We have measured the sub-milli-arcsecond structure of 274 extragalactic sources at 24 and 43 GHz in order to assess their astrometric suitability for use in a high frequency celestial reference frame (CRF). Ten sessions of observations with the Very Long Baseline Array have been conducted over the course of $\sim$5 years, with a total of 1339 images produced for the 274 sources. There are several quantities that can be used to characterize the impact of intrinsic source structure on astrometric observations including the source flux density, the flux density variability, the source structure index, the source compactness, and the compactness variability. A detailed analysis of these imaging quantities shows that (1) our selection of compact sources from 8.4 GHz catalogs yielded sources with flux densities, averaged over the sessions in which each source was observed, of about 1 Jy at both 24 and 43 GHz, (2) on average the source flux densities at 24 GHz varied by 20%-25% relative to their mean values, with variations in the session-to-session flux density scale being less than 10%, (3) sources were found to be more compact with less intrinsic structure at higher frequencies, and (4) variations of the core radio emission relative to the total flux density of the source are less than 8% on average at 24 GHz. We conclude that the reduction in the effects due to source structure gained by observing at higher frequencies will result in an improved CRF and a pool of high-quality fiducial reference points for use in spacecraft navigation over the next decade., Comment: 63 pages, 18 figures, 6 tables, accepted by the Astronomical Journal

In the construction of modern Celestial Reference Frames (CRFs) the overall rotational alignment is only weakly constrained by the data. Therefore, common practice has been to apply a 3-dimensional No-Net-Rotation (NNR) constraint in order to align an under-construction frame to the ICRF. We present evidence that correlations amongst source position parameters must be accounted for in order to properly align a CRF at the 5-10 (mu)as level of uncertainty found in current work. Failure to do so creates errors at the 10-40 (mu)as level.

In this paper we will argue that the VLBI community should be developing a road map to transition from S/X to simultaneous X and Ka-band (32 GHz) observations. There are both negative and positive reasons for planning such a transition. On the negative side, we will outline concerns that S-band observations may be headed toward obsolescence. On the positive side, we will refer to evidence that X/Ka has potential for providing a more stable reference frame than S/X. We will propose timetables for a transition to X/Ka observing starting from the current status of X/Ka and plans that are now taking shape. First X/Ka fringes were obtained in 2001 with the Deep Space Network. Future plans will be discussed including a proposed X/Ka-band upgrade to the VLBA. Lastly, we will consider the need for a period of overlap between S/X and X/Ka so that the long and rich history of astrometric and geodetic VLBI is not compromised.

The ICRF forms the basis for all astrometry including use as the inertial coordinate system for navigating deep space missions. This frame was defined using S/X-band observations over the past 20+ years. In January 2002, the VLBA approved our proposal for observing time to extend the ICRF to K-band (24 GHz) and Q-band (43 GHz). The first step will be observations at K- and Q-bands on a subset of ICRF sources. Eventually, K- and Q-band multi-epoch observations will be used to estimate positions, flux density and source structure for a large fraction of the current S/X-band ICRF source list. This work will benefit the radio astronomy community by extending the VLBA calibrator list at these bands. In the longer term, we would also like to extend the ICRF to Ka-band (32 GHz). A celestial reference frame will be needed at this frequency to support deep space navigation. A navigation demonstration is being considered for NASA's Mars 2005 mission. The initial K- and Q-band work will serve to identify candidate sources at Ka-band for use with that mission.

