Veel Nederlanders dragen bij aan natuur en landschap. Natuurorganisaties zoeken meer particuliere bijdragen. Het Planbureau voor de Leefomgeving liet onderzoek doen naar de relatie natuurorganisaties en burgers. Uit het rapport ‘Energiek aan de slag: natuur- en landschapsorganisaties en hun achterban’ blijkt dat de achterban op veel manieren bijdraagt, maar dat natuurorganisaties deze vaker als doelgroep ziet die bijdraagt aan hun beoogde activiteiten dan als partner die zelf wensen en oplossingen voorstelt.

The distribution of agricultural land use today is less dependent on soil properties than in the past, as a result of technological advances. This fact has long been suspected by scientists from different disciplines, but the changing relationships between specific soil types and specific forms of land use have so far not been tested quantitatively. In this paper, we have quantified the association between soil type and land use for the Netherlands, for the years 1900, 1960, 1980 and 1990. For our analyses, we distinguished 21 soil groups and four land use classes. Cramer's V was used as a statistical measure to quantify the association. As a general trend, we find that associations are indeed weakening: intrinsically poor sandy soils became increasingly cultivated, while intrinsically rich soils are no longer reserved exclusively for crop cultivation. This general trend does not apply to all soil types, however: drift sands and other coarse sandy soils where large-scale mechanization was impeded by an undulating topography remained uncultivated. Moreover, even though the trend of a decrease in association is very clear we have several reasons to think that it may not decrease further in future. One reason is that inputs such as fertilizers which influenced the trend over the period 1900–1990, are nowadays less used than two decades ago as a result of environmental policies. Other reasons are the growing support for geoheritage and biodiversity.

Innovation and new technology adoption represent two central elements for the business and industry development process in agriculture. One of the most relevant innovations in dairy farms is the robotisation of the milking process through the adoption of Automatic Milking Systems (AMS). The purpose of this paper is to assess the impact of selected Common Agricultural Policy measures on the adoption of AMS in dairy farms. The model developed is a dynamic farm-household model that is able to simulate the adoption of AMS taking into account the allocation of productive factors between on-farm and off-farm activities. The model simulates the decision to replace a traditional milking system with AMS using a Real Options approach that allows farmers to choose the optimal timing of investments. Results show that the adoption of AMS, and the timing of such a decision, is strongly affected by policy uncertainty and market conditions. The effect of this uncertainty is to postpone the decision to adopt the new technology until farmers have gathered enough information to reduce the negative effects of the technological lock-in. AMS adoption results in an increase in farm size and herd size due to the reduction in the labour required for milking operations.

In this paper we apply an agent-based modelling approach to improve our understanding of how government payments to enhance public values in social-ecological systems can contribute to the resilience of the system. As a system we take a rural area with high quality nature including farmers managing this area. These farmers make the decision either to produce milk for the world market or bring their land under the agri-environment scheme, which is supposed to enhance biodiversity at landscape level. We explore how farmers respond to introducing a flexible compensatory payment related to the degree to which AES parcels contribute to the spatial coherence of the local network of nature areas. We use this characteristic of the location of AES parcels as a proxy for higher species diversity. We also explore how farmers respond to increased volatility in output prices, which we consider as an example of a large scale disturbance with a potentially major implication on the spatial conditions of the network of nature areas. We find that if payments are spatially conditioned, farmers bring fewer parcels under the AES, but with a higher contribution to the spatial conditions for species diversity. We also find that if the payments are spatially restricted, the AES parcels are less sensitive to fluctuations in output prices. Assuming that it takes several years for a parcel with conventional farming to increase biodiversity, we conclude that if the government introduces a spatial condition into the AES payment system, the social-ecological system that we have considered would increase in resilience, because the condition for biodiversity would become less sensitive to large scale disturbances due to increased price fluctuation on the world market.

