Tato studie představuje 18 návrhů ke zlepšení postihování trestných činů z nenávisti, které byly identifikovány v kvalitativních rozhovorech se specializovanými policisty. Po přiblížení role policie v rámci postihování trestných činů z nenávisti je popsána metodologie výzkumu. Následně jsou představeny jednotlivé návrhy, které byly zařazeny do následujících kategorií: specializace a motivace, edukace, kooperace s dalšími aktéry, prevence, novelizace a praktická a procesní opatření. Prezentace návrhů je ilustrována citacemi z rozhovorů. Závěrem jsou tyto návrhy diskutovány s přihlédnutím k relevantním studiím. This study presents eighteen proposals to improve the prosecution of hate crimes which have been identified in qualitative interviews with specialized police officers. After describing the role of the police in the hate crime prosecution, the research methodology is outlined. The proposals are presented subsequently, using the structure of the following categories: specialization and motivation, education, cooperation with other actors, prevention, amendment of legislation, and practical and procedural measures. The presentation of the proposals is illustrated by quotes from the interviews. Finally, the proposals are discussed in the light of existing studies.

OBJECTIVES: This study explores the representation of the private landlords’ practices that may contribute to housing insecurity and forced mobility in Czech segregated areas. THEORETICAL BASE: Following debate on the “poverty business”, the study uses literature on Roma marginalization, sociology of eviction and housing studies. METHODS: The thematic analysis of 167 documents published mainly by the Agency of Social Inclusion was conducted. OUTCOMES: The landlords’ practices are analyzed in four areas: overcharging rent and other payments, tenancy contracts, disinvestment, and coercion. Their relation to housing security and eviction is pointed out. SOCIAL WORK IMPLICATIONS: Social workers shall continue to embrace the issue of exploitative practices in private rental housing and use social work methods to reduce the power asymmetry in the tenant-landlord relationships, prevent eviction, and improve rental and housing conditions. Tenant stigmatization should be countered by exposing the agency of other actors and structural factors that co-produce housing insecurity and forced mobility

Obchod s chudobou se v poslední době stal častým problémem veřejného diskurzu. Tomu odpovídá i Programové prohlášení vlády České republiky, neboť je zde zmíněna problematika chudoby v souvislosti se zneužíváním systému sociální péče prostřednictvím předražených ubytovacích domů. Navzdory politickému významu obchodu s chudobou nebyl doposud proveden žádný pokus objasnit význam tohoto pojmu. Tato studie má být prvním krokem k pochopení obchodu s chudobou v českém kontextu; jeho cílem je prozkoumat, jak byl tento jev zastoupen v českých zpravodajských médiích. Výzkum byl založen na teorii reprezentace a kvalitativní obsahové analýze, což byla metoda, která byla navržena pro tematickou analýzu mediálního obsahu. Data byla čerpána z databáze Anopress IT. Z 1 277 textů obsahujících pojem „obchod s chudobou“ a podobných souvisejících termínů bylo pro analýzu vybráno 66 textů. Analýzou bylo zjištěno, že obchod s chudobou je prezentován hlavně jako otázka bydlení; byly však identifikovány i jiné významy, z nichž všechny souvisely s myšlenkou vykořisťování chudé a zranitelné části společnosti. Závěrem lze říci, že chudoba byla představována jako vysoce zpolitizovaný problém, který se týká zneužívání příspěvků na bydlení a je považována za socio-ekonomický a etno-kulturní problém. he poverty business has recently become a frequent issue in public discourse. The Program Declaration of the Government of the Czech Republic also reflects this, as the poverty business is mentioned here in relation to the abuse of the welfare system through overpriced lodging houses. In spite of the political significance oft he poverty business, the research on this issue has been scant. No attempt has even been made to clarify the meaning of this concept. This study is meant to be a first step in understanding the poverty business in the Czech context; it aims to explore how this phenomenon was represented in the Czech news media. The research was based on the theory of representation and qualitative content analysis, a method that was devised for thematic analysis of media content. The data were drawn from the Ano press IT database. Out of 1,277 texts containing the term “poverty business” and similar relevant terms, 66 texts were selected for the analysis. The analysis found that the poverty business is mainly presented as a matter of housing; however, other meanings were also identified, all of which were connected to the idea of exploitation of the poor and vulnerable segments of society. The victims of the poverty business include not only the clients of poverty entrepreneurs but also other people who were categorized according to their alleged decency or indecency. The consequences of the poverty business were seen as relating to clients, interethnic coexistence and the public administration. The main subjects identified in media communications were the state, municipality, and poverty entrepreneurs, who played the role of culprits, profiting subjects, and rectifiers. To conclude, the poverty business was represented asa highly politicized issue that concerns the misuse of housing benefits and is seen both as a socio-economic and ethno-cultural problem. The solution to the poverty business was mostly conceived as a technical intervention in to the welfare system, ignoring the agency of the victims of the poverty business.

