Peak stratospheric chlorofluorocarbon (CFC) and other ozone depleting substance (ODS) concentrations were reached in the mid- to late 1990s. Detection and attribution of the expected recovery of the stratospheric ozone layer in an atmosphere with reduced ODSs as well as efforts to understand the evolution of stratospheric ozone in the presence of increasing greenhouse gases are key current research topics. These require a critical examination of the ozone changes with an accurate knowledge of the spatial (geographical and vertical) and temporal ozone response. For such an examination, it is vital that the quality of the measurements used be as high as possible and measurement uncertainties well quantified. In preparation for the 2014 United Nations Environment Programme (UNEP)/World Meteorological Organization (WMO) Scientific Assessment of Ozone Depletion, the SPARC/IO3C/IGACO-O3/NDACC (SI2N) Initiative was designed to study and document changes in the global ozone profile distribution. This requires assessing long-term ozone profile data sets in regards to measurement stability and uncertainty characteristics. The ultimate goal is to establish suitability for estimating long-term ozone trends to contribute to ozone recovery studies. Some of the data sets have been improved as part of this initiative with updated versions now available. This summary presents an overview of stratospheric ozone profile measurement data sets (ground and satellite based) available for ozone recovery studies. Here we document measurement techniques, spatial and temporal coverage, vertical resolution, native units and measurement uncertainties. In addition, the latest data versions are briefly described (including data version updates as well as detailing multiple retrievals when available for a given satellite instrument). Archive location information for each data set is also given.

Under the mandate contained in the FY 1976 NASA Authorization Act, the National Aeronautics and Space Administration (NASA) has developed and is implementing a comprehensive program of research, technology development, and monitoring of the Earth's upper atmosphere, with emphasis on the upper troposphere and stratosphere. This program aims at expanding our chemical and physical understanding to permit both the quantitative analysis of current perturbations as well as the assessment of possible future changes in this important region of our environment. It is carried out jointly by the Upper Atmosphere Research Program (UARP) and the Atmospheric Chemistry Modeling and Analysis Program (ACMAP), both managed within the Research Division in the Office of Earth Science at NASA. Significant contributions to this effort have also been provided by the Atmospheric Effects of Aviation Project (AEAP) of NASA's Office of Aero-Space Technology. The long-term objectives of the present program are to perform research to: understand the physics, chemistry, and transport processes of the upper troposphere and the stratosphere and their control on the distribution of atmospheric chemical species such as ozone; assess possible perturbations to the composition of the atmosphere caused by human activities and natural phenomena (with a specific emphasis on trace gas geographical distributions, sources, and sinks and the role of trace gases in defining the chemical composition of the upper atmosphere); understand the processes affecting the distributions of radiatively active species in the atmosphere, and the importance of chemical-radiative-dynamical feedbacks on the meteorology and climatology of the stratosphere and troposphere; and understand ozone production, loss, and recovery in an atmosphere with increasing abundances of greenhouse gases. The current report is composed of two parts. Part 1 summarizes the objectives, status, and accomplishments of the research tasks supported under NASA UARP and ACMAP in a document entitled, Research Summaries 1997- 1999. Part 2 is entitled Present State of Knowledge of the Upper Atmosphere 1999 An Assessment Report.

NASA specifically is charged with the responsibility of reporting on the state of our knowledge of the Earth's upper atmosphere, particularly the stratosphere. Part l of this report summarizes the objectives, status, and accomplishments of the research tasks supported under NASA's Upper Atmosphere Research Program and Atmospheric Chemistry Modeling and Analysis Program for the period of 1997-1999. Part 2 (this document) is a compilation of several scientific assessments, reviews, and summaries. Section B (Scientific Assessment of Ozone Depletion: 1998), Section C (a summary of the 1998 Stratospheric Processes and their Role in Climate, SPARC, ozone trends report), Section D (the policymakers summary of the Intergovernmental Panel on Climate Change, IPCC, report on Aviation and the Global Atmosphere), and Section E (the executive summary of the NASA Assessment of the Effects of High-Speed Aircraft in the Stratosphere: 1998) are summaries of the most recent assessments of our current understanding of the chemical composition and the physical structure of the stratosphere, with particular emphasis on how the abundance and distribution of ozone is predicted to change in the future. Section F (the executive summary of NASA's Second Workshop on Stratospheric Models and Measurements, M&M 11) and Section G (the end-of-mission statement for the Photochemistry of ozone Loss in the Arctic Region in Summer, POLARIS, campaign) describe the scientific results for a comprehensive modeling intercomparison exercise and an aircraft and balloon measurement campaign, respectively. Section H (Chemical Kinetics and Photochemical Data for Use in Stratospheric Modeling: Update to Evaluation Number 12 of the NASA Panel for Data Evaluation) highlights the latest of NASA's reviews of this important aspect of the atmospheric sciences. A list of contributors to each of the included documents appears in Section I of this report.