Scenariostudies van het KMNI over mogelijke klimaatverandering laten zien dat het weer in de nabije toekomst merkbaar zal veranderen. Volgens het Klimaateffectschetstboek Zeeland zijn in deze provincie klimaateffecten aanzienlijk. De vraag is wat de gevolgen daarvan zijn voor ondernemers in de landbouw en de toeristische sector. Zeker als de Zeeuws-Vlaamse economie verder onder druk komt te staan door krimp en vergrijzing, is het voor beide sectoren in de regio van belang voorbereid te zijn op de toekomst.

Het regeerakkoord van het Kabinet Rutte was zeer duidelijk: de EHS zou in 2018 herijkt gerealiseerd worden, met een maximale inzet op beheer en minimale inzet op verwerving. Dit beleid is vervolgens financieel uitgewerkt in de rijksbegroting en in het onderhandelingsakkoord decentralisatie natuur tussen rijk en provincie (het 'Natuurakkoord'). Door dit geschuif met taken van Rijk naar provincies is er begrotingstechnisch een complexe situatie ontstaan en het is de vraag welke budgetten voor het terreibeheer beschikbaar zijn. Terreinbeheerders hebben aangegeven dat zij zich op dit punt grote zorgen maken. Reden om de bezuinigingen op terreinbeheer op een rij te zetten.

Ecosysteemdiensten kunnen inkomen genereren waardoor het bedrijfsleven in staat is te profiteren van de natuur en eraan bij te dragen. Een voorwaarde hierbij is dat een ondernemer inzicht heeft in de waarde van de ecosysteemdiensten die hij aan de natuur ontleent. Alleen dan kan deze langdurige investeringen toezeggen voor het leveren van de voor hem waardevolle diensten

Het natuurbeleid bevindt zich in een overgangsfase. Zowel rijk als provincies, maatschappelijke organisaties en het bedrijfsleven zijn op zoek naar verbetering van het bestaande natuurbeleid en hun positie daarbinnen. Het gaat daarbij niet alleen om natuurbeleid in de strikte zin, maar onder meer ook om het landschaps-, ruimtelijk, energie- en voedselbeleid. Dit artikel draagt bouwstenen voor die zoektocht aan op basis van vier kijkrichtingen die zijn ontwikkeld in de Natuurverkenning 2010-2040.

De kleinschaligheid en het groene karakter van de Nationale Landschappen op de hoge zandgronden komen onder druk te staan bij een voortschrijdende schaalvergroting in de landbouw. Het opruimen van begroeiingen van percelen is hiervan de belangrijkste oorzaak. Een versterking van de multifuncionele landbouw biedt mogelijkheden de effecten van schaalvergroting te beperken, maar goede financieringsconstructies zijn dan wel nodig.

Modellen spelen in de Natuurverkenning 2010-2040 een belangrijke rol bij het uitwerken en doorrekenen van toekomstscenario’s. Waar eerdere verkenningen gebruik maakten van procesmodellen om effecten van omgevingsscenario's door te rekenen, zijn nu met eenvoudige modellen de gevolgen van normatieve opvattingen of wensbeelden ten aanzien van natuur in beeld gebracht. Dit artikel beschrijft deze nieuwe toepassing van modellen en evalueert de meerwaarde ten opzichte van de aanpak in eerdere verdenningen.

De Natuurverkenning 2011 vergelijkt vier toekomstoriëntaties voor de natuur in Nederland, met behulp van de MCKBA-evaluatiemethode. De oriëntaties verschillen sterk qua monetaire kosten en baten maar ook qua effecten op biodiversiteit en beleving. De MCKBA (multicriteria-kosten-batenanalyse) laat dit voor zowel ecologen als economen begrijpelijk zien en helpt beleidsmakers bij het maken van keuzen in natuurbeleid

