The present paper analyses frontline workers' incomes in the fields of education, health, and welfare ("EHW"). In the face of an upsurge in demand for such services, the question is how EHW occupations can attract enough qualified workers, now and in the future. In public perception, EHW work is poorly paid, while empirically, wage heterogeneity between occupations is quite large. A comprehensive comparison of EHW occupations' wages across Europe is still lacking. The present contribution seeks to fill this gap by comparing incomes for 24 European countries, based on data from the European Union's labour force survey (EU-LFS) between 2016 and 2020. Our descriptive analysis yields that EHW workers earn slightly above-average incomes in the majority of countries. This result can be explained by the high share of EHW workers with a tertiary education level. By contrast, for EHW workers with only secondary education, we find that they earn less in EHW than in other labour-market segments. Both outside and inside the EHW, we observe higher incomes for men than for women. Between EHW occupations, there is an income hierarchy led by medical doctors and tertiary education teachers. At the lower end, there are personal care workers with lower formal education who earn below-average incomes in all observed countries. Yet the degree to which they are penalised differs widely. From a dynamic perspective, our findings hint at a slightly deteriorating relative income position of EHW workers in the 2010s, apparently caused less by declining wages than by structural change in the wider labour market., In diesem Working Paper werden Einkommen von Beschäftigten in den Bereichen Bildung, Gesundheit und Soziales ("EHW") analysiert. Angesichts der steigenden Nachfrage nach solchen Dienstleistungen stellt sich die Frage, wie EHW-Berufe jetzt und in Zukunft genügend qualifizierte Arbeitskräfte anziehen können. In der öffentlichen Wahrnehmung ist Arbeit in diesen Bereichen schlecht bezahlt, während empirisch eher Lohnheterogenität beobachtbar ist. Ein umfassender Vergleich der Löhne von EHW-Berufen in ganz Europa steht noch aus. Der vorliegende Beitrag untersucht auf Basis der Arbeitskräfteerhebung der Europäischen Union (EU-AKE) Einkommen in 24 europäischen Ländern in den Jahren 2016 bis 2020. Es zeigt sich, dass EHW-Beschäftigte in der Mehrzahl dieser Länder leicht überdurchschnittliche Einkommen erzielen. Dies lässt sich durch den hohen Anteil von EHW-Beschäftigten mit einem tertiären Bildungsniveau erklären. Im Gegensatz dazu stellen wir fest, dass EHW-Beschäftigte, die nur über einen Sekundarschulabschluss verfügen, in den Bereichen Bildung, Gesundheit und Soziales weniger verdienen als anderswo. Sowohl außerhalb als auch innerhalb dieser Bereiche beobachten wir höhere Einkommen für Männer als für Frauen. Zwischen EHW-Berufen gibt es eine Einkommenshierarchie, die von Ärzten und Hochschullehrern angeführt wird. Am unteren Ende befinden sich Pflegekräfte mit wenig formaler Qualifikation, die in allen beobachteten Ländern unterdurchschnittliche Einkommen erzielen. Das Ausmaß der Benachteiligung ist jedoch sehr unterschiedlich. Unsere Ergebnisse deuten ferner darauf hin, dass sich die relative Einkommensposition von EHW-Beschäftigten in den 2010er Jahren leicht verschlechtert hat, was offenbar weniger auf sinkende Löhne als auf strukturelle Veränderungen im Arbeitsmarkt insgesamt zurückzuführen ist.

Die stark besetzten "Babyboomer"-Jahrgänge, die in den 1950er und 1960er Jahren geboren wurden, verlassen in den nächsten 20 Jahren den Arbeitsmarkt. Hierdurch ist ein Rückgang der Bevölkerung im Erwerbsalter zu erwarten, der in der öffentlichen Diskussion häufig als eine Gefahr für den Wirtschaftsstandort Deutschland angesehen wird. Für die Wirtschaftsleistung ist aber weniger die Gesamtzahl der Erwerbstätigen wesentlich, sondern vielmehr deren Ausbildungsstand und der geleistete Arbeitseinsatz in Stunden. Im Fokus steht das Arbeitsangebot. Präsentiert werden Projektionen zur Entwicklung der geleisteten Arbeitsstunden pro Woche nach Bildungsstand bis 2030. Diese werden für verschiedene Entwicklungsszenarien berechnet. Je nach Szenario wird die Gesamtzahl der gearbeiteten Stunden pro Woche bis 2030 stagnieren oder leicht sinken. Eine Steigerung der Frauenerwerbstätigkeit und ein weiterer Anstieg der Erwerbstätigkeit bei Personen über 55 Jahre bieten Potenziale, die durch die Verrentung der Babyboomer entstehenden Lücken weitgehend zu schließen. Auch die Bildungsexpansion der letzten Jahrzehnte wird negativen Folgen der Alterung entgegenwirken, da sie die Anzahl der geleisteten Stunden positiv beeinflusst und Potenzial für weitere Erhöhungen der Pro-Kopf-Produktivität birgt. Beim Alterungsprozess im Arbeitsmarkt ist mit Stagnation oder nur mit geringen Anstiegen zu rechnen.

