTNING Syfte: Syftet med studien är att undersöka sambandet mellan corporate governance, koldioxidutsläpp och lönsamhet i koldioxidtunga industrier. Metod: Studien utgår ifrån en positivistisk forskningsfilosofi och en hypotetisk-deduktiv ansats. Studien har en kvantitativ strategi och genomförts med sekundärdata från Thomson Reuters Datastream för åren 2011 - 2018. Urvalet består av 202 företag i energi- och transportindustri med huvudkontor i Europa, USA, Kanada, Sydkorea, Japan och Kina. Data har analyserats med multipla regressionsanalyser i statistikprogrammet SPSS. Resultat & slutsats: Studiens resultat indikerar att de flesta av de testade corporate governance- variablerna har visat svag eller ingen effekt på koldioxidutsläpp och lönsamhet, förutom variabeln storlek på företag vilken har visat ett klart samband med både koldioxidutsläpp och lönsamhet. Av studien framgår att sambandet mellan koldioxidutsläpp och lönsamhet är signifikant negativt. Slutsatsen är att det lönar sig för företag med redan god miljöprestation att ytterligare sänka sina koldioxidutsläpp. Examensarbetets bidrag: Ur ett teoretiskt perspektiv bidrar studien till ytterligare kunskap kring de varierande resultaten av relationen mellan corporate governance, koldioxidutsläpp och lönsamhet. Dessutom bidrar studien med att stärka bilden av problematiken kring behovet av effektiv bolagsstyrning. Vidare bidrar studien praktiskt till en ökad förståelse av behovet att utforma ett regelverk som hjälper företag att minska sin miljöpåverkan på ett lönsamt sätt. Förslag till fortsatt forskning: Ett förslag till fortsatt forskning är att använda samma uppsättning av corporate governance variabler och sedan genomföra en studie för varje världsdel för att på så sätt upptäcka existerande skillnader eller likheter och sedan utforma lokala varianter på bolagsstyrningen. Ytterligare ett förslag är att matcha de olika delarna i legitimitetsteorin till koldioxidutsläpp och lönsamhet för att se om det normativa trycket från samhället kan förändra den interna företagskulturen. Abstract Aim: The aim of the study is to examine the link between corporate governance, carbon emissions and profitability in carbon-heavy industries. Method: The study is based on a positivist research philosophy and a hypothetical-deductive approach. The study has a quantitative strategy and conducted with secondary data from Thomson Reuters Datastream for the years 2011 - 2018. The sample consists of 202 companies in the energy and transport industry headquartered in Europe, the United States, Canada, South Korea, Japan and China. The data has been analyzed with multiple regression analyses in the statistics program SPSS. Result & Conclusions: The study's results indicate that most of the corporate governance variables tested have shown weak or no effect on carbon dioxide emissions and profitability, except the variable size of companies that have shown a clear correlation with both carbon dioxide emissions and profitability. The study shows that the link between carbon emissions and profitability is significantly negative. The conclusion is that it pays for companies with already good environmental achievement to further reduce their carbon emissions. Contribution of the thesis: From a theoretical perspective, the study contributes to additional knowledge of the varying results of the relationship between corporate governance, carbon dioxide emissions and profitability. In addition, the study helps to strengthen the picture of the problem around the need for effective corporate governance. Furthermore, the study practically contributes to a greater understanding of the need to design a regulatory framework that helps companies reduce their environmental impact in a profitable way. Suggestions for future research: One proposal for further research is to use the same set of corporate governance variables and then conduct a study for each continent to detect the differences or similarities thereof and then design local variants on Corporate governance. Another proposal is to match the different elements of the legitimacy theory to carbon dioxide emissions and profitability to see if the normative pressures from society can change the internal corporate culture.