The spatial configuration of agricultural systems is continuously changing in response to changes in demand for agricultural goods, changes in the level of competition between different land use activities, and progress in agricultural technology. This may lead to a change in the location of agricultural systems and consequently to a change in their average environmental characteristics. This paper explores the change in environmental characteristics of cropland (horticulture and field crops) over the years 1950, 1990 and 2000, for Western and Eastern Europe, using basic descriptive statistics. Underlying mechanisms are explored with logistic (interaction) regression analysis. We find that in both Eastern and Western Europe, crop cultivation shifted away from cities. In Western Europe cropland became situated on shallower soils, steeper slopes, and drier and less accessible areas. Probable reasons are that technical progress reduced the importance of traditional constraints such as drought, poor soils, and distance from markets, so that crop farmers were allowed to move to warm and sunny areas where potential productivity is highest. In addition, cropland probably lost some of its competitive power to grassland and nature. In Eastern Europe cropland concentrated on deeper soils and flatter terrain from 1990 onward. Here, the abandonment of the central planning system and a more flexible land market must have allowed a shift of cropland towards more suitable locations.

De Natuurverkenning 2010-2040 is als scenariostudie uitgevoerd om te verkennen welke richtingen het natuurbeleid op termijn zou kunnen inslaan. Via de scenario-onderdelen worden beleidsmakers stap voor stap in het langetermijndenken meegenomen. Dit wordt versterkt doordat de onderdelen het karakter van kwalitatieve verhalen hebben gekregen, die bovendien toegankelijk zijn verbeeld en op onderdelen kwantitatief zijn uitgewerkt. In Western-Europe, agricultural practices have contributed to environmental problems such as eutrophication of surface and ground water, flooding, drought and desiccation of surrounding natural habitats. Solutions that reduce the impact of these problems are urgently needed. Common reed (Phragmites australis) is capable of sanitizing surface water and may function as green energy source because of its high productivity. Here, the results of an experiment in a constructed wetland in the Netherlands are presented where two different sanitation treatments were compared. Depending on the residence time and volume per unit area, reed is capable to reduce the total amount of nitrogen in the water with average efficiencies from 32 to 47% and the total amount of phosphorous with 27–45%. Although biomass production still varies largely between different parts of the constructed wetland, a rapid increase in biomass was observed since planting. Constructed wetlands with reed provide opportunities to improve water quality and reed produces enough biomass to serve as green energy source. Moreover, these wetlands also function as a flood water reservoir and are possibly advantageous for biodiversity. The optimal moment of reed harvesting depends on the goal of the owner. This moment should be chosen wisely, as it may have consequences for reed filter regeneration, biomass production, biodiversity, methane emission and water sanitation efficiency.

This paper investigates the impact of tenure security and other factors on investment in soil and water conservation (SWC) in Kenya. Factor analysis, step-wise regression and reduced form model approaches are used to explain the willingness, likelihood and intensity of adoption of SWC investments. The results confirm the importance of tenure security and development domain dimensions in determining the likelihood and intensity of adoption and suggest that to ensure land tenure policy is pro-SWC/environment, it is important to consider whether household plots are owned, rented out or rented in. The impact of household assets implies a poverty environment link. Similar factors affect the decision whether or not to invest in SWC and also the level of investment. The results suggest the need for region specific SWC practices and for broad policies that provide incentives for environmental conservation and poverty reduction.

Onder het motto "landschappelijk verantwoord ondernemen" zoeken de ministeries van LNV en VROM naar nieuwe financieringsbronnen voor het landschap, namelijk bij particulieren. Om hier ervaring mee op te doen, heeft LNV vier voorbeeldgebieden geselecteerd. Het LEI onderzocht er de betrokkenheid van bewoners bij het landschap in hun omgeving. Want dat is de maat voor de bereidheid om ook daadwerkelijk met geld over de brug te komen. Het betreft: Amstelland, Binnenveld, Het Groene Woud en Ooijpolder-Groesbeek

This paper investigated the impact of investment in soil and water conservation strategies and tenure security on household welfare in Kenya. The paper used survey data collected from a sample of about 450 households in 2004. The paper estimated reduced form models to test the hypothesis that investments in soil and water conservation affect household welfare. The results showed that strong land rights are directly related to household welfare when welfare is measured through livestock wealth but not when measured through expenditures and incomes. We also found that the number of conservation structures in place and the willingness to invest are important determinants of household welfare. Further, presence and membership in village institutions, soil quality and topography are important determinants of household welfare. The impact of soil and water conservation as well as agro-ecological potential on household welfare suggests the existence of a poverty-environment link. The results call for policies that improve environmental conservation and strengthen land tenure security in order to alleviate household poverty.