The number of jobseekers will continue to rise sharply in the coming decades. Worryingly, developments since 2000 tend to offer less hope for improvements in the labour market. Almost all indicators point to a deterioration of the current situation. 2. The drivers of hope - foreign direct investment (FDI), Chinese involvement, open trade, digitalisation, the green revolution, more education and further urbanisation have not proven to be sustainable. Not least because FDI in the commodity sectors and industry is capital intensive and has little impact on employment. However, in most countries, this solution is strongly favoured by African governments and the power elites, who benefit from FDI as a source of tax revenue and income for their administrations. There is a critical need for reform. What matters most is that FDI and value chains increasingly integrate local entrepreneurship. There must be a focus on endogenous development: promoting local industry can lead to higher productivity growth and create more productive and better-paid jobs. Dieses Teil-Positionspapier fokussiert das Themenfeld "Wirtschaft und Arbeit". Es steht im Zusammenhang mit den parallel erarbeiteten Positionspapieren der Arbeitsgruppe der ARL-Landesarbeitsgemeinschaft NRW und trägt mit diesen zusammen dazu bei, Zukunftsperspektiven ländlicher Räume in Nordrhein-Westfalen vorzustellen. In Nordrhein-Westfalen tragen die ländlichen Räume - ungeachtet großer regionaler Differenziertheit - maßgeblich zur wirtschaftlichen Leistungskraft des Landes bei. Im regionalen Wettbewerb positionieren sie sich zunehmend mit eigenen regional-ökonomischen Profilen, regionalspezifischen Stärken und Potenzialen. Maßgebliche Herausforderungen für die wirtschaftliche Entwicklung und für den Wandel der ländlichen Arbeitswelten ergeben sich neben dem Klimawandel aus dem demographischen Wandel, der Zunahme von Nutzungskonkurrenzen, der Digitalisierung sowie aus dem Agrarstrukturwandel. Die Corona-Pandemie setzt aktuell zusätzliche Akzente, deren Folgewirkungen noch nicht vollständig absehbar sind. Als Ergebnis kritischer Auseinandersetzung mit den Herausforderungen sehen die Autorinnen und Autoren Zukunftsperspektiven ländlicher Räume als Wirtschaftsräume in NRW maßgeblich begründet in fünf Themenfeldern. Sie beziehen sich auf ein verändertes Verständnis von Wachstum, die Fachkräftesicherung und -bindung als zentraler Faktor wirtschaftlicher Stabilität und Entwicklungsfähigkeit, auf Handlungsoptionen zur Entschärfung des Problems von Flächenverfügbarkeiten und -konkurrenzen, auf veränderte, regional angepasste Konzeptionen von Wirtschaftsförderung und nicht zuletzt auf einen zukunftsweisenden Umgang mit einem sich weiter ausdifferenzierenden Agrarsektor und einer sich verändernden Rolle von Landwirtschaft in der Gesellschaft. Die genannten Themenfelder werden in fünf Kernforderungen vorgestellt und erläutert. Its task is to contribute to the presentation of future prospects for rural areas in North Rhine-Westphalia, to discuss problems and to make recommendations for stimulating and implementing measures. In North Rhine-Westphalia, rural areas - despite great regional differentiation - contribute significantly to the economic performance of the state. In regional competition they are increasingly positioning themselves with their own regional-economic profiles, region-specific strengths and potentials. In addition to climate change, major challenges for economic development and for the transformation of rural working environments arise from demographic change, an increasing land use competition, digitization and structural change in agriculture. The corona pandemic is currently setting additional accents, the consequences which are not yet fully foreseeable. As a result of a critical examination of the challenges, the future prospects of rural areas as economic regions in NRW are based on five main issues. They relate to a new understanding of growth, the securing and retention of skilled labour as a central factor of economic stability and development capability. Furthermore they relate to options for action to reduce the problem of land availability and competition, to changed, regionally adapted concepts of economic development and, last but not least, to a forward-looking, approach to an increasingly differentiated agricultural sector and a changing role of agriculture in society. The above topics are presented and explained in five corerequirements. Recommendations on the respective fields of action round off the treatise.

Dem Aufsatz liegt die These zugrunde, dass sich während der 1970er-Jahre in den europäischen Industriegesellschaften eine systemübergreifende Krise ausbildete. Sie ging von einer wirtschaftlichen Strukturanpassungskrise aus und mündete in eine Krise des Sozialstaates. Zugleich war sie im Ostblock wesentlicher Teil der finalen Systemkrise. Im Westen besaß die Krise Durchgangscharakter - allerdings mit bis heute reichenden Folgen. Anhand der wirtschaftlichen Entwicklung, des Arbeitsmarktes und des Sozialstaates werden für die Bundesrepublik und die DDR die Gemeinsamkeiten und die Unterschiede dieser Krisenprozesse aufgezeigt. Dabei wird der Blick auch auf die Wahrnehmung der neuen Probleme durch die Entscheidungseliten und deren Handeln gelenkt., This article claims that a crisis developed in European industrial societies during the 1970s, which affected both the East and the West. It began with a crisis concerning adaptability to economic structures, and led to a general crisis of the welfare state. In the Eastern bloc, this development was an inherent part of the crisis which led to the demise of states in the late 1980s. In the West, this crisis was shortlived, though its effects can still be felt today. By focusing on economic development, the labour market and the welfare state, the article reveals common aspects of this crisis as well as aspects specific to each system in the German Democratic Republic and the Federal Republic. It also draws attention to the way in which decision-making elites perceived the new issues and to the behaviour of these elites.

