RIVM rapport:Synthetic pyrethroids are chemicals that kill insects and parasites. They are used in crop protection products, in biocides (such as home aerosols and ant bait boxes), and in medication for people and animals (such as flea collars). Synthetic pyrethroids can enter the water in several ways. Synthetic pyrethroids are a problem for the quality of surface water. They are very toxic to the organisms that live in water. The safe concentrations of these substances for the environment are very low, but low concentrations are difficult to measure in water, so their levels in surface water are therefore often unclear. If these substances are found, the quantities are often higher than the standard. In addition, there are different laws with different standards for these substances. As a result, the concentration may comply with one law, but not with another. The permitted concentrations when admitting plant protection products and biocides are generally less strict than the general standards for the quality of surface water. As a result, water quality standards can be exceeded, even though the substance does meet the requirements for approval. A solution to this could be to compare all national and European laws for these substances and determine one safe concentration. It is known that three of the synthetic pyrethroids (deltamethrin, esfenvalerate and lambda-cyhalothrin) cause 90 percent of the effects on water quality, while they only account for 0.1 percent of use. This concerns all crop protection products for crops grown in the open air. Less use of these synthetic pyrethroids will therefore greatly improve water quality in the Netherlands. In any case, RIVM recommends using more environmentally friendly alternatives to these substances whenever possible. Daarom is vaak niet duidelijk hoeveel ervan in oppervlaktewater zit. Als deze stoffen wel worden gevonden, zijn de hoeveelheden vaak hoger dan de norm. Daarbij komt dat er voor deze stoffen verschillende wetten bestaan met verschillende normen. Hierdoor kan de concentratie voor de ene wet voldoen, maar voor een andere niet. De toegestane concentraties bij de toelating van gewasbeschermingsmiddelen en biociden zijn in het algemeen minder streng dan de algemene normen voor de kwaliteit van oppervlaktewater. Hierdoor kunnen de normen voor de waterkwaliteit worden overschreden, terwijl de stof wel aan eisen voldoet om toegelaten te worden. Een oplossing hiervoor kan zijn om alle nationale en Europese wetten voor deze stoffen naast elkaar te leggen en daar één veilige concentratie voor te bepalen. Bekend is dat drie van de synthetische pyrethroïden (deltamethrin, esfenvaleraat en lambda-cyhalothrin) 90 procent van de effecten op de waterkwaliteit veroorzaken terwijl ze maar 0,1 procent van het gebruik vormen. Het gaat hier om alle gewasbeschermingsmiddelen voor gewassen die in de open lucht worden geteeld. Minder gebruik van deze synthetische pyrethroïden verbetert de waterkwaliteit in Nederland dus sterk. RIVM rapport:The production and use of chemicals can lead to the release of toxic compounds. If these end up in water or soil, they can harm the environment. The more chemicals enter the environment, the greater the so-called toxic pressure. This can harm plants, animals and ecosystems in vulnerable areas, such as nature reserves. In recent years, there has been growing concern in society about mixtures of chemicals in the environment, such as those emitted by industry, agriculture and households. However, relatively little research has been done on their effects on vulnerable areas. RIVM has developed a framework to assess what the presence of these chemicals means for these areas. A guideline describes the approach step by step. The approach is suitable for determining toxic pressure in soil and surface water. For both, case studies were conducted to improve and illustrate the approach. The approach merges three existing methods (chemical analyses, effects of mixtures on plants and animals, and ecological field work) from scientific literature. Practicality has also been considered. RIVM recommends testing how well the approach and guideline work in practice and to develop them further, for example to determine toxic pressure in groundwater and organisms as well., Bij de productie en het gebruik van chemische stoffen kunnen chemische stoffen vrijkomen. Wanneer deze stoffen bijvoorbeeld in water of de bodem terechtkomen, kan dat het milieu belasten. Hoe meer stoffen er in het milieu komen, hoe groter de zogeheten toxische druk. Dit kan schadelijk zijn voor planten, dieren en ecosystemen in kwetsbare gebieden, zoals natuurgebieden. De laatste jaren is er in de samenleving steeds meer bezorgdheid over mengsels van chemische stoffen in het milieu, zoals van stoffen die de industrie, de landbouw of elk huishouden uitstoot. Maar er is nog relatief weinig onderzoek gedaan naar de effecten daarvan op kwetsbare gebieden. Het RIVM heeft nu een eerste opzet gemaakt van een aanpak om te kunnen bepalen wat de aanwezigheid van deze stoffen betekent voor deze gebieden. In een handreiking is beschreven hoe die aanpak stapsgewijs kan worden ingezet. De aanpak is geschikt om de toxische druk te bepalen in bodem en oppervlaktewater. In het rapport is voor beide een situatie uit de praktijk uitgewerkt. De aanpak voegt drie bestaande methoden samen (chemische analyses, effecten van mengsels op planten en dieren, en ecologisch veldonderzoek) en is wetenschappelijk onderbouwd. Verder is er rekening gehouden met de praktische uitvoerbaarheid. Het RIVM beveelt aan te toetsen hoe goed de aanpak en handreiking in de praktijk werken en ze daarna verder uit te werken. Bijvoorbeeld ook om de toxische druk te bepalen in grondwater en organismen.

