Abstract: We present a measurement of the transverse single-spin asymmetry for $\pi^0$ and $\eta$ mesons in $p^\uparrow$$+$$p$ collisions in the pseudorapidity range $|\eta|<0.35$ and at a center-of-mass energy of 200 GeV with the PHENIX detector at the Relativistic Heavy Ion Collider. In comparison with previous measurements in this kinematic region, these results have a factor of 3 smaller uncertainties. As hadrons, $\pi^0$ and $\eta$ mesons are sensitive to both initial- and final-state nonperturbative effects for a mix of parton flavors. Comparisons of the differences in their transverse single-spin asymmetries have the potential to disentangle the possible effects of strangeness, isospin, or mass. Abstract: In 2015, the PHENIX collaboration has measured very forward ($\eta>6.8$) single-spin asymmetries of inclusive neutrons in transversely polarized proton-proton and proton-nucleus collisions at a center of mass energy of 200 GeV. A previous publication from this data set concentrated on the nuclear dependence of such asymmetries. In this measurement the explicit transverse-momentum dependence of inclusive neutron single spin asymmetries for proton-proton collisions is extracted using a bootstrapping-unfolding technique on the transverse momenta. Abstract: The PHENIX experiment at the Relativistic Heavy Ion Collider measured $\pi^0$ and $\eta$ mesons at midrapidity in U$+$U collisions at $\sqrt{s_{_{NN}}}=192$ GeV in a wide transverse momentum range. Measurements were performed in the $\pi^0(\eta)\rightarrow\gamma\gamma$ decay modes. A strong suppression of $\pi^0$ and $\eta$ meson production at high transverse momentum was observed in central U$+$U collisions relative to binary scaled $p$$+$$p$ results. Yields of $\pi^0$ and $\eta$ mesons measured in U$+$U collisions show similar suppression pattern to the ones measured in Au$+$Au collisions at $\sqrt{s_{_{NN}}}=200$ GeV for similar numbers of participant nucleons. The $\eta$/$\pi^0$ ratios do not show dependence on centrality or transverse momentum, and are consistent with previously measured values in hadron-hadron, hadron-nucleus, nucleus-nucleus, and $e^+e^-$ collisions., Comment: 403 authors from 72 institutions, 13 pages, 6 figures, 7 tables, 2012 data. v2 is version accepted by Physical Review C. Abstract: The cross section of bottom quark-antiquark ($b\bar{b}$) production in $p$+$p$ collisions at $\sqrt{s}=510$ GeV is measured with the PHENIX detector at the Relativistic Heavy Ion Collider. The results are based on the yield of high mass, like-sign muon pairs measured within the PHENIX muon arm acceptance ($1.2<|y|<2.2$). The $b\bar{b}$ signal is extracted from like-sign dimuons by utilizing the unique properties of neutral $B$ meson oscillation. We report a differential cross section of $d\sigma_{b\bar{b}\rightarrow \mu^\pm\mu^\pm}/dy = 0.16 \pm 0.01~(\mbox{stat}) \pm 0.02~(\mbox{syst}) \pm 0.02~(\mbox{global})$ nb for like-sign muons in the rapidity and $p_T$ ranges $1.2<|y|<2.2$ and $p_T>1$ GeV/$c$, and dimuon mass of 5--10 GeV/$c^2$. The extrapolated total cross section at this energy for $b\bar{b}$ production is $13.1 \pm 0.6~(\mbox{stat}) \pm 1.5~(\mbox{syst}) \pm 2.7~(\mbox{global})~\mu$b. The total cross section is compared to a perturbative quantum chromodynamics calculation and is consistent within uncertainties. The azimuthal opening angle between muon pairs from $b\bar{b}$ decays and their $p_T$ distributions are compared to distributions generated using {\sc ps pythia 6}, which includes next-to-leading order processes. The azimuthal correlations and pair $p_T$ distribution are not very well described by {\sc pythia} calculations, but are still consistent within uncertainties. Abstract: We present direct photon-hadron correlations in 200 GeV/A Au$+$Au, $d$$+$Au and $p$$+$$p$ collisions, for direct photon $p_T$ from 5--12 GeV/$c$, collected by the PHENIX Collaboration in the years from 2006 to 2011. We observe no significant modification of jet fragmentation in $d$$+$Au collisions, indicating that cold nuclear matter effects are small or absent. Hadrons carrying a large fraction of the quark's momentum are suppressed in Au$+$Au compared to $p$$+$$p$ and $d$$+$Au. As the momentum fraction decreases, the yield of hadrons in Au$+$Au increases to an excess over the yield in $p$$+$$p$ collisions. The excess is at large angles and at low hadron $p_T$ and is most pronounced for hadrons associated with lower momentum direct photons. Abstract: The PHENIX experiment has measured the spin alignment for inclusive $J/\psi\rightarrow e^{+}e^{-}$ decays in $p$+$p$ collisions at $\sqrt{s}=510$ GeV at midrapidity. The angular distributions have been measured in three different polarization frames, and the three decay angular coefficients have been extracted in a full two-dimensional analysis. Previously, PHENIX saw large longitudinal net polarization at forward rapidity at the same collision energy. This analysis at midrapidity, complementary to the previous PHENIX results, sees no sizable polarization in the measured transverse momentum range of $0.0