Die in diesem Bericht erstmalig vorgestellte Mittelfristprognose (Prognosezeitraum: 5 Jahre) schließt die Lücke zwischen der Engpassanalyse der Bundesagentur für Arbeit zur aktuellen Fachkräftesituation und den bisherigen Langfristprognosen für den Zeitraum von 10 bis 20 Jahren des Fachkräftemonitorings. In der Mittelfristprognose sind Bevölkerungs- und Konjunkturprojektionen aktueller als in der zu letzt veröffentlichten Langfristprojektion "Digitalisierte Arbeitswelt", dennoch geht diese vom selben langfristen Entwicklungspfad und zueinander konsistenten Annahmen aus. Neben einer neu entwickelten QuBe-Indikatorik zur Identifikation von Berufen mit potentiellen Handlungsbedarfen (Fokusberufen) wird in diesem Bericht der Gender Employment Gap als Indikator zur Identifikation von Frauen- bzw. Männerberufen erstmals vorgestellt., The medium-term forecast presented in this report for the first time (forecast period: 5 years) closes the gap between the Engpassanalyse (tool to identify skills shortages by occupationA) of the Federal Employment Agency (Bundesagentur für Arbeit) for the current situation and the previous long-term forecasts for the next 10 to 20 years of the Skilled Lobour Monitoring. In the medium-term forecast, population and economic projections are more up-to-date than in the long-term projection "Digitized world of work", yet the first assumes the same long-term development path and mutually consistent assumptions. In addition to a newly developed QuBe indicator for identifying occupations with potential mismatches (focus occupations), the Gender Employment Gap is presented for the first time in this report as an indicator for identifying female and male occupations.

The aim of the paper is to review the sources of vanishing professions. There is a hypothesis formed that the reason for vanishing professions are new technologies and usage of artificial intelligence. Confirming the hypothesis gives the reason to identify consequences and risks of vanishing professions on the Polish labor market. The method used to prepare this text was a critical analysis of the literature, the conclusion of which enabled to confirm the hypothesis., Celem opracowania jest przegląd źródeł w obszarze zjawiska znikania zawodów. Sformułowano hipotezę wyjściową, zgodnie z którą przyczyną wypierania zawodów są nowe technologie oraz zastosowania sztucznej inteligencji. Wykazanie tej tezy czyni zasadnym sformułowanie hipotezy o możliwości identyfikacji konsekwencji i zagrożeń zjawiska ginących zawodów na polskim rynku pracy. Zastosowano metodę krytycznej analizy literatury, której wnioski pozwoliły na wykazanie obu hipotez.

Der vorliegende Band von "Sozialpolitik in Diskussion" ist Teil einer Reihe von Publikationen, die auf einem "Call for Presentations" und darauf aufbauenden Veranstaltungen im Rahmen einer Kooperation der Arbeiterkammer Wien mit dem Forschungsnetzwerk universitäre und außeruniversitäre Sozialforschung (SOZNET) beruhen (vgl. Filipič/Schönauer 2018; 2020). Call und Veranstaltungen zielen darauf ab, v. a. jungen Wissenschafter*innen aus unterschiedlichen Institutionen und Disziplinen eine Möglichkeit zur Präsentation und Diskussion von Forschungsbefunden aus laufenden oder abgeschlossenen Forschungsprojekten, Dissertationen und Masterarbeiten zu geben. Darüber hinaus sollte damit Gelegenheit zur Vernetzung und zum Wissens- und Erfahrungstransfer zwischen den Beteiligten bzw. zwischen Wissenschaft und Praxis geboten werden. Die im vergangenen Jahr notwendigen Präventionsmaßnahmen zur Pandemiebekämpfung stellten die Vorbereitungen für die Veranstaltung 2020 jedoch gehörig auf den Kopf. Konnte der "Call for Presentations" zum breit angelegten Thema "Zukunft der Arbeit - Arbeit der Zukunft" Ende 2019/Anfang 2020 noch wie gehabt durchgeführt werden, sah es mit der darauf aufbauenden Veranstaltung ganz anders aus: Die Pandemie hatte Österreich erreicht, die Veranstaltung musste zuerst verschoben und schlussendlich abgesagt werden. Rasch war aber klar, dass wir weder auf den Austausch zwischen Wissenschaft und Praxis noch auf die abschließende Publikation verzichten wollten. Die Entwicklungen machten darüber hinaus auch deutlich: Die eingereichten Texte zur Zukunft der Arbeit waren einerseits hochaktuell und verlangten andererseits nach einer Reflexion vor dem Hintergrund der Corona-Pandemie. Wir freuen uns sehr, dass insgesamt zwölf der für die ursprüngliche Veranstaltung ausgewählten Wissenschafter*innen unserer Einladung folgten, ihre Forschungsthemen in einen Band mit dem neuen Titel "Ein Jahr Corona: Ausblick Zukunft der Arbeit" einzubringen. In terms of basic labour market developments and outcomes Germany is faring comparatively well. Indeed, against the European trend, Germany saw employment rates increasing and unemployment decreasing during the economic crisis. But since the deregulatory Hartz reforms of the early and mid-2000s, the last decade saw non-standard forms of employment increasing substantially and the low wage sector surging. One of the aims of the Hartz reforms was to increase employment opportunities, among other in the low wage sector, especially in services. Non-standard workers and among them fixed-term, temporary agency workers, regular part-time workers and mini-jobbers are disproportionally affected by low wages.

