In light of the high environmental ambitions of the European Union (EU), it is imperative to monitor and better understand the agroecological transition of EU agriculture and its effects on all sustainability dimensions in order to tap its full potential. Two H2020 research projects, LIFT and UNISECO, analysed the agroecological transition of farming systems in the EU. Both projects use ecological classification systems (typologies) and performance indicators to assess farms depending on their degree of implemented agroecological practices. Results are visualised with spider web diagrams to unveil synergies and trade-offs within and between economic, environmental and social sustainability dimensions. The two projects’ approaches differ in terms of data requirements, scale and scope of indicators, but provide complementary insights. The LIFT approach is applicable to data from the Farm Accountancy Data Network (FADN), a representative sample of EU agriculture, focused on large-scale monitoring of farm income and business activities, but can also be used with further data sources and flexibly adjusted to different spatial scales (NUTS regions, countries, EU). In UNISECO, sustainability assessment tools were applied in 15 case studies across Europe. Among them is the SMART Farm Tool. It is based on the guidelines for the Sustainability Assessment of Food and Agriculture Systems (SAFA) from the FAO and covers a wide range of topics with over 300 indicators.

Along with other methods to describe the status quo in the case studies, the three decision support tools (DST), namely SMART, Cool Farm Tool and COMPAS, were applied to provide information sustainability performance of current agroecological farming systems. Whereas SMART performs a multi-criteria analysis (MCA) and covers a wide range of sustainability themes, COMPAS focuses in depth on economic parameters, and Cool Farm Tool calculates the carbon and water footprint for a given farm enterprise. Cool Farm Tool also offers a biodiversity rating of the whole farm, based on a multi-criteria assessment, similar to SMART. Improving farmer knowledge of the benefits of agro-ecological practices and economic opportunities is a key aspect for successful agro-ecological transitions. This can be achieved by: i) on-farm peer-to-peer learning; ii) actor-led knowledge and innovation and active sharing of place-based knowledge; iii) principles and practices of agro-ecology in school curricula covering principles of food production and consumption, agricultural practices, and social responsibility. This underlines the importance of policy to support advice, education and life-long learning by: including principles and practices of agro-ecology in school curricula, continuing professional development, and citizen focused learning; increasing the capacity of local actors to create agro-ecological networks, and cooperation with schools through public learning and procurement programmes. Die vorliegende Studie gibt einen Überblick über das Ernährungssystem der Stadt Zürich, die Chancen und Herausforderungen regionaler Initiativen und zeigt mögliche Zielkonflikte zwischen verschiedenen Nachhaltigkeitsaspekten auf. Die durchgeführte Lebensmittelflussanalyse hat aufgezeigt, dass der Detailhandel mit ca. 55 % zentral für die Versorgung von Zürich bei den untersuchten Lebensmitteln ist, gefolgt von der Gastronomie mit rund 39 %. Beim Absatz von Brot und Fleisch spielen Fachgeschäfte jedoch eine grössere Rolle. Schweizer Produkte machen bei allen untersuchten Lebensmitteln mindestens 50 % des Konsums aus. Zürich konsumiert auch überdurchschnittlich regional: Es werden prozentual mehr regionale Waren konsumiert, als anteilsmässig auf dem nationalen Markt verfügbar sind. Regionale Initiativen tragen heute mengenmässig wenig zur regionalen Lebensmittelversorgung der Stadt Zürich bei. Sie übernehmen aber eine wichtige Pionierrolle im Bereich neuer Lösungen und Wege für eine nachhaltigere Gestaltung des lokalen Ernährungssystems. Durch den direkten Kontakt und Einbezug der Konsument*innen übernehmen sie auch eine bedeutende Rolle im Bereich Sensibilisierung der Bevölkerung. Umso zahlreicher und vernetzter regionale Initiativen werden, desto höher stehen die Chancen, dass sie einen Wandel bewirken (Engelhardt et al., 2020). Dafür gibt es noch einige Hindernisse zu überwinden: Unter anderem wurde der Zugang für die Konsument*innen (räumlich, zeitlich) und die damit verbundene schwierige Einbindung in den Alltag sowie fehlendes Wissen zur Verarbeitung von frischen Lebensmitteln als Hindernisse identifiziert. Auf der Angebotsseite mangelt es neben anderem an Sortimentsbreite, regionalen Logistikstrukturen und spezifischem Knowhow und spezifischen Fähigkeiten für Direktvermarktung, einschliesslich der transparenten Kommunikation von Werten, die für Konsument*innen im Zusammenhang mit regionalen Lebensmitteln einen hohen Stellenwert haben. Basierend auf diesen und weiteren Resultaten wurden Handlungsansätze für die Förderung einer regionalen, nachhaltigen Ernährung in der Stadt Zürich entwickelt. Neben den erwähnten Resultaten wurden bei der Entwicklung die Diskussionen an den Stakeholder-Workshops miteinbezogen. Dabei war das Ziel, die Handlungsansätze für verschiedene Akteursgruppen zu entwickeln, wie z. B. für Behörden, Bildungsinstitutionen und Handel. Entsprechend der Komplexität des Ernährungssystems zeigt die Studie auf, dass es keine zentralen Stellschrauben gibt und dass an verschiedenen Orten angesetzt werden soll, wie das auch in der Strategie nachhaltige Ernährung der Stadt Zürich reflektiert wird. Die Handlungsansätze wurden verschiedenen Wirkungsbereichen wie Information und Bildung, regionale Produktion und Verarbeitung, regionale Vermarktung und Verteilung, öffentliche Beschaffung, Gastronomie und Lebensmittelverluste zugeordnet. Eine grosse Mehrzahl der empfohlenen Massnahmen ist relativ einfach umzusetzen, es müssen jedoch verschiedene Akteur*innen des Ernährungssystems miteinbezogen werden. Dabei kommt den Vertreter*innen von Leuchtturmprojekten, Verbänden, der Stadt Zürich und dem Ernährungsforum Zürich eine besondere Rolle zu. Auch sind eine enge Koordination und Zusammenarbeit zwischen den Akteur*innen notwendig, um Synergien zu nutzen und bestehende Ansätze zu harmonisieren. Zwei wesentliche Wirkungen des Projektes aufgrund der partizipativen Methodik sind die Vernetzung der Initiativen und Akteure sowie die höhere Sichtbarkeit regionaler Initiativen. Mit den sich ändernden Konsumgewohnheiten und dem anhaltenden Trend hin zu mehr Regionalität und generell mehr Nachhaltigkeit ist zu erwarten, dass für die Umsetzung der in diesem Bericht empfohlenen Massnahmen zukünftig gute Voraussetzungen gegeben sind. Entscheidend wird dabei eine gute Einbindung wichtiger Akteur*innen sein, wie z. B. der Gastronomie, welche allein durch die Anzahl Gastronomiebetriebe und die Absatzmenge ein grosses Veränderungspotenzial aufweist.

