The article considers the problems of discrimination of persons on the basis of age criteria. Particular attention is paid to the problem of discrimination against the elderly. It is stated, that aging is a global problem due to its dual nature. On the one hand, we can say about the trend of increasing life expectancy, which is a consequence of the development of science, medicine and biotechnology, on the other hand, the cause of aging is the low birth rate, which falls annually. One of the legal manifestations of the population aging is increasing discrimination. Health status, type and level of activity, labor productivity and other socio-economic characteristics of the elderly change significantly. New measures and concepts of population aging have significant consequences for assessing the standard of living and living conditions of this category of people, their productive rate and other contribution to society and their needs for social protection and health care. Age discrimination is positioned as one of the manifestations of prejudice, associated with the so-called ageism, the spread of presumed group features, related to age, to persons belonging to the appropriate age group, regardless of their individual characteristics. It has been proven, that despite the significant positive axiological aspects of public health care, the interplanetary trend of an aging nation carries global challenges, including social and economic challenges, tax, communication, psychological and legal. Age equality ensures equal participation in society for people of all ages and is an important factor in the legal policy of democracy states. The problem of age discrimination is complex, discrimination in old age is rare for reasons only of old age, more often it is based on multiple factors of social, economic, gender, labor criteria. В меняющихся социальных и экономических условиях выстраиваются новые системы управления кадрами и трудовым потенциалом. Появляются научные и методические подходы, дающие возможность выполнять углубленные исследования профессиональных характеристик работников. В статье определена роль компетентностного подхода в процедурах управления трудовым потенциалом. Прежде всего, проведен анализ подходов к определению сущности компетентностного подхода, в том числе представлены нормативно-правовые определения, а также понятийный аппарат компетентностного подхода и управления трудовым потенциалом. Показано, каким образом с использованием инструментария компетентностного подхода идентифицировать знания и умения работников. Подчеркнута возрастающая роль надпрофессиональных (soft) компетенций работников в современных условиях работы, связанных с цифровизацией экономики. Подобные трудовые компетенции предложено оценивать с использованием соответствующего инструментального аппарата с достаточной степенью достоверности. В статье рассматривается проблематика восприятия трудовыми агентами ситуации с обязательным переходом работодателей на электронные трудовые книжки в контексте защиты прав работников. Проведена с систематизация внешних факторов и условий, воздействующих на социально-трудовую сферу. Отмечена значимость периода цифровых трансформаций для работодателей и работников. Приведены результаты национальных опросов о восприятии работниками перехода на трудовые книжки электронного формата. Инициировано и проведено аналогичное социометрическое исследование в Краснодарском крае, направленное на выявление настроений в социально-трудовой сфере относительно защиты трудовых прав работников посредством внедрения электронных документов кадровой службы. Предложена идея разработки и внедрения мобильного электронного приложения для работников и работодателей, рекомендована его примерная структура.

Modern society has developed in such a way that social reality is characterized by the significant dynamics of all processes and their uncertainty. Under such conditions, risk accompanies any purposeful activity of the social subject, and, in turn, the latter is aimed at reducing the uncertainty of its results. The purpose of this paper is to form the basis of a comprehensive study of social risks in the labor sphere and to develop practical recommendations for minimizing their negative consequences. In order to determine the main factors influencing the probability for the unemployed not to work in the specialty in which they have trained, we used the data of a micro-level survey on economic activity of the population to build linear regression models based on structural variables. As a result of applying the method of economic-mathematical modeling, in particular the basics of probability theory, the models of social risks of unemployment in terms of occupational groups and employment of unemployed persons outside of the specialty they have trained in were developed. The models developed made it possible to formalize and identify patterns of supply and demand dynamics of labor in terms of professions, as well as to identify the main factors influencing the change in the probabilistic characteristics of employment of unemployed persons outside of the specialty they have trained in.