Studiens syfte är att via fallstudier av socialtjänsten undersöka konkreta ledningspraktiker som kan sägas falla inom ramen för Tillitsdelegationens definition av tillitsbaserad styrning och ledning och som har betydelse för att åstadkomma hållbara arbetsmiljöer i välfärden. Analysen visar att hållbar arbetsmiljö via tillitsbaserad styrning och ledning kan kopplas till organisationens säkerställande av förmåga, integritet och hjälpvillighet. Konkreta ledningspraktiker för säkerställande och hållbar arbetsmiljö var uppdragsdialog, systemperspektiv, integrering av arbetsmiljö och verksamkvalitet samt långsiktig ekonomisk styrning. Genom att ledningen agerar tillitsvärdigt via säkerställande av tillitsvärdigheten hos dem som är satta att utföra arbetet närmast medborgarna, erhålls goda arbetsmiljöer. Drawing on the definition of trust-based management and using social services case studies, the study aims to gain a deeper understanding of how trust based management is relevant for achieving sustainable working environments in the welfare sector. The results show that a sustainable working environment can be linked to the organization’s capacity to ensure ability, integrity and benevolence. Dialogue, systems perspective, an integration of working environment and service quality and long-term financial management are important management practices for ensuring these three aspects. Management practices that ensure employees’ trustworthiness also lead to good and healthy working environments.

- Abstract
Extensive staff turnover within the statutory social services is a serious problem in Sweden and in other European countries. This study examines which work conditions predict social workers’ willingness to stay in their organisation. A web-based questionnaire was used to gather data. The participating social workers responded to two questionnaires over a one-year period. To identify the social workers who wanted to stay and also remained in the organisation, the group ‘Stayers’ (n = 1,368) consisted of social workers who reported low intentions to quit at T1. The group ‘Leavers’ (n = 1,182) were social workers who had actually resigned at T2. The data were analysed using univariate and multivariate logistic regression analyses. The multivariate analysis shows that the work conditions that predicted staying in the organisation were low degrees of conflicting demands and quantitative demands, high degrees of openness and human resource orientation in the organisation and a high degree of perceived service quality. 29. A digital tool for life cycle assessment in construction projects

- Abstract
The building and construction industry is responsible for around 40% of global greenhouse gas emissions, driving the urgent need for new regulations. As such, the life cycle assessment (LCA) methodology has become fundamental for evaluating environmental impacts. Despite the need for digital tools to support environmental performance evaluations, the lack of guidance on developing such tools hinders their implementation. This article presents an automated configuration approach to develop digital tools in construction, which facilitates the proactive comparison of design choices and reduces CO2emissions. We demonstrate its application by implementing it at Heidelberg Materials Cement Sverige in Sweden. The results reveal that the LCA digital tool influences decision-making and efficiently quantifies global warming potential in the early project stages and reduces product-related CO2emissions by up to 40%. Furthermore, the findings highlight greater accuracy in LCA calculations compared to current manual methods and quicker design iterations thanks to real-time information.

30. Impact of Weather Conditions on In Situ Concrete Wall Operations Using a Simulation-Based Approach

The purpose of this research is to study the impact of temperature, precipitation, and wind speed on in situ concrete wall operations, and its combined resulting effect on project duration. The research presented is anchored in the learnings gained through a literature review on weather effects on construction operations, an analysis of weather data with high resolution, and two field studies of in situ concrete wall operations. These learnings are implemented in a discrete event simulation (DES) model for the analysis of weather impact on project duration. The simulation results show that (1) weather greatly impacts project duration and has to be accounted for when planning operations; (2) there are huge differences between weather seasons that could affect the timing of project start-up; and (3) the height of buildings and threshold values for different types of cranes have to be accounted for when planning lifting operations. The main contribution of this paper lies both in the methods, in which high-resolution weather data can be incorporated in DES models to analyze project duration, and in the actual results of the simulation runs, showing to what level weather variables have to be incorporated in the planning of concrete wall construction.

