The proof of the existence of quantum gauge configurations with an energy content much lower than that of the perturbative vacuum leads to the determination of a new ground state: theChromo-Magnetic Liquid (CML). Such a state is the theoretical link between QCD and ACD that in this context becomes the effective theory of hadronic interactions.