The alignment of the environmental, economic and social sustainability of farms is necessary for enhancing the provision of public goods in farming. This study combines the use of three tools for the assessment of farm sustainability. It provides first insights into the sustainability performance of farms at different stages of agro-ecological transitions in 15 case studies covering a range of different farming systems across Europe. Each case study reflects a different-transition towards agro-ecological farming. The tools applied were COMPAS (an economic farm assessment tool); Cool Farm Tool (a greenhouse gas inventory, water footprint and biodiversity assessment tool); and the SMART Farm Tool (a multidimensional sustainability assessment tool)., First results of the use of combined sustainability assessments deepen the understanding of different farming systems. Sustainability performance varies greatly between farms, but overall, agro-ecological farms tend to enhance biodiversity and water quality. For soil quality, no clear patterns could be identified. The same applies to economic performance at different stages of the agro-ecological transition. Quality of life was generally rated medium to high on all investigated farms. The overall aim of the UNISECO project is to provide recommendations on how the sustainability of agro-ecological farming systems (AEFS) in Europe can be promoted. These recommendations build upon multi-actor engagement and practice-validated strategies. The project explores both of these approaches in 15 case studies across Europe. Every case study reflects an AEFS at a certain point of transition towards agro-ecological farming systems. A first step in all of the case studies was to characterize the status quo of the farm systems. Along with other methods to describe the status quo, three decision support tools (DST) were applied in the case studies to provide information on the environmental, economic and social performance of current AEFS. The tools applied were COMPAS, an economic performance assessment tool, Cool Farm Tool, a greenhouse gas inventory tool, and SMART, a multidimensional sustainability tool. This deliverable presents the overall approach taken to assess the farms along the agro-ecological transition, describes the tools, and presents results from their application in the case studies. Urban agriculture is embedded in an urban food system, and its full potential can only be understood by looking into the dynamics of the system. Involving a variety of actors from civil society, policy, and the market, we conducted a comprehensive analysis of the food system of the city of Basel, Switzerland, including policy and actor analysis, analysis of perceptions on urban agriculture, food flow analysis, and a sustainability assessment. The article presents the results of these analyses and discusses how research can contribute to the societal debate on food systems transformation. We particularly reflect on how the research project became a boundary object in a dynamic process to develop new ideas and activities, as well as to create a space for future debates in the city’s food system.