Ultraviolet absorption cross sections of CH3CFCl2(HCFC-141b) were determined in the gas phase (190-260 nm) and liquid phase (230-260 mm) at 298 K. The liquid phase absorption cross sections were then converted into accurate gas phase values using a previously described procedure. It has been demonstrated that scattered light from the shorter-wavelength region (as little as several parts per thousand) can seriously compromise the absorption cross-section measurement, particularly at longer wavelengths where cross sections are low, and can be a source of discrepancies in the cross sections of weakly absorbing halocarbons reported in the literature. A modeling procedure was developed to assess the effect of scattered light on the measured absorption cross section in our experiments, thereby permitting appropriate corrections to be made on the experimental values. Modeled and experimental results were found to be in good agreement. Experimental results from this study were compared with other available determinations and provide accurate input for calculating the atmospheric lifetime of HCFC-141b.

NASA is charged with the responsibility to report on the state of the knowledge of the Earth's upper atmosphere, particularly the stratosphere. Part 1 of this report, issued earlier this year, summarized the objectives, status, and accomplishments of the research tasks supported under NASA's Upper Atmosphere Research Program during the last two years. New findings since the last report to Congress was issued in 1988 are presented. Several scientific assessments of the current understanding of the chemical composition and physical structure of the stratosphere are included, in particular how the abundance and distribution of ozone is predicted to change in the future. These reviews include: a summary of the most recent international assessment of stratospheric ozone; a study of future chlorine and bromine loading of the atmosphere; a review of the photochemical and chemical kinetics data that are used as input parameters for the atmospheric models; a new assessment of the impact of Space Shuttle launches on the stratosphere; a summary of the environmental issues and needed research to evaluate the impact of the newly re-proposed fleet of stratospheric supersonic civil aircraft; and a list of the contributors to this report and the science assessments which have formed our present state of knowledge of the upper atmosphere and ozone depletion.

This document was issued in response to the Clean Air Act Amendments of 1977, Public Law 95-95, mandating that NASA and other key agencies submit biennial reports to Congress and EPA. NASA is to report on the state of our knowledge of the upper atmosphere, particularly the stratosphere. This is the sixth ozone assessment report submitted to Congress and the concerned regulatory agencies. Part 1 contains an outline of the NASA Upper Atmosphere Research Program and summaries of the research efforts supported during the last two years. An assessment is presented of the state of knowledge as of March 15, 1988 when the Ozone Trends Panel, organized by NASA and co-sponsored by the World Meteorological Organization, NOAA, FAA and the United Nations Environment Program released an executive summary of its findings from a critical in-depth study involving over 100 scientists from 12 countries. Chapter summaries of the International Ozone Trends Panel Report form the major part of this report. Two other sections are Model Predictions of Future Ozone Change and Chemical Kinetics and Photochemical Data for Use in Stratospheric Modeling. Each of these sections and the report in its entirety were peer reviewed.

The rate constant for the reaction of hydroxyl radicals with nitric acid in the 225-443 K temperature range has been measured by means of the flash photolysis resonance fluorescence technique. Above 300 K, the rate constant levels off in a way that can only be explained by the occurrence of two reaction channels, of which one, operative at low temperatures, proceeds through the formation of an adduct intermediate. The implications of these rate constant values for stratospheric reaction constants is discussed.