- Abstract
So what? Our Masters and PhD students within the field of work disability prevention are part of a global economy where challenges and commonalities between nations need to be addressed. International learning collaborations can facilitate student movement from theory (e.g. about different social security systems) to praxis, through interactive knowledge exchange amongst peers (Loisel et al, 2009). An international on-line course can facilitate participation without the need for travel and additional related expenses is a way to foster student equity in higher education. What is the innovation? Our annual 10-week course, “What is fair? International perspectives on equity on work and health”, was first implemented in January 2019. The course, based on cooperation between Mid-Sweden University, University of Waterloo and Mälardalen University in Sweden and Canada, provides the students with unique learning opportunities to work with international peers on course work and group activities while learning about international systems and policy in relation to health, work and equity. Our partnership (with aims to expand) goes beyond the intention to provide an international learning environment; it also includes knowledge exchange between the universities. That is, the partnership includes co-operative development not only between faculty members, but also among pedagogical developers, international relations office administrators and librarians. The outcome? When we meet at the conference, we will have more to tell you about the specific course and experiences gained from faculty members, administrative members but foremost students who have undertaken the course.

Bakgrund Chefer inom offentlig verksamhet kommer ställas inför utmaningar i framtiden som bland annat omfattar; automatisering och robotisering, en ytterligare tilltagande internationalisering med ökat utbyte och migration över nationella gränser, demografiska förändringar med dess konsekvenser för samhällsuppdraget, effektiv användning av skattemedel samt de klimatåtaganden som behöver ske på många nivåer. Tidigare forskning visar på obalanser mellan krav och resurser i chefsarbetet, något som exempelvis kan ta sig utryck i chefsansvar för många anställda med begränsade medel vilket i sin tur kan bidra till en känsla av otillräcklighet. När det gäller högre chefskap i offentlig verksamhet så finns det behov av fördjupad kunskap om organisatoriska villkor och förutsättningar att kunna utöva ett sådant chefskap. Utöver organisatoriska faktorer är det även betydelsefullt att forskningen innefattar studier av chefers individuella förhållningssätt. Hur ser befintliga chefer, som har ambitioner att i framtiden ta sig an ett högre chefsuppdrag, på ett hållbart ledarskap i offentlig verksamhet? Syfte Syftet med studien är att fördjupa kunskapen om chefers förhållningssätt till ett hållbart ledarskap på högre nivå i offentlig verksamhet. Metod Studien ingår i ett projekt som följer genomföra programmets olika teman samlats in i anslutning till samtliga fem programmoduler. Efter programmets slut samlades även enkätdata in. Analysen i denna studie baseras på data från reflekterande texter och intervjuer med deltagande chefer genom en teoretisk tematisk analys baserad på Bolman och Deals (1991/1992) ramverk för förståelse av organisation och ledarskap utifrån fyra perspektiv: human resources (HR), symbolisk, strukturellt och politiskt. Bakgrund Att vara chef i offentlig sektor beskrivs ofta som både utmanande och komplext. Tidigare forskning visar också på obalanser mellan krav och resurser i chefsarbetet, något som exempelvis kan ta sig utryck som chefsansvar för många medarbetare. Dessutom innebär chefsarbete i offentliga sektor även krav på sig att hantera olika intressenters krav och att bedriva en kostnadseffektiv och i övrigt väl fungerande verksamhet. Detta medför också krav på öppenhet mot media och medborgare avseende en effektiv användning av skattemedel. När det gäller högre chefskap i offentlig sektor så finns det behov av fördjupad kunskap om förutsättningarna att kunna utöva ett sådant chefskap. Detta kunskapsbehov innefattar bland annat förståelse för högre chefskap bland befintliga chefer som har ambitioner att i framtiden ta sig an ett högre chefsuppdrag i en offentlig organisation. Kapitlet syftar till att beskriva hur en mer tillitsbaserad styrning och ledning kan gestalta sig inom socialtjänstens verksamheter genom en analys av individ- och familjeomsorgen i Nyköpings kommun. Resultaten visar att