Purpose This study explores the challenges of access to finance from local financial institutions (LFIs), i.e. local banks, for public–private partnership (PPP) infrastructure project delivery in Nigeria. The aim is to provide useful insights that could inform policy solutions to ease the local funding of PPP infrastructure projects in Nigeria and, by extension, other developing economies. Design/methodology/approach Adopting a qualitative research methodology, the study engaged PPP stakeholders involved in securing funds for PPP infrastructure projects in Nigeria. A total of 15 PPP stakeholders, drawn from the public and private sectors, were purposively selected and their views on the research problem obtained through recorded telephone interviews. The opinions of the research participants were subsequently analyzed and the results discussed with the outcome of the examination of relevant literature. Findings The study found that the significant factors affecting access to local finance for PPP infrastructure projects in Nigeria include low capital base by LFIs, weak project viability, lack of capacity to manage PPP-related activities, inconsistent government policy, poor legal framework and public perception of PPP. Research limitations/implications Insights from this study are useful for PPP stakeholders in mitigating the barriers that influence access to local finance for PPP infrastructure projects in Nigeria and other developing economies. This study is also useful in enhancing the current policy structure in developing countries as a way of revamping the existing infrastructure framework through LFIs. Originality/value This study provides clarity on the peculiar challenges impeding access to finance from LFIs for PPP infrastructure projects in Nigeria and will be useful for debt providers and policymakers in evaluating the bankability of PPP infrastructure projects in Nigeria and other developing countries.

Heritage cities are challenged by a combination of pressures, including climate change effects, rapid urbanization and abandonment. Conversely, a plethora of new methodologies and instruments are now available, thanks to digital technologies, which hold the potential to support planning conservation of heritage cities. This study seeks to explore the applicability of digital technologies to heritage conservation planning practices, in Jordan, with a more general applicability of some findings to the larger international context. Opportunities and limitations in supporting plans for heritage conservation in heritage cities through digital technologies are discussed. This study analyses several forms of data, including secondary data, semi-structured interviews with heritage experts and focus groups. Recommendations are made to maximise the potential of digital technologies in both eliciting awareness on heritage and documenting it for the purpose of developing more robust and effective conservation plans for heritage cities.

Sustainable futures necessitate a concomitant requirement for both sustainable buildings and sustainable behaviours under one roof. The defining principles behind Earthship buildings are to promote the use of local, recycled, waste, natural and renewable materials in their construction, for the adoption of a passive solar design for internal heating/cooling, collection of rainwater as a potable water supply, and encourage the onsite recycling of used water for plants to aid food production. However, despite growth in Earthship buildings constructed across many countries of the world, their appeal has not yet made a noticeable contribution to mainstream housing. Therefore, this study is the first to attempt to explore public perceptions towards the benefits and barriers of Earthship buildings as a means of understanding their demand by potential home builders/owners. Opinions were sought through questionnaire surveys completed by visitors to the Brighton Earthship building. Results reveal that the public believe that the reclamation of rainwater and greywater, renewable energy consumption and use of recycled materials included in the design/build are the major benefits of Earthship buildings, whilst the opportunity for a modern living style in a conservative lifestyle/setting, having a building that is cheaper than an ordinary home and the possibility of living totally off grid are considered the least beneficial reasons for building Earthship homes. Results also reveal that the public believe acquiring necessary permits/permissions to build may be more complicated, securing financial support (mortgage/loan) may be more challenging, and identifying/attaining suitable building plots are major barriers of Earthship buildings, whilst the futuristic/alternative building design, being built from waste materials and being entirely dependent on renewable resources (rainfall/wind/sunshine) are considered the least important barriers to building Earthship homes. Notwithstanding the participants included in this study already having an interest in Earthship buildings/lifestyles, it is concluded that the general public deem the general principles of Earthships as an acceptable choice of building/living but it is the formal means of building or buying an Earthship home that is the greatest hurdle against the uptake of Earthship buildings. Therefore, if sustainable futures are to be realized, it is proposed that a shift away from traditional house building towards Earthship building will require the involvement of all stakeholders immersed in the building process (architects, planners, builders, investors, lawyers) to path an easier journey for Earthship buildings and sustainable living.

