1. European agricultural soil management : Towards climate-smart and sustainability, knowledge needs and research approaches

Abstract

Current soil- and land degradation seriously challenge our societies; it contributes to climate change, loss of biodiversity and loss of agricultural productions. Yet, soils are also seen as a major part of the solution, if maintained or restored to provide ecosystem services. Climate-smart sustainable management of soils can provide options for soil health maintenance and restoration. In the European Union, the resource management and sustainability challenge are addressed in the Green Deal that, among other goals, aspires towards a healthy climate-resilient agricultural sector that will produce sufficient products without damaging ecosystems and contribute to better biodiversity and mitigate climate change. The European Joint Programme (EJP) SOIL was set up to contribute to these goals by developing knowledge, tools and an integrated research community to foster climate-smart sustainable agricultural soil management that provides a diversity of ecosystem service, such as adapting to and mitigating climate change, allowing sustainable food production, and sustaining soil biodiversity. This paper provides an overview of the potential of climate-smart sustainable soil management research to the targets of the Green Deal that are related to soils most directly. The EJP SOIL EU-wide consultation (interviews and questionnaires) and literature analysis (national and international reports and papers) done in the first year (2020–2021) generated a wealth of data. This data showed that there are specific manners to do research that are essential for it to be effective and efficient and that can actively contribute to the Green Deal targets. We concluded that research needs to be: (i) interdisciplinary, (ii) long-term, (iii) multi-scaled, from plot to landscape, (iv) evaluating trade-offs of selected management options for ecosystem services and (v) co-constructed with key stakeholders. Abstract

The SIREN project has made an inventory of indicator systems for assessing soil quality and ecosystem services derived from agricultural soils, as currently used by Member States associated in the EJP SOIL program and beyond. The project aimed to identify and review the national approaches to make use of soil data in the assessment of soil-related ecosystem services, and has surveyed the knowledge gaps and needs for development hindering policy implementation as experienced in the 20 countries participating in the SIREN consortium. A comprehensive conceptual framework linking soil quality to ecosystem services has been collated from earlier proposals in the scientific literature, unifying various concepts associated with soil quality and ecosystem services, and providing a glossary of consistent terminology. SIREN has also taken stock of evaluation criteria for indicators of soil quality as implemented in national soil monitoring schemes. Based on reviews of literature, international policy, international stakeholder views, wide application in national soil monitoring and application in EU projects contributing to agricultural soil quality assessment, a synthesis was produced of policy-relevant soil quality indicators with high potential for harmonised application in national and European monitoring. A tiered approach is proposed for implementation of such a minimum dataset.

7. Changes in organic matter contents and carbon stocks in Dutch soils, 1998–2018

Abstract

Changes in soil organic matter (SOM) content and soil organic carbon (SOC) stock in the 0–30 cm and 30–100 cm soil layers between 1998 and 2018 in the Netherlands were estimated by repeated sampling of 1152 locations in the Soil Sampling Programme (SSP). These locations were selected following a stratified simple random sampling design. We discuss various barriers we met: restricted accuracy of information on soil bulk density, uncertainties due to positional errors, differences in sampling support, and changes in laboratory analysis methods since 1998. Domains of interest such as mineral soils were defined either on the basis of the stratification of the SSP sample (geomatching) or on the basis of soil profiles observed at the selected locations (classmatching). The mean SOM content changed significantly in the 30–100 cm layer (-17.68 ) in the entire area of interest (non-built-up area in the Netherlands) between 1998 and 2018 (at a 5% significance level). A decrease in SOM content between 1998 and 2018 could be shown for the 0–30 cm layer in mineral soils under cropland if classmatching was applied (at a 5% significance level), but no change could be shown in this layer in the remaining domains of interest, whether geomatching or classmatching were applied. For the 30–100 cm layer in mineral soils, significant changes in mean SOM content were shown by classmatching: −8.59 under cropland and −4.75 under grassland. The calculations indicate that SOC stocks decreased between 1998 and 2018 in both the 0–30 cm and the 30–100 cm layer of mineral soils under both cropland and grassland. The accuracy of the bulk density data needs to be improved in future measurements to increase the accuracy of calculations of the SOC stock changes.

Additionally it gives a table-by-table elaboration of the choices and motivations for filling the CRF tables for KP-LULUCF. Dit rapport geeft de methodologische achtergrondinformatie die gebruikt wordt binnen het nationale systeem om de broeikasgasemissies voor de LULUCF (landgebruik en bosbouw) sector te berekenen zoals die aan de VN Klimaatconventie (UNFCCC) en het Kyoto Protocol (KP) worden gerapporteerd. Het rapport geeft gedetailleerde beschrijvingen van de gehanteerde methodologie, gebruikte activiteitendata en emissiefactoren. De te rapporteren categorieën Bos (Forest land), Bouwland (Cropland), Grasland (Grassland), Wetlands, Bebouwd gebied (Settlements), Ander land, en geoogste houtproducten worden per hoofdstuk beschreven. This report provides a complete methodological description of the Dutch National System for Greenhouse gas Reporting of the LULUCF sector for the UN Framework Convention on Climate Change (UNFCCC). The methodologies follow the IPCC 2006 guidelines for Agriculture, Forestry and Other Land-Uses (AFOLU).Based on these guidelines, this report provides detailed descriptions and motivations of the used methods, activity data, and emission factors for calculation of the emissions and removals as reported in the National Inventory Report (NIR). The structure of the report follows the structure for national inventory reports aslaid out in the appendix to Decision 24/CP.19 of the UNFCCC.