grunduppdraget, det vill säga det ansvar som verksamheten förväntas ta gentemot medborgarna utifrån lagstiftningen har stort utrymme i styrningen snarare än mål, som de för tillfället styrande politikerna formulerar. Kvantitativa mått kompletteras med kvalitativa verksamhetsbeskrivningar och kontinuerlig dialog om verksamhetens kvalitet, brister och utvecklingsbehov. Ansvarsavgränsningar som inte gynnar klientens bästa kan motverkas genom hur ekonomistyrningen används. Här framstår det som väsentligt att undvika konkurrens, incitament och repressalier i styrningen som leder till fokus på den egna enhetens ekonomi snarare än verksamhetens kvalitet. Styrning och ledning som söker säkerställa förmåga, integritet och hjälpvillighet hänger intimt samman med arbetsmiljöfrågorna. När organisationen identifierar och åtgärdar reella hinder som försvårar ett professionellt socialt arbete är det tydligt att organisation tar ansvar för både verksamhetskvalitet och arbetsmiljö. Att säkerställa integritet och hjälpvillighet innebär också en konsekvent hållning till principer och värderingar som speglar ett offentligt ämbetsmannaetos. Bakgrund Flera studier gjorda under senare år visar att socialtjänsten framträder som särskilt problematisk vad gäller den organisatoriska och sociala arbetsmiljön med bland annat hög arbetsbelastning, rollkonflikter, låg grad av personalorientering liksom bristande öppenhet och dialog i organisationerna. Arbetsmiljöproblemen i socialtjänsten visar sig också genom hög personalomsättning, stressrelaterad ohälsa och sjukfrånvaro, vilket också får betydelse för socialtjänstens förmåga att tillhandahålla välfärdstjänster av hög kvalitet. Mot denna bakgrund är det motiverat att studera hur en mer hållbar organisatorisk och social arbetsmiljö i socialtjänsten kan åstadkommas. Syfte Syftet med studien är att undersöka relationen mellan styrsystem och arbetsmiljöarbete med fokus på hur verksamhetsstyrningen bättre kan harmoniera med och integrera arbetsmiljöfrågor. Metod Studien är en kvalitativ fallstudie av individ- och familjeomsorgen i en kommun i Stockholm-Mälarregionen. Valet av fall gjordes utifrån forskningsprojektets avsikt att identifiera goda exempel på socialtjänstverksamheter som strävar efter att skapa goda arbetsvillkor och en hållbar arbetsmiljö. Datainsamlingen baseras på semistrukturerade intervjuer med kommunpolitiker, chefer på olika nivåer, socialsekreterare, fackliga företrädare och personer som arbetar med verksamhetsstöd såsom personalarbete (HR) och verksamhetsutveckling. Sammantaget har 18 personer intervjuats. Policy- och styrdokument (t.ex. verksamhetsplaner) och olika typer av personal- och arbetsmiljöstatistik används som kompletterande data. Intervjumaterialet har analyserats genom en tematisk analys. Resultat Resultaten visar att styrningen och ledningen av socialtjänsten har ett tydligt fokus på verksamhetens syfte och brukarnas behov, vilket innebär att socialtjänstlagen och andra lagar som reglerar verksamheten ges en framträdande plats i verksamhetsstyrningen. 41. College Calendars.

In order to determine whether there were compelling reasons for Schenectady County Community College (SCCC) to change its quarter calendar, and which calendar would be most appropriate to the college and most responsive to the problems that made the change seem desirable, previous calendar change studies were reviewed and administrators of colleges that had made calendar changes were consulted. The types of calendars initially considered were: (1) semester; (2) early semester (the fall semester begins in August and ends before Christmas); (3) trimester (three semesters over 12 months); (4) quarter; and (5) four-one-four (division into four months-one month-four months). Only the quarter and semester systems were considered feasible for SCCC. Issues related to calendar changes include curriculum conversion and related concerns of credit hours and flexibility; comparative academic success rates in various calendars; enrollment patterns as reflected in student program change and the effect on part-time students; and transferability of courses to other colleges. Significant calendar change studies were conducted at Kent State, Cleveland State, University of Akron, Miami University of Ohio, Chabot College, and College of the Redwoods. Advantages and disadvantages of each calendar plan have been outlined by the "Handbook on Undergraduate Curriculum," and are summarized in this report. Results of the study included a recommendation to remain with the quarter system. (MB)

