As the development of internet and widening of informatization service occurs, the company's collecting and using personal information has increased and thus, incidents of personal information extrusion has grown rapidly. Therefore, the government has established a legal and managerial·technical system for the safe usage of personal information, and also continuing on managing and regulating personal information handler. However, the personal information extrusion is increasing despite those kind of strengthened regulation and protection measures and the most critical reason is known to be the abuse cases of improper management of the firm's personal information handler. Thus, enterprises are making an effort to identify the personal information handler and its usage status. There have been increased cases of states using armed forces against non state entities in cyber threatens. There are concerns on using armed forces against cyber armed conflict or cyber threatens between state entities. But until now, the legal is uncertain and not mentioned about regulations and their limitation of cyber armed conflict between non state entities and state entities. Because of that, this study review the legal basis using armed forces on cyber armed conflict by non state entities.

Major performance measures of a queueing network are the mean time a unit (i.e. customer) spends in a sector of the network and the mean time for a unit to move from one sector to another. We give expressions for these and other mean passage times on routes in Jackson queueing networks and in more general queueing networks with congestion-dependent processing and routing. In these networks, the units may overtake one another as they move.