According to Regulation (EC) No 1107/2009, pesticide active substance to be approved shall not pose unacceptable effects for human health, animal health and the environment. For this purpose, applicants must submit a dossier, containing a data package including ecotoxicity studies in line with the EU data requirements. The evaluation of such studies, particularly when a standard test guideline is not available, may be challenging and result in inconsistent outcomes. The scope of the procurement described in this report was to develop Critical Appraisal Tools (CATs) to support the evaluation of seven types of non-standard higher tier ecotoxicity studies submitted with these dossiers (for both aquatic and terrestrial risk assessment: aquatic organisms, bees, non-target arthropods other than bees, birds and mammals). CATs provide a structured and transparent approach to assess the internal and external validity (i.e., reliability and relevance) of individual studies. The project included a systematic literature review of existing CATs and study evaluation methods in ecotoxicology and environmental risk assessment. Based on this review, it was decided to base the CATs to be developed on the CRED approach (Criteria for Reporting and Evaluating Ecotoxicity Data) for evaluating reliability and relevance of studies. The CATs consist of MS Excel spreadsheets with criteria and scoring tables, accompanied by handbooks with detailed instructions for appraising the individual criteria. A method for evaluating the overall validity of these ecotoxicity studies, based on both a (semi-) quantitative scoring system and expert judgement, is also proposed. The adoption of common appraisal tools will enhance the harmonisation and transparency of the study evaluations performed by the experts in the area of ecotoxicology and it will increase the trust of the scientific assessments conducted by National competent authorities and EFSA.

Deze Deltafact gaat over het gebruik, gedrag en de milieueffecten van anti-parasitaire diergeneesmiddelen (antiparasitica) toegepast in de veehouderij en bij grote grazers in natuurgebieden.

Stoffen met een lagere waterkwaliteitsnorm dan de analytische bepalingsgrens, worden niet-toetsbare stoffen genoemd. Voor een serie van 52 gewasbeschermingsmiddelen (GBM) is uitgezocht hoe aanpassingen in de analysemethode deze toch toetsbaar kunnen worden gemaakt. Deze methode is vervolgens toegepast op 440 groot volume oppervlaktewatermonsters afkomstig van waterbeheerders door heel Nederland. Hierbij is voor 38 stoffen de bepalingsgrens dusdanig verlaagd dat deze nu wel toetsbaar zijn. Van deze 38 stoffen zijn er 22 daadwerkelijk in 2020 in het oppervlaktewater aangetroffen. Van de 14 stoffen die ook na deze studie niet-toetsbaar blijven, zijn er 9 aangetroffen en is specifieke aandacht nodig. Gezien de complexiteit van de oplossingen voor het omgaan met niet-toetsbare stoffen, wordt aangeraden om in een brede kring stakeholders de problematiek te bespreken.