Abstract: We present a measurement of the transverse single-spin asymmetry for π0 and η mesons in p↑+p collisions in the pseudorapidity range |η|<0.35 and at a center-of-mass energy of 200 GeV with the PHENIX detector at the Relativistic Heavy Ion Collider. In comparison with previous measurements in this kinematic region, these results have factor-of-3-smaller uncertainties. As hadrons, π0 and η mesons are sensitive to both initial- and final-state nonperturbative effects for a mix of parton flavors. Comparisons of the differences in their transverse single-spin asymmetries have the potential to disentangle the possible effects of strangeness, isospin, or mass. These results can constrain the twist-3 trigluon collinear correlation function as well as the gluon Sivers function.

Abstract: In 2015, the PHENIX collaboration has measured very forward (η>6.8) single spin asymmetries of inclusive neutrons in transversely polarized proton-proton and proton-nucleus collisions at a center of mass energy of 200 GeV. A previous publication from this dataset concentrated on the nuclear dependence of such asymmetries. In this measurement the explicit transverse momentum dependence of inclusive neutron single spin asymmetries for proton-proton collisions is extracted using a bootstrapping unfolding technique on the transverse momenta. This explicit transverse momentum dependence will help improve the understanding of the mechanisms that create these asymmetries.

Abstract: The features of the formation of the appearance of a provincial district society are analyzed on the example of the Ural district town of Krasnoufimsk, Perm province. The factors that influenced the changes taking place in the bureaucratic environment in the first half of the 1870s are considered, the composition of Krasnoufimsk district officials is presented. The study was carried out on the basis of data recorded by the former serf of the Perm landowners Golubtsovs Matvey Andreev in the published Diary. Through the eyes of a representative of a different class, some aspects of the relationship between the Krasnoufimsk bureaucratic district society and the representative of the upper noble class V. P. Golubtsov (1832-1887) are shown. It is indicated that the information contained in the Diary testifies to the changes taking place in society associated with the erosion of its composition and the weakening of the influence of officials in the space of the county town, when the content component of the previously formed traditions changes by introducing new models of behavior by representatives of other classes. The relevance of the study is seen in the importance of studying the socio-cultural space of the provincial city in general and the Ural in particular, which had its own specific features that influenced the formation of urban society. It is concluded that although only some socio-cultural aspects of the life of a provincial society are shown, their identification and study will help to better understand what important processes took place in society during the post-reform period.

