Purpose: This article contains a theoretically inspired discussion of recent Norwegian controversies related to the management of public library space as a civil public sphere. Design/Methodology/Approach: The article engages with theories of civil public spheres, and their application within a Nordic context. The theories are applied in discussions of recent controversies related to the management of Norwegian public libraries as civil public spheres, as represented in professional journals and press articles. Findings: Through the discussion it becomes apparent that the value of neutrality and librarians’ inclusive practices on part of societal minorities might be conflicting when managing public libraries as civil public spheres. Originality: The article engages with recent library controversies in Norway and discusses them in light of recent scholarly work on library activism in a Nordic context, as well as recent theorizations of civil public spheres in the Nordic countries. It thus connects ongoing discussions among Norwegian librarians with recent library research and ongoing theorization of civil public spheres within the Nordic model.

Det er en økende etterspørsel for organiserte isbreaktiviteter. Isbreer og isbrelandskap byr på ekstraordinære naturopplevelser og utfordringer mange turister søker. Samtidig opplever det organiserte brefriluftslivet økende utfordringer som følge av klimaendringene. Bresmelting som følge av klimaendringene forringer isbreene og isbrelandskapet, og har negative effekter for tilgjengelighet, aktivitetstilbud og sikkerhet for isbreturisme. Dette er konsekvenser det organiserte brefriluftslivet må tilpasse seg til for å kunne fortsette å tilby breaktiviteter til turister. Konsekvenser av og tilpasninger til bresmeltingen blir i denne studien brukt som utgangspunkt for å forstå hvordan det organiserte brefriluftslivet opplever effekten av klimaendringene. Teoriene «norm-activation theory», kognitiv dissonans og allmenningens tragedie, blir brukt til å forstå brearrangørers og breguiders normer, handlinger og ansvarsfølelse. «Last chance tourism» blir brukt til å forstå bredeltakeres motivasjoner for å delta på organiserte breaktiviteter. «Commons theory» blir brukt til å forstå hvordan tilbydere av og deltakere på breaktiviteter forstår forvaltingen av og ansvar for Norges isbreer. På denne måten skal denne studien forklare hvordan isbreene og breturisme kan brukes som et verktøy til å øke menneskers intensjoner om å leve et mer klimavennlig liv. Studien skal også forklare hvordan bresmeltingen påvirker motivasjonsfaktorene til deltakere på breaktiviteter, og hvordan deltakerne opplever bresmeltingen. Gjennom innholdsanalyser, deskriptive analyser, t-tester og regresjonsanalyser viser resultatene fra denne undersøkelsen sammenhenger mellom både kunnskap om bresmeltingen og klimabevissthet, og ansvarsfølelse og personlige normer. Resultatene viser at brearrangører og breguider er bevisste bresmeltingen, og opplever flere konsekvenser som de må tilpasse seg etter. I tillegg tyder resultatene på at klima er svært viktig for bredeltakere, og at isbreene og bresmeltingen kan oppmuntre til klimavennlige intensjoner. Disse funnene viser at effektene bresmeltingen har på det organiserte brefriluftslivet er komplekse, og påvirker både tilbydere og deltakere. Denne oppgaven kan brukes til å forstå hvordan disse effektene påvirker tilgjengeligheten til og etterspørselen for organiserte breaktiviteter, og hvordan breturismen kan bidra til å etablere en langsiktig forvaltningsstrategi for isbreer. There is a growing demand for organized glacier activities. Glaciers and glacial landscapes offer extraordinary natural experiences and challenges that many tourists seek. At the same time, organized glacier outdoor life is experiencing increasing challenges due to climate change. Glacier melting because of climate change degrades the glaciers and the glacial landscape, and has negative effects on accessibility, activity options and safety for glacier tourism. The organized glacier outdoor life must adapt to these consequences in order to continue offering glacier activities to tourists. Consequences of and adaptations to glacier melting are used in this study to understand how organized glacier outdoor life experiences the effects of climate change. The theories norm-activation theory, cognitive dissonance and the tragedy of the commons are used to understand glacier organizers' and glacier guides' norms, actions and sense of responsibility. Last chance tourism is used to understand glacier participants' motivations for participating in organized glacier activities. Commons theory is used to understand how providers of and participants in glacier activities understand the management of and responsibility for Norway's glaciers. This study will thereby explain how the glaciers and deglaciation can be used increase people's intentions to live a more climate-friendly life. The study will also explain how the glacier melt affects the motivational factors of tourists in glacier activities, and how the tourists experience the glacier melt. Through content analyses, descriptive analyses, t-tests and regression analyses, the results of this survey show connections between both knowledge of the glacier melting and climate awareness, and a sense of responsibility and personal norms. The results show that glacier organizers and glacier guides are aware of the glacier melting, and experience several consequences that they must adapt to. In addition, the results suggest that climate is very important for glacier tourists, and that the glaciers and glacier melting can encourage climate-friendly intentions. These findings show that the effects of glacier melting on organized glacier outdoor life are complex, and affect both providers and tourists. This thesis can be used to understand how these effects affect the availability of and demand for organized glacier activities, and how deglaciation can contribute to establishing a long-term management strategy for glaciers.
