The U.S. Supreme Court has emphasized the need for more effective education for children with disabilities. Right to education is considered as an integral part of universal human rights. It is instrumental in measuring the qualities of human beings as members of the human race. A law pertaining to compulsory school attendance compelled the public school system to provide education to thousands of children with disabilities. Right to education will also be helpful for families of children with severe disabilities.

This article focuses on the issue of comprehensive schools in England. Educators were concerned with the issue of whether England's traditional separation of the school population should give way to heterogeneous grouping in common schools. In response to the controversial issue, the Parliament set the new direction by providing that local education authorities might educate English youngsters in a single school system. The issue of comprehensive schools has extra interest for those concerned with special education. Thus, the controversy over comprehensive schools was the obvious analogy to the position of special education services for the mentally subnormal.
