The work developed by the author, addresses the problem of strategy formation, from an evolutionary perspective. The research question asks about how to conceive the strategy formation from an evolutionary perspective, a process in which the conceptions of Deliberated Strategies DS and Emergent Strategies ES seem to play an important role. The author develops an explanation that contributes to explain the strategy formation, by proposing cycles between deliberated and emergent strategies, which generate an evolutionary process of strategy formation. The thesis explores the debates in the rationalistic and adaptive modes of strategy formation, and the main points of discussion on approaches that explain the interaction between individual agents and organizations with the environment. The document shows that that ―deliberated strategy‖ DS is formed through an evolutionary process of selection by means of specific internal models, in which the "strategist" has a function as external observer. That DS is chosen with an intention, so that an agent (individual or multiple) moves forward in the process of adaptation. Also is proposed that ―emergent strategy‖ ES will come from a viability search process by means of generic internal models, in which the "strategist" is an autonomous agent that operates as internal observer, so that the ES is taken from prior or existing deliberated strategy in a purely local optimization process, and that these types of strategies present a cyclical relationship between them, through their understanding in the Complex Adaptive Systems approach.