Using Spain and the Czech Republic as examples of two EU countries with different labour market performance, we apply a gross flow analysis based on EU-SILC longitudinal data. We find that while in Spain the increases in youth unemployment are driven mostly by young people who lose their jobs, in the Czech Republic, this is mainly due to new labour market entrants who failed to find a job. The analysis of flow transition rates suggests that youth labour markets with enormously high unemployment rates have not failed in all relevant respects. Their development seems to be hindered predominantly by high risk of job losses and diminishing employment prospects of the unemployed, rather than by impeded transitions from inactivity to employment. In countries with lower youth unemployment rates, unemployment policy agenda appears to be challenged by quite the opposite tendency.

Im Zuge der wachsenden Bedeutung von Wissen und Wissenschaft liegt die Vermutung nahe, dass besonders Hochqualifizierte bzw. Akademiker/innen von diesem Bedeutungszuwachs profitieren. Damit kann ferner angenommen werden, dass diese Entwicklung auch für Absolvent/innen geisteswissenschaftlicher Disziplinen mit höheren beruflichen Erfolgschancen einhergeht. In der vorliegenden Untersuchung wurde ein Index entwickelt, mit dessen Hilfe sich die beruflichen Erfolgschancen von Personen sehr viel genauer ermitteln lassen. Die Ergebnisse dieser Berechnung laufen den Annahmen zuwider. Der berufliche Erfolg von Akademiker/innen sinkt, dabei haben Geisteswissenschaftler/innen die niedrigsten Erfolgschancen unter allen Akademiker/innen.

This article reframes the debate on the consequences of flexibilization in European labour markets focusing on the unexplored impact of temporary employment on occupational wages for permanent workers. Exploiting the variation in the temps' density within occupation and age groups across European countries between 2003 and 2010, we find that temporary contracts negatively affect occupational average wages for insiders' workers. These results are still robust using a dynamic system based on generalized method of moments (GMM-SYS) to account for potential endogeneity issues. We also explore the existence of heterogeneity across different occupational clusters and institutional settings. Our estimates indicate that the knock-on effect is large in countries with low employment protection legislation and it is driven by occupations characterized by untechnical work logics.

Using harmonised micro data, this paper investigates the effects of the early phase (2008-10) of the recent economic crisis on transitions between labour market states in Europe. Our analysis focuses on individual heterogeneity, on the type of employment contract, and on cross-country differences. Our analysis shows that specific worker groups, such as men and young persons, were particularly strongly hit by the crisis. Furthermore, more transitions from employment, especially temporary employment to unemployment, were the main factor behind rising unemployment. Reduced unemployment outflows did not contribute substantially to the increase in unemployment during the early phase of the crisis.

In the past, the social and economic impacts of industrial revolutions have been clearly identified. The current Fourth Industrial Revolution (Industry 4.0) is characterized by robotization, digitization, and automation. This will transform the production processes, but also the services or financial markets. Specific groups of people and activities may be replaced by new information technologies. Changes represent an extreme risk of economic instability and social change. The authors described available published sources and selected a group of indicators related to Industry 4.0. The indicators were divided into five groups and summarized by negative or positive impact. The indicators were analyzed by precedence analysis. Extremes in the geographical dislocation of factor values were found. Furthermore, spatial dependencies in the distribution of these extremes were found by calculating multiple (long) precedencies. European countries were classified according to individual groups of indicators. The results were compared with the real values of the indicators. The indicated extremes and their distribution will allow to predict changes in the behavior of the population given by changes in the socio-economic environment. The behavior of the population can be described by the behavior of autonomous systems on selected infrastructure. The paper presents research related to the creation of a multiagent model for the prediction of spatial changes in population distribution induced by Industry 4.0.

Background: A growing literature investigates health effects of the recent economic crisis. This study examines how different economic mechanisms affected low self-rated health (SRH) in Europe over the crisis period (2008-2011). We measure changes in low SRH over 2008-2011 and analyze how they are accounted for by changes in household income levels and income distribution (income poverty, income inequality), labour market developments (increasing unemployment, falling employment, changes in labour market inactivity), and non-income poverty (material deprivation). Methods: We use balanced panel data for 2008–2011 covering 26 European countries and 43,456 participants. The data come from longitudinal 2011 European Union Statistics on Income and Living Conditions (EU-SILC) database. Increases in low SRH incidence over time are decomposed into the contributions of changes in the distribution of covariates and changes in returns to the covariates. Main covariates include household income and its distribution, labour market developments, and non-income poverty (material deprivation). The decompositions are performed using a detailed non-linear multivariate regression-based decomposition methodology. Results: Low SRH incidence increased in Europe during the crisis by almost 2 percentage points, and by 3.7 percentage points in case of the Baltic countries. Decomposition analysis shows that: 1) decreasing household incomes and changing income distribution had no impact on low SRH incidence, 2) rise of material deprivation accounts for a significant portion (12%) of the overall growth in low SRH rates (27% for the Baltic countries), 3) decreasing levels of full-time and part-time employment as well as transitions to unemployment, economic inactivity, disability, or retirement account jointly for about 21% of the rise in low SRH in Europe (73% for Baltic countries). [Einleitung ...] Mit diesem Positionspapier aus der ARL möchten wir einen Beitrag zur Debatte um die möglichen raumbezogenen Auswirkungen des Brexits leisten. Wir betrachten diese Auswirkungen aus einer eher deutschen Perspektive heraus. Das heißt: Andere raumbezogene Auswirkungen bzw. Problemlagen, wie zum Beispiel das komplizierte Verhältnis zwischen der EU, der Republik Irland und Nordirland (als Teil des VK) bleiben bewusst außen vor, weil sie den Rahmen dieses Papiers sprengen würden. Wir skizzieren dazu Entwicklungen in sieben Handlungsfeldern, die in besonderer Weise die räumliche Entwicklung beeinflussen werden. Die Betrachtung in den jeweiligen Teilkapiteln fokussiert auf das jeweilige Handlungsfeld selbst, und es werden, je nach Daten- und Informationslage, Ausblicke zur Situation nach dem Brexit vermittelt. Das Positionspapier schließt mit einer Diskussion möglicher Szenarien des zukünftigen Handelsverhältnisses zwischen VK und EU.