Economics is about problems of choice. In erosion control, both public authorities and private land users are faced with such problems. What is the impact of erosion, both on-site and off-site, and to what extent can this impact be quantified? If we conceptualize this impact in terms of sustainability, how can we compare one type of effect against another? The former question can be answered only by natural scientists, the latter by economists and other social scientists. Weighing different aspects of sustainability requires value judgments, and economists are sometimes accused of having a jaundiced view of reality, wrongly supposing that decisions are based on rationality and denying the importance of emotion. However, let us assume that there is some mileage to be gained out of attempting to estimate the cost of erosion in an economic sense—which consists of converting the various effects into a common denominator: euros. If we can predict the impact of erosion control measures on erosion rates, we can know the benefit of these measures. The cost also needs to be calculated, not in terms of money but in terms of resources expended (which could have been used for other purposes) and in terms of possible negative impacts of erosion control (for instance, increased use of herbicides in reduced-tillage systems). There are important other considerations which economists may study. Firstly, there is the comparison of present versus future costs and benefits: how much can we sacrifice today for higher sustainability tomorrow? Secondly, there is the issue of private versus public costs and benefits: how do the goals of private land users differ from (those of?) the public good, how can this help us to predict land users’ behaviour, and what incentives would be appropriate to make them behave in such a way as to maximize the public good? Thirdly, how do we deal with uncertainty and risk? These problems loomed large in a study to support an extended impact assessment for the EU Soil Thematic Strategy, in 2005. Whereas much research has been done on erosion and its impact, much of this is on a small scale. The extent of the problem on a national, let alone a continental or a global scale, is still poorly known. The paper discusses how these problems were faced, which is not the same as saying they were resolved.

International audience; Environmental pollution, animal diseases, and food scandals have marked the agricultural sector in the Netherlands and elsewhere in the 1990s. The sector was high on the political and societal agenda and plans were developed to redesign the sector into a more sustainable direction. Generally, monitoring of the agricultural sector is done by means of quantitative indicators to measure social, ecological, and economic performance. To give more attention to the normative character of sustainable development, the Dutch Ministry of Agriculture, Nature, and Food Quality requested for a participatory approach to evaluate Dutch agriculture, which was characterized by stakeholder workshops, dialogue, and learning. This article describes and reflects on this approach, using the Fourth Generation Evaluation framework developed by Guba and Lincoln (Fourth generation evaluation, 1989). Although there are several improvements to be made, the evaluation approach was successful in the way that it gave insight into perceptions, visions, and ambitions of agricultural stakeholders with regard to sustainability. It also encouraged learning about ways to make the agricultural sector more sustainable. And it contributed to the development of a monitoring approach that is complementary to the quantitative, indicator-based, evaluation approach that is generally used and that can be used every few years to see how perceptions and ambitions of stakeholders have developed.

The purpose of this paper is to analyse land allocation between competing agri-environmental contracts, taking into account institutional issues, the characteristics of the farm and farm household. Three types of agri-environmental contract are considered: a Biodiversity Protection Contract, a Landscape Management Contract and a Restriction on Intensive Practices Contract. The paper demonstrates that it is important to study the choices made between the different agri-environmental contracts. The reasons for this are that a unit of land can only be allocated to one contract (although the farm itself can choose to hold more than one contract) and the perceived relative marginal cost of a contract can change if the institutional setting, the farm household or the farm characteristics alter. The model uses a two-stage method. As a first stage, the probability of contract choice is determined. In the second stage these probabilities are linked to costs and the optimal contract choice is determined.