After administration to livestock, a large fraction of antibiotics are excreted unchanged via excreta and can be transferred to agricultural land. For effective risk assessment a critical factor is to determine which antibiotics can be expected in the different environmental compartments. After excretion, the first relevant compartment is manure storage. In the current study, the fate of a broad scope of antibiotics (n = 46) during manure storage of different livestock animals (calves, pigs, broilers) was investigated. Manure samples were fortified with antibiotics and incubated during 24 days. Analysis was carried out by LC-MS. The dissipation of the antibiotics was modelled based on the recommendations of FOCUS working group. Sulphonamides relatively quickly dissipate in all manure types, with a DT90 of in general between 0.2 and 30 days. Tetracyclines (DT90 up to 422 days), quinolones (DT90 100–5800 days), macrolides (DT90 18–1000 days), lincosamides (DT90 135–1400 days) and pleuromutilins (DT90 of 49–1100 days) are in general much more persistent, but rates depend on the manure type. Specifically lincomycin, pirlimycin, tiamulin and most quinolones are very persistent in manure with more than 10% of the native compound remaining after a year in most manure types. For all compounds tested in the sub-set, except the macrolides, the dissipation was an abiotic process. Based on the persistence and current frequency of use, oxytetracycline, doxycycline, flumequine and tilmicosin can be expected to end up in environmental compartments. Ecotoxicological data should be used to further prioritize these compounds.

The document presents guidelines to help art educators in elementary and secondary schools develop and implement art education programs. The guidelines were developed by Nebraska educators along lines suggested by the National Art Education Association. Major objectives are to help students develop personal expression, qualitative aesthetic judgments, cultural understandings, and visual discrimination. The document is presented in five chapters. Chapter I, designed for school administrators, presents information on the role of the board of education, principal, art supervisor, and art teacher in various types of art programs. Chapter II focuses on elementary school art programs. Information is presented on objectives, creativity, art projects for various grade levels, teacher role, evaluating student progress, and using instructional television. Chapter III discusses junior high school art programs. Topics discussed include objectives, materials, equipment, scheduling, art shows, and course credit. Chapter IV discusses secondary art programs and provides information on articulation of K-12 art programs. Students are involved in a variety of art activities at each grade level including drawing from different perspectives, describing and using basic art tools, learning about visual art heritage, and producing original art objects. The final chapter deals with budget considerations, uses of community and state resources, equipment purchasing, and additional resources relating to careers in arts and crafts. (DB)

RIVM rapport:Antiparasitaire stoffen in diergeneesmiddelen, die in de agrosector worden gebruikt, en afbraakproducten van deze stoffen kunnen zich na gebruik in het milieu verspreiden, meestal via het water. Of dit gebeurt, hangt onder meer af van de hoeveelheid en de eigenschappen van de stoffen. Op basis van de huidige analyse lijkt een aantal antiparasitaire stoffen in diergeneesmiddelen milieunormen voor grond- en/of oppervlaktewater te kunnen overschrijden. Op grond van de toelating in Nederland en het gebruik zijn de beschikbare antiparasitaire stoffen geïnventariseerd. Van deze stoffen zijn er 15 geselecteerd waarvoor de mogelijke concentraties in grond- en oppervlaktewater in beeld zijn gebracht. Van deze 15 stoffen komen drie stoffen in de buurt van of net boven de norm van 0,1 microgram per liter in grondwater voor. Op grond van de uitgevoerde berekeningen overschrijdt één stof de norm in het oppervlaktewater en overschrijden vijf stoffen de voorspelde concentratie waaronder geen effecten op organismen in het water worden verwacht (de zogeheten nuleffectconcentratie, of PNEC). Voor de berekeningen zijn diverse aannames gemaakt, omdat niet alle gegevens beschikbaar zijn. Een logische vervolgstap is de cruciale aannames, onder andere stofeigenschappen en gehanteerde scenario's, in de berekeningen nader te beschouwen. Deze analyse is in opdracht van het ministerie van Economische Zaken door het RIVM in samenwerking met Wageningen Environmental Research uitgevoerd., Antiparasitic substances in veterinary products, used in the agricultural sector, and residues may after their use be spread over fields together with manure of the treated animals. Subsequently, substances may leach to groundwater or drain to surface water. Whether this happens or not is dependent on, amongst other factors, the amounts used and characteristics of the substances. This quick scan revealed that a number of substances may reach groundwater or surface water in concentrations exceeding environmental risk limits. Fifteen antiparasitic substances were selected, based on their use volume in the Netherlands. For three of these fifteen substances, calculated leaching concentrations are close to / just above the norm of 0.1 microgram per litre for these substances in groundwater. One substance exceeds the Environmental Quality Standard in surface water, while for 5 substances the predicted no-effect concentration (PNEC) is exceeded in one or more scenarios. These results are based on a number of assumptions, because not all necessary information is available. A next step would be to review crucial steps in the assessment procedure, like the scenarios used in the calculations, the behaviour of the substances in manure and soil and the ecotoxicity of the substances.