This paper focuses on the expansion of precarious forms of employment (temporary, seasonal, part-time jobs etc.) and on the impact this expansion has on young peoples' key determinants of life course. Based on both secondary quantitative-data analysis and primary qualitative research, the paper analyzes the state of play regarding precarious work among youth both in the EU and (mainly) in Greece, while it highlights the impact of the pandemic and the subsequent Recession in the abovementioned. The paper also explores the various aspects and facets of the impact of precarious employment in young peoples' life trajectories. Key findings include: a) the strong correlation between precarious employment, social vulnerability and risk of poverty, b) the fact that, during the pandemic, the "labour market slack" in Greece hit young people aged 15-24 more than people aged 25-54, further widening their precariousness, c) that there is a wider tendency to expand and "normalize" the forms of precarious employment among youth, concerning, especially, the combination of declared and undeclared work, d) that a new labour market dualization is formed, e) that both the pandemic and the subsequent restrictive measures have had a significant impact on the majority of precarious young people, effectively causing a rupture in their already precarious life course and f) that all the abovementioned have a severe impact on key determinants of political behavior - mentalities as well as on public trust among young people. The paper is based on an ongoing Research Project, co-financed by Greece and the European Union (European Social Fund- ESF) through the Operational Programme "Human Resources Development, Education and Lifelong Learning 2014-2020" in the context of the project "Precarious Work and Youth in today's Greece: secondary quantitative analysis, qualitative filed research and research-based policy proposals" (MIS 5048510).

Die aktualisierte Prognose einer "Digitalisierten Arbeitswelt" basiert auf neuen Daten und neuen bzw. aktualisierten Annahmen. Auch die Folgen der COVID19-(Coronavirus SARS-CoV-2)-Pandemie und die damit verbundenen Verwerfungen der Wirtschaft und des Arbeitsmarktes werden bedacht. In Deutschland wächst die Bevölkerung noch bis 2029 auf 84,13 Mio. Personen an, fällt bis 2040 dann aber auf 83,74 Mio. Personen ab. Gerade in den östlichen und nordöstlichen Arbeitsmarktregionen sinkt der Bestand überdurchschnittlich. Es werden rund 3,6 Mio. Arbeitsplätze neu entstehen und zugleich rund 5,3 Mio. Arbeitsplätze im Vergleich zu heute wegfallen. Die Ursache für den überproportionalen Wegfall von Arbeitsplätzen liegt zu fast einem Drittel (1,7 Mio.) an der demografischen Entwicklung und dem damit verbundenen Rückgang der Arbeitskräfte. Auch der Strukturwandel nach Branchen beschleunigt sich und das warenproduzierende Gewerbe verliert weiter am Anteil an allen Erwerbstätigen. Dabei wirkt sich der Strukturwandel in vielen ostdeutschen Arbeitsmarktregionen verglichen mit dem Bundesdurchschnitt stärker aus. Fachkräfteengpässe zeigen sich langfristig vorwiegend in den Gesundheitsberufen, und in Berufen die eine hohe IKT-Kompetenz verlangen., The updated forecast of a "Digitalisierten Arbeitswelt" is based on new data and new or updated assumptions. The consequences of the COVID19 (Coronavirus SARS-CoV-2) pandemic and the associated distortions in the economy and the labor market are also considered. In Germany, the population will continue to grow to 84.13 million by 2029, but will then decreaseto 83.74 million by 2040. Especially in the eastern and northeastern labor market regions, the population is declining at an above-average rate. Around 3.6 million new jobs will be created and at the same time around 5.3 million jobs will be lost compared to today. Almost one third (1.7 million) of the disproportionate loss of jobs is due to demographic developments and the associated decline in the workforce. The structural change by sector is also accelerating and the manufacturing industry is continuing to lose its share of all employed persons. At the same time, structural change is having a stronger impact in many eastern German labor market regions compared to the national average. In the long term, shortages of skilled workers will mainly be seen in the healthcare professions and in professions that require a high level of ICT skills.

