Abstract

Purpose: This paper aims to evaluate the risk factors and determines the overall risk level (ORL) of public-private-partnership (PPP) power projects in Ghana using fuzzy synthetic evaluation methodology (FSEM). Design/methodology/approach: In this paper review of literature led to the development of a 67-factor risk list which was ranked by experts and industry practitioners through a questionnaire survey. Findings: These factors were grouped into principal risk factors (PRFs) using component analysis and they served as the input variables for fuzzy analysis. The seven components were: Contract and Payment risks, Environmental risks, Financial and Cost risks, Legal and Guarantee risks, Operation risks, Socio-Political and Performance risks (SPR) and Tender and Negotiation risks. Study showed that the ORL of Ghanaian PPP power projects is high implying they are risky to both the public and private sectors. Fuzzy analysis also confirmed SPR as the most critical principal factor. Originality/value: This study is significant and demonstrates that fuzzy methodology can be used as a useful risk evaluation tool and risk assessment framework for private investors, policy makers and public sector. 24. Impact of competitive strategies on achieving the sustainable development goals: Context of Ghanaian construction firms

Abstract

AbstractThe Ghanaian construction industry is struggling to integrate the Sustainable Development Goals (SDGs) in projects. This study seeks to evaluate competitive strategies adopted by construction firms; assess construction related elements within the SDGs and investigate impact of competitive strategies on achieving SDGs. Mean score ranking and one sample t-test were used to establish relative significance of the variables. Factor analysis clustered the competitive strategies into three components: Pricing and innovation strategies (PIS), Unique products and segmentation (UPS) and Innovative financing and packaging (IFP). Structural Equation Modelling was used to estimate the impact of competitive strategies on achieving the SDGs. The significant competitive strategies were pricing products lower than rivals; packaging same product in different ways to target different markets; and offering individual attention to customer needs. Furthermore, recycling and reusing greywater (under SDG 6); reduction of emissions and waste (under SDG 11) and promotion of sustainable technologies (under SDG 17) were the significant construction-related elements within SDGs. PIS and IFP had positive impact on achieving the SDGs in the construction industry while UPS had a negative impact. Study makes unique contribution to the Ghanaian construction industry through benchmarking the most significant competitive strategies and how these achieve SDGs.

30. Fuzzy synthetic evaluation of moral hazard and adverse selection of public private partnership projects

Abstract

AbstractMoral hazards and adverse selection (MHAS) lead to failure in public-private partnership (PPP) projects and delay in delivery outputs’ requirements. This research developed a fuzzy synthetic evaluation model (FSEM) to measure cause and effect level of MHAS of PPP construction projects. Mean score ranking and principal component factor analysis (PCFA) evaluated the causal factors. FSEM calculated overall cause and effect (OCE) level. PCFA analysis yielded three components: party and risk factors, incentives and contractual obligationsand contract and project conditionswhile FSEM determined the OCE level to be 3.92. Party and risk factors; incentives and contractual obligations; contract and project conditions had cause and effect levels of 3.99, 3.99 and 3.79. Findings will enhance knowledge on MHAS risk levels of PPP construction projects thereby prompting project stakeholders to reduce the risks. Further research recommends using computer-based systems to minimize complexities and human errors during manual computation of fuzzy analysis.

Abstract

This study intended to examine the influence subcontractor risk management has on the quality performance of building construction projects. Using a quantitative research method, five hypothesised constructs were tested. The views of 139 Heads of Works for Metropolitan, Municipal and District Assemblies (MMDAs) in Ghana were elicited using a structured questionnaire. A confirmatory factor analysis (CFA) based on structural equation model (SEM) was adopted in analysing the data obtained. The findings suggest that the management of four (financial risks, resource risks, technical risks and managerial risks) out of the five categories of risks positively influenced the quality performance of building construction projects. Relationship risks showed no significant influence on construction quality performance. The study showed quantitatively the effects of sub-contractor risks on quality performance. It provides a vivid relationship between the concept of sub-contracting and quality performance. Therefore, failure to properly manage risks sourced from sub-contractors on a building construction project will have a major adverse consequence on the quality performance of the project. This study further advances efforts at understanding the link between sub-contractor management and project performance with a particular focus on the management of risks emanating from the use of subcontractors on building projects.