In many countries around the world impacts of climate change are assessed and adaptation options identified. We describe an approach for a qualitative and quantitative assessment of adaptation options to respond to climate change in the Netherlands. The study introduces an inventory and ranking of adaptation options based on stakeholder analysis and expert judgement, and presents some estimates of incremental costs and benefits. The qualitative assessment focuses on ranking and prioritisation of adaptation options. Options are selected and identified and discussed by stakeholders on the basis of a sectoral approach, and assessed with respect to their importance, urgency and other characteristics by experts. The preliminary quantitative assessment identifies incremental costs and benefits of adaptation options. Priority ranking based on a weighted sum of criteria reveals that in the Netherlands integrated nature and water management and risk based policies rank high, followed by policies aiming at ‘climate proof’ housing and infrastructure.

Het Nederlandse landschap is door de eeuwen heen door vele kunstschilders vastgelegd. Dit geeft ons landschap een internationaal unieke cultuurhistorische waarde. Het huidige ruimtelijke ordeningsbeleid richt zich ten aanzien van landschapsbehoud echter voornamelijk op ecologie en recreatie. Dit artikel pleit ervoor om het behoud van schilderachtige landschappen expliciet onderdeel te laten zijn van het beleid

World wide, policymakers are looking for ways to use education and communication strategies to create a world that is more sustainable than the one currently in prospect. They often find themselves trapped between instrumental (behavior change) and emancipatory (human development) uses of such strategies. This study sheds light on this apparent divide by investigating four exemplary cases representing both orientations and mixes thereof. One outcome of the study is that EE policymakers but also EE professionals first need to reflect on the kind of change challenge that is at stake. Only then are they able to determine what kind of education, participation, communication, or mix thereof is most appropriate, what kinds of results can best be pursued, and what monitoring and evaluation system can best be employed.

De meeste boeren hebben hun kostprijs in de afgelopen decennia kunnen verlagen met schaalvergroting als toverwoord. Tegelijkertijd is het agrarische landschap in veel gebieden grootschaliger en opener geworden. Veel bosjes en houtwallen zijn verdwenen. De opschaling van agrarische bedrijven zal naar verwachting in de toekomst doorgaan. Geldt hetzelfde voor de opschaling van het landschap? Of is er een trendbreuk mogelijk? Kunst kan wellicht een meerwaarde geven aan gebiedsontwikkeling door mensen op een andere manier te betrekken bij het gebied. We kunnen technisch gezien veel natuur herstellen, ook in het veenweidegebied. Dat gaat dan wel ten koste van de landbouw die minder of zelfs helemaal geen productie meer kan maken in moerasnatuur. De vraag is wie voor de kosten moet opdraaien. Ernst Bos en Theo Vogelenzang vonden dat Nederlanders er ongeveer 11 euro voor over hebben om de huidige landbouwpolders om te zetten in natte graslanden en moerasnatuur

De prijzen van granen, mengvoeders en melk zijn de afgelopen periode sterk gestegen.Betekent dit dat boeren minder vaak zullen kiezen voor agrarisch natuurbeheer, nu ze met de productie van voedsel meer kunnen verdienen? LEI-onderzoek laat zien dat op melkveebedrijven de bereidheid om aan agrarisch natuurbeheer deel te nemen daadwerkelijk af kan nemen. De gevolgen voor de deelnamebereidheid in de graasveehouderij en de akkerbouw zijn waarschijnlijk geringer. Nederland heeft als pionier van de landschapschilderkunst een lange traditie in het vastleggen van het landschap op het doek. Het agrarische landschap is daarop altijd een belangrijk onderwerp geweest. Schilderijen zijn daarmee een voorname bron van informatie over hoe het agrarische landschap er in vroegere tijden uitzag en zijn dus van belang voor de cultuurhistorische waarde van het agrarische landschap. We examine the impact of providing a 'no-choice' option in attribute-based valuation experiments. The aim of the experiment was to assess monetary values of cockle fishery management practices in the Dutch Wadden Sea for different stakeholder groups, namely Dutch citizens, local residents and tourists. The current policy debate about the management of the Wadden Sea stresses the fact that individual preferences with respect to cockle-fishery differ. The aim of this article is to analyse the individual preferences in a objective way. Special attention is given to the influence of including a 'no-choice option', which is analysed using a nested logit model. We test whether the full set of options can be considered as close substitutes. The estimation results show that the influence of including the no-choice option differs among the stakeholders considered.