Zu den langfristigen Entwicklungstendenzen zählt sowohl die Zunahme atypischer Beschäftigungsverhältnisse als auch eine voranschreitende Internationalisierung. The COVID-19 pandemic, which has swept across the globe, is a serious challenge to the Russian labour market. This article examines the consequences of COVID-19 for Russia’s Kaliningrad exclave and how its territorially isolated and lockdownaffected small labour market responds to drastic changes in employment, income, and consumption. Another question is how the immigrant-rich labour market will rebalance the supply-demand equation. Official statistics from the regional government and its subordinate bodies show that the Kaliningrad regional labour market has been severely battered by shutdown measures. This particularly applies to organisations operating in the most sensitive industries: manufacturing, hospitality, tourism, estate, transport, and warehousing. The unemployment has gone up, reaching a level above the national average; the number of vacancies is dwindling. Keeping the proportion of out-of-the-region workforce at the usual level may aggravate the situation. Although effective, the measures taken by the regional authorities seem insufficient for an isolated regional labour market.

Are regions within a country really independent islands? Do economic relations and effects really have a homogenous, unique size across an entire country? These two assumptions are often imposed implicitly in empirical economic and social research. In his doctoral thesis, the author discusses how statistical methods can deviate from this unrealistic model structure through employing spatial patterns in both observable variables and presumed relations. Opportunities to improve our understanding of the economy as well as chances and perils in the application of such methods are demonstrated in a number of studies on aspects of regional labour market dynamics., Warum sollen Regionen innerhalb eines Landes unabhängige Inseln sein? Und warum sollen, über das gesamte Land hinweg, einheitlich starke ökonomische oder soziale Wirkungszusammenhänge bestehen? Diese zwei Annahmen werden in der angewandten empirischen Wirtschafts- und Sozialforschung üblicherweise implizit unterstellt. Wie in statistischen Verfahren von dieser unrealistischen Modellstruktur unter Ausnutzung der räumlichen Strukturen in beobachteten Variablen und unterstellten Zusammenhängen abgewichen werden kann, diskutiert der Autor im vorliegenden Band. Möglichkeiten, unser Verständnis der Ökonomie zu vertiefen, werden ebenso verdeutlicht, wie Chancen und Tücken beim Einsatz der Methoden in Studien zu verschiedenen Aspekten der Arbeitsmarktdynamik.

As is the case in Western countries, more Japanese are marrying later or remaining unmarried and are postponing childbearing or staying childless. Previous studies revealed that those individuals who were unable to secure regular employment due to the serious recession between the mid-1990s and mid-2000s, labelled a "lost generation," had a very low marriage rate. But what about subsequent cohorts? Using a discrete-time logit model to analyse Japanese Life Course Panel Survey data, this study investigates the effects of employment on first marriages between 2007 and 2015, including cohorts after the lost generation. The results indicate that: (a) among men who are classed as non-regular employees, unemployed, or low-income regular employees, the likelihood of first marriage is low due to their weak economic position; and (b) women have a low likelihood of first marriage if they are non-regular employees or unemployed, not because of their employment status but because they have less chance of meeting a romantic partner and also because of their values regarding work and marriage. These explicit gender differences in the findings contradict observations made in contemporary Europe and North America, where a trend towards gender convergence in the effects of employment and earnings on marriage has been identified. The ambivalence towards gender equality in family and the workplace will be discussed to understand why many young Japanese remain single.

Because of the Covid-19 lockdowns, South Africa's gross domestic product (GDP) fell by 51 per cent from the first to the second quarter of 2020. A recent World Bank report suggests that an additional 26 to 40 million sub-Saharan Africans could fall into poverty due to the pandemic. At the same time, some African economies are reporting initial signs of economic recovery. Most African governments responded to the pandemic with strict lockdowns, resulting in severe economic consequences. The impacts have been diverse and differ between countries, the informal and formal sectors, industries, and traded products. The sharp decline in South Africa coincides with initial signs of recovery in both West and East Africa. Informal workers across the continent suffered drastic short-term income losses during the lockdowns, as very few were shielded by social protection or other policies. Trade has declined dramatically, but there are important differences between export products. FDI is likely to drop substantially in 2020, including in sectors considered key for an acceleration of Africa's economic development. Economic support by African governments has been far more moderate than elsewhere, although the international community has provided additional means to African economies. A quick recovery could minimise setbacks to economic progress and poverty reduction in Africa. This requires a quick response that differentiates across countries, industries, and affected workers. The "new normal" should put more weight on the economic costs of pandemic-related restrictions. In the medium term, African governments need to increase their economies' and citizens' resilience to (economic) shocks.

Mit der vorliegenden Studie wird das Ziel verfolgt, aus Sicht von Arbeitgebern Antworten auf Fragen zur Arbeitsmarktintegration und zur Nachqualifizierung zu erhalten. Es wird untersucht, ob Unternehmen teilqualifizierte Arbeitskräfte ohne Berufsabschluss als einsatzfähig betrachten, inwieweit Unternehmen Bedarf an teilqualifizierten Arbeitskräften ohne Berufsabschluss haben, wie groß der Bedarf an teilqualifizierten Arbeitskräften im Vergleich zu vollqualifizierten Arbeitskräften ist, und ob Unternehmen grundsätzlich bereit sind, teilqualifizierte Arbeitskräfte ohne Berufsabschluss einzustellen. Zusätzlich untersucht die Studie, welchen Stellenwert berufsanschlussfähige Teilqualifizierungen für Unternehmen haben, wenn es darum geht, das in Deutschland vorhandene Fachkräftepotenzial auszuschöpfen.