The paper presents photolysis absorption spectroscopy experimental results which show rapid vibrational quenching of O2(1 Delta, v not less than 1) molecular oxygen fragments in an atmospheric environment. The reactions of this species were determined by flash photolysis of ozone in the Hartley band combined with absorption spectroscopic detection of O2(1 Delta v equals 0) fragments and resonance fluorescence detection of O(3P). It was shown that rapid vibrational deactivation occurs under atmospheric conditions; in addition, an upper limit was determined for the photolytic channel of the O(1D) + O3 yields O2(1 Sigma) reaction.

The absolute rate constant for the reaction OH + CH3CCl3 yields H2O + CH2CCl3 was determined by the flash photolysis resonance fluorescence method from 253 to 363K. The use of the Arrhenius equation with atmospheric observational data on methyl chloroform nearly doubles the predicted tropospheric OH reaction sink strength for the removal of atmospheric gases whose lifetimes are controlled by OH. The increased use of methyl chloroform instead of the restricted trichloroethylene focused attention to its role in stratospheric ozone depletion, producing modeling analyses to determine the amount of released methyl chloroform which reaches the stratosphere. Since the primary atmospheric loss of CH3CCl3 is considered by reaction with OH radicals, these data are used to compute an average tropospheric OH concentration and the strength of the 'global tropospheric OH reaction sink'.

The flash photolysis resonance fluorescence technique was employed to investigate the rate constant for the reaction Cl + CH2O yields HCl + CHO from 223 to 323 K. An Arrhenius fit of the data gives a rate constant equal to (1.09 + or - 0.40) x 10 to the -10th exp/-(131 + or - 98)/T/ in units of cu cm/molecule per sec. The results are compared to two very recent kinetic studies and are assessed in view of the reaction's role in disrupting the Cl-ClO stratospheric ozone depletion chain.

An evaluated set of rate constants and photochemical cross sections were compiled for use in modelling stratospheric processes. The data are primarily relevant to the ozone layer, and its possible perturbation by anthropogenic activities. The evaluation is current to, approximately, January, 1979.

The rate constant for the reaction of O (P-3) atoms with ClONO2 at 10 torr total pressure is assessed over the temperature range 225-273 K by the flash photolysis resonance fluorescence technique. The data, taken together with results given by Molina et al. (1977), have been used to formulate an Arrhenius expression suitable for stratospheric modeling applications. Comparison of the rate of ClONO2 destruction via the oxygen atom reaction with the solar photolysis rate shows that chemical reaction accounts for less than 15% of the CLONO2 removal at altitudes between 20 and 30 km.

Rate constants for the removal of Cl(2P) atoms by homogeneous gas phase reaction with ClONO2 were measured using the flash photolysis resonance fluorescence technique at 224, 250, and 273 K. The values obtained have been used to derive the above Arrhenius equation. The uncertainties expressed are 95% confidence limits obtained using the statistical standard deviation of the individual rate constants plus a 15% additional estimated uncertainty attributed to difficulties in chlorine nitrate concentration measurements. The results indicate that destruction of chlorine nitrate by reaction with chlorine atoms is perhaps the least important of the atmospheric reactive channels, and is at least three orders of magnitude slower than calculated photodissociation rates at all stratospheric altitudes.

Absorption spectra enhancement by organic dye laser quenching, considering applications for absorbing species spectroscopic detection

Compositions of gas samples are frequently studied by laser absorption spectroscopy. Sensitivity is improved by two orders of magnitude when absorption cell is placed inside an organic-dye laser cavity.

A device and method are provided for performing qualitative and quantitative elemental analysis through the utilization of a vacuum UV chromatographic detector. The method involves the use of a carrier gas at low pressure. The gas carries a sample to a gas chromatograph column; the column output is directed to a microwave cavity. In this cavity, a low pressure microwave discharge produces fragmentation of the compounds present and generates intense atomic emissions in the vacuum ultraviolet. These emissions are isolated by a monochromator and measured by photometer to establish absolute concentration for the elements.