Ruimtelijke inrichting van natuur en landschap is subjectief en grijpt in op zowel de ecologie als economie van een gebied. In Nederland staat kiezen voor natuur vaak tegenover kiezen voor economische ontwikkeling. Dit artikel beschrijft een ruimtelijke afwegingsmethode (RITA) waarmee inzicht wordt verschaft in de ecologische én economische waarden van groenblauwe netwerken. Het economisch nut dat individuen aan natuur en landschap toekennen én het rangschikken van verschillende ruimtelijke kenmerken van het landschap, staan hierbij centraal. Waarbj RITA staat voor: Ruimtelijk, Interactief en Transdisciplinair Afwegingsmodel

Als boeren steeds grootschaliger voor een wereldmarkt moeten gaan produceren, krijgt Europa dan een gelijkvormig aanzicht? Ziet Engeland er dan hetzelfde uit als laten we zeggen Spanje, Frankrijk, Duitsland of Zweden? En wordt Nederland dan een eenheidsworst? Onderzoekers van Wageninge UR onderzochten deze vraag in twee afzonderlijke onderzoeken. In het ene onderzoek gingen Willem Rienks en Jacqueline van Rijn naar de streek rond Parma en naar de Southeast en ondervroegen betrokkenen op het platteland naar hun antwoorden op de globalisering. Opmerkelijk genoeg reageren boeren in de twee streken heel verschillend op een zelfde mondiale trend. In het andere onderzoek hebben onderzoekers bekeken hoe Nederlandse individuele agrarische ondernemers kunnen reageren op verschillende toekomstscenario¿s. Het blijkt dat boeren ook in verschillende Nederlandse regio¿s heel verschillend op reageren. Beleid zou hier op in kunnen spelen door meer rekening te houden met regionale verschillen in cultuur, en verschillen in fysieke en cultuurhistorische achtergrond van een regio.

Het huidige kabinet wil socialer en groener zijn dan het vorige. De Ecologische Hoofdstructuur (EHS), het centrale begrip in het Nederlandse natuurbeleid, wordt in de hoofdtekst van het Coalitieakkoord echter niet een keer genoemd. In de financiële bijlagen komt de EHS alleen voor in combinatie met plattelandsbeleid. Vindt men de EHS niet belangrijk? Of staat deze als een huis, en hoeft er dus geen woord meer aan vuil gemaakt te worden? Men is het er over eens dat de EHS er moet komen, maar achter de schermen staat de invulling ervan wel ter discussie. Zie de budgetten, die keer op keer worden bijgesteld. Zie de wijze van uitvoering: minder aankoop van gronden door de staat en meer particulier initiatief. De in dit artikel verdedigde stelling is dat er een verschuiving plaatsvindt van een EHS met als belangrijkste doel bescherming van planten en dieren naar een EHS in dienst van mens en maatschappij. De auteurs stellen niet dat deze verschuiving per se verkeerd hoeft te zijn, en evenmin dat deze in 2007 is begonnen. Ze vinden echter wel dat verandering van motieven voor beleid helder moet worden gecommuniceerd, en niet mag plaatsvinden zonder dat er ruchtbaarheid aan wordt gegeven. Vooral omdat zo’n wijziging consequenties heeft voor de wijze waarop het beleid dient te worden beoordeeld

Uit een proef met een maatschappelijke kosten-batenanalyse voor het Friese merengebied blijkt de waardestijging van woningen aan het water de meeste baten op te leveren als gevolg van de verbetering van de waterkwaliteit door KRW-maatregelen. Op de tweede plaats staan de baten uit recreatie. Natuur, landschap, visserij, vastlegging van de emissie van kooldioxide en de afname van kosten voor Natura 2000-gebieden leveren eveneens baten op. De totale kosten zijn echter hoger dan de totale baten: voor een tussenvariant van het maatregelenpakket respectievelijk 159 en 42 miljoen euro en voor een maximumvariant 770 en 325 miljoen euro. De onzekerheid in deze bedragen is groot en de baten zijn meestal minder 'hard' dan de kosten. De kosten-batenbalans kan gunstiger worden door het schrappen van enkele niet-kosteneffectieve maatregelen