The current stage of socio-economic development of Russia is characterized by intensive changes in the field of interaction between the labor sphere and the education system. In terms of the organization of career support and development as a structural unit of the pedagogical process aimed at the development of the function of self-realization of the individual, we consider the situation of self-realization as a complex multilateral phenomenon, causing the result of the assimilation of material and personal development. A prerequisite for the development of educational trajectories is the developed and implemented in practice monitoring system, which is based on the following principles: purposefulness, continuity, integrity and diversity, consistency of actions of its subjects, targeting and publicity of the extracted information. A necessary condition for the development of educational trajectories is continuity, which provides: the unity of goals and objectives of the educational process; the content and methods of work of the teacher and students at all stages of their development; common understanding of the development laws, which reveal the relationship of learning, education and personal development. Analysis of the forms of joint activities of different educational institutions found that multi-level integrated training of specialists is carried out on the basis of the interaction of different types of professional educational institutions that retain legal independence, and meaningful one – on the basis of successive curricula and optimization of the content of academic disciplines. There are a number of problems that are being slowly solved: training of professional personnel lags behind the pace of structural adjustment of high-tech industries, there is a “washing out” of high-tech expensive specialties, the demand of national production is significantly ahead of the supply of educational institutions in terms of volumes and structure of personnel training, etc.

Background The consumption of alcohol and other drugs causes social and health problems in industrialized societies. Furthermore, alcohol and drug consumption in the workplace is associated with work accidents, absenteeism and low productivity. The aim of the current study is to reduce alcohol and drug consumption among workers in the service industry and, as a secondary aim, to improve their healthy habits through the reduction of alcohol and other drug consumption in their leisure time. Methods This nonrandomized, single-group study was conducted in 12 work centers. The intervention began in 2009 and emphasized 1) health promotion and health monitoring, which included a) alcohol and drug awareness and b) the evaluation and monitoring of alcohol and drug consumption through a semistructured interview designed to assess risky consumption; urine tests aimed at detecting alcohol, cannabis and cocaine use; an Alcotest based on expired air to test for the recent consumption of alcohol and a saliva exam to test for the recent consumption of six drugs; and 2) secondary prevention if risky consumption was identified. Risky alcohol consumption was defined as the ingestion of more than 28 standard drink units (SDUs)/week among men and more than 17 SDUs/week among women (taking into account both work and leisure time). Drug consumption was considered risky consumption. Results A total of 1103 workers participated, and each received 5 h of awareness training. Those who presented with risky consumption received secondary prevention training. The prevalence of risky alcohol consumption decreased by 4.1% (baseline: 14.7% reduced to 10.6% in the first year; p = 0.001), a reduction that was maintained over a 3-year follow-up period. Conclusion A comprehensive program of worker health surveillance that involves stakeholders and includes monitoring can be a means of potentially improving compliance with workplace promotion programs, resulting in the facilitation of such beneficial, desired behavior change in areas such as alcohol and drug consumption. The article reflects the results of monitoring the social well-being of the labour community in the Russian environment. The level of stability in the region is largely determined by the social well-being of the population. In this context the most important aspect is a population estimation of the labor market and employment conditions. To this end there has been carried out questionnaire in 2006, 2009 and 2012, the sample - quota, the sample size - more than 1,000 people. The analysis of empirical material used the research “Monitoring the quality of life of the population of the Stavropol Territory” (2014). Comparative analysis of the data allows to suggest a narrowing of the labor market being accompanied by the outflow of labor, especially the young, and by the expansion of the share of pensioners. Detected trend is typical for economically underdeveloped areas. This creates a negative social well-being. However, the natural conditions in the Stavropol region are optimal for the development of agriculture and processing industry, which is especially important in the conditions of implementation of the policy of import substitution. The results confirm the low technological level of production in the economic region, the economic potential is insignificant. Social well-being of the labor community territory corresponds to national trends subsidized regions. This situation leads to the preservation of the investment unattractive edge, social and economic instability of the region, low labor activity of Stavropol region citizens. In the analyzed context must be entered in the policy of the regional authorities innovative mechanisms for socio-economic development of the region, must make the transition from the conservative version of social and economic development of the region in the moderately optimistic.

Esta investigación hace un aporte social significativo ya que las estrategias propuestas servirán en general para el sector del transporte en Colombia y fomentara la investigación del tema, además es importante conocerlas para fomentar la disminución de los accidentes e incidentes en las carreteras del país.