43. What can we learn from unsuccessful and failed organizational health interventions? A review of the literature.

Purpose: Research describing unsuccessful and failed organisational health interventions (OHIs) tend not to be published in scientific journals as often as successful interventions demonstrating effectiveness. However, valuable knowledge could be drawn from these studies. Therefore, the purpose of this literature review is to identify and analyse explanations and lessons learned from studies reporting of non-effective OHIs. Design/Methodology: A literature search of OHIs aiming to improve employee health at the organisational level (e.g. change of work organisation) was conducted. Four databases were used (e.g. Web of Science), and the search terms related to ‘OHI’, ‘implementation’, ‘failure’, and similar terms. The literature search was limited to original studies in peer-reviewed journals, published in English-language between 1996 and 2016 (June). Results: Ten OHI studies are included in the review. The preliminary results show that explanations reported are related to implementation failures, and attributable to lack of employee participation and ownership. Lack of managerial support, competing projects, and organisational change are other explanations reported. Limitations: The literature search resulted in a limited number of studies indicating the scarcity of “unsuccessful” OHI studies in scientific journals. Another limitation is that grey literature is not included in this review. Research/Practical Implications: The findings contribute to expanding researchers’ and practitioners’ knowledge regarding development and implementation of OHIs based on lessons from unsuccessful studies, thus providing implications for future OHI studies. Originality/Value: This literature review takes a non-traditional perspective and aims to identify and analyse lessons learned from OHI studies not demonstrating clear effects on employee health.

44. Managing workplace health promotion in municipal organizations

- Abstract
The workplace is a suitable setting for health promotion, not least due to the amount of time employees spend at work. Previous research indicates large variations in employers' handling of workplace health promotion (WHP) efforts. However, more empirical knowledge of how WHP is handled in public sector organizations is needed. The overall aim of the thesis was to explore how WHP is managed and implemented in municipal organizations. The thesis draws on health promotion as the point of departure, further accompanied with concepts related to organizational change and implementation research. The thesis is based on three studies using different empirical materials. Both quantitative and qualitative research designs were used. In the first study, questionnaires were sent to both top managers and employees in a nationwide random sample of 60 of the 290 municipal social care organizations in Sweden. Data were analysed at the organizational level, linking WHP measures provided by the employer to employee health. In the second study, interviews concerning the management of WHP were carried out with senior managers representing various departments in two municipalities. The third study analysed the implementation of a health-promoting leadership programme, and the interviews made, concerned the experiences of line and middle managers participating in the programme. The results show that the provision of individual- and organizational-directed WHP measures was associated to employee health at the organizational level. Furthermore, the senior managers described WHP management as components contributing to the organization's capacity for WHP. However, they mainly described WHP as providing healthy lifestyle activities, and mapping working conditions and employee health. In the study analysing the implementation of the leadership programme, line and middle managers described employee involvement as an enabling factor, whereas high workload and lack of senior management support were barriers described. Recurrent organizational changes and other politically-initiated projects and routines were also pointed out as competing events in the implementation process. From this thesis, it can be concluded that WHP management is dominated by measures directed towards the individual employee and needs to include more of psychosocial and organizational measures. Finally, the varied organizational conditions for municipal managers as well as the support from senior management and human resources staff needs to be considered and ensured as part of an active and continuous WHP practice.