A study was done that aimed at designing biodiverse crop production systems for the Netherlands taking into account the views held by stakeholders in society. Biodiverse crop production systems contain different species and/or different genotypes within a species, leave room for other plants (both spontaneous and sown plant species) and enhance the associated biodiversity of microfauna, mesofauna and microflora. The study was carried out jointly by closely co-operating scientists in the fields of agronomy, environmental sciences and social sciences. To integrate the knowledge of specialists and stakeholders a stakeholder consultation was done consisting of a literature review analysing the Dutch policy on biodiversity, a workshop consulting intermediary institutes about their views on arable biodiversity, and an expert panel that not only monitored the design process but also regularly discussed the developments during a three-year field test of a highly diverse production system that meanwhile was designed. The results of the study were used to compare the design with other production systems. In addition, a list of indicators was compiled to test this design for system performance in terms of societal (people), ecological (planet) and economic (profit) aspects. Finally, through this study, choices in the design process were made explicit and research topics were identified to test performance of the resulting system.

Om de kosten en de baten te bepalen van maatregelen, die de gevolgen van droogte door klimaatverandering verminderen, zijn in opdracht van het deelprogramma Zoetwater (DPZW) van het deltaprogramma maatschappelijke kosten-batenanalyses (MKBA) uitgevoerd (onder andere Stratelligence, 2014). Op basis van deze analyses is uit de kansrijke maatregelen een voorkeursstrategie geselecteerd. De landbouw is een grote gebruiker van water, vandaar dat de kosten en baten van maatregelen voor deze sector een belangrijk deel van de MKBA zijn. Een goede bepaling van de baten voor de landbouw is daarom essentieel voor betrouwbare MKBA-resultaten. In dit rapport werken we de baten uit van maatregelen om de effecten van droogte tegen te gaan. Dezelfde aanpak kan worden gebruikt voor andere weersextremen (zoals extreme neerslag).

Voor de sectoren akkerbouw en veehouderij zijn voorbeelden uitgewerkt hoe rekening gehouden kan worden met natuur. Bij natuurinclusieve landbouw zijn de negatieve effecten van de agrarische bedrijfsvoering op de natuur minimaal en de positieve effecten van de natuur op de bedrijfsvoering maximaal. Dit nieuwe perspectief op de relatie tussen economie en natuur biedt, zeker in de landbouw met zijn specifieke relatie tot natuur en omgeving, een andere kijk op bedrijfsvoering.

This article analyses the sequence of changes in land used for milk production on dairy farms before, during and towards the abolition of milk quotas. Using a unique dataset comprising farm level data of the Netherlands between 1971 and 2011 we estimate two duration models, analysing the time period between increases and decreases in dairy land use. The impact of milk quota, socio-economic, farm income and economic-political variables on the likelihood of a farm changing its land use are assessed. Results show that changes are highly farm specific, but that quota abolition will lead to a more dynamic dairy sector.

This paper develops a static computational game theoretic model. Illustrative results for the liberalising European electricity market are given to demonstrate the type of economic and environmental results that can be generated with the model. The model is empirically calibrated to eight Northwestern European countries, namely Belgium, Denmark, Finland, France, Germany, The Netherlands, Norway, and Sweden. Different market structures are compared, depending on the ability of firms to exercise market power, ranging from perfect competition without market power to strategic competition where large firms exercise market power. In addition, a market power reduction policy is studied where the near-monopolies in France and Belgium are demerged into smaller firms. To analyse environmental impacts, a fixed greenhouse gas emission reduction target is introduced under different market structures. The results indicate that the effects of liberalisation depend on the resulting market structure, but that a reduction in market power of large producers may be beneficial for both the consumer (i.e. lower prices) and the environment (i.e. lower greenhouse gas permit price and lower acidifying and smog emissions). © 2005 Elsevier Ltd.