The United Nations (UN) sustainable development goals (SDGs) that became effective at the commencement of January 2016 constitute a global community agreement calling for action to end poverty, protect the planet and ensure that all people enjoy peace and prosperity. This chapter looks at the nexus between real estate (RE) and SDGs by investigating the extent to which Ghana's RE sector incorporates, especially, environmental sustainability principles from the design and construction stages to occupation, operation and activities aimed at helping to solve the problem of climate change, thereby, contributing to achieving the SDGs. The chapter is theoretical and, therefore, heavily reliant on critical review of relevant extant literature. The chapter has shown that RE cuts across virtually all the sectors that contribute greenhouse gas (GHG) emissions, which over the years have generally been increasing. Only a few buildings in both the private and public sectors (six located in three of the 16 administrative regions in the country) are officially classified as green based on three sustainability-rating systems currently used in the country, which suggests that the uptake of green building technologies (GBTs) is rather low leading to the conclusion that at the moment, the RE sector is not contributing much towards the attainment of the SDGs. However, it may be the case that there are buildings, which are sustainable in one form or the other, but because they have not been officially certified, they are not regarded as green – employing the services of the sustainability-rating agencies to certify buildings involve significant costs that might serve as a barrier in accessing their services. Thus, there is the need for country-wide, large-scale studies that systematically investigate the uptake of GBTs in the private and public RE sectors (not necessarily based on using the rating systems) as that may reveal the actual uptake of GBTs and what can be done policy-wise based on the outcomes of such studies.

Progress under sustainability principles is now widely accepted as the goal that every society should pursue. Whilst the built environment has imbibed these sustainability principles just like many other sectors, scholarly works that bring together experiences of real estate and sustainability are limited. Contributors to this book in accordance with the aim of the book examine real estate and sustainability in the developing world drawing on experiences from several countries. This conclusion chapter summarises the discussions in the book highlighting implications and prospects. The chapter notes that the threat to the destruction of the environment in the developing world is real and the real estate and urban development sector is at the forefront of this threat. Furthermore, although adoption of sustainability principles is seen as very relevant to abate the threat, progress in uptake of the principles within the real estate and urban development sector has rather been slow due to lack of incentives, funding, technology and robust policies; inadequate knowledge and awareness; and poor planning among others. Changes in practices from business as usual to ones which promote effective planning, building knowledge and databases through research and increase in funding for sustainable projects and education among other things as ways to improve uptake are proposed with the recognition of huge prospect for developing countries to overcome the current situation given recent initiatives and available knowledge.

Although a basic need, housing and its development activities impinge on the environment. As part of efforts to promote sustainability, there have been several initiatives since the Brundtland Commission's work in 1987 to minimise the adverse impact of housing development activities on the environment in the developing world such as sub-Saharan Africa (SSA). This chapter explores housing development activities in Ghana within the context of environmental sustainability based on the extant literature. The aim is to examine the state and promotion of environmental sustainability in the housing development sector. The chapter establishes that although there are some efforts to promote environmental sustainability within the housing development sector, uptake of environmental sustainability practices has been less satisfactory due to lack of incentives as stakeholders perceive that environmentally sustainable homes are more expensive than conventional ones. The chapter, therefore, recommends further investigations into the cost and benefit of environmentally sustainable homes as well as other drivers in Ghana to give additional insights to provide the appropriate doses of incentives both contrived and instinctive to drive uptake.

Pressure to reduce the environmental impact of construction activities has increased, such that a paradigm shift is required. This paper presents stakeholder opinions of environmental management systems as a means for the construction industry to respond to these issues. Using a previous approach, the views of small and medium construction companies were sought, using questionnaires to ask respondents to reveal their perceived benefits of and barriers to implementing the ISO 14000 suite of environmental management standards in the UK. Detailed statistical analysis showed that environmental management systems can sometimes produce quantifiable benefits to organisations in terms of cost reduction. However, from a contractor’s view, the greatest benefit was a reduction in environmental impact outweighing financial benefits. Findings also demonstrated numerous barriers to an organisation exist, both internal and external, regarding adoption and use of environmental management systems. The most critical barrier was that cost savings do not always balance with the expense of implementation. Furthermore, waste minimisation at the design stage is viewed as most important. In general, the opinions gauged in this study indicated that short-term profits are normally considered more imperative than long-term gains. Therefore, despite a need to focus on developing strategies for removing or reducing the challenges of environmental management systems, the reality is that they may not be the panacea to sustainable development, as is often touted.