To compare the validity of current algorithms that map zenith tropospheric delay to arbitrary elevation angles, 10 different tropospheric mapping functions are used to analyze the current data base of Deep Space Network Mark 3 intercontinental very long baseline interferometric (VLBI) data. This analysis serves as a stringent test because of the high proportion of low-elevation observations necessitated by the extremely long baselines. Postfit delay and delay-rate residuals are examined, as well as the scatter of baseline lengths about the time-linear model that characterizes tectonic motion. Among the functions that utilize surface meteorological data as input parameters, the Lanyi 1984 mapping shows the best performance both for residuals and baselines, through the 1985 Davis function is statistically nearly identical. The next best performance is shown by the recent function of Niell, which is based on an examination of global atmospheric characteristics as a function of season and uses no weather data at the time of the measurements. The Niell function shows a slight improvement in residuals relative to Lanyi, but also an increase in baseline scatter that is significant for the California-Spain baseline. Two variants of the Chao mapping function, as well as the Chao tables used with the interpolation algorithm employed in the Orbit Determination Program software, show substandard behavior for both VLBI residuals and baseline scatter. The length of the California-Australia baseline (10,600 km) in the VLBI solution can vary by as much as 5 to 10 cm for the 10 mapping functions.

An astrometric radio reference frame has been determined from intercontinental dual-frequency radio interferometric measurements. These measurements were carried out on a regular basis during 1978-1985 between NASA's Deep Space Network stations in California, Spain, and Australia. Analysis of 6800 pairs of delay and delay-rate observations made during 51 sessions produced estimates of 1300 parameters. The most significant of these are geophysical quantities and positions of extragalactic sources. The source catalog resulting from this analysis includes 106 sources fairly uniformly distributed over the celestial sphere, north of -45 deg declination. Almost all of the resulting source positions have formal uncertainties between 0.5 and 3 milliarcseconds (mas), with rms values of 2 mas in both angular coordinates. Internal consistency checks, as well as comparisons with independently determined source catalogs of comparable quality, indicate that relative source coordinates determined by VLBI contain systematic errors at the level of 1 to 2 mas.

Method for estimation total electron content of ionosphere. Based on measurements of signals transmitted from global positioning satellites (GPS's). Ionospheric delays obtained by measuring differential arrival times of signals at two different frequencies. Since GPS observations cover certain regions of sky, location of space probe to be calibrated might not overlap GPS field of view. Certain assumptions made about behavior of ionosphere so total electron content estimated in any direction from receiver.

A statistical model of water vapor fluctuations is used to describe the effect of the dynamic wet troposphere on radio interferometric measurements. It is assumed that the spatial structure of refractivity is approximated by Kolmogorov turbulence theory, and that the temporal fluctuations are caused by spatial patterns moved over a site by the wind, and these assumptions are examined for the VLBI delay and delay rate observables. The results suggest that the delay rate measurement error is usually dominated by water vapor fluctuations, and water vapor induced VLBI parameter errors and correlations are determined as a function of the delay observable errors. A method is proposed for including the water vapor fluctuations in the parameter estimation method to obtain improved parameter estimates and parameter covariances.

Calculations using a statistical model of water vapor fluctuations yield the effect of the dynamic wet troposphere on Very Long Baseline Interferometry (VLBI) measurements. The statistical model arises from two primary assumptions: (1) the spatial structure of refractivity fluctuations can be closely approximated by elementary (Kolmogorov) turbulence theory, and (2) temporal fluctuations are caused by spatial patterns which are moved over a site by the wind. The consequences of these assumptions are outlined for the VLBI delay and delay rate observables. For example, wet troposphere induced rms delays for Deep Space Network (DSN) VLBI at 20-deg elevation are about 3 cm of delay per observation, which is smaller, on the average, than other known error sources in the current DSN VLBI data set. At 20-deg elevation for 200-s time intervals, water vapor induces approximately 1.5 x 10 to the minus 13th power s/s in the Allan standard deviation of interferometric delay, which is a measure of the delay rate observable error. In contrast to the delay error, the delay rate measurement error is dominated by water vapor fluctuations. Water vapor induced VLBI parameter errors and correlations are calculated. For the DSN, baseline length parameter errors due to water vapor fluctuations are in the range of 3 to 5 cm. The above physical assumptions also lead to a method for including the water vapor fluctuations in the parameter estimation procedure, which is used to extract baseline and source information from the VLBI observables.