BACKGROUND: Previous research indicates that companies manage workplace health in various ways, but more in-depth empirical knowledge of how workplace health promotion (WHP) is managed in public sector organisations is needed. OBJECTIVE: The aim of this study was to explore how WHP is managed and incorporated into the general management system in two large Swedish municipal organisations. METHODS: A qualitative descriptive approach was used. Fourteen senior managers were purposefully selected and interviewed using semi-structured interviews. Documents were used as supplementary data. All data were analysed using qualitative content analysis. RESULTS: The management of WHP was described as a set of components that together contribute to the organisation’s capacity for WHP. The informants described WHP as dominated by fitness programmes and as following a problem-solving cycle, in which the annual employee survey emerged as an important managerial tool. Achieving feasible WHP measures and appropriate follow-ups were described as challenges. The provision of leadership competence for WHP and use of supportive resources were described as additional components. CONCLUSIONS: The WHP management approach needs to be broadened to include work environment and organisational factors. Further integration with occupational health and safety and the general management system in the organisations is also needed. 46. Enablers and barriers in implementing a health-promoting leadership programme in municipal organisations

Objectives Systematic reviews of organisational health interventions (OHI) show that processes, contexts, stakeholder roles and implementation often are poorly reported in OHI studies. However, this knowledge is a valuable complement to outcome-related knowledge and can contribute to a deeper understanding of the OHI, its effects or failures. The present study aims to analyse how line and middle managers describe enablers and barriers in the implementation of a health-promoting leadership programme in municipal organisations. Methods A qualitative case study design was applied to examine a health-promoting leadership programme as a case of OHI implementation. The leadership programme was implemented in two municipal organisations with the intention to change leaders’ behaviours’ into more health-promoting ones by providing on-the-job leadership training (based on transformational leadership and the Job Demands–Resources Model) aiming to improve leadership behaviours’ and employee health. Semi-structured interviews with line and middle managers were conducted (n=11). Interviews with senior managers (n=5), meeting notes, and action plans were used as supplementary data. The interview data were analysed using a thematic analysis. Results The line and middle managers describe the leadership programme as a new approach in leadership training as it address employee participation. Similarly, they describe employee involvement as a crucial enabler in the implementation of the leadership programme. Other enablers include action plans with clear goals, experiences of organisational change among employees, and integration of programme content into existing routines and structures. The line and middle managers also point out barriers in the programme implementation, and describe high workload, lack of senior management support, weak programme intensity, competing projects and organisational change as such barriers. The aim of this study was to analyze how line and middle managers experience and describe barriers and enablers in the implementation of a health-promoting leadership program in municipal organizations. A qualitative case study design was applied to examine the leadership program in a case involving implementation of an organizational health intervention. Data were mainly collected using semi-structured interviews with line and middle managers participating in the leadership program. Interviews with senior managers, notes from meetings/workshops, and written action plans were used as complementary data. The interview data were analyzed using a thematic analysis, and the complementary data using a summative content analysis. The findings show that the interviewed line and middle managers experienced this leadership program as a new approach in leadership training because it is based primarily on employee participation. Involvement and commitment of the employees was considered a crucial enabler in the implementation of the leadership program. Other enablers identified include action plans with specific goals, earlier experiences of organizational change, and integration of the program content into regular routines and structures. The line and middle managers described several barriers in the implementation process, and they described various organizational conditions, such as high workload, lack of senior management support, politically initiated projects, and organizational change, as challenges that limited the opportunities to be drivers of change. Taken together, these barriers interfered with the leadership program and its implementation. The study contributes to the understanding of how organizational-level health interventions are implemented in public sector workplaces.

The main focus of this study is to explore Swedish soldiers’ experiences of the transition back to everyday life after international service missions. This includes the help and support that they have received and also what barriers to care they have experienced during the transition back to everyday life. The theoretical perspectives of this study are social identity and stigma theory. This study was performed using a qualitative method and includes six individual interviews with active duty officers within the Swedish armed forces. All of them have participated in international service missions. The results of this study show that the soldiers experience barriers to care during the transition back to everyday life in Sweden. What emerged is that they are experiencing mental depression and a need for a recovery period. It’s also revealed that the stigma surrounding mental illness in the military and in society precludes a good reintegration into everyday life. The study concludes that more research is needed on what support soldiers need when they return home, and that the responsibility for veterans support efforts need to be clearer between all responsible parties in Swedish society.