The impact of digital technologies to the domain of cultural heritage has increased the speed and automation of the processes and practices that involve processing and presentation of digital heritage data. Heritage Building Information Modelling (HBIM) and Virtual Reality (VR) can play a key role towards the conservation, preservation, and management of architectural heritage. This includes the preservation of both tangible and intangible cultural heritage at multiple levels. The purpose of this study is to explore the potential of digital storytelling through digital technologies by integrating intangible data and information to the tangible heritage in the scan-to-BIM process. The paper builds on few works that have begun to investigate the classification of intangible qualitative heritage data within a BIM and VR context for heritage assets. This exploration demonstrates that the incorporation of both qualitative and quantitative information about a heritage-built asset has value in the (re)interpretation, documentation and preservation of cultural heritage. The development of HBIM and VR in this paper is to bring together heterogeneous data that has the potential to provide a model for future work in the field of heritage conservation and digital technologies. The city of Surat is used as a case study for exploring the potential of digital storytelling for the city’s urban heritage. Indeed, this holistic integration can enhance the awareness of urban cultural heritage to support the processes of local urban heritage conservation for key stakeholders such as local Government, heritage conservation experts, urban planners and local communities.

The rich architectural and urban heritage of Jordan is under continuing threat not only through means of physical attack but also physical disaster, increasing urbanization and a diminishing value from multiple stakeholders such as owners and users. This research study explores the potential of digital technologies in documenting and preserving urban architectural heritage in Jordan. Data was collected from diverse stakeholders on heritage conservation in Jordan. The findings evidence that Building Information Modelling (BIM) has the potential to create a classification system for heritage buildings under threat and set forth the application of legislation and regulations about heritage . The study demonstrated that the collection of data information needs to be understood through the context of cultural sensitivity. Lack of awareness in the value of cultural heritage from local communities exacerbates the diminishing efforts in preserving cultural assets. In collecting information for the documentation of this heritage, this study categorizes the challenges of preserving urban heritage as either hierarchical or cultural. The collection, management and storing of data for digital heritage requires an awareness of the issues of time and the power structures that are involved in their collection and upon which they have a profound effect.

The informal land development system in Sub-Saharan Africa (SSA) is perceived to promote equity and could be leveraged to support sustainable urban development and management. However, scanty empirical evidence exists on the extent of the system’s provision of equity to support policy formulation and practice in the region. Based on stakeholder workshops, focus group discussions and questionnaire surveys, this study analyses the system’s provision of equity in Nigeria. The study finds all categories of people undertake informal developments. Consistent with literature, this finding reflects wide patronage of the informal land development system and its relevance. Nevertheless, contrary to the existing perception, the system’s provision of equity is low. The study recommends for the institution of pro-poor and gender sensitive land development and management policies and programmes to increase the levels of equity to support the achievement of the country’s sustainable urban development and management agenda.

Currently, heritage is challenged in the Indian city of Surat due to diverse pressures, including rapid urbanization, increasing housing demand, and socio-cultural and climate changes. Where rapid demographic growth of urban areas is happening, heritage is disappearing at an alarming rate. Despite some efforts from the local government, urban cultural heritage is being neglected and historic buildings keep being replaced by ordinary concrete buildings at a worryingly rapid pace. Discussions of challenges and issues of Surat’s urban area is supported by a qualitative dataset, including in-depth semi-structured interviews and focus groups with local policy makers, planners, and heritage experts, triangulated by observation and a photo-survey of two historic areas. Findings from this study reveal a myriad of challenges such as: inadequacy of urban conservation management policies and processes focused on heritage, absence of skills, training, and resources amongst decision makers and persistent conflict and competition between heritage conservation needs and developers’ interests. Furthermore, the values and significance of Surat’s tangible and intangible heritage is not fully recognized by its citizens and heritage stakeholders. A crucial opportunity exists for Surat to maximize the potential of heritage and reinforce urban identity for its present and future generations. Surat’s context is representative of general trends and conservation challenges and therefore recommendations developed in this study hold the potential to offer interesting insights to the wider planners and conservationists’ international community. This paper recommends thoughtful integration of sustainable heritage urban conservation into local urban development frameworks and the establishment of approaches that recognize the plurality of heritage values.