The SMART-Farm Tool is a globally applicable method for analysing the sustainability performance of organic and conventional farms according to the SAFA Guidelines by the FAO. The aim of the project is to validate and further develop the model algorithms of the SMART-Farm Tool (a) by basing the model algorithms on results of a structured expert survey and (b) by taking into account uncertainties related to the assessments. For the expert survey, an adaptation of the Nominal Group Technique was applied. In a three-step process, 67 international experts rated the relative importance of the 327 SMART indicators for the 58 SAFA subthemes in 11 theme- and region-specific expert groups. The remaining deviations were analysed with Monte-Carlo simulations and - inherent reasons like low numbers of indicators for certain subthemes, the identified uncertainty was partly affected by heterogeneous expert opinions on single indicators. - theme experts for periodical judgements of the indicators is recommended.

How can indicator weights for multi-criteria sustainability assessments be determined based on experts' opinions? How do different opinions affect the results of sustainability assessments?

To promote a common concept of sustainability assessment, the FAO published guidelines for the Sustainability Assessment of Food and Agriculture Systems (SAFA). The aim of this paper is to present and discuss a method, which operationalises the SAFA-Guidelines at farm level, based on the concept of Multi-Criteria Analysis. The assessment method determines the degree of goal achievement of the 58 SAFA subthemes using a set of over 300 indicators, which is adapted according to farm type and region. It is therefore globally applicable, able to identify differences in different areas of sustainability between farms and can complement existing methods such as LCA.

Unsere Ernährung ist eng mit gesellschaftlichen Aspekten verknüpft. Von der Nahrungsmittelproduktion gehen erhebliche ökologische Wirkungen aus. Das Forschungsprojekt beleuchtet das Ernährungssystem in der Stadt näher und untersucht das Potential für eine nachhaltigere Gestaltung. Im ersten Projektteil wurden die Institutionen, Organisationen und Initiativen identifiziert, die im Ernährungssystem eine Rolle spielen und strategische und rechtliche Dokumente analysiert, die darauf Einfluss nehmen. Die Ergebnisse sind im Folgenden dargestellt. Das Ernährungssystem einer Stadtregion umfasst alle Prozesse, die Lebensmittel von der Produktion über Verarbeitung, Transport, Handel, Konsum bis zur Entsorgung von Lebensmittelresten (und Food Waste) in dieser Stadt durchlaufen, sowie alle Akteure und Institutionen, die diese Prozesse beeinflussen. Dieses System wird nicht nur von Rahmenbedingungen in der Stadt selbst beeinflusst, sondern ist eingebettet in übergeordnete Politiken und Strategien auf kantonaler und Bundesebene. Darüber hinaus ist das Ernährungssystem horizontal eingebettet in verschiedenste Politikfelder; in erster Linie Landwirtschaft, Gesundheit, Umwelt, Wirtschaft. Wie wir zeigen werden, sind aber noch weitere Politikfelder für das Ernährungssystem Basel relevant.