Abstract

This report provides a complete description and background information of the Dutch National System for Greenhouse gas Reporting of the LULUCF sector and the Dutch LULUCF submission under the Kyoto Protocol for the 2013 submission of The Netherlands. The 2013 submission reports greenhouse gas emissions over the year 2011. It includes detailed description of the methodologies used to calculate activity data and emissions and it gives the full text of the NIR-II for KP-LULUCF, as well as a description of the table-by-table methodologies, choices and motivations. In 2011 afforestation and reforestation activities produced a sink of 458.66 Gg CO2 equivalents while deforestation caused an emission of 838.67 Gg CO2 equivalents. These values were based on changes in above-and belowground biomass, dead wood, litter and soil (mineral as well as organic), and agricultural lime application on deforested areas.

Abstract

Soils play a pivotal role in major global biogeochemical cycles (carbon, nutrient, and water), while hosting the largest diversity of organisms on land. Because of this, soils deliver fundamental ecosystem services, and management to change a soil process in support of one ecosystem service can either provide co-benefits to other services or result in trade-offs. In this critical review, we report the state-of-the-art understanding concerning the biogeochemical cycles and biodiversity in soil, and relate these to the provisioning, regulating, supporting, and cultural ecosystem services which they underpin. We then outline key knowledge gaps and research challenges, before providing recommendations for management activities to support the continued delivery of ecosystem services from soils. We conclude that, although soils are complex, there are still knowledge gaps, and fundamental research is still needed to better understand the relationships between different facets of soils and the array of ecosystem services they underpin, enough is known to implement best practices now. There is a tendency among soil scientists to dwell on the complexity and knowledge gaps rather than to focus on what we do know and how this knowledge can be put to use to improve the delivery of ecosystem services. A significant challenge is to find effective ways to share knowledge with soil managers and policy makers so that best management can be implemented. A key element of this knowledge exchange must be to raise awareness of the ecosystems services underpinned by soils and thus the natural capital they provide. We know enough to start moving in the right direction while we conduct research to fill in our knowledge gaps. The lasting legacy of the International Year of Soils in 2015 should be for soil scientists to work together with policy makers and land managers to put soils at the centre of environmental policy making and land management decisions.

Abstract

The EU thematic strategy for soil protection recognizes that soil degradation through erosion, soil organic matter decline, compaction, salinization and landslides occurs in specific areas, and that these areas must be identified in an unequivocal way. Currently, there are various risk assessment methodologies (RAMs) and the question has risen to what extent these RAMs yield similar outcome and, if not, whether the outcome can be harmonized, i.e. whether the results of the various RAMs can be made compatible or comparable. In this study i) the current status of RAMs for erosion, soil organic matter decline, compaction, and salinization in the European Union (EU27) is reviewed, and ii) the need and the options for harmonization are assessed. The need for harmonization was defined as the likelihood of achieving different outcomes when using different RAMs, whereas the options for harmonization refer to the efforts that are required to harmonize soil RAMs. The current status of RAMSs in EU-27 was assessed on the basis of questionnaires, which were sent out to soil specialists and policy officers in all Member States. We received more than 100 (response rate >50%) completed questionnaires. It turned out that many of the so called RAMs are still incomplete; they are ‘process (or threat) quantifications’ rather than methodologies that assess the risk of a soil threat. Moreover, there were significant differences between RAMs for a soil threat in terms of (i) the notion of the threat, (ii) data collection, (iii) data processing, (iv) data interpretation, and (v) risk perception. The need for harmonization appeared highest for erosion and salinization, whereas the options for harmonization were best for SOM decline. Harmonization of soil RAMs may be very complex and for that reason not always feasible. We suggest two options that may facilitate unequivocal identification of risk (or priority) areas for soil threats, i) a two Tiered approach based on data availability and spatial scale and ii) generic harmonization, i.e. combining standardization and harmonization in a rather pragmatic way

Abstract

Het doel van dit rapport is om meer inzicht en kwantificering te krijgen van potentiële veranderingen in koolstofvoorraden in Nederlandse bodems. Gebaseerd op een nieuwe stratificatie van de Landelijke Steekproef Kartering (LSK) data zijn bodemkoolstofvoorraden voor de voornaamste landgebruikstypen en bodemtypen bepaald. Het resultaat voor de belangrijkste landgebruikveranderingen laat zien dat bodem C emissies elkaar veelal compenseren. Met het MITERRA-model is de potentie voor koolstofvastlegging berekend. Niet-kerende grondbewerking en verbeterde gewasrotaties hebben de grootste potentie voor koolstofvastlegging. De totale realistische koolstofvastlegging in de landbouw wordt geschat op maximaal 1 Mton CO2 per jaar. De voorgestelde verplichte maatregelen voor het vergroenen van de landbouwsubsidies kunnen zorgen voor additionele koolstofvastlegging. Daarnaast laat deze studie zien dat ook andere natuurtypen dan bos grote koolstofvoorraden kunnen vastleggen.

Abstract

In Nederland komt ongeveer 10% van alle emissies van de broeikasgassen uit land-gebonden bronnen en nog eens 5% uit aan het landgebruik verbonden activiteiten. Nederlandse onderzoekers hebben binnen het Bsik-onderzoeksprogramma Klimaat voor Ruimte (KvR) gewerkt aan het verbeteren en verfijnen van de emissieschattingen in tijd en ruimte, aan het terugdringen van de onzekerheid in de emissiedata, het ontwerpen van maatregelen om de emissies van het landgebruik te reduceren en innovatieve methoden om N2O en CH4 emissies te bepalen toegepast en verder ontwikkeld.