Purpose Adequate reliable property market data are critical to the production of professional and ethical valuations as well as better real estate transaction decision-making. However, the availability of reliable property market information represents a major barrier to improving valuation practices in Ghana and it is regarded as a key challenge. The purpose of this paper is to investigate the sources and reliability of property market information for valuation practice in Ghana. The aim is to provide input into initiatives to address the availability of reliable property market data challenges. Design/methodology/approach A mixed methods research approach is used. The study, thus, relies on a combination of a systematic identification and review of literature, a stakeholder workshop and a questionnaire survey of real estate valuers in Accra, Ghana’s capital city to obtain requisite data to address the aim. Findings The study identifies seven property market data sources used by valuers to obtain market data for valuation practice. These are: valuers own database; public institutions; professional colleagues; property owners; estate developers; estate agents; and the media. However, access to property market information for valuations is a challenge although valuers would like to use reliable market data for their valuations. This is due to incomplete and scattered nature of data often borne out of administrative lapses; non-disclosure of details of property transactions due to confidentiality arrangements and the quest to evade taxes; data integrity concerns; and lack of requisite training and experience especially for estate agents to collect and manage market data. Although professional colleagues is the most used market data source, valuers own databases, was regarded as the most reliable source compared to the media, which was considered as the least reliable source. Research limitations/implications Findings from the study imply a need for the development of a systematic approach to property market data collection and management. This will require practitioners to demonstrate care, consciousness and a set of data collection skills suggesting a need for valuers and estate agents to undergo regular relevant training to develop and enhance their knowledge, skills and capabilities. The establishment of a property market databank to help in the provision of reliable market data along with a suitable market data collection template to ensure effective and efficient data collection are considered essential steps. Originality/value The study makes a significant contribution to the extant knowledge by providing empirical evidence on the frequency of use and the reliability of the various sources of market data. It also provides useful insights for regulators such as the Ghana Institution of Surveyors (GhIS), the Royal Institution of Chartered Surveyors (RICS) and other stakeholders such as the Commonwealth Association of Surveying and Land Economy (CASLE) and the Government to improve the provision of reliable property market information towards developing valuation practice not only in Ghana, but across the Sub-Saharan Africa Region. Also, based on these findings, the study proposes a new property market data collection template and guidelines towards improving the collection of effective property market data. Upon refinement, these could aid valuation practitioners to collect reliable property market data to improve valuation practice.

The real estate valuation literature on sub-Saharan Africa (SSA) shows a growing concern over valuation errors, especially wide variation in valuations. Although there have been increased business and investment activities in the last decade or more in the region, these valuation errors pose a challenge to the maturity of SSA real estate markets as valuations promote transparency and support efficient operation of property markets. Based on archival and survey data, as well as insights from the task complexity discourse, this study examines the extent of variations in valuations and the effect of complex valuation tasks on the levels of the variations in Ghana. The study finds high levels of variations in valuation opinions of 33.6–63% for the archival and survey data, respectively. These levels of variations are substantially higher than have been reported in the literature for advanced markets suggesting that the concerns of valuation errors in SSA may be well grounded. Consistent with theory, it is further established that variations in valuation opinions may be more pronounced in comparatively more complex assignments. These findings have several implications including possible loss of confidence of market players in valuations, heightening of market uncertainty and increase in transaction costs.

PurposeAlthough several factors influence property value determination depending on the market, relevant studies in sub-Saharan Africa (SSA) often fail to analyse the impact of factors, such as unexpired term of leasehold interest and ground rent, which are also germane to market transactions and value determination. This study aims to examine the effect of unexpired term of leasehold interests and ground rent on the valuation of residential properties in Ghana.Design/methodology/approachA questionnaire instrument was used to collect the views of a sample of professional real estate valuers on the relevance of these and other factors that affect value. In addition, the valuers were tasked to value a residential property located in Accra, Ghana. Ordinary least squares and quantile regression models were thereafter used to analyse the data to determine the effect of the subject variables on value.FindingsThe study finds a significant relationship between valuers’ views on the relevance of unexpired term of leasehold interest and the value placed on residential properties. Further, the respondents who viewed ground rent as an important factor in estimating values placed significantly lower values than those who viewed it as less important.Research limitations/implicationsThe findings suggest that the respondents may have split opinion on the existing anecdotal evidence that market participants ignore the unexpired term of leasehold interest, an issue that should be settled in theory. The findings also highlight the diversity of opinion on some of the fundamental factors that affect value and the need to build consensus to prevent excessive variation in value estimates among valuers.Originality/valueThe study makes a significant contribution in terms of extending the existing literature by analysing the impact of unexpired term of leasehold interests and ground rent on residential property values based on empirical data, issue(s) which have often been ignored by existing studies. Findings from the study also provide insights into additional possible causes of valuation errors in Ghana and SSA, which are useful for policy formulation and practice.