Abstract: In 2015, the PHENIX collaboration has measured very forward ($��>6.8$) single-spin asymmetries of inclusive neutrons in transversely polarized proton-proton and proton-nucleus collisions at a center of mass energy of 200 GeV. A previous publication from this data set concentrated on the nuclear dependence of such asymmetries. In this measurement the explicit transverse-momentum dependence of inclusive neutron single spin asymmetries for proton-proton collisions is extracted using a bootstrapping-unfolding technique on the transverse momenta. Abstract: The PHENIX experiment at the Relativistic Heavy Ion Collider measured π0 and η mesons at midrapidity in U+U collisions at sNN=192 GeV in a wide transverse momentum range. Measurements were performed in the π0(η)→γγ decay modes. A strong suppression of π0 and η meson production at high transverse momentum was observed in central U+U collisions relative to binary scaled p+p results. Yields of π0 and η mesons measured in U+U collisions show similar suppression pattern to those measured in Au+Au collisions at sNN=200 GeV for similar numbers of participant nucleons. The η/π0 ratios do not show dependence on centrality or transverse momentum and are consistent with previously measured values in hadron-hadron, hadron-nucleus, nucleus-nucleus, and e+e− collisions.

Abstract: We present direct photon-hadron correlations in 200 GeV/A Au+Au, d+Au and p+p collisions, for direct photon pT from 5--12 GeV/c, collected by the PHENIX Collaboration in the years from 2006 to 2011. We observe no significant modification of jet fragmentation in d+Au collisions, indicating that cold nuclear matter effects are small or absent. Hadrons carrying a large fraction of the quark's momentum are suppressed in Au+Au compared to p+p and d+Au. As the momentum fraction decreases, the yield of hadrons in Au+Au increases to an excess over the yield in p+p collisions. The excess is at large angles and at low hadron pT and is most pronounced for hadrons associated with lower momentum direct photons. Comparison to theoretical calculations suggests that the hadron excess arises from medium response to energy deposited by jets.

Abstract: The cross section of bottom quark-antiquark (bb¯) production in p+p collisions at s=510 GeV is measured with the PHENIX detector at the Relativistic Heavy Ion Collider. The results are based on the yield of high mass, like-sign muon pairs measured within the PHENIX muon arm acceptance (1.2<|y|<2.2). The bb¯ signal is extracted from like-sign dimuons by utilizing the unique properties of neutral B meson oscillation. We report a differential cross section of dσbb¯→μ±μ±/dy=0.16±0.01 (stat)±0.02 (syst)±0.02 (global) nb for like-sign muons in the rapidity and pT ranges 1.2<|y|<2.2 and pT>1 GeV/c, and dimuon mass of 5–10 GeV/c2. The extrapolated total cross section at this energy for bb¯ production is 13.1±0.6 (stat)±1.5 (syst)±2.7 (global) μb. The total cross section is compared to a perturbative quantum chromodynamics calculation and is consistent within uncertainties. The azimuthal opening angle between muon pairs from bb¯ decays and their pT distributions are compared to distributions generated using ps pythia6, which includes next-to-leading order processes. The azimuthal correlations and pair pT distribution are not very well described by pythia calculations, but are still consistent within uncertainties. Flavor creation and flavor excitation subprocesses are favored over gluon splitting.

Abstract: The PHENIX experiment has measured the spin alignment for inclusive J/ψ→e+e− decays in proton-proton collisions at s=510 GeV at midrapidity. The angular distributions have been measured in three different polarization frames, and the three decay angular coefficients have been extracted in a full two-dimensional analysis. Previously, PHENIX saw large longitudinal net polarization at forward rapidity at the same collision energy. This analysis at midrapidity, complementary to the previous PHENIX results, sees no sizable polarization in the measured transverse momentum range of 0.0

The angular distributions have been measured in three different polarization frames, and the three decay angular coefficients have been extracted in a full two-dimensional analysis. Previously, PHENIX saw large longitudinal net polarization at forward rapidity at the same collision energy. This analysis at midrapidity, complementary to the previous PHENIX results, sees no sizable polarization in the measured transverse momentum range of 0.0 < p T < 10.0 GeV / c. The results are consistent with a previous one-dimensional analysis at midrapidity at √s = 200 GeV. The transverse-momentum-dependent cross section for midrapidity J / ψ production has additionally been measured, and after comparison to world data, a simple logarithmic dependence of the cross section on √s was found.