V tomto článku reflektujeme viktimizační šetření realizované jakou součást výzkumného projektu BRIZOLIT (Bezpečnostní rizika v sociálně sociáně vyloučených lokalit). Našim hlavním cílem je reflektovat metodologické, epistemologické a etické problémy, kteřé se vynořily v průběhu šetření s obyvateli sociálně vyloučených lokalit v období Duben-Srpen 2016. Specificky se pak zaměřujeme na otázky konstrukce výzkumného ojektu, strategie vedení rozhovorů stejně jako validity dat z šetření. Jinými slovy, snažíme se odpovědět na tři základní otázky: "Koho jsme zkoumali? Jak jsme je zkoumali? Jak jsme vyzkoumané zaznamenávali?". Doufáme, že naše odpovědi poskytnou potřebná vodítka pro budoucí výzkumníky čelící podobnným problémům. In the present article, we reflect on the victimization survey conducted as part of the research project BRIZOLIT (Security Risks in Socially Excluded Localities). Our main focus is on the methodological, epistemological and ethical problems which appeared during the survey among inhabitants of the so-called socially excluded localities in April — August 2016. More specifically, we will deal with the issues related to the construction of our research object, interviewing strategies, as well as problems of validity of survey data with regard to the complex processes of victimization in socially excluded localities. In other words, we will try to answer three rather basic questions: „Who did we research? How did we do it? How did we record our findings?“ and hope to provide clues for future researchers facing similar problems

Obchod s chudobou se stal důležitou metaforou současné debaty o bezpečnosti v sociálně vyloučených lokalitách. Pojem „obchod s chudobou“ a rozsah obchodních praktik zaměřených na nejchudší a nejzranitelnější skupiny obyvatelstva. Cílem této práce je prozkoumat mediální reprezentace tohoto jevu pomocí kvantitativní a kvalitativní analýzy dat. Nejprve jsou analyzovány charakteristiky českých mediálních zpráv včetně pojmu „obchod s chudobou“. Dále představíme události, o nichž bylo v určitých obdobích publikováno nejvíce textů. Tyto události lze považovat za klíčové milníky referování o obchodu s chudobou v českých médiích, tvořící jeho obsah. Zatřetí jsme korpus podrobili frekvenční analýze, abychom zjistili, o čem texty zmiňující obchod s chudobou pojednávají. Poverty business has become an important metaphor in the current debate regarding security in socially excluded localities. The term poverty business covers a range of business practices aimed at the poorest and most vulnerable populations. The goal of this study is to examine media representations of the phenomenon using content analysis of quantitative and qualitative data. First, characteristics of Czech media messages including the term “poverty business” are analysed. Next, key events are identified which have shaped the way poverty business is reported on in the analysed corpus. Finally, topics, groups and key actors are analysed based on the development of their quantitative representation in the corpus over time.

Kniha Labyrintem zločinu a chudoby přináší komplexní pohled na kriminalitu, jejímiž oběťmi se stávají obyvatelé tzv. sociálně vyloučených lokalit. Zaměřuje se tedy na viktimizaci, která je definována jako proces, během něhož vzniká někomu újma v důsledku jednání (či nejednání) jiných osob. Publikace vychází především z viktimizačního šetření provedeného v téměř 300 sociálně vyloučených lokalitách po celé České republice. Dále čerpá z dlouhodobého etnografického výzkumu realizovaného ve dvou vybraných obcích v Ústeckém a Moravskoslezském kraji.

Liquidity and informational efficiency are closely watched features of financial markets. Together with stock exchange size effect, captured by market capitalization, this thesis examines the triple of relationships among these three stock market properties. Applying methods of sequences and reversals ratio test, autocorrelation coefficient test and variance ratio test provided us with 14 proxy measures of efficiency for each stock. Daily prices and volumes traded for period 2003 - 2013 of 206 stocks sampled from 22 stock exchanges were used. The same data were used for Amihud illiquidity measure. The positive relationship between stock efficiency and liquidity was not strongly supported neither rejected. It turned out that stock liquidity is very strongly positively dependent on size of stock exchange where is that particular stock listed. It was also concluded that there are more efficient stocks listed in larger stock exchanged. The main objective of the submitted paper is to clarify the consequences of the creation, existence and development of less known Italian criminal structures of Sacra Corona Unita and Basilischi. I put special emphasis on the regional context and the role of large-scale ´Ndrangheta and Camorra criminal mafia systems and the formation of these organizations. In the second part of the paper, the Italian organized crime issue is outlined from a less structurally sophisticated aspect – the criminal structure of Banda della Magliana. The importance of the second section results not from the existence of this organized criminal structure per se, but from the socio-political role this group kept during the 1970s and 1980s. The paper is structured into three main chapters, which reflect three circles of exposition of the issue of the ”unknown mafia” – i.e. the regional context, the influence of large criminal systems on their formation and the summary of their development and activities.

The main objective of submitted Ph.D. thesis proposal is to sketch the first version of research design focused on the czech advoacy while using Pierre Bourdie´s theoretical, epistemological and methodological framework. The objective of the research project itself is to understand the practices in the field of czech advocacy, i.e. the practices in the field which is considered to be a transmitter between citizens and order which is defined in the terms of law.