Der Beitrag behandelt die absehbaren sozialen Risiken der Digitalisierung und unterbreitet eine Reihe von Vorschlägen zur Regulierung der zukünftigen Beschäftigungsverhältnisse. Der erste Teil präsentiert auf der Basis von Projektionen einen Referenzrahmen zur Entwicklung des Arbeitsmarktes. The first part presents a framework for the development of the labor market on the basis of projections. According to this, we distinguish three groups of social risks, which are staggered over time: short-term income, medium-term further education, long-term retirement insurance. The focus is on the particularly affected groups of (solo) selfemployed and platform workers.

Erwerbsarbeit dominiert unser Leben. Seit der Industriellen Revolution im 19. Jahrhundert ist sie ins Zentrum des gesellschaftlichen, wirtschaftlichen und politischen Lebens in Europa gerückt und bestimmt unsere gesellschaftliche Stellung sowie unsere Selbstdefinition. Mittlerweile ist das Normalarbeitsverhältnis in vielen Bereichen von neuen Formen der Arbeit abgelöst worden: Industrielle Produktion ist weitgehend automatisiert oder in Niedriglohnländer verlagert, prekäre Arbeitsverhältnisse haben Hochkonjunktur und die Arbeitslosigkeit hat sich auf einem hohen Niveau eingependelt. Die Beiträge des Bandes nehmen diese Tendenzen auf und liefern Impulse für die Gestaltung des Lebens und Arbeitens in Europa.

Die soziale Polarisierung, die infolge der fortschreitenden Digitalisierung in der Öffentlichkeit befürchtet wird, ist bereits seit Jahrzehnten real. Dass sich diese Polarisierung fortsetzen wird, ist mit oder ohne fortschreitende Digitalisierung wahrscheinlich. Darauf deuten die Dynamiken von Globalisierung und vorherrschender Finanzökonomie, das stete Wachstum des Dienstleistungsbereichs im Arbeitsmarkt sowie institutionelle Filtermechanismen, die allesamt zu einer steten Polarisierungsbewegung beitragen. Bei beschleunigter Digitalisierung wäre davon auszugehen, dass sich diese Dynamik durch die Veränderungen des Arbeitsmarktes, die schneller eintreten, als sie bewältigt werden können, weiter verschärfen würde. Die betriebliche Ebene erscheint uns in diesem Prozess als entscheidende Vermittlungsinstanz zwischen Sozialverträglichkeit und beschleunigtem digitalem Wandel.

The study of the labour market trends of the evolution at local level has a great importance, because its optimal functioning is vital for ensuring the economic development and competitiveness. From this perspective the quantity and value of the available human resources and the efficiency of their use become essential for the sustainable economic development of the Cahul district. The main factors of influence on the workforce state during 2014-2018 were: the demographic processes, labour force migration and the influence of the macroeconomic environment. In order to diminish the influence of the listed factors it is necessary: a) to create stable and attractive jobs with a professional growth perspective, b) to facilitate the employers’ interaction with potential employees, c) to prevent unemployment among young people. With a constantly growing population, able to work and having various professional training possibilities, the Cahul district is constituted as a regional centre with high potential of economic development.

Urbane Produktion umfasst die Herstellung von End- oder Zwischenprodukten und produktionsnahe Dienstleistungen in urbanen Räumen, die durch hohe funktionale Dichte und Nutzungsmischung charakterisiert sind. Das Projekt knüpft an Erwartungen an, dass digitale Produktionstechnologien die Chancen und Rahmenbedingungen Urbaner Produktion deutlich wandeln, und analysiert Trends für acht ausgewählte Städte Nordrhein-Westfalens über quantitative und qualitative Forschungsansätze. Regionalstatistische Analysen zeigen jüngere Struktur- und Entwicklungsmerkmale der Warenproduktion in den Stadtregionen auf. Neue Formen der Urbanen Produktion entstehen, die vor allem das konstruktive Zusammenspiel von Ingenieurdienstleistungen und handwerklichen Produktionsschritten betreffen. Ein im Projekt entwickelter Indikatorenkatalog gestattet es, die Entwicklungsbedingungen für digital unterstützte Urbane Produktion regionsspezifisch zu bewerten. Urbane Produktion stützt die Quartiersentwicklung zum Beispiel durch die Übergangsnutzung gewerblicher Immobilien durch kreative Neugründungen sowie das Aufkommen digitalisierter Handwerksbetriebe. Öffentliche Akteure sind für die Gestaltung einer stadtverträglichen Produktion hoch bedeutsam, weil sie neben kommunikativen Funktionen vor allem eine moderierende Rolle im Gefüge diverser Interessenskonflikte einnehmen können., Urban Manufacturing encompasses the production of products and related services in urban spaces, which are characterized by mixed, dense and diverse functional usage. It is expected that digital production technologies change the opportunities and framework conditions for Urban Manufacturing, which we analyse for eight selected city regions in North Rhine-Westphalia based on various quantitative and qualitative research methods. Regional statistical analyses reveal interregional distinctions with respect to industrial structure and dynamics. New forms of urban manufacturing emerge which constructively combine engineering and craft-production steps in the value chain. A set of indicators compiled in the project serves to assess region specific development conditions for digitally enhanced Urban Manufacturing. Advantages for city quarter development arise, for example, from the transformative use of corporate real estate by creative start-up companies and also from digitalized craft enterprises. The moderating role of public agents gains importance in Urban Manufacturing strategies: they serve as communication interfaces and solvers of societal challenges imposed by different interest groups.

