Abstract

Research suggests that the demands of parenting have increased during the COVID‐19 pandemic, especially for mothers. Widespread loss of childcare and in‐person schooling forced parents to make adjustments to care for their children in new ways, many while working remotely. This qualitative study, guided by Walsh's theory of family resilience, examines mothers' experiences with stress and resilience as they adapted to the COVID‐19 pandemic. Data were gathered as part of a longitudinal, mixed‐methods study that examined family stress and resilience among mothers of children ages zero to five. The authors conducted in‐depth interviews between June and August 2020 with mothers (n = 15) of children under age six. Three themes emerged to characterize pandemic parenting: 24/7 parenting, changing expectations, and making it work. Recommendations are provided for researchers and practitioners working with mothers of young children, with emphasis on mothers' aptitudes for resilience in times of crisis. [ABSTRACT FROM AUTHOR]

Abstract

This study describes U.S. emerging adults who entered foster care in 2019 using data from the Adoption and Foster Care Analysis and Reporting System (AFCARS). Results showed that 2,763 (1.1%) of individuals who entered care were 18 or older. Eighty-five percent had been discharged from foster care in the past three years, most were either racialized as white (46.4%) or Black/African American (43.3%), 55.7% were female and 44.3% male, and over half had a clinically diagnosed disability. Implications include a need for improved data collection and research on emerging adults utilizing foster care to better understand and target services. [ABSTRACT FROM AUTHOR]

Abstract

Research has highlighted racial and socioeconomic disparities for families in child welfare, with calls to address inequities through trainings and structural change. However, few measures have been developed to assess the recognition of racial and class biases among child welfare practitioners, one key step in addressing implicit biases and reducing racial disparities. While the Families First Prevention Services Act has prioritized evidence-based practices, it is crucial to ensure that practitioners are culturally responsive. This study developed and piloted the Race and Class Bias in Child Welfare Scale to measure the awareness of implicit and structural biases among child welfare practitioners. The development and validation of the Race and Class Bias in Child Welfare Scale included three parts: (1) scale development; (2) scale piloting using exploratory factor analysis; and (3) scale validation using confirmatory factor analysis. Two main factors were identified that explained 68.05% of the total variance; eight of the nine items loaded onto the two factors. Items on the first factor reflected implicit bias recognition, and items on the second factor reflected structural bias. Preliminary findings suggest that a two-factor scale presents good internal reliability and validity. As the Family First Preservation Services Act continues to prioritize evidence-based practices, it is important to consider the cultural sensitivity and responsiveness of providers administering them. 48. The Relationship Between State Level Policy, Insurance and Health Care Engagement for LGBTQ+ Foster Alumni

Abstract

ABSTRACTMinority stress theory posits that external environmental factors such as state level policies around equity and inclusion of LGBTQ+ people can have a significant impact on the health and wellness of those identifying as part of the larger LGBTQ+ community, as well as on their decisions to seek needed physical or mental health care. This secondary data analysis explored the relationship between state level policies related to LGBTQ+ equity and inclusion and physical and mental health care engagement for foster care alumni. Using data from the Jim Casey Opportunity Passport Survey (n = 2,420), the research team conducted a longitudinal analysis of youth’s engagement with healthcare professional as needed physical and mental health care, using sociodemographic characteristics of the respondents and state level policies, such as Medicaid expansion and state level protections for LGBTQ+ citizens as predictors. Results indicate obtaining health insurance increased the likelihood that the youth would seek physical health care. LGBTQ+ young adults assigned female at birth had higher odds of not receiving physical health care relative to non-LGBTQ+ peers. Compared with non-LGBTQ+ youth, LGBTQ+ youth showed higher odds of not seeing mental health professionals when they needed to. Implications for practice, policy and advocacy are presented.
