Abstract

Abstract Increasing extreme heat poses challenges to metropolitan areas, such as those areas already experiencing extreme heat in Arizona. Using the US Centers for Disease Control and Prevention (CDC)'s Building Resilience Against Climate Effects (BRACE) Framework, state and local health departments have looked to expand cooling center networks as one option to build heat resilience. We present a method to pick new locations for cooling centers based on demand and current coverage. Using two locations in Arizona, we highlight differences in workflows and how the resulting information can be incorporated into separate but parallel efforts to reduce heat impacts. We used the Network Analyst Location‐Allocation tool in ArcGIS Pro to maximize coverage of cooling centers in each area, so that additional cooling centers are selected to reflect local needs. The input data and parameters of the workflow were co‐produced with input from two county health departments and a cooling center working group to better address the unique challenges related to cooling center access. To facilitate the application of this approach to other regions seeking to address heat health inequities, we provide a detailed protocol and a discussion of alternative selections.

Abstract

Blue (Balaenoptera musculus) and fin (B. physalus) whales are prominent species in the California Current Ecosystem (CCE) using the area for migration and foraging. Blue whales migrate between tropical wintering grounds and higher latitude foraging grounds in the CCE, whereas fin whales may remain there year-round. We used Argos tracks of 182 blue (mean duration: 78 days) and 98 fin (mean duration: 35 days) whales tagged from 1994-2018 along the U.S. West Coast to examine residence time and occupancy in U.S. Navy training and testing areas. Bayesian hierarchical switching state-space model locations calculated from Argos tracks were used to provide residence time and proportion of tracking duration within each Navy area. We also calculated relative occupancy isopleths from the state space models, for both directed and non-directed movement, to assess spatial use of Navy areas. We then used generalized linear mixed models and beta regression to examine relationships between Navy area use and covariates, including six climate indices. Point Mugu Sea Range (PMSR) was the most heavily used Navy area by both species in terms of whale numbers, followed by the Southern California Range Complex (SOCAL). Residence time was longest in PMSR for blue whales and in the Northwest Training and Testing Study Area (NWTT) for fin whales. Blue whale use in PMSR was greater in summer versus autumn and for whales tagged in Southern versus Central California. Proportion of tracking duration decreased in all areas with increasing values of the Oceanic Niño Index (ONI), and in PMSR, with increasing values of the North Pacific Gyre Oscillation. Fin whale residence time was longer in PMSR during summer than winter or spring and decreased with increasing values of Habitat Compression Index and ONI. Proportion of tracking duration for fin whales was greatest in summer in PMSR and in winter in SOCAL and NWTT. Overlap of directed and non-directed movement was greatest in PMSR for both species. This assessment of blue and fin whale residence time and occupancy in Navy areas improves our understanding of potential threats these animals face, not only from military activities in Navy areas, but throughout the CCE.

Abstract

Abstract Despite spending most time underwater, the technology in use to track whales over large geographic ranges via satellite has been largely limited to locational data, with most applications focusing on characterizing their horizontal movements. We describe the development of the RDW tag, a new Argos-based satellite telemetry device that incorporates sensors for monitoring the movements and dive behavior of large whales over several months without requiring recovery. Based on an implantable design, the tag features a saltwater conductivity switch, a tri-axial accelerometer, and an optional pressure transducer, along with onboard software for data processing and detection of behavioral events or activities of interest for transmission. We configured the software to detect dives and create per-dive summaries describing behavioral events associated with feeding activities in rorqual whales. We conducted a validation by proxy of the dive summary and event detection algorithms using field data from a medium-duration archival tag. We also conducted a simulation exercise to examine how the expected data recovery would vary under different dive behavior scenarios and compared those results to empirical values from field deployments of the RDW tag on blue (Balaenoptera musculus) and humpback (Megaptera novaeangliae) whales. The dive summary algorithm accurately reported dive depth and duration, while the accuracy of the lunge-feeding event detection algorithm was dependent on the precision of the accelerometer data that was used, with a predicted accuracy of 0.74 for correctly classifying feeding dives from 1/64-G precision data and 0.95 from 1-mG precision data. Simulated data recovery was lower with sparser transmission schedules, shorter mean dive durations, and lower rates of successfully received transmissions. Empirical data recovery was lower than expected from the simulation, suggesting the effect of additional factors, such as data gaps. By measuring key aspects of the per-dive behavior of large whales over multi-month timescales of movement, the RDW tags provide the ability to monitor previously unobservable behaviors across entire geographic ranges, extending the applications of satellite telemetry devices to new areas of whale physiology, behavior, ecology, and conservation.

Abstract

Escalating impacts from climate change and urban heat are increasing the urgency for communities to equitably plan for heat resilience. Cities in the desert Southwest are among the hottest and fastest warming in the U.S., placing them on the front lines of heat planning. Urban heat resilience requires an integrated planning approach that coordinates strategies across the network of plans that shape the built environment and risk patterns. To date, few studies have assessed cities’ progress on heat planning. This research is the first to combine two emerging plan evaluation approaches to examine how networks of plans shape urban heat resilience through case studies of Tempe and Tucson, Arizona. The first methodology, Plan Quality Evaluation for Heat Resilience, adapts existing plan quality assessment approaches to heat. We assess whether plans meet 56 criteria across seven principles of high-quality planning and the types of heat strategies included in the plans. The second methodology, the Plan Integration for Resilience Scorecard™ (PIRS™) for Heat, focuses on plan policies that could influence urban heat hazards. We categorize policies by policy tool and heat mitigation strategy and score them based on their heat impact. Scored policies are then mapped to evaluate their spatial distribution and the net effect of the plan network. The resulting PIRS™ for Heat scorecard is compared with heat vulnerability indicators to assess policy alignment with risks. We find that both cities are proactively planning for heat resilience using similar plan and strategy types, however, there are clear and consistent opportunities for improvement. Combining these complementary plan evaluation methods provides a more comprehensive understanding of how plans address heat and a generalizable approach that communities everywhere could use to identify opportunities for improved heat resilience planning.

Abstract

Patients' control over how their health information is stored has been an ongoing issue in health informatics. Currently, most patients' health information is stored in centralized but siloed health information systems of healthcare institutions, rarely connected to or interoperable with other institutions outside of their specific health system. This centralized approach to the storage of health information is susceptible to breaches, though it can be mitigated using technology that allows for decentralized access. One promising technology that offers the possibility of decentralization, data protection, and interoperability is blockchain. In 2019, our interdisciplinary team from the University of Texas at Austin's Dell Medical School, School of Information, Department of Electrical and Computer Engineering, and Information Technology Services developed MediLinker—a blockchain-based decentralized health information management platform for patient-centric healthcare. This paper provides an overview of MediLinker and outlines its ongoing and future development and implementation. Overall, this paper contributes insights into the opportunities and challenges in developing and implementing blockchain-based technologies in healthcare.