The development of unemployment and employment is strongly determined by labor market flows. The author uses process-generated micro data provided by the Institute for Employment Research (IAB) to analyze the cyclical behavior of worker flows in Germany. Is there a relationship between a region's industrial structure and employment growth? The author pursues this question in three self-contained studies. These studies each examine a different aspect of this topic and form the three main chapters of this book. Chapter 2 ("Agglomeration and regional employment dynamics") documents the significance of positive agglomeration externalities for regional labor markets. Employment growth is more sustainable in industrial agglomerations than in other local industries. In Chapter 3 ("The mysteries of trade"), the sources of agglomeration externalities are explained through linkages between different, but related, industries. The main conclusion is that labor market pooling plays a key role. In Chapter 4 ("The rise of the East and the Far East"), Dauth examines how regional labor markets with differing industrial structures react to increasing exposure to international trade. Economic power, income and employment diverge extensively within the European Union (EU) - both within and between Member States. The reduction of this gradient is the declared political goal at the European and national levels. Although regional economic research has embraced this topic, hardly any reliable findings are available as to the extent of the effect that the eastwards expansion and the economic integration of the EU have had on the development of regional disparities. Moreover, to what extent and why the development of employment at various different levels of qualification is different from region to region is still largely unexplained. Based on a wide collection of data and econometric analyses, Friso Schlitte's book makes an important contribution to closing these gaps in research., Wirtschaftskraft, Einkommen und Beschäftigung klaffen innerhalb der Europäischen Union (EU) weit auseinander - sowohl innerhalb als auch zwischen den Mitgliedsstaaten. This paper argues that inclusive growth appears to be the only suitable strategy for realising the right to decent work (RDW) in the digital economy. This reasoning is in blunt opposition to the current mood of giving up this right in favour of an unconditional basic income (UBI). The study starts by briefly expanding the basic argument and by defining the principles of inclusive versus exclusive growth (1); a comprehensive overview of German labour market policy and labour law reforms since the beginning of this millennium assesses to what extent Germany is pursuing these principles, accompanied by selective evidence of their consequences for the German labour market performance (2); a stylised and descriptive overview of the inclusive impact of these reforms in quantitative and qualitative terms follows, with an essay reflecting the concept of the inclusive labour contract (3).

Mit dem Handbuch Arbeitsmarkt 2009 hat das Institut für Arbeitsmarkt- und Berufsforschung wieder eine aktuelle, empirisch fundierte und umfassende Bestandsaufnahme des deutschen Arbeitsmarktes vorgelegt. Teil I gibt einen umfassenden Überblick über den deutschen Arbeitsmarkt. Dort werden sowohl die aktuelle Beschäftigungssituation als auch die längerfristigen Arbeitsmarktperspektiven analysiert. Zudem enthält dieser Teil eine arbeitsmarktpolitische Chronik für die Jahre 2005 bis 2008, die auch über die Positionen des IAB zu wichtigen Gesetzesregelungen informiert. Teil II befasst sich mit unterschiedlichen Schwerpunktthemen. Dazu gehören unter anderem: Aktive Arbeitsmarktpolitik, Langzeitarbeitslosigkeit, internationale Migration sowie Integration von Migranten und das duale Ausbildungssystem. Im dritten Teil findet sich ein umfassender und aktueller Datenanhang mit zentralen, auch international vergleichenden Arbeitsmarktindikatoren.

The post-doctoral thesis examines if and how changes to the job market influence occupational structures, creating increasing numbers of precarious forms of employment. The author uses the occupation examples hairdresser and beautician to examine the genesis of beauty care professions, their societal and social positioning, the current training regulations and organisation and the life situation of employed professionals. The vocational research results show that guilds and trade associations show too little interest in changed work situations. Instead, trade associations align their policies with traditional trade structures, which poses a direct conflict with the work and life situations of most of these professionals. This conclusion is exemplary for the entire trade, which suffers in particular due to the changes in the job market, demographic change and the lack of skilled workers., Die Habilitationsschrift untersucht, ob und wie Veränderungen auf dem Arbeitsmarkt Berufsstrukturen so beeinflussen, dass vermehrt prekäre Beschäftigungsformen entstehen. Am Beispiel der Berufe Friseur/-in und Kosmetiker/-in betrachtet der Autor die Genese der Körperpflegeberufe, ihre gesellschaftliche und soziale Verankerung, die aktuelle Ausbildungsordnung und -organisation sowie die Lebenssituationen der Beschäftigten. Ergebnis der berufswissenschaftlichen Forschungsarbeit ist, dass die Innungen und Fachverbände zu wenig auf die veränderten Arbeitssituationen eingehen. Vielmehr orientieren die Berufsverbände ihre Politik an traditionellen Handwerksstrukturen, was im Widerspruch zur Arbeits- und Lebenssituation der meisten Beschäftigten steht. Dieses Fazit steht exemplarisch für das gesamte Handwerk, das besonders an den Veränderungen des Arbeitsmarktes, dem demografischen Wandel und dem Fachkräftemangel leidet.