While numerous literature discuss urban land use planning theory, it is still unclear the framework that should drive planning practice signifying the need for further interrogation of the subject. This work analyses evolution and development of planning from the human action theory standpoint, drawing on experiences from the UK, Japan and sub-Saharan Africa in the extant literature. It is established that evolution of planning and its practice over time, although uneven across these areas, are rooted in human action. To ensure that planning contributes to addressing the sustainable development challenges confronting the world today, there is a need for planning design regimes and their practice to include human action – incentives.

The connection between efficient land use and economic development is widely known. Land use planning could thus be effectively leveraged in the fight against poverty in sub-Saharan Africa (SSA). To do so, the prescriptions of land use regulations must not just be efficient and effective, but must also be widely adhered to by developers and land users. Adherence to land use regulatory requirements is very low in SSA, indeed across poor countries. This could stem from a multitude of factors. The often cited causes are a general ignorance of the existence of particular land use regulatory requirements or a general lack of appreciation of their benefits. There is however little empirical evidence to confirm the unique contributions of these two factors to the low compliance rate. This study tests the hypothesis that ignorance of planning requirements and lack of appreciation of their benefits overwhelmingly determine land use regulation compliance rate using empirical data from Kwabenya, a suburb of Accra, Ghana. The evidence refutes the hypothesis. On the contrary, the rampant breaches of land use regulations were found to be mostly deliberate. This is stirred by the dearth of evidence about the benefits of land use requirements to warrant the costs and inconveniences of compliance. Compliance was found to be highest among the elite class. This is because they tend to face relatively lower costs of compliance due to cronyism and the need to provide evidence of compliance for other transactions such as to secure bank loans. Designing land use regulations that offers actual benefits over costs is more likely to achieve higher compliance. The on-going multilateral funded planning reforms in Ghana should do no worse than framing the new policies on the basis of supportable evidence of benefits over costs; speculative benefits have proved fatal.

The urban land use planning literature is rife with criticism of the deficiency of planning regimes in sub-Saharan Africa. Currently, little is known of the magnitude of the economic impact of these land use planning regimes, leading to a lack of clear evidence to direct policy reforms. This study examines the economic benefit of Ghana’s land use planning regime to provide quantitative evidence of the magnitude of its benefits to contribute to the debate in the literature as well as aid policy formulation. This study found that land use planning in Ghana contributes considerable benefits in residential areas. A substantial portion of these benefits emanates from tarred roads and concrete drains, electricity, formalized titles and pipe-borne water, while worship centres generate no benefits. This implies that the former four attributes are central to generating maximum benefits from planning in residential areas in Ghana. The study recommends that Ghana’s ongoing planning reforms should place the provision of these facilities at the heart of residential neighbourhood developments, while steps are taken to review the necessity of requirements (attributes) such as community parks, schools and worship centres in residential communities. To aid the assessment of the suitability of land use planning requirements, it is further suggested that the benefit of the planning regime should be evaluated in the context of the cost of compliance with its requirements and urban dwellers’ socio-economic conditions.

Purpose – The purpose of this paper is to assess cost of land title formalisation in Ghana from the standpoint of individual land/property owners with the view to suggesting a cost-effective means for title formalisation in the country. Design/methodology/approach – The paper adopts a quantitative research approach with mainly questionnaire instruments to obtain data from real estate valuers, land agents and lawyers in Accra, Ghana's capital city. Findings – Consistent with the literature, the paper found that title formalisation cost is high with extensive time lag. A substantial portion of the cost emanates from commuting cost for follow-ups to expedite action on title formalisation activities, cost of time lag and unofficial and professional fees for facilitation of title formalisation activities. Practical implications – For land title formalisation to contribute to socio-economic development of Ghana and other developing countries, there is a need for effective and efficient land title formalisation regime to reduce excessive time lag and monetary cost for title formalisation. Originality/value – Few studies have examined the extent of title formalisation cost in sub-Saharan Africa. Most of these studies tend to overlook several indirect costs and give misleading cost reportage or focus on social cost. The study analyses land title formalisation cost from individual land/property owners’ standpoint. The paper incorporates indirect costs and gives an idea as to the cost trend. Being first of its kind, the study presents a new dimension to the assessment of land title formalisation cost in Ghana for policy formulation and practice.