Abstract: The PHENIX experiment has measured the spin alignment for inclusive $J/\psi\rightarrow e^{+}e^{-}$ decays in $p$+$p$ collisions at $\sqrt{s}=510$ GeV at midrapidity. The angular distributions have been measured in three different polarization frames, and the three decay angular coefficients have been extracted in a full two-dimensional analysis. Previously, PHENIX saw large longitudinal net polarization at forward rapidity at the same collision energy. This analysis at midrapidity, complementary to the previous PHENIX results, sees no sizable polarization in the measured transverse momentum range of $0.0, Comment: 360 authors from 69 institutions, 13 pages, 15 figures, 1 table, 2013 data. v1 is version accepted for publication in Physical Review D. 29. The G20, BRICS and APEC in the System of International Institutions

Abstract: The rise of new institutions in response to systemic vulnerabilities, strategic power shifts in the world economy and the slow pace of reform of existing institutions generated heated discussions over the proliferation of institutions and the subsequent fragmentation of global governance. However, this fragmentation does not mean there has been a decline in demand for global governance or reduced efficiency. On the contrary, it can be beneficial, positive and creative [Acharya, 2016]. Though essentially different in their missions and collective identities, the Group of 20 (G20), the BRICS grouping of Brazil, Russia, India, China and South Africa, and the Asia-Pacific Economic Cooperation (APEC) forum each has an important role to play in promoting the inclusiveness, legitimacy and efficiency of global governance. The distinctive features of these summit institutions include their volunteerism and their recognition of the role of major developing countries in world economic growth and global and regional governance. They are deeply embedded within the system of international institutions and are intensely engaged with international organizations (IOs). This engagement does not directly address the concerns over fragmentation. However, it does stimulate a division of labour which mitigates the risks of fragmentation and competition, facilitating coordination, coherence, accountability and effectiveness in global governance. This paper examines G20/BRICS/APEC engagement with international organizations in fulfillment of their global governance functions of deliberation, direction-setting, decision-making, delivery and global/ regional governance development. The study is carried out within the paradigm of rational choice institutionalism. It draws on quantitative and qualitative analysis of documents adopted by the G20, BRICS and APEC to trace dynamics and identify their preferred models of engagement with multilateral organizations. The article begins with a brief outline of the roles of the G20, BRICS and APEC in the system of global governance. Then it presents the analytical paradigm and methodology of the study. Applying the described methodology, it tests the key assumption that summit institutions can resort to a combination of “catalyst,” “core group” and “parallel treatment modes” in their engagement with IOs and that their preferred choice reflects their mission and role in the system of international institutions which may change over time. Reviewing the findings, this article concludes that the G20, BRICS and APEC consistently engage with IOs even while the range of organizations, the intensity, the dynamics and models of engagement differ substantially. The G20, a premier forum for consensus-based economic cooperation, seeks to fulfill the promise of facilitating greater coherence in the system across institutions [Narlikar, Kumar, 2012, p. 389] to forge a new form of institutional collectivism. The G20 exceeds the BRICS and APEC in terms of the number of references to IOs, intensity and scope. It employs all three modes, engaging its key partners – the International Monetary Fund (IMF), the Financial Stability Board (FSB), the Organisation of Economic Co-operation and Development (OECD), the World Bank (WB), the World Trade Organization (WTO) and the International Labour Organization (ILO) – mostly as a core group across the full range of global governance functions from deliberation to delivery. The BRICS, representing a new force in global governance, strives to build a better world order for humanity through a constructive contribution to defining the rules of the game [Duggan, 2015, p. 11]. The BRICS consistently acts as a catalyst stimulating, endorsing, compelling and supporting change of the United Nations (UN), the IMF, the WB and the WTO and building a BRICS-centred institutional system. APEC as a regional premier economic forum and a vehicle of Asia-Pacific engagement in global issues [Morrison, 2014, p. 2] advances inclusive growth regionally and globally. This duality is explicit in APEC’s choice of partners, where the top ten positions are split between global and regional IOs. APEC expedites integration of regional and global agendas, facilitates coordination between regional and multilateral institutions and reinforces their mutual influence. Jointly the G20, BRICS and APEC contribute to more effective global policy coordination. Though there is definitely room for improvement, this is indeed good news, raising hopes for the future of global governance.

