1. A democratic consultation to get out of an environmental controversy: the lessons of the golf project of Tosse (Landes, France)

To resolve environmental conflicts linked to tourism projects, citizen consultations are often presented as democratic tools that can foreshadow a new form of local democracy. In France, in the Landes, the Department organized in 2019 a consultation of a citizens' jury responsible for deciding on the advisability of pursuing a very large golf tourism residential project of international rank on the Atlantic coast, in the town of Tosse, which had been the subject of tumultuous territorial dialogue and numerous adverse interactions from the public electronically. The article reports on the difficulties with which the citizen consultation process was confronted, the traps it was able to avoid and from which it emerged comforted. It assesses its contributions to public debate. Finally, to question the effectiveness of citizen consultations of this type in resolving environmental conflicts linked to tourism in a country that still rarely consults its population on these controversial subjects.; Pour résoudre les conflits environnementaux liés à des projets touristiques, les consultations citoyennes sont souvent présentées comme outils démocratiques pouvant préfigurer une nouvelle forme de démocratie locale. En France, dans les Landes, le Département a organisé en 2019 une consultation d’un jury de citoyens chargé de se prononcer sur l’opportunité de poursuivre un très grand projet résidentiel touristique golfique de rang international sur le littoral atlantique, sur la commune de Tosse, qui avait fait l’objet d’un dialogue territorial tumultueux et de nombreuses interactions contraires du public par voie électronique. L’article rend compte des difficultés auxquelles la démarche de consultation citoyenne a été confrontée, les pièges qu’elle a su éviter et dont elle est sortie confortée. Il évalue ses apports au débat public. Pour, finalement, s’interroger sur l’efficacité des consultations citoyennes de ce type pour résoudre les conflits environnementaux liés au tourisme dans un pays qui consulte encore peu sa population sur ces sujets controversés.