Abstract: The article was submitted on 03.03.2015. Специалист по истории России, кандидат исторических наук Марина Ларионова представляет книгу «Повседневная жизнь провинциального имения…» (Екатеринбург, 2013). В основе издания лежит публикация редкого для России исторического источника - дневника слуги уральских помещиков Голубцовых, который хранится в Государственном архиве Свердловской области (ГАСО, ф. 67, оп. 1, д. 69). Дневник анонимный, его автор был установлен в результате проведенных научных изысканий. Им оказался Матвей Андреев, происходивший из семьи крепостных, к моменту начала сохранившихся дневниковых записей - мещанин уездного города Кунгура. На протяжении 3 лет и 5 месяцев (1872-1875) он ежедневно вносил в дневник записи о том, что происходило в имении и усадьбе, расположенной при селе Александровском пермского помещика Владимира Платоновича Голубцова (1832-1887). Перед читателями дневниковых записей раскрывается повседневная жизнь уральского среднепоместного дворянского имения, располагавшегося в Красноуфимском уезде Пермской губернии, показываются каждодневные заботы владельца и жителей имения, особенности их взаимоотношений и взаимоотношений, характерных для представителей уездного общества, личные переживания героев, попавших на страницы дневника, а также многие другие подробности, позволяющие исследовать ранее неизвестные детали истории Уральского региона. В беседе с Людмилой Дашкевич и Евгением Неклюдовым, докторами исторических наук, научными сотрудниками Института истории и археологии Уральского отделения Российской академии наук, и Ириной Шалиной, доктором филологических наук, обсуждается научная значимость и информационный потенциал данного исторического источника. Сопоставление этого документа с подобными источниками, введенными ранее в научный оборот, показывает его уникальность, обусловленную степенью подробности, позицией автора и качеством издания. Участниками обсуждения особенно отмечено высокое научное качество издания: помимо корректной передачи текста с минимумом редакционного вмешательства, издание отличается разнообразными научными комментариями историко-культурологического и биографического свойства. Содержание дневника выявляет не только проблемы, связанные с бытовой жизнью имения последней трети XIX в., но и более общие вопросы, относящиеся к взаимоотношениям различных сословий, исторической психологии дворовых людей, сохранению крепостнического сознания после отмены крепостного права, патриархальности и экономической модернизации в экономике региона. In her talk with Lyudmila Dashkevich and Yevgeny Neklyudov, professors of history, research fellows of the Institute for History and Archaeology (Russian Academy of Sciences, Ural Branch), and with Irina Shalina, professor of philology, the author discusses the academic significance and informational potential of the source in question. The comparison drawn of the document with some previously known similar sources gives evidence proving its uniqueness conditioned by its comprehensive character, the author’s viewpoint and the quality of the publication. Thus, it does not only comply with the text and has few editorial corrections, it also contains a variety of academic historical, cultural and biographic commentaries. The diary both describes the problems a 19th-century manor could face on a daily basis and dwells on some general issues connected with the relationships between social classes, the historical psychology of servants, the perseverance of serf consciousness after the abolition of serfdom, the patriarchal character of life, and the modernization of the region’s economy.

45. BRICS: Emergence of Health Agenda

Abstract: Health is an indispensable public good. At the national level it has been manifested in the BRICS governments’ commitment to scale up health financing, though to a different degree. At the global level it is evidenced by the international community progress on the three health-related Millennium Development Goals. However despite successes in fighting infectious diseases, child and maternal mortality, old risks persist and new challenges emerge, resulting from the 2008 financial crisis, current slack economic growth and growing economic inequality. The BRICS face these challenges and have begun cooperation on health issues. It is important that they build their emerging health agenda recognizing these challenges, committing to develop sustainable policy solutions, and cooperating with other actors to promote effective health governance for change. To explore how the BRICS contribute towards global health governance the article first considers the BRICS cooperation (its institutionalization, discourse, and engagement with other international institutions) with a focus on health issues. The authors then look into the BRICS members’ national health systems, challenges and goals. The article concludes with expectations of the BRICS future health agenda and its implications for global governance.
